Abstract:The article analyzes the limitations of scientific and technological development in Russia, arising under the sanctions pressure of Western countries. Particular attention is focused on the challenges that are created by the introduced technological restrictions in the research and development, scientific and technical cooperation, access to sources of scientific information, which create obstacles both for solving the problems of import substitution and for developing science at a competitive level. In this regard, the need for technological mobilization in Russia and the development of an appropriate scientific and technological policy are substantiated. A system of measures has been proposed to counteract sanctions pressure and build a further vector of development in the scientific and technological sphere and link it with the development of the real sector of the economy.

Abstract:The armed invasion of Ukraine by the Russian Federation has adversely affected the relations between Russia and Western countries. Among other aspects, it has put scientific cooperation and collaboration into question and changed the scientific landscape significantly. Cooperation between some Western institutions and their Russian and Belarusian partners were put on hold after February 24, 2022. The CERN Council decided at its meeting in December 2023 to terminate cooperation agreements with Russia and Belarus that date back a decade. CERN is an international institution with UN observer status, and has so far played a role in international cooperation which was independent of national political strategies. We argue that the Science4Peace idea still has a great value and scientific collaboration between scientists must continue, since fundamental science is by its nature an international discipline. A ban of scientists participating in international cooperation and collaboration is against the traditions, requirements and understanding of science. We call for measures to reactivate the peaceful cooperation of individual scientists on fundamental research in order to stimulate international cooperation for a more peaceful world in the future. Specifically, we plead for finding ways to continue this cooperation through international organizations, such as CERN and JINR.

Impact of sanctions on business development of oil and gas corporations in Russia

Abstract:The Russian economy is currently subjected to unprecedented sanctions pressure from the United States and the Western countries. Supply of innovative equipment that is necessary for oil and gas production in the Arctic shelf and other hardtorecover fields to Russia is banned. International consortiums that were involved in large investment projects related to the extraction and transportation of oil from hard-to-recover fields terminated their cooperation with Russian oil and gas companies. However, the European and American companies are being replaced by Chinese corporations, which also have the necessary technologies and equipment for oil and gas production in hard-to-recover fields. It should also be noted that the European Union plans to reduce the volume of natural gas supplied from the Russian Federation and to build new terminals for the imported LNG, and has already abandoned the project to pump gas through the Nord Stream-2 pipeline. In response to these Western initiatives, the Russian authorities are likely to undertake a number of steps to re-route the natural gas supplies to China and build a gas pipeline to India. In this article, the author made an attempt to analyze from the scientific point of view and critically re-evaluate the issues of the sanctions impact on the development of business activities of oil and gas corporations in Russia.

Abstract:This article reviews the views of prominent Russian economic figures on the imposed economic sanctions, as well as their foreign colleagues. An analysis is made of the benefits of sanctions against Russia for the main participants in the “Western coalition”. Using the example of the natural gas market, the inappropriateness of blocking energy supplies from Russia is shown. The financial losses from the unfinished Nord Stream 2 project are presented, and how instability in interstate relations between Russia and the EU affected the price of natural gas on the European energy market is considered. In conclusion, conclusions are presented and prospects for economic development for Russia under conditions of sanctions pressure are outlined.

Abstract:Objective : to propose anti-sanction and sanction measures based on the analysis of the external and internal environment of the Russian economy and anti-crisis measures implemented by the Russian government. Methods : techniques of abstract-logical method were used, such as analysis, synthesis, deduction, induction, analogy, and forecasting. Results : a critical assessment of anti-crisis measures by other scientists was given; the anti-sanctions plan of the Russian Federation for 2022–2024 was analyzed. As a result of the calculations, the approximate parameters of the budget system expenditures for the realization of the anti-sanctions policy were determined. Prospects, main measures and plans to bring priority sectors of the national economy out of the crisis were assessed. It was found that, despite the success of the antisanctions plan, many of the problems hindering the development of the Russian economy have not yet been solved. The main anti-sanction and sanction measures for the Russian economy development were proposed. Scientific novelty : measures to correct Russia’s anti-sanction and sanction economic policy were proposed: first, those referring to the area of transition to non-obvious, rational, defense-attack and protectionist sanctions economic policy of Russia; second, those for the transition to open, long-term, protectionist and preventive anti-sanction economic policy of the Russian Federation. Practical significance : the proposed measures will weaken the consequences of the sanctions war and lay the foundation for Russia’s economic development in the medium and long term. A systematic approach to the study of anti-sanction and sanction economic policy of Russia will allow other countries (China, first of all) to use the Russian experience of successful counteraction to the sanctions of the US and its allies.

