Abstract:Habitat alteration is causing woodland caribou populations to decline owing to increased predation by wolves, which benefit from the increased abundance of their primary prey, moose. Management strategies, including reducing wolf populations and increasing moose hunting opportunities enough to sufficiently affect wolf populations, have shown potential to meet short‐term caribou conservation objectives. This study suggests that without moose reductions, more wolves will need to be removed to meet caribou conservation targets. Woodland caribou (Rangifer tarandus caribou) are declining across much of their distribution in Canada in response to habitat alteration, leading to unsustainable predation, particularly by wolves (Canis lupus). Habitat alteration can benefit the primary prey species of wolves (moose [Alces alces] and deer [Odocoileus spp.]) by creating early seral conditions that contain more of their preferred food types. This increase in primary prey populations results in elevated wolf abundance and heightened predation pressure on caribou. In response to the elevated wolf populations and the risks to caribou, managers have reduced wolf abundance in key areas. Ecological theory suggests that reducing wolf abundance would release moose from the top‐down effects of wolf predation, potentially allowing moose populations to grow. Elevated moose abundance thus has the potential to cause wolf populations to rebound quickly each year following reductions, suggesting a possible link between moose abundance and the number of wolves killed for caribou conservation. To test this idea we used a unique management situation in British Columbia and Alberta, Canada, where lethal wolf removals were annually conducted across specific southern mountain caribou population ranges and, in some places, moose populations were concurrently reduced via liberalized hunting. We used indices of moose abundance and wolf removal data to test the hypothesis that reducing moose populations to a historical abundance target by hunting leads to fewer wolves killed for caribou conservation. After controlling for habitat quality, wolves removed per km2 was 3.2 times lower in areas with reduced moose density ( x ̄ = 1.55 wolves/1,000 km2 ± 0.33 [SE]) than in those without reduced moose density ( x ̄ = 5.02 wolves/1,000 km2 ± 0.52). However, the average number of wolves removed per year decreased under both conditions. After 9 years, there was a 35% reduction in the predicted difference in the annual removal between areas with and without moose reduction. Our results suggest that policies that do not reduce or stabilize moose abundance will result in the removal of more wolves to increase caribou abundance. Like wolf reductions, moose reductions can also be controversial and affect local harvesters. Thus, understanding the consequences of actions that support caribou recovery is essential to supporting evidence‐based policy discussions.

Abstract:Recovering endangered species is a difficult and often controversial task that challenges status quo land uses. Southern Mountain caribou are a threatened ecotype of caribou that historically ranged in southwestern Canada and northwestern USA and epitomize the tension between resource extraction, biodiversity conservation, and Indigenous Peoples' treaty rights. Human-induced habitat alteration is considered the ultimate cause of caribou population declines, whereby an increased abundance of primary prey-such as moose and deer-elevates predator populations and creates unsustainable caribou mortality. Here we focus on the Klinse-Za and Quintette subpopulations, part of the endangered Central Group of Southern Mountain caribou in British Columbia. These subpopulations were trending toward immediate extirpation until a collaborative group initiated recovery by implementing two short-term recovery actions. We test the effectiveness of these recovery actions-maternity penning of adult females and their calves, and the reduction of a primary predator, wolves-in increasing vital rates and population growth. Klinse-Za received both recovery actions, whereas Quintette only received wolf reductions, providing an opportunity to test efficacy between recovery actions. Between 1995 and 2021, we followed 162 collared female caribou for 414 animal-years to estimate survival and used aerial counts to estimate population abundance and calf recruitment. We combined these data in an integrated population model to estimate female population growth, total population abundance, and recovery action effectiveness. Results suggest that the subpopulations were declining rapidly (λ = 0.90-0.93) before interventions and would have been functionally extirpated (<10 animals) within 10-15 years. Wolf reduction increased population growth rates by ~0.12 for each subpopulation. Wolf reduction halted the decline of Quintette caribou and allowed them to increase (λ = 1.05), but alone would have only stabilized the Klinse-Za (λ = 1.02). However, maternity penning in the Klinse-Za increased population growth by a further ~0.06, which when combined with wolf reductions, allowed populations to grow (λ = 1.08). Taken together, the recovery actions in these subpopulations increased adult female survival, calf recruitment, and overall population growth, more than doubling abundance. Our results suggest that maternity penning and wolf reductions can be effective at increasing caribou numbers in the short term, while long-term commitments to habitat protection and restoration are made.

