Foundations of Rural Resiliency: America during the COVID-19 Pandemic

Abstract:In recent decades, a culture of hopelessness has emerged among rural Americans, visible in epidemic levels of suicide, overdose, and other addiction-related illnesses. While the arrival of a novel coronavirus aggravated existing strains in rural economies, it also enabled positive transformations in some rural cities and towns. This research explores how businesses in rural America experienced and adapted to economic shocks caused by the Covid-19 pandemic and, in the process, changed the economic and social landscape. Applying a qualitative research methodology, the present research offers Pennsylvania's Central Susquehanna Valley as a case study, using data from 60 semi-structured interviews. The analyses demonstrate rural businesses' resiliency and adaptive responses, bolstered by embedded rural capitals and the unique characteristics of rural businesses themselves. Furthermore, the pandemic forced drastic changes for businesses in the rural landscape. On the one hand, Covid-19's losses and miseries take much material, human, and social resources from the rural community. On the other hand, changing relationships between businessowners and workers, and among partners in the supply chain could be long-lasting, creating extra rural capitals and better working relationships at the factory and beyond. Finally, adoption of new technologies and automation; new business directions, such as e-commerce and higher value-added production; and increases in mergers and acquisitions across industries were prevalent during 2020-2021. In many ways, the Covid-19 impacts could make rural America more dynamic and competitive. This research offers conceptual and empirical pathways to supporting economic and social development in rural America.
Urban exodus? Understanding human mobility in Britain during the COVID‐19 pandemic using Meta‐Facebook data

Abstract:Existing empirical work has focused on assessing the effectiveness of nonpharmaceutical interventions on human mobility to contain the spread of COVID‐19. Less is known about the ways in which the COVID‐19 pandemic has reshaped the spatial patterns of population movement within countries. Anecdotal evidence of an urban exodus from large cities to rural areas emerged during early phases of the pandemic across western societies. Yet, these claims have not been empirically assessed. Traditional data sources, such as censuses offer coarse temporal frequency to analyse population movement over infrequent time intervals. Drawing on a data set of 21 million observations from Meta‐Facebook users, we aim to analyse the extent and evolution of changes in the spatial patterns of population movement across the rural–urban continuum in Britain over an 18‐month period from March 2020 to August 2021. Our findings show an overall and sustained decline in population movement during periods of high stringency measures, with the most densely populated areas reporting the largest reductions. During these periods, we also find evidence of higher‐than‐average mobility from high‐density population areas to low‐density areas, lending some support to claims of large‐scale population movements from large cities. Yet, we show that these trends were temporary. Overall mobility levels trended back to precoronavirus levels after the easing of nonpharmaceutical interventions. Following these interventions, we found a reduction in movement to low‐density areas and a rise in mobility to high‐density agglomerations. Overall, these findings reveal that while COVID‐19 generated shock waves leading to temporary changes in the patterns of population movement in Britain, the resulting vibrations have not significantly reshaped the prevalent structures in the national pattern of population movement. As of 2021, internal population movements sit at an intermediate level between those observed pre‐ and early phases of the pandemic.

Abstract:The Covid-19 pandemic created unprecedented pressure to accelerate public employment services (PES) digitalisation across Europe. In fact, there is now a considerable amount of funding dedicated to that goal in broadband policy packages, such as the Recovery and Resilience Mechanism. This pressure for digitalizing PES presumes that its benefits outweigh the existing risks, regardless of citizens’ singularities, such as vulnerable young people going through the school-to-work transition. Bearing that in mind, and following a bioecological model framework, our article addresses two main goals. Firstly, based on a targeted literature review, we detail the challenges and possibilities posed by PES digitalisation for vulnerable young people in EU countries, which have been widely overlooked in the literature. We specifically argue that despite several practical advantages (e.g., releasing staff from time-consuming administrative tasks), PES digitalisation will only be beneficial for vulnerable young people if three interrelated challenges are taken into account: nurturing trust in institutions and digital tools, supporting digital transformation of PES institutional organization, and adopting a co-design lens for PES digitalisation. Secondly, using a knowledge integration approach, we describe a model for assessing PES capacity to digitally support rural young people not in employment, education, or training to enter the labour market. We conclude that the overemphasis on the expected advances of overall PES digitalisation must be followed by thoughtful consideration of PES digitalisation processes to ensure EU social inclusion targets for the younger generations.

