Abstract:We review the literature on the globalization backlash, seen as the political shift of voters and parties in a protectionist and isolationist direction, with substantive implications on governments’ leaning and enacted policies. Using newly assembled data for 23 advanced democracies, we document a protectionist and isolationist shift in electorates, legislatures, and executives from the mid-1990s onwards. This is associated with a noticeable protectionist shift in trade policy –although with some notable nuances– especially since the financial crisis of 2008. We discuss the economics of the backlash. From a theoretical perspective, we highlight how the backlash may arise within standard trade models when taking into account the ‘social footprint’ of globalization. Then, we review the empirical literature on the drivers of the backlash. Two main messages emerge from our analysis: (1) globalization is a significant driver of the backlash, by means of the distributional consequences entailed by rising trade exposure; yet (2) the backlash is only partly determined by trade. Technological change, crisis-driven fiscal austerity, immigration, and cultural concerns are found to play an important role in creating politically consequential cleavages. Looking ahead, we discuss possible future developments, with specific focus on the issue of social mobility.

Abstract:Rising popular discontent with globalization in Europe and the United States has occurred alongside increasing support for extreme right-wing parties, protectionism, and anti-immigrant views. This globalization backlash seems to be contributing to economic globalization’s abatement, especially with respect to trade but increasingly foreign investment, immigration, and participation in international institutions as well. What are the key forces driving these recent events and what are their broader political and institutional consequences? This special issue aims to provide an understanding of some central features of the anti-globalization furor. The studies in this special issue provide fresh insights into the economic factors contributing to the backlash while also addressing how they might interact with cultural forces. It concludes with a discussion of why the globalization backlash has not diffused widely to the developing world.

Abstract:This special issue explores why the globalization backlash is roiling rich industrialized countries. But why is the backlash less salient in developing ones? In this piece, we challenge scholars to consider why the backlash has not diffused widely to the developing world. We argue support for globalization depends on citizens’ expectations of future economic mobility. This is high in the early phases of globalization which encapsulates many developing economies. Since information about globalization’s effects is limited, observed mobility of some sustains optimism that the new economic order will allow everyone to prosper. Over time, unrealized expectations of mobility for less-skilled workers puncture this optimism. Such workers in rich countries are long past the honeymoon phase of globalization and confronting realities of stagnant incomes and job precarity. Barring visionary policies unlikely to emerge from today’s polarized politics, their discontent will soon be shared by their developing country counterparts, dooming future globalization.

Abstract:The paper shows that the current view of globalization as an automatic and benign force is flawed: it focuses on only one, positive, face of globalization while entirely neglecting the malignant one. The two key historical episodes that are adduced by the supporters of the “globalization as it is” (the Halcyon days of the 1870–1913, and the record of the last two decades of development) are shown to be misinterpreted. The “Halcyon days” were never Halcyon for those who were “globalized” through colonization since colonial constraints prevented them from industrializing. The record of the last two decades (1978–98) is shown to be almost uniformly worse than that of the previous two (1960–78).

Abstract:This article surveys the scholarship on the countermovement against the diffusion of capitalism and market economy in the Global South. We identify two streams of analysis in the literature. On the one hand, scholars observe contentious politics instances where the spread of capitalist production relations enables the associational capacity and bargaining power of social classes. On the other hand, there are voluminous studies on contentious politics in the Global South where groups such as peasants, shopkeepers, and urban poor resist the intensification of the market economy. We use Beverly Silver's distinction between Marx-type and Polanyi-type protests, which focuses on how globalization makes and unmakes social groups, to unpack the heterogeneity of the impacts and experiences of globalization. We argue that although Silver's distinction is of great analytical value, there are strong warrants for separating the effects of the market economy from capitalism in studying contentious politics against globalization. Such an analytical strategy (i) expands the scope of the distinction between Marxian and Polanyian contention to social groups other than the working class and (ii) emphasizes that the roots of these struggles lie in the interconnected diffusion of capitalism and market economy.

Abstract:Populism may seem like it has come out of nowhere, but it has been on the rise for a while. I argue that economic history and economic theory both provide ample grounds for anticipating that advanced stages of economic globalization would produce a political backlash. While the backlash may have been predictable, the specific form it took was less so. I distinguish between left-wing and right-wing variants of populism, which differ with respect to the societal cleavages that populist politicians highlight. The first has been predominant in Latin America, and the second in Europe. I argue that these different reactions are related to the relative salience of different types of globalization shocks.