Abstract:We used cameras to examine moose detections before and after lethal wolf removal in Alberta, Canada. We showed moose select security‐based habitats while wolves were present, but when wolves were removed moose chose habitat with more foraging opportunities. These findings demonstrate the broad reaching impacts of predator removal on other species. Moose (Alces alces) and woodland caribou (Ranger tarandus caribou) are the 2 large prey species for wolves (Canis lupus) in the Nearctic boreal forest in North America. Caribou have declined, with widespread anthropogenic disturbance as the ultimate cause and wolf predation as the proximal cause. To conserve caribou the government of Alberta, Canada initiated a wolf control program to reduce predation rates on caribou populations and contribute to caribou population recovery. Predators play an important role in shaping the structure and function of ecosystems through top‐down forces. We hypothesized that the strongest factors influencing moose occurrences would reflect changes in predation risk before and after the onset of wolf control. We weighed evidence for competing hypothesis by deploying cameras across a highly industrialized landscape in Alberta for 3 years after wolf control (2017–2020), capitalizing on 3 years of existing data before the onset of wolf control (2011–2014). We created generalized linear models representing competing hypotheses about moose response to natural and anthropogenic landscape features before and after wolf control, examining support for each in an information‐theoretic framework. Prior to wolf control, the model containing landscape features providing security cover was best‐supported, but this was scale‐dependent. After wolf control, the model containing landscape features that offer increased forage opportunities was best‐supported. Unexpectedly, the direction of effect was often opposite to predictions, with moose avoiding some features thought to provide security and forage. We demonstrate that lethal predator control affects the spatial distribution of its primary prey species but in ways we do not fully comprehend, highlighting the need for a better understanding of community dynamics following wolf control.

Abstract:Habitat loss is affecting many species, including the southern mountain caribou (Rangifer tarandus caribou) population in western North America. Over the last half century, this threatened caribou population's range and abundance have dramatically contracted. An integrated population model was used to analyze 51 years (1973–2023) of demographic data from 40 southern mountain caribou subpopulations to assess the effectiveness of population‐based recovery actions at increasing population growth. Reducing potential limiting factors on threatened caribou populations offered a rare opportunity to identify the causes of decline and assess methods of recovery. Southern mountain caribou abundance declined by 51% between 1991 and 2023, and 37% of subpopulations were functionally extirpated. Wolf reduction was the only recovery action that consistently increased population growth when applied in isolation, and combinations of wolf reductions with maternal penning or supplemental feeding provided rapid growth but were applied to only four subpopulations. As of 2023, recovery actions have increased the abundance of southern mountain caribou by 52%, compared to a simulation with no interventions. When predation pressure was reduced, rapid population growth was observed, even under contemporary climate change and high levels of habitat loss. Unless predation is reduced, caribou subpopulations will continue to be extirpated well before habitat conservation and restoration can become effective.

Abstract:Mountain pine beetle (MPB) has become an invasive forest pest of mature pine in western North America as it spreads beyond its former endemic range. Management actions such as timber harvest can reduce the spread of MPB but may affect species of conservation concern like woodland caribou. Our goal was to inform MPB management within caribou ranges by exploring the impacts of MPB on caribou habitat-focusing on terrestrial lichens, an important winter food for caribou. We evaluated differences in lichen cover among four MPB management actions: timber harvest, wildfires, leaving MPB killed trees as-is, and single-tree cut-and-burn control. We found little evidence that leaving MPB killed trees as-is or controlling MPB using single-tree cut-and-burn impacted lichen cover. However, we found that lichen cover was lower in timber harvested and burned areas compared to intact undisturbed forest but only 10 to 20 years post-disturbance, respectively. Our results suggest that despite short-term reductions in lichen cover, using timber harvesting and prescribed burns to control MPB may balance management needs for MPB while maintaining lichen cover over time. However, using timber harvesting and prescribed burns to manage MPB is likely to have detrimental population-level effects on caribou by increasing the proportion of disturbed habitat and thus predators within caribou ranges. Among the four management actions that we evaluated, the cut-and-burn control program balances the need to limit the spread of MPB while also limiting negative impacts on caribou food. Our work addresses some of the challenges of managing competing forest and ecosystem values by evaluating the consequence of forest pest management actions on an important food resource for a species-at-risk.