Adaptation and Coping Among Rural Older Adults Throughout the COVID-19 Pandemic

Abstract:Abstract In the past year, older adults have faced challenges due to COVID-19, yet many have also shown great resilience. This qualitative study explores older adults’ experiences and perceptions of adaptation, social connection, and coping across the first six months of the COVID-19 pandemic, with a particular focus on unique resilience factors among rural older adults. A Midwestern sample (35% rural) of 70 older adults aged 70-97 completed three phone interviews (April, June, and October 2020) about their experiences with social distancing due to COVID-19. Thematic analysis of qualitative responses identified themes of resilience including: 1) purposeful and flexible social connections, 2) positive psychological mindset, and 3) hardiness and life experience. Strains related to the loss of community connections were evident, yet older adults demonstrated signs of adaptability and coping as compensation. Implications and future directions will be discussed in the context of change over time and geographic variation.
Away from the cities? A medium-to-long-term investigation of how the COVID-19 pandemic has changed population spatial patterns in Italy

Abstract:European Urban and Regional Studies, Ahead of Print. This article focuses on the medium-to-long-term effects of COVID-19 and associated non-pharmaceutical interventions on population movements across the urban–rural spectrum in Italy. By analysing data from Facebook/Meta, population registers, and the housing market from January 2020 to May 2022, we aim to determine whether trends observed at the beginning of the pandemic have sustained over time. Results indicate an initial shift away from densely populated urban areas, marked by increased Facebook connections, higher rent prices and rising property sales in less densely populated locales. As the pandemic progressed, however, a decline in Facebook connections outside of urban poles indicated a resurgence in urban living. At the same time, intermediate and ultra-peripheral regions continued to attract permanent residents, as evidenced by a lively housing market and population growth in these areas. This suggests a complex pattern, where urban areas remain attractive, but the appeal of suburban and rural living has significantly increased, with both theoretical and practical implications. These findings challenge existing models of urbanisation and call for a re-evaluation of the factors driving residential preferences and mobility. Ultimately, a better understanding of these patterns could inform balanced policies that leverage internal migration dynamics, by supporting infrastructure development in suburban and rural areas, while adjusting urban planning to mitigate potential negative impacts like overcrowding and resource strain.

Abstract:Abstract Background As a reaction to the novel coronavirus disease (COVID-19), countries around the globe have implemented various measures to reduce the spread of the virus. The transportation sector is particularly affected by the pandemic situation. The current study aims to contribute to the empirical knowledge regarding the effects of the coronavirus situation on the mobility of people by (1) broadening the perspective to the mobility rural area’s residents and (2) providing subjective data concerning the perceived changes of affected persons’ mobility practices, as these two aspects have scarcely been considered in research so far. Methods To address these research gaps, a mixed-methods study was conducted that integrates a qualitative telephone interview study ( N = 15) and a quantitative household survey ( N = 301). The rural district of Altmarkkreis Salzwedel in Northern Germany was chosen as a model region. Results The results provide in-depth insights into the changing mobility practices of residents of a rural area during the legal restrictions to stem the spread of the virus. A high share of respondents (62.6%) experienced no changes in their mobility behavior due to the COVID-19 pandemic situation. However, nearly one third of trips were also cancelled overall. A modal shift was observed towards the reduction of trips by car and bus, and an increase of trips by bike. The share of trips by foot was unchanged. The majority of respondents did not predict strong long-term effects of the corona pandemic on their mobility behavior.

Abstract:In March 2020, residents of the Bronx, New York experienced one of the first significant community COVID-19 outbreaks in the United States. Focusing on intensive longitudinal data from 78 Bronx-based older adults, we used a multi-method approach to (1) examine 2019 to early pandemic (February-June 2020) changes in momentary psychological well-being of Einstein Aging Study (EAS) participants and (2) to contextualize these changes with community distress scores collected from public Twitter posts posted in Bronx County. We found increases in mean loneliness from 2019 to 2020; and participants that were higher in neuroticism had greater increases in thought unpleasantness and feeling depressed. Twitter-based Bronx community scores of anxiety, depressivity, and negatively-valenced affect showed elevated levels in 2020 weeks relative to 2019. Integration of EAS participant data and community data showed week-to-week fluctuations across 2019 and 2020. Results highlight how community-level data can characterize a rapidly changing environment to supplement individual-level data at no additional burden to individual participants.