Abstract:Purpose: of the article is to form assessments based on system analysis to determine with whom Russia needs to interact in a situation of severe sanctions both in an open economy and whithin the framework of an open innovation model. Methods: the provisions of the system-economic paradigm and methods of an system analysis are applied to the economy, business, state, scientific, technical, infrastructural, social environment. Results: the results of a system analysis of the conditions and factors influencing the reconstruction of the model of cross-border resource flows and scientific and technical cooperation under the influence of sanctions are presented. The hypothesis is confirmed that the replacement of high-tech imports from the EU with supplies from China, India and other developing countries cannot be considered as a systemic solution in the long term, but can to a certain extent serve the Russia's technological security; maintain the stability of the production cycle in the Russian economy during fluctuations. This is illustrated by empirical evidence for the flow of energy resources and goods between countries and R&D collaboration. Arguments are given to substantiate the hypothesis about the strengthening of the influence of relationship factors, the interests of the parties, the human factor on the change in resource flows and the nature of scientific and technological cooperation due to the growing uncertainty of the situation. Variants of the influence of the relationship factor are considered from a systemic standpoint: on the one hand, as an adaptive, shaping factor of a turn towards Asian countries; on the other hand, as destructive, in which each of the parties pursues its own interests. Conclusions and Relevance: the results of the analysis confirm the relevance of the traditional recommendation to structurally and geographically diversify cross-border interactions based on the principle of a parity exchange of resources for advanced technologies and high-tech goods. The results of the analysis are consistent with the findings of leading scientists and experts in this field and can be used to make agile decisions about anti-crisis policy, national strategies, international interactions, and R&D collaboration.

Abstract:The article describes the research dealing with trends formed in Russian industry in conditions of sanctions. Based on results of analyzing business activity of industrial enterprises factors were ranged, which limit production growth in organizations of manufacturing and mining sectors. The author revealed the impact of economic situation uncertainty on behavior of economic entities, development strategy, finance resources distribution, the level of investment activity of enterprises, as well as on the structure of finance sources of investment. In the structure of factors limiting production growth special attention was paid on home demand insufficiency, which was thoroughly studied. The author also investigated dynamics of consumer demand based on comparative assessment of retail turnover parameters, the rate of real incomes and structure of using them by the population in times of sanction introduction in 2014, 2015 and 2022. The article provides figures of the level of import-dependence in certain industries and results of pursuing policy of import-substitution. Typical problems of sectoral manufacture were identified by using the example of light industry. Distribution of entrepreneurs by fields of economic activity was analyzed and comparative analysis of sectoral structure of manufacturing enterprises in Russia and overseas countries was carried out. The author came to the conclusion that in conditions of economic sanctions in order to eliminate disproportion in industry Russia shall intensify state regulating functions and develop the system of macro-economic planning based on inter-sectoral balance.

Abstract:Objective : to study the packages of anti-Russian sanctions, to analyze measures to counteract sanctions, and to formalize the current and future sanctions policy of Great Britain, the USA, and the EU. Methods : the author uses such techniques of abstract-logical method as analysis, synthesis, deduction, induction, analogy, formalization, and forecasting. Results : based on the analysis of scientific literature, as well as opinions of experts and officials, three main approaches to the assessment of Russia’s sanctions policy were identified: macroeconomic, sectoral and regional. The packages of anti-Russian sanctions and counter-sanctions by Russia in chronological order were assessed. The effectiveness of anti-Russian sanctions in terms of their impact on the Russian economy was assessed. Current trends in the sanctions policy of the UK, the US and the EU were revealed. The following questions were answered: who is the main objective of the sanctions (Russia or the EU); whether China will be drawn into the sanctions war; whether the official objectives of anti-Russian sanctions will be achieved; and whether the strengthening of sanctions will lead to a hot geopolitical conflict. The prerequisites and motives for the EU entry into the sanctions war were determined; the influence of the EU economic problems on the duration of the sanctions war was revealed. Scenarios for the development of the EU relations with Russia were constructed and the terms of the sanctions war unleashed by the United States were predicted. Scientific novelty : it was determined that the anti-Russian sanctions after their fifth package became in many respects demonstrative. The situational response of the Russian authorities to the sanctions was large-scale, corresponded to the current situation, was carried out thoughtfully and effectively. It was revealed that the focus of the UK and the US sanctions shifted to the EU, as well as the prerequisites of the EU-China conflict. It was found that if the sanctions policy intensity is maintained, the EU economy may significantly degrade in the next 10-15 years. Practical significance : the given data and conclusions may help in formalization and correction of sanctions and antisanctions economic policy of Russia.