Abstract:Rising global temperatures and changing landscape conditions have led to widespread mountain pine beetle (MPB) outbreaks in western North America. Extensive management has been implemented in response, via forest harvesting and prescribed burning. However, the impacts of MPB and MPB-management on ungulate populations, particularly caribou and moose, remain poorly studied. Given the differing specialisations of these species (caribou are habitat specialists, moose are generalists), their responses to these disturbances may vary. This could, in turn, lead to unintended, indirect effects (e.g., disturbance-mediated apparent competition, whereby increased moose presence results in increased predator presence, with resultant caribou declines). Unravelling these responses is crucial for informing MPB management and ensuring that applied actions do not exacerbate adverse effects. We assessed the effects of early-stage MPB-infestation, harvest, and fire, on habitat selection by caribou (boreal and central mountain designatable units) and moose in west-central Alberta. We built resource selection functions and functional response models using GPS collar data collected 3-5 years after MPB infestation and found that responses varied between species. Caribou had complex seasonal responses to MPB, generally avoiding areas with more MPB disturbance in winter but using them in summer. Caribou typically avoided harvested and burned areas, though this was dependent on the overall degree of disturbance within their ranges. In contrast, moose had positive responses to both MPB and burned areas year-round. These findings suggest that MPB may negatively impact long-term winter habitat availability for threatened caribou populations, but may have positive impacts on moose habitat. However, moose use of MPB-impacted areas could further affect caribou by contributing to disturbance-mediated apparent competition. Synthesis and applications: The negative impacts of forest harvest and burning on caribou suggests that less intensive actions are required for MPB management within caribou ranges. While moose selectively used harvested and burned areas, it is possible that they may have adverse responses to cumulative disturbance over time. As caribou and moose responded to MPB soon after infestation, ongoing monitoring is required to detect MPB early and facilitate proactive management, though further study is needed to determine the most effective actions.

Untangling Effects of Human Disturbance and Natural Factors on Mortality Risk of Migratory Caribou

Abstract:Human disturbances are rapidly increasing in northern and Arctic regions, raising concerns about the recovery and persistence of declining caribou (Rangifer tarandus) populations. Yet, the consequences of behavioral responses toward human disturbances on vital rates rarely have been investigated. Herein, we assessed the cumulative and instantaneous effects of human disturbances (roads, human settlements, mines and mining exploration) at different temporal scales on the mortality risk of 254 GPS- collared migratory caribou monitored in two herds, the Rivière-aux-Feuilles (RFH) and Rivière-George (RGH) herds, in northern Québec and Labrador, Canada. We also assessed the relative importance of human disturbances on caribou mortality risk compared with non-anthropogenic factors, including habitat use by caribou, predation risk by gray wolves (Canis lupus), and local weather conditions. Human disturbances alone, exclusive of hunting, had a limited impact on mortality risk of caribou. Repeated exposure to disturbances did not have detectable effects on mortality risk during the early life period (1−7 years old), but more abundant precipitation (RFH) or the use of areas with a higher predation risk (RGH) did so. At the seasonal scale, non-anthropogenic factors, particularly the use of highly selected habitat by caribou and air temperature, had a greater effect than anthropogenic factors on the mortality risk in the RFH. Caribou of the RFH using more frequently higlhy selected habitats decreased their chance of mortality during winter, whereas individuals using warmer areas during summer faced a higher risk of mortality. At the daily scale, we observed that anthropogenic and non-anthropogenic factors generally had either no effect on the daily risk of mortality, or their effects were undistinguishable from the effect of latitude, with which they were highly correlated. The only exception was for the RFH in winter, for which the daily risk of mortality increased 10 folds for each 10-km increment closer to industrial disturbances. Although the impacts of human disturbances on caribou survival were limited to specific regions and areas, we nevertheless detected a negative effect on survival on the RFH, even at the currently low level of human development. Our study highlights the importance of assessing effects of human disturbances at various spatiotemporal scales, and of considering the relative influence of other non-anthropogenic factors to fully understand drives of wildlife populations.

