Abstract:This paper aims to develop an integrated Quality–Cost–Environmental (QCE) indicator for the selection of photovoltaic panels (PVps) offered to customers, considering the following criteria: (i) quality satisfaction; (ii) cost-effectiveness; and (iii) environmental impact throughout the life cycle. The proposed QCE indicator was developed within a framework that incorporated an FAHP (Fuzzy Analytic Hierarchy Process), cost-effectiveness analysis (CEA), and life cycle assessment (LCA). The model test confirmed its effectiveness in choosing a PVp which combines environmental friendliness throughout its entire life cycle with satisfactory quality and a reasonable purchase price for customers. The proposed model can be utilized by individuals, businesses, and public entities for the selection of high-quality, cost-efficient, and environmentally friendly PVps—thereby promoting sustainable development.

### What problem does this paper attempt to solve? This paper aims to develop a comprehensive Quality - Cost - Environment (QCE) index for the selection of photovoltaic panels (PVps) to be provided to customers. Specifically, the model takes into account the following three key criteria: 1. **Quality satisfaction**: Ensure that photovoltaic panels meet users' quality expectations. 2. **Cost - effectiveness**: Ensure that photovoltaic panels have a reasonable purchase price, thereby improving cost - performance. 3. **Life - cycle environmental impact**: Evaluate the environmental friendliness of photovoltaic panels throughout their entire life cycle. By integrating the Fuzzy Analytic Hierarchy Process (FAHP), Cost - Effectiveness Analysis (CEA) and Life - Cycle Assessment (LCA), the paper proposes a new QCE index. The goal of this model is to help individuals, enterprises and public entities select high - quality, cost - effective and environmentally - friendly photovoltaic panels, thereby promoting sustainable development. ### Uniqueness of the model The uniqueness of this model lies in integrating multiple supporting analysis methods into one framework to estimate the product's quality, cost - effectiveness and life - cycle environmental impact. In this way, the model generates a new QCE index, making the selected product not only favorable to customers in terms of quality and cost - effectiveness, but also having the least environmental impact throughout its entire life cycle. ### Research background and significance With the increasing demand for climate change and energy efficiency improvement, the market demand for photovoltaic panels, as an important renewable energy device, is also growing continuously. However, how to reduce costs and environmental impacts while ensuring product quality remains a challenge. Most of the current research separately explores these aspects, and this paper fills this research gap by providing a comprehensive method to comprehensively evaluate the quality, cost and environmental impact of photovoltaic panels. ### Specific steps 1. **Set research goals and quality standards**: Use the SMARTER method and Preliminary Criterion Reduction (PCR) method to determine research goals and quality standards. 2. **Customer - assigned weights to quality standards**: Collect customers' preferences for quality standards through the focus group method and perform normalization processing. 3. **Expert evaluation of quality standards**: Use the FAHP method to conduct expert evaluation of quality standards and calculate the fuzzy weight of each standard. 4. **Calculate the Aggregated Quality Index (AQI)**: Combine the weights of customers and experts to calculate the AQI of each photovoltaic panel. 5. **Cost - Effectiveness Analysis (CEA)**: Conduct cost - effectiveness analysis according to the quality level of key criteria and the actual purchase cost. 6. **Simplified Life - Cycle Assessment (LCA)**: Evaluate the environmental impact of the entire life cycle of photovoltaic panels and calculate the Environmental Impact Index (EEI). 7. **Aggregate the normalized AQI, CEA and EEI results**: Integrate the above three indicators into one QCE index to form the final ranking. 8. **Create the final photovoltaic panel ranking**: Based on the QCE index, determine the photovoltaic panel that best meets customer needs. Through this method, the paper provides a systematic tool to help manufacturers and consumers select the optimal photovoltaic panel and promote the achievement of sustainable development goals.