Abstract:The purpose of the study is to assess the risks of economic modernization caused by technological sanctions. Hypothesis: the imposed sanctions had little effect on actual imports of computer hardware components to Russia. Since the sanctions under consideration have been tightened since 2014, it was assumed that there were no fundamental changes in the structure and volume of imports. Analysis of the US export control system showed that there are four reasons for controlling the export to the Russian Federation of a number of computers and their components. For export to the Russian Federation and Belarus all applications for licenses are considered with a presumption of denial. The embargo policy provides for the restriction of exports to Russia of goods of headings 8541 (semiconductor devices) and 8542 (electronic integrated circuits). Enterprises that are considered military end users are restricted from exporting to them chips with high processing speed. The embargo covers quantum computers that are believed not to be manufactured in Russia. The dominant subheadings in the import structure are 8542 31 (microprocessors) and 8542 39 (other integrated circuits). Clusters of exporting countries have been constructed using the methods of principal components and multidimensional scaling. It is established that the main ones are China, Taiwan, Vietnam and Malaysia. Next, an analysis of the dynamics of imports was performed to test the hypothesis. Graphical, quantitative methods of the theory of time series, methods of mathematical statistics and regression analysis are used. For countries without export controls the increase in imports to Russia over 15 years, both in terms of processors (160 %) and integrated circuits (224 %), was an order of magnitude greater than for countries with export controls. As the share of imports from countries without export controls increases, the significance of sanctions decreases, which confirms the formulated hypothesis. At the same time, the “foreign direct product” rule, which allows the US to control exports from Taiwan, could negatively affect this dynamic.

Abstract:The potential health risk of future generations of people from radioactive waste (RW) disposed in deep repository is estimated for three scenarios for the development of nuclear power in Russia. There is currently a zone of uncertainty when making decisions about future power generation technologies. For this zone of uncertainty, the following three scenarios are considered: 1) appli-cation of fast neutron reactors, FR, only; 2) application of thermal neutron reactors, TR; and 3) ap-plication of FR and TR in combination. Long-lived RW from FR is assessed to be ten times less toxic than RW from TR. After reprocessing of the wastes to extract 90% of uranium and plutonium for incineration and americium for transmutation in FR, the toxicity of RW is again reduced by 10 times. Committed effective doses and lifetime attributable risk (LAR) to the public are estimated with account of radionuclides migration from the deep storage to the surface. Due to the RW re-processing the time to the achievement of radiation equivalence of RW stored in the repository and natural uranium ore is reduced to an acceptable time, at which the integrity of RW packages is guaranteed. From the standpoint of modern standards of radiological protection and minimiza-tion the potential carcinogenic effects of radiation exposure on the population, priority in the de-velopment of nuclear energy in Russia should be given to the first scenario of the development of nuclear power, in which FR are used as much as possible to generate electricity. This conclusion should be taken into consideration in adjusting the Strategic plan for the development of nuclear power in Russia.
Potemkin village of Russian science: The case of JINR

Abstract:This document reviews international cooperation of the Joint Institute of Nuclear Research (JINR). It shows that of the original 11 founding members of the JINR, only one -- Mongolia -- is still fully active within the organization. Out of 16 existing members four have their participation suspended. The review of the Topical Plan for JINR Research and International Cooperation 2024 shows that the number of 990 institutes collaborating with JINR is overestimated by at least 10% and probably closer to 25%. Countries with the highest number of participating institutes listed for 2024 are Russia, USA and Italy with 203, 77 and 49 institutes, respectively. JINR collaboration with impostor institutes on the occupied territories of Ukraine is presented as well as JINR publications which associate the occupied Ukrainian territories to Russia. JINR cooperation with organizations in Russia, which are under sanctions for their support of Russia's invasion of Ukraine and contribution to the war effort, is also discussed.