Abstract:Recent studies uncover cascading ecological effects resulting from removing and reintroducing predators into a landscape, but little is known about effects on human lives and property. We quantify the effects of restoring wolf populations by evaluating their influence on deer-vehicle collisions (DVCs) in Wisconsin. We show that, for the average county, wolf entry reduced DVCs by 24%, yielding an economic benefit that is 63 times greater than the costs of verified wolf predation on livestock. Most of the reduction is due to a behavioral response of deer to wolves rather than through a deer population decline from wolf predation. This finding supports ecological research emphasizing the role of predators in creating a "landscape of fear." It suggests wolves control economic damages from overabundant deer in ways that human deer hunters cannot.
Lowering the rate of timber harvesting to mitigate impacts of climate change on boreal caribou habitat quality in eastern Canada

Abstract:Many boreal populations of woodland caribou (Rangifer tarandus caribou) have declined in Canada, a trend essentially driven by the increasing footprint of anthropogenic disturbances and the resulting habitat-mediated apparent competition that increases predation pressure. However, the influence of climate change on these ecological processes remains poorly understood. We evaluated how climate change will affect boreal caribou habitat over the 2030-2100 horizon and in a 9.94 Mha study area, using a climate-sensitive simulation ensemble that integrates climate-induced changes in stand dynamics, fire regime, and different levels of commercial timber harvesting. We assessed the relative importance of these three drivers under projections made using different radiative forcing scenarios (RCP 2.6, 4.5, 8.5). Habitat quality was estimated from resource selection functions built with telemetry data collected from 121 caribou between 2004 and 2011 in 7 local populations. At the beginning of our simulations, caribou habitat was already structured along a south-to-north increasing quality gradient. Simulations revealed changes in forest cover that are driven by climate-induced variations in fire regime and scenarios of harvesting levels, resulting in the loss of older coniferous forests and an increase in deciduous stands. These changes induced a generalized decrease in the average habitat quality and in the percentage of high-quality habitat for caribou, and in a northward recession of suitable habitat. Timber harvesting was the most important agent of change for the 2030-2050 horizon, although it was slowly replaced by changes in fire regime until 2100. Our results clearly showed that it is possible to maintain the current average habitat quality for caribou in future scenarios that consider a reduction in harvested volumes, the only lever under our control. This suggests that we still have the capacity to conciliate socioeconomic development and caribou conservation imperatives in the face of climate change, an important issue debated throughout the species distribution range.

Abstract:Protecting wildlife within areas of resource extraction often involves reducing habitat fragmentation. In Canada, protecting threatened woodland caribou (Rangifer tarandus caribou (Gmelin, 1788)) populations requires preserving large areas of intact forest habitat, with some restrictions on industrial forestry activities. We present a linear programming model that assesses the trade-off between achieving an objective of habitat protection for caribou populations while maintaining desired levels of harvest in forest landscapes. The habitat-protection objective maximizes the amount of connected habitat that is accessible by caribou, and the forestry objective maximizes net revenues from timber harvest subject to even harvest flow, a harvest target, and environmental sustainability constraints. We applied the model to explore the habitat protection and harvesting scenarios in the Cold Lake caribou range, a 6726 km 2 area of prime caribou habitat in Alberta, Canada. We evaluated harvest scenarios ranging from 0.1 Mm 3 ·year –1 to maximum sustainable harvest levels over 0.7 Mm 3 ·year –1 and assessed the impact of habitat protection measures on timber supply costs. Protecting caribou habitat by deferring or reallocating harvest increases the timber unit cost by Can$1.1–2.0 m –3 . However, this impact can be partially mediated by extending the harvest to areas of oil and gas extraction to offset forgone harvest in areas of prime caribou habitat.

Abstract:Industrial forestry activities can increase landscape fragmentation, impacting wildlife populations, particularly Canada’s woodland caribou, Rangifer tarandus caribou. To protect caribou in areas with forestry activities, the province of Ontario, Canada, implemented a Dynamic Caribou Harvest Schedule (DCHS). The DCHS spatially aggregates harvest disturbance into regions and distributes them across the landscape to maintain forest patch size-age distributions consistent with a natural variation range. However, the DCHS may negatively impact the cost of timber supply. We compared the DCHS with an alternative zoning approach that assigned the harvest deferral and operational management zones within a large forest area. We compared these approaches using an optimization model that combined harvest scheduling, access road construction and caribou protection sub-problems. We formulated the protection of caribou habitat and road construction as network flow problems, while the harvesting problem incorporated the ecological constraints prescribed by the forest management plan. We compared the DCHS and zoning approaches in the Wabadowgang Noopming Forest of Ontario, a boreal area within the caribou distribution zone. For the same volume of sustainable harvest, the zoning approach protected less total area but more habitat and old-growth stands over the long term, and yielded lower timber costs by 1.2-2.2$-m-3 than the DCHS.