Abstract:Rural tourism describes a range of tourism activities which take place in the countryside. Rural tourism has been growing since the 1970s-1980s in many parts of the world, both in terms of demand and of supply, due to the rise of a lifestyle-led and leisure-oriented society, and the widespread mobilization of tourism as a strategy for rural development and revitalization (Walmsley, 2003). Recent scholarly literature has stated that the COVID-19 pandemic has had a positive effect on rural tourism due to the increase of tourists seeking for a safe/low-risk destination in scarcely populated areas (Seraphin & Dosquet, 2020; Vaishar & Šťastná, 2020).
Predictors of Pandemic Impact in a Rural Community: Survey Results from a Community Partnership to Support Health and Well-Being

Abstract:Rural communities have struggled to fight the COVID-19 pandemic. Despite slower spread at the start of the pandemic in these areas, by 2021, they experienced higher death and hospitalization rates compared with urban areas. Increased mental health issues including stress, depression, and anxiety were also reported in rural areas following the start of the pandemic. Young people in these communities were significantly impacted by COVID-19, reporting increased stress and mental health issues. To examine the effects of COVID-19 on these local rural communities, authors conducted a survey in coordination with their community partners. The survey was completed by 119 participants across three rural counties and included 69 questions from the Pandemic Stress Index and the World Health Organization COVID-19 Rapid Quantitative Assessment Tool. Authors' results indicated that age, depression, and anxiety were predictors of higher self-reported COVID-19 impact. The strongest predictor of high pandemic impact in the sample was the combination of depression and anxiety symptoms. Authors used these results to inform their partners about the need for increased mental health services that are tailored for young adults in their communities. More research is needed to determine which services will be most beneficial and how to best reach those in need. Social workers in both public health and mental health settings are poised to help.
An Analysis of Social Relationships’ Quality Associations with Hope Among Young Italians: the Role of NEET Status

Abstract:Hope is a personal trait stemming from both individual and social factors, including social relationships. Bearing that in mind, we tested how social support quality, described in terms of Basic Psychological Needs Satisfaction (BPNS), is linked with hope dimensions of agency and pathways among young Italians in general and across those Neither in Employment nor in Education or Training (NEET). These associations were examined controlling for several individual factors (e.g., educational level). A total of 3034 participants aged 20 to 35 years (M age = 27.80 years; SD = 4.70) were involved. We found that greater levels of BPNS were linked with stronger pathways and agency levels among the participants in general. Participants' lower educational and financial satisfaction and those fitting in the NEET category presented significantly worse agency levels. We discuss these results in the context of declining institutional support in the school-to-work transition and young people's growing reliance on informal support in Italy, as well as its specific meaning for Italian NEETs.

Abstract:This study investigates the understudied relationship between post-/pandemic mobility adaptations and wellbeing outcomes, drawing on a longitudinal mixed-method approach combining survey analyses and in-depth citizen interviews conducted between 2019 and 2022 in Oslo, Norway. Qualitative analyses explore the depth and diversity of pandemic mobility adaptations and the implications for hedonic and eudaimonic wellbeing. Factor and structural equation models confirm statistical evidence for three pandemic coping strategies – working from home, avoiding spaces of infection, and (enjoyment of) the local environment – with respectively neutral, negative and positive impacts on satisfaction with life. The post-pandemic ability to be more mobile and attend diverse activities again is by many perceived as positive, but people struggle to maintain cherished aspects of the slower-paced, localised lifestyles adopted during the pandemic. We discuss the significance of our findings for inclusive pandemic resilience, and reflect on the lessons relevant for addressing another crisis – climate change.