Abstract:Cooperation between the Russian Federation and the European Union is due to the potential of economic ties and the high complementarity of economies in the field of energy exchange, telecommunication systems for mineral fertilizers, however, in the crisis conditions (2008) and the sanctions regime (2014 and at present), trade cooperation is undergoing some changes. It is important to note that the above crisis points had an impact on the trade and economic relations of partners, but did not destroy the definitive supply chains of energy resources from Russia to the countries of the European Union and light industry goods and food products from the European Union to Russia. It is also worth paying attention to the deep mutual partnership between Russia and the countries of the European Union in the field of investment cooperation. Direct foreign investments from Russia to the countries of the European Union account for about 93 % of the total volume of direct foreign investments directed from Russia, and from the European Union to Russia — 70 %. At first glance, the current sanctions regime should have significantly weakened trade and economic relations between Russia and the European Union, however, today, Germany and Italy are the suppliers with the greatest potential for exporting all products to Russia along with China (largely due to high demand on the Russian market). Despite the high elaboration of the problem, this topic is relevant, because, firstly, the Russian Federation and the European Union are in close partnership, and secondly, the foreign economic cooperation of the partner countries is complicated by political and economic factors that are relevant to the world community. Thus, the study of these problems and the search for solutions are the most relevant in modern conditions.
International cooperation as a factor of scientific and technological development in the oil and gas industry of the Russian Federation

Abstract:The article examines the technological development of the oil and gas industry in the context of an unprecedented sanctions regime by unfriendly countries. The importance of the oil and gas complex for technological re-equipment, in order to reduce dependence on foreign technologies, was noted. It is shown that in the conditions of sanctions restrictions and the worldwide drop in prices for hydrocarbons in the short term did not have serious consequences for the oil and gas complex. In order to reduce dependence on technological equipment of unfriendly countries, the form of international cooperation in the form of technological partnership is considered, which can be extremely useful, and not only the experience of partnerships for the development of new technologies, but also the experience of cooperation for the transfer and adaptation of existing technologies. Despite the obvious importance of the oil and gas complex in providing the federal budget with foreign exchange earnings, the current situation is marked by several important negative factors that have a certain impact on its development. It is shown that in conditions of global instability, large investments are needed in the development of modern Russian technological equipment at the level of the global average (2-8% of GDP) of highly developed countries. The main solutions of technological development in the oil and gas industry of the Russian Federation are proposed.
Beyond a Year of Sanctions in Science

Abstract:While sanctions in political and economic areas are now part of the standard repertoire of Western countries (not always endorsed by UN mandates), sanctions in science and culture in general are new. Historically, fundamental research as conducted at international research centers such as CERN has long been seen as a driver for peace, and the Science4Peace idea has been celebrated for decades. However, much changed with the war against Ukraine, and most Western science organizations put scientific cooperation with Russia and Belarus on hold immediately after the start of the war in 2022. In addition, common publications and participation in conferences were banned by some institutions, going against the ideal of free scientific exchange and communication. These and other points were the topics of an international virtual panel discussion organized by the Science4Peace Forum together with the "Natural Scientists Initiative - Responsibility for Peace and Sustainability" (NatWiss e.V.) in Germany and the journal "Wissenschaft und Frieden" (W&F) (see the Figure). Fellows from the Hamburg Institute for Peace Research and Security Policy (IFSH), scientists collaborating with the large physics research institutes DESY and CERN, as well as from climate and futures researchers were represented on the panel. In this Dossier we document the panel discussion, and give additional perspectives. The authors of the individual sections present their personal reflections, which should not be taken as implying that they are endorsed by the Science4Peace Forum or any other organizations. It is regrettable that some colleagues who expressed support for this document felt that it would be unwise for them to co-sign it.