Abstract:Assessing wildlife health in remote regions requires a multi-faceted approach, which commonly involves convenient samplings and the need of identifying and targeting relevant and informative indicators. We applied a novel wildlife health framework and critically assessed the value of different indicators for understanding the health status and trends of an endangered tundra caribou population. Samples and data from the Dolphin and Union caribou herd were obtained between 2015 and 2021, from community-based surveillance programs and from captured animals. We documented and categorized indicators into health determinants (infectious diseases and trace elements), processes (cortisol, pathology), and health outcomes (pregnancy and body condition). During a recent period of steep population decline, our results indicated a relatively good body condition and pregnancy rates, and decreasing levels of stress, along with a low adult cow survival. We detected multiple factors as potential contributors to the reduced survival, including Brucella suis biovar 4, Erysipelothrix rhusiopathiae and lower hair trace minerals. These results remark the need of targeted studies to improve detection and investigations on caribou mortalities. We also identified differences in health indicators between captured and hunter sampled caribou, highlighting the importance of accounting for sampling biases. This integrative approach that drew on multiple data sources has provided unprecedented knowledge on the health in this herd and highlights the value of documenting individual animal health to understand causes of wildlife declines.
Compensatory conservation measures for an endangered caribou population under climate change

Abstract:Future human land use and climate change may disrupt movement behaviors of terrestrial animals, thereby altering the ability of individuals to move across a landscape. Some of the expected changes result from processes whose effects will be difficult to alter, such as global climate change. We present a novel framework in which we use models to (1) identify the ecological changes from these difficult-to-alter processes, as well as (2) the potential conservation measures that are best able to compensate for these changes. We illustrated this framework with the case of an endangered caribou population in Québec, Canada. We coupled a spatially explicit individual-based movement model with a range of landscape scenarios to assess the impacts of varying degrees of climate change, and the ability of conservation actions to compensate for such impacts on caribou movement behaviors. We found that (1) climate change impacts reduced movement potential, and that (2) the complete restoration of secondary roads inside protected areas was able to fully offset this reduction, suggesting that road restoration would be an effective compensatory conservation action. By evaluating conservation actions via landscape use simulated by an individual-based model, we were able to identify compensatory conservation options for an endangered species facing climate change.
Emulating boreal forest disturbance dynamics: Can we maintain timber supply, aboriginal land use, and woodland caribou habitat?

Abstract:The effects on timber supply incurred by implementing an ecosystem-based management strategy were evaluated in an eastern Canadian boreal forest management unit. Standard linear programming was used to test the effects of four key policy issues: (1) aim for a targeted forest age structure inspired by natural fire regime and forest dynamics (multi-cohort approach), (2) agglomerate harvest blocks in operating areas to reproduce natural disturbance patterns at the landscape scale, (3) maintain cumulated clearcutting and natural disturbance rates inside the historical range of variability, and (4) exclude from harvest areas of potential interest to aboriginal people. The targeted forest age structure was achieved with a minimum reduction of periodic timber supply, but only after 50 years. Compared to a “business-as-usual” scenario, inclusion of the first three policy issues resulted in a 3% to 11% reduction in planned timber supply and a restoration period requiring that 43% to 67% of the productive area be excluded from clearcutting activities for the next 50 years. Such results require that partial cutting not be confined to operating areas eligible for clearcutting. Further exclusion of forest areas of potential interest to aboriginal people resulted in an additional 4% to 10% decrease in planned timber supply. Validation of the coarse filters used in this study (first three policy issues) was done using habitat requirements of woodland caribou (Rangifer tarandus caribou). Almost all scenarios induced a disturbance rate likely to allow a self-sustaining woodland caribou population within 25 years.
Exposure to historical burn rates shapes the response of boreal caribou to timber harvesting