Abstract:The COVID-19 pandemic could be driving more households to migrate out of cities and to the countryside, but this might result in an increased demand for access to green space which, in the long run, may cause a widening of social inequalities in rural areas. On the contrary, if planned for, it could provide an opportunity for repopulation and regeneration. This article explores the underlying causes and impacts of current rural in-migration, and further, it touches on how planning can balance development while supporting communities for a rural renaissance. By using a case study area in Sweden, it examines evidence of amenity-driven in-migration flows before and during the pandemic. The findings show an increased usage of part-time housing as a result of demand for space and nature; however, this was made possible through already well functioning infrastructures. Acknowledging that it is crucial to maintain and enhance natural capital, this study suggests that the supply of services and infrastructure is essential to achieve a rural renaissance beyond temporary tourism. As people are increasingly dividing their time between their urban permanent home and their rural second home, this may further suggest that there is a need to improve the connections between urban and rural areas.

Abstract:This longitudinal study explored the impact of COVID‐19 on individuals in romantic relationships. The sample spans three waves: first confinement (n = 52), deconfinement (n = 49), and second confinement (n = 26). The study tested sociodemographic factors, psychological adjustment (anxiety, depression, stress, well‐being), COVID‐19 threat perception, dyadic coping, and relationship quality. Results from repeated measures ANOVA and fuzzy set qualitative comparative analysis (fsQCA) models revealed a decline in anxiety, depression, and stress symptoms, coupled with improved relationship quality over time. Well‐being and dyadic coping remained stable, while COVID‐19 threat perception increased. QCA models emphasized the predictive power of initial mental states (anxiety, depression, stress, and well‐being at W1) on subsequent adjustment. Notably, shorter relationship duration, healthcare worker status, and not having children, when combined with prior mental states, explained increased symptoms and diminished well‐being. The study underscores the significance of addressing these factors in individuals navigating romantic relationships during the pandemic.

Abstract:Subjective well-being is of paramount importance when support is offered to young individuals seeking employment and social inclusion in general. The present study looks at different dimensions of youth well-being and the growing demands for skills to enable labour market integration. Based on survey data, this article examines the relationships between the role of public employment services in providing support and their impact on the subjective well-being of youth. Specifically, 1,275 not in education, employment, or training (NEET) rural youths from Italy, Portugal, and Spain participated in the survey. Drawing upon Bronfenbrenner’s bioecological model, the current study sets up a model which includes different factors at the micro-, meso-, exo-, and macro-system levels. The results show that non-urban NEETs’ subjective well-being is associated positively with public employment services availability, while the relationship with public employment services interaction and public employment services support is non-significant. A positive and significant relationship emerged also with self-efficacy and social support. Some recommendations for policymakers are discussed.

Abstract:Background The COVID-19 pandemic has had a negative impact on socioeconomic and public health conditions of the population. Aim To measure the temporal evolution of COVID-19 cases in cities near the countryside outside metropolitan areas of northeastern Brazil and the impact of the primary care organization in its containment. Methods This is a time-series study, based on the first three months of COVID-19 incidence in northeastern Brazil. Secondary data were used, the outcome was number of COVID-19 cases. Independent variables were time, coverage and quality score of basic health services, and demographic, socioeconomic and social isolation variables. Generalizable Linear Models with first order autoregression were applied. Results COVID-19 spreads heterogeneously in cities near the countryside of Northeastern Brazilian cities, showing associations with the city size, socioeconomic and organizational indicators of services. The Family Health Strategy seems to mitigate the speed of progression and burden of the disease, in addition to measures such as social isolation and closure of commercial activities. Conclusion The spread of COVID-19 reveals multiple related factors, which require coordinated intersectoral actions in order to mitigate its problems, especially in biologically and socially vulnerable populations.

Abstract:We examine how social contacts and feelings of solidarity shape experiences of loneliness during the COVID-19 lockdown in early 2020. From the PsyCorona database, we obtained longitudinal data from 23 countries, collected between March and May 2020. The results demonstrated that although online contacts help to reduce feelings of loneliness, people who feel more lonely are less likely to use that strategy. Solidarity played only a small role in shaping feelings of loneliness during lockdown. Thus, it seems we must look beyond the current focus on online contact and solidarity to help people address feelings of loneliness during lockdown. Finally, online contacts did not function as a substitute for face-to-face contacts outside the home-in fact, more frequent online contact in earlier weeks predicted more frequent face-to-face contacts in later weeks. As such, this work provides relevant insights into how individuals manage the impact of restrictions on their social lives.