Abstract:In the context of sanctions pressure on Russia, which began in 2014–2015 and significantly intensified in 2022, our country is faced with the need to develop effective strategies to counter sanctions. The trade war declared by the Western coalition and counter-sanctions from Russia predetermined the importance of searching for new formats of foreign economic activity. The main decisions to combat restrictive restrictions that undermine the foundations of Russia’s national security were the implementation of import substitution programs, as well as the reorientation of trade flows in conditions of compressed time resources. The article analyzes the implementation of strategies to counter sanctions: the results of implementing import substitution programs, strengthening trade and economic relations with existing trading partners, entering new markets, increasing export flows. The tasks are listed, the implementation of which will compensate for the losses of the Russian economy and ensure the further economic prospects of the country. The factors influencing the economic security of Russia under restrictive restrictions in the short and medium term have been identified. It is shown that in the modern conditions of the globalized world it turns out to be almost impossible to isolate the target state with the help of sanction pressure and exclude it from alternative markets for suppliers and borrowers of capital.

Abstract:Abstract The potency of economic sanctions imposed on nations depends on demand and supply adjustment possibilities. Adverse GDP impacts will be maximal when import, export, production, distribution and finance are inflexible (universal non-substitution). This paper elaborates these conditions, and quantifies the maximum GDP loss that Western sanctions could have inflicted on Russia in 2022–2023. It reports the World Bank's predictions, contrasts them with results and draws inferences about the efficiency of Russia's workably competitive markets. The paper shows that Russia's economic system exhibits moderate universal substitutability and is less vulnerable to punitive discipline than Western policymakers suppose. The likelihood that the Kremlin will restore Ukraine's territorial integrity, ceteris paribus , is correspondingly low. The authors also observe that unintended adverse side effects from sanctions and counter-sanctions were excessive because policymakers chose to maximize GDP-damage to Russia instead of optimizing Western and third-party net benefits. Given moderate substitutability, Western policymakers can switch to smart net benefit maximizing sanctions that enhance Western and third-party welfare without significantly bolstering Russia's military industrial productivity and war-waging capabilities by retaining embargoes on weapons, technology and critical components, while selectively softening other restrictions. Smart sanctions might facilitate a negotiated settlement of the Russo–Ukrainian war.

Abstract:This paper analysis the preliminary impact of the international sanctions against Russia on economic cooperation between Russia and the Republic of Korea. The state of the Korean economy is considered as well. The emphasis is placed on challenges and opportunities that stem from the current international environment characterized by the restructuring of value-added chains, rising food and energy prices, growing geostrategic competition. Unfolding trends in the Russia-Korea trade are identified through the analysis of the trade data from KITA. The data show a sharp decline in Korea’s export to Russia while imports remained rather stable, however, this could be due to an inertia eff ect. Overall, trade is expected to fall through the rest of 2022 and remain low in 2023. On the investment front cooperation will remain limited due to fi nancial restrictions and Korea’s continuing strategic aligning with the West. Overall, Korea which is highly dependent on the state of the world economy will have to tackle infl ation and falling growth rates carefully otherwise it risks facing social and consumer debt issues domestically. At the same time, the Korean government will try to off set negative tendencies through a wider cooperation with Southeast Asian countries that so far are showing positive economic dynamics. Also, Korea will form closer technological cooperation with the US in an attempt to contain China technologically. Geopolitical repercussions of anti-Russian sanctions will likely lead to a strengthening regional role of Korea as it will foster cooperative ties with various strategic alliances including NATO. The country will have to keep a delicate balance to preserve its alliance commitments and no to antagonize China, its main economic partner.

Abstract:The subject of this article is the special economic measures adopted by the Russian Federation to counter the sanctions imposed by a number of states (the United States, the United Kingdom, some EU countries) at the beginning of 2022. The article reviews the concept of “economic sanctions” and its main goals. The author analyzes the experience of sanctions against such countries as Iran, North Korea, and Venezuela, including the reasons for imposing restrictions and their economic consequences. Particular attention is paid to the economic measures imposed against Russia and their unprecedented nature. Besides, the main response measures of the Russian Federation are studied. It was proved that despite the negative consequences, the sanctions did not collapse the Russian economy, as predicted by Western leaders. The author makes conclusion concerning effectiveness and timeliness of the taken protective measures. Moreover, it was found that the sanctions led to extremely negative consequences for the financial system of the countries that imposed restrictions contrary to the ideas related to economic efficiency. This indicates the extremely destructive nature of economic sanctions as an instrument of foreign policy and economic influence.