Abstract:Studying the response of wildlife to anthropogenic disturbances in light of their evolutionary history may help explain their capacity to adapt to novel ecological conditions. In the North American boreal forest, wildfire has been the main natural disturbance driving ecosystem dynamics for thousands of years. Boreal caribou (Rangifer tarandus caribou) is a threatened ungulate for which widespread decline has been associated with the rapid expansion of timber harvesting across its range. Although caribou may not be adapted to this new type of disturbance, cutovers share many similarities with wildfires by producing large landscapes of whole‐stand removal associated with an increased predation risk for caribou. We hypothesized that caribou with more evolutionary experience of fire disturbance should better perceive the cues associated with disturbances and adjust their behavior toward human disturbance accordingly. Given the extensive distribution of caribou populations in the boreal forest, we assessed how their historical exposure to wildfires could explain their behavioral response toward both burned and cutover areas. Our results indicate that caribou from regions with high historical burn rates displayed a consistent avoidance of recent burns (<5 yr old), and that this behavior translated in a similar avoidance of recent cutover, providing support to the cue similarity hypothesis. On the contrary, caribou with less evolutionary experience of wildfires were more likely to select recently disturbed (<5 yr‐old and 6–20 yr‐old) habitats. In the context that timber harvesting and its associated road network has been linked to increased mortality in boreal caribou populations, we discuss how this naïve habitat use of clearcuts can be exacerbated by historical disturbance regimes and become maladaptive for this endangered species.

Abstract:Anthropogenic disturbances have been demonstrated to affect animal behavior, distribution, and abundance, but assessment of their impacts on fitness-related traits has received little attention. We hypothesized that human activities and infrastructure cause a decrease in the individual performance of preys because of anthropogenically enhanced predation risk. We evaluated the impacts of commercial logging and road networks on the fitness of a large herbivore known to be sensitive to human disturbance: the forest-dwelling woodland caribou (Rangifer tarandus caribou). For 8 consecutive years (2004-2011) we monitored 59 individuals using GPS telemetry in the Charlevoix region of Québec, Canada. We also used Very High Frequency telemetry locations collected on 28 individuals from 1999-2000. We related habitat selection of adult caribou at various spatio-temporal scales to their probability of dying from predation, and to indices of their reproductive success and energy expenditure. The probability that adult caribou died from predation increased with the proportion of recent disturbances (including cutblocks ≤ 5 years old) in their annual home range. The respective effects of increasing paved and forestry road densities depended upon the overall road density within the home range of caribou. At a finer scale of 10 to 15 days before their death, caribou that were killed by a predator selected for recent disturbances more than individuals that survived, and avoided old mature conifer stands. The home range area of caribou increased with road density. Finally, the composition of the home range of females had no effect on their reproductive success. We show that human activities and infrastructure may influence the individual performance of large prey species in highly managed regions. We outline the need to consider the full set of impacts that human development may have on threatened animal populations, with particular emphasis on predator-prey relationships and population dynamics.

Carnivore repatriation and holarctic prey: narrowing the deficit in ecological effectiveness

Abstract:The continuing global decline of large carnivores has catalyzed great interest in reintroduction to restore populations and to reestablish ecologically functional relationships. I used variation in the distribution of four Holarctic prey species and their behavior as proxies to investigate the pace and intensity by which responses are lost or reinvigorated by carnivore repatriation. By simulating the presence of wolves (Canis lupus), tigers (Panthera tigris), and brown bears (Ursus arctos) at 19 transcontinental sites, I assayed three metrics of prey performance in areas with no large terrestrial carnivores (the polar islands of Greenland and Svalbard), extant native carnivores (Eastern Siberian Shield, boreal Canada, and Alaska); and repatriated carnivores (the Yellowstone region and Rocky Mountains). The loss and reestablishment of large carnivores changed the ecological effectiveness of systems by (1) dampening immediate group benefits, diminishing awareness, and diminishing flight reaction in caribou (Rangifer tarandus) where predation was eliminated and (2) reinstituting sensitivity to carnivores by elk (Cervus elaphus) and moose (Alces alces) in the Yellowstone region to levels observed in Asian elk when sympatric with Siberian tigers and wolves or in Alaskan moose sympatric with wolves. Behavioral compensation to reintroduced carnivores occurred within a single generation, but only the vigilance reaction of bison (Bison bison) in Yellowstone exceeded that of their wolf-exposed conspecifics from boreal Canada. Beyond these overt responses by prey, snow depth and distance to suitably vegetated habitat was related to heightened vigilance in moose and elk, respectively, but only at sites with carnivores. These findings are insufficient to determine whether similar patterns might apply to other species or in areas with alien predators, and they suggest that the presumed excessive vulnerability of naïve prey to repatriated carnivores may be ill-founded. Although behavior offers a proxy to evaluate ecological effectiveness, a continuing challenge will be to understand how naïve prey respond to novel or introduced predators.
Quantifying the effects of delisting wolves after the first state began lethal management