Abstract:AbstractGlobalization was oversold. Politicians and some economists wrongly argued for trade agreements on the basis of job creation. The gains to GDP or growth were overestimated, and the costs, including adverse distributional effects, were underestimated. There have been important political consequences of this overselling, including the undermining of confidence in the elites that advocated globalization. The failures of globalization and the misguided backlash against it contain many lessons: about the importance of science and learning in society, the importance of the shared acceptance of facts, the dangerous consequences of deliberately misinforming the public, and the folly of ignoring the distributional consequences of economic forces just because they may lead to growth. The new protectionism advocated by the administration of Donald Trump will only worsen the plight of those already hurt by globalization. What is needed is a comprehensive system of social protection. After cataloguing the failures of globalization and explaining how they led to our current political mire, this paper outlines a set of policies that could put the economy and our politics back on a better path.

Abstract:This article provides a critical response to Clyde W. Barrow and Michelle Keck’s recently published essay in Studies in Political Economy 98-2. First, I find little empirical evidence for their claim that a “false antinomy” separates globalization theory and state theory in leading Global Studies (GS) literature. Quite to the contrary, GS scholars have appreciatively engaged with state theory and also offered criticisms, especially on account of the methodological nationalism underlying much of this literature. Second, this article disputes the way Barrow and Keck characterize my explanation of globalization as a deterministic and metaphysical teleology.

Abstract:The global trading system has reached an inflection point. The future of the liberalized, rules-based global world order is in doubt as countries that have for decades preached and practiced policies, which can loosely be defined as embodying the 'Washington Consensus', have started to backtrack. Free and fair trade is no longer the mantra as governments embrace industrial policy, protectionism, national security, risk management, and managed trade. Perhaps the most surprising adherent of the reversal is the US, whose embrace of what has been termed a 'modern American industrial strategy' runs counter to traditional American views and norms. While David Ricardo's theory of comparative advantage still holds true, it has certainly fallen out of fashion. Where it leads remains unknown – caveat emptor. This article analyses President Joe Biden's industrial policy and its implications as well as shifts that have occurred as a result of the pandemic, geopolitical competition, and other recent global events.

Abstract:<p>Recent events have highlighted areas of conflict between economic integration with the outside world and the demands of domestic electorates. Historically, the tradeoffs have always become sharper in periods of crisis, such as the present. After reviewing the U‐shaped progress of globalization since the nineteenth century, this essay reconsiders John Maynard Keynes's views on "national self‐sufficiency" in the early 1930s. I argue that the postwar Bretton Woods system he helped to create evolved from those views as a balanced middle ground between market forces and governments' desires for domestic economic stability. The gradual erosion of that balance in favor of the market has helped produce discontent over globalization and more nationalism in politics. Enhanced multilateral cooperation in key areas offers the hope of supporting globalization while better meeting voters' aspirations. Despite daunting political obstacles to global cooperation these days, collective action challenges in areas such as climate, cybersecurity, and health—alongside economic policy—are becoming only more pressing over time.</p>

Abstract:Abstract‘Globalization’ was the Zeitgeist of the 1990s. In the social sciences, it gave rise to the claim that deepening interconnectedness was fundamentally transforming the nature of human society, and was replacing the sovereign state system with a multi-layered, multilateral system of ‘global governance’. A decade later, however, these expectations appear already falsified by the course of world affairs. The idea of ‘globalization’ no longer captures the ‘spirit of the times’: the ‘age of globalization’ is unexpectedly over. Why has this happened? This article argues that ‘Globalization Theory’ always suffered from basic flaws: as a general social theory; as a historical sociological argument about the nature of modern international relations; and as a guide to the interpretation of empirical events. However, it also offers an alternative, ‘conjunctural analysis’ of the 1990s, in order both to explain the rise and fall of ‘globalization’ itself, and to illustrate the enduring potential for International Relations of those classical approaches which Globalization Theory had sought to displace.

