The establishment of an optimised rationing system for crisis driven food insecurity, the case of Czechia

Abstract:The establishment of a system for food insecurity mitigation in times of crisis is one of the main tools for stabilisation of a population. The policymakers need such tools in order for the state to survive in a scenario of a major crisis, which thanks to both the international situation and climate change seem likely. Therefore, this study (case of Czechia) aims to provide the predetermination of potential nutritional needs of the population in case of a non-existent import of goods and compares them with the existing production outputs This goal was accomplished through the evaluation of the possible causes of such an event and the subsequent optimisation approach to the rationing of food according to the average nutritional needs of the citizens. Furthermore, the study aims to evaluate the existing production capacities of the agriculture and food industry and their potential to meet the needs of society in the scenario mentioned above. This study presents three variants, which differ in terms of recommendations for energy and nutrient intake and in terms of the composition of the assortment. Variant B, representing the less critical scenario, focused on the continuation of production between industries, reflected in the energy intake of the adult population. Variants A and C represent a similarly critical scenario, with the core difference between the two being the preparedness of the nation for supplementation of nutrients outside of foods and the focus on foods with better longevity. Based on the results of this study, a recommended approach to strategic preparation for potential food security was created consisting of two key elements: (i) the need for a more stable animal production industry, as well as protein crops producing agriculture that ensure environmental sustainability; (ii) the inclusion of nutrient supplements in national strategic reserves, as well as support of the supplement production industry. With the outputs of the optimisation approach, the conclusion implies how a similar model could be implemented outside of the studied case, as well as the recommendations, which in a broader sense highlight the need for a more balanced content of the strategic reserves of states.