Abstract:Predators and their protection are controversial worldwide. Gray wolves, Canis lupus , lost U.S. federal protection (delisting) and the State of Wisconsin began lethal management first among all states and tribes that regained authority over wolves. Here we evaluated the initial success of reaching the state’s explicit objective, “...to allow for a sustainable harvest that neither increases nor decreases the state’s wolf population...” We used official state figures for hunter-killed wolves, population estimates from April 2017–2020, and the latest peer-reviewed model of individual wolf survival to estimate additional deaths resulting from federal delisting. More than half of the additional deaths were predicted to be cryptic poaching under the assumption that this period resembled past periods of liberalized wolf-killing in Wisconsin. We used a precautionary approach to construct three conservative scenarios to predict the current status of this wolf population and a minimum estimate of population decline since April 2020. From our scenarios that vary in growth rates and additional mortality estimates, we expect a maximum of 695–751 wolves to be alive in Wisconsin by 15 April 2021, a minimum 27–33% decline in the preceding 12 months. This contradicts the state expectation of no change in the population size. We draw a conclusion about the adequacy of regulatory mechanisms under state control of wolves and discuss the particular governance conditions met in Wisconsin. We recommend greater rigor and independent review of the science used by agencies to plan wolf hunting quotas and methods. We recommend clearer division of duties between state wildlife agencies, legislatures, and courts. We recommend federal governments reconsider the practice of sudden deregulation of wolf management and instead recommend they consider protecting predators as non-game or transition more slowly to subnational authority, to avoid the need for emergency relisting.

Abstract:Habitat change and subsequent trophic effects remain the dominant hypothesis for woodland caribou (Rangifer tarandus) population declines. Boreal forests are undergoing rapid changes, including expanding linear features and climate-induced increased wildfire activity. Within these landscapes caribou habitat selection and movement ought to maximize benefits while mitigating costs, e.g. predation risk, but spatial locations are likely not fixed in their cost-benefit ratio. For caribou, costs and benefits may vary seasonally and by social context. To test the effects of season and social context on caribou movement and selection of potentially risky habitats, we used a socially informed integrated step selection analysis (iSSA). We tested responses to two forms of risk in Terra Nova National Park, NL: roads and areas burned 2 - 75 years prior. Caribou avoided areas near roads irrespective of season. Burned area avoidance varied by season and burn age. Caribou avoided roads less and selected burns more in a social context. Social facilitation may permit the use of areas that were functionally unavailable to animals that were not in groups. As the most at-risk populations of woodland caribou exist at low density in highly disturbed landscapes, our results highlight the importance of considering sociality in maintaining access to resources.

Abstract:Protecting wildlife corridors is a common management problem in regions of industrial forestry. In boreal Canada, human disturbances have negatively affected woodland caribou populations (Rangifer tarandus caribou), which prefer to function in large undisturbed areas. We present a linear programming model that allocates a fixed-width corridor between isolated caribou ranges and estimates its impact on harvest activities. Our corridor placement problem minimizes total resistance for caribou passing through the corridor, which is protected by a prohibition on all economic activities. We link this corridor placement problem with a harvest planning problem that maximizes the net revenues from harvest minus the cost of building and maintaining forest access roads. We depict gradual expansion of the forest road network over time as a multi-temporal network flow problem. We applied our approach to explore corridor options for connecting caribou populations in the Lake Superior Coast Range, with the Nipigon and Pagwachuan Ranges in the Kenogami-Pic Forest, in northern Ontario, Canada. Our results revealed two locations where corridor placement is cost-effective. Optimal corridor placement depends on the perception of the severity of the impact of roads on caribou populations and decision-making objectives. When the negative impact of roads is perceived to be high and/or maximizing harvest revenues is important, the optimal corridor location is in the eastern part of the study area. However, it is optimal to place the corridor in the western part of the area when the negative impact of roads is perceived to be small or the shortest corridor is desired.