Abstract:Research background: Geopolitical thought at the turn of the 19th and 20th centuries was among the first to accentuate a global dimension of international politics. It stagnated in the context of WWII, however, the adoption of geopolitical approaches in U.S. foreign policy concepts contributed to its revival during the Cold War and its rapid development in the 1990s because of the need to address the changes in the power-political and spatial-political structures of the world. The relationship between geopolitical thought and globalization, however, remains controversial. In academic literature, geopolitics and globalization are perceived either as compatible or as incompatible phenomena. Purpose of the article: The paper aims to outline how geopolitical thought has reflected the development of globalization processes and how it has changed with this development since the 2nd half of the 20th century. Methods: Analytical-synthetic and historical-comparative methods are used for the study of globalization development and content analysis and comparative methods are employed to map the development of geopolitical thought and its reflection of globalization. Findings & Value added: The development, direction and consequences of globalization have been reflected in geopolitical thought mainly since the 1990s. As a result, new trends in geopolitical thought have been established; apart from the changes in the power-spatial and political-spatial structures of the world studied by classical geopolitical thought, they also reflect the relationship between global and local, an acceleration in contradictory processes in the world caused by economic, cultural, demographic, information and other factors of spatial control.

Abstract:Globalization has been declared dead or dying for many years, although recently, the number of voices declaring it 'over' has swelled [1]. As editors of a journal interrogating how globalization affects health, we confront the question: Have the COVID-19 pandemic, Russia's war against Ukraine, a breakdown in multilateralism, and the risk of a return to the stagflation of the 1970s finally sounded a death knell for the research and scholarship we have been publishing in the journal's 20-year history? We think not and argue below why, in our post-pandemic fractured and fractious era, it is vitally important to retain a focus on this messy construct short-handed as 'globalization.'

Abstract:What is the connection between modern democratic thought and globalization? This article examines the rationale behind the present crisis of democracy. It demonstrates that the problem facing modern democratic thought has less to do with the asymmetries associated with the forces of globalization and more to do with an asymmetry within popular sovereignty itself: the fact that the boundaries of democracy cannot themselves be democratically legitimated. By making this argument the article seeks to move beyond the contemporary opposition between nationalism and cosmopolitanism. It shows that the appeal to globalization among contemporary political theorists to a large extent is analogous to the appeal to the nation during the French Revolution.

Abstract:Challenges to globalization have grave implications for the worldwide liberal order that emerged with the end of the cold war. These challenges began to ascend from the West. The occasions like Brexit, ascent of radical rightist political groups in Europe, recognition of isolationist policies, choice of former US President Donald Trump (Originator of isolationist policies), and the strive towards confinement of manufacture and services have altered the contours of global liberal order. The objective of this examination is to find the factors that prepared ground for anti-globalization accounts as well as to discover its effect on the global liberal order by applying the content analysis method. This study will assume qualitative methodology utilizing both primary and secondary data i.e., government documents, annual reports, speeches of leaders, books, journal articles and newspapers etc. The findings of the study concludes that anti-globalization narratives are translating into the electoral processes, progressing hyper-nationalism over liberal order; multi-polarity above Uni-polarity; and Isolationism above free market economy. All such changes have critical repercussions for the global liberal order, hence, should be observed cautiously. If the pattern proceeds, the world pioneers ought to think about modifying the worldwide associations, alliances, as well as national security procedures.

Abstract:This essay critically examines the impacts of globalization on the economy of Sub-Saharan Africa. Through the method of literature review, this paper explores the impact of globalization on international trade, foreign investment, and local development trends, while also emphasizing the negative consequences, such as economic disparities and cultural shocks. The analysis delves into theories including Friedman's "The World is Flat" and Wallerstein's world systems theory, comparing their global perspectives with the realities in Sub-Saharan Africa. Case studies illustrate the dual nature of globalization: its contribution to economic growth and the emergence of socioeconomic obstacles. The essay provides policy recommendations to effectively utilize the advantages of globalization while mitigating its negative effects, aiming to achieve inclusive economic growth and save the local cultures and traditions in Sub-Saharan Africa. The significance of this paper is to claim that although there are negative impacts of globalization, the benefits it brings are more important and that globalization should occur in Sub-Saharan Africa.

Abstract:Globalization forces are colliding with international and national systems of governance, giving rise to a limited sovereignty of the nation-state. Globalization has also negatively affected poor countries and, in its wake, contributed to violence, hunger, and deprivation despite its powerful technological innovations and new economic, cultural, administrative, and political initiatives. This study conceives globalization, good governance, and the culture of governing as inextricably connected. After reviewing positions by proponents and opponents, the authors conclude that the dysfunctions of globalization are threatening the very foundation of developing nations’ systems of effective governance. Based on a review of developments in countries of the Middle East and South Asia, the authors believe that to serve the transformative process, leading to good governance and democratic development, globalization has to take account of important indigenous value systems.
