Abstract:<p>The telegraph was introduced to China in the late 19th century, a time when China also saw the rise of modern banks. Based on this historical context, this paper documents the importance of information technology in banking development. We construct a data set on the distributions of telegraph stations and banks across 287 prefectures between 1881 and 1936. The results show that the telegraph significantly expanded banks' branch networks in terms of both number and geographic scope. The effect of the telegraph remains robust when we instrument it using proximity to the early military telegraph trunk.</p>

What problem does this paper attempt to address?
The problem that this paper attempts to solve is: How did information and communication technologies (such as the telegraph) influence the development of modern banks, especially in the context of China from the end of the 19th century to the beginning of the 20th century? Specifically, the authors explored how the introduction of the telegraph promoted the expansion of China's modern banking system, including the growth in the number of banks and the expansion of their geographical distribution. ### Background of the Paper and the Problem 1. **Historical Background**: - **Introduction of the Telegraph**: In the late 19th century, with the expansion of Western powers' influence in China, the telegraph, as an advanced communication technology, was introduced into China. Initially, the telegraph was mainly used for military and administrative purposes, but later it gradually expanded to commercial uses. - **Rise of Modern Banks**: In 1897, China's first modern bank - the Imperial Bank of China - was established. Since then, the number of modern banks has increased rapidly. By 1936, there were 259 modern banks in China, with 1,926 branches. 2. **Research Questions**: - **Impact of the Telegraph on the Banking Industry**: By constructing a data set of telegraph stations and bank distributions in 287 prefecture - level administrative regions in China from 1881 to 1936, the authors explored how the introduction of the telegraph influenced the development of modern banks. - **Specific Mechanisms**: The telegraph helped banks expand their branch networks and improve their administrative efficiency by reducing information asymmetry, increasing information transparency, and facilitating remote business processing. ### Main Findings 1. **Overall Impact**: - The existence of telegraph stations significantly increased the number of banks and their annual growth rates. For each additional telegraph station, the average annual growth rate of banks increased by 0.091 from 1897 to 1936, and by 1936, for each additional telegraph station, the number of banks increased by 3.622. 2. **Mechanism Analysis**: - **Branch Expansion**: The telegraph promoted the expansion of bank branches, not only increasing the number of branches but also expanding their geographical coverage. - **Information Transparency**: Through text analysis of "Shenbao", it was found that areas connected by telegraph were reported more frequently in the newspaper, indicating that the information transparency in these areas had been improved, thus promoting the development of banks. 3. **Other Influencing Factors**: - **Economic Development**: The telegraph not only promoted the development of the banking industry but also may have indirectly affected the demand for banks by promoting trade, commerce, and production activities. Nevertheless, the direct impact of the telegraph on banks was still significant. - **Other Communication Infrastructures**: The promoting effect of the telegraph on bank development was independent of the influence of other communication infrastructures (such as postal routes and railways). ### Conclusion This study shows that the telegraph, as a revolutionary information technology, significantly promoted the development of modern banks in China from the end of the 19th century to the beginning of the 20th century. This finding emphasizes the important role of information technology in financial development, especially in the traditional Confucian culture, where the introduction of modern technology can stimulate financial modernization.
