Abstract:Effective fisheries management requires accurate estimates of stock biomass and trends; yet, assumptions in stock assessment models generate high levels of uncertainty and error. For 230 fisheries worldwide, we contrasted stock biomass estimates at the time of assessment with updated hindcast estimates modeled for the same year in later assessments to evaluate systematic over- or underestimation. For stocks that were overfished, low value, or located in regions with rising temperatures, historical biomass estimates were generally overstated compared with updated assessments. Moreover, rising trends reported for overfished stocks were often inaccurate. With consideration of bias identified retrospectively, 85% more stocks than currently recognized have likely collapsed below 10% of maximum historical biomass. The high uncertainty and bias in modeled stock estimates warrants much greater precaution by managers.

Abstract:Robust projections of future trends in global fish biomass, production and catches are needed for informed fisheries policy in a changing climate. Trust in future projections, however, relies on establishing that models can accurately simulate past relationships between exploitation rates and ecosystem states. In addition, historical simulations are important to describe how the oceans have changed due to fishing. Here we use fisheries catch, catch‐only assessment models and effort data to estimate regional fishing exploitation levels, defined as the fishing mortality relative to fishing mortality at maximum sustainable yield (F/FMSY). These estimates are given for large pelagic, forage and demersal fish types across all large marine ecosystems and the high seas between 1961 and 2004; and with a 'ramp‐up' between 1841 and 1960. We find that global exploitation rates for large pelagic and demersal fish consistently exceed those for forage fish and peak in the late 1980s. We use the rates to globally simulate historical fishing patterns in a mechanistic fish community model. The modeled catch aligns with the reconstructed catch, both for total catch and catch distribution by functional type. Simulations show a clear deviation from an unfished model state, with a 25% reduction in biomass in large pelagic and demersal fish in shelf regions in recent years and a 50% increase in forage fish, primarily due to reduced predation. The simulations can set a baseline for assessing the effect of climate change relative to fishing. The results highlight the influential role of fishing as a primary driver of global fish community dynamics.

Abstract:Significance Phytoplankton provide the energy that sustains marine fish populations. The relationship between phytoplankton productivity and fisheries catch, however, is complicated by uncertainty in catch estimates, fishing effort, and marine food web dynamics. We enlist global data sources and a high-resolution earth system model to address these uncertainties. Results show that cross-ecosystem fisheries catch differences far exceeding differences in phytoplankton production can be reconciled with fishing effort and variations in marine food web structure and energy transfer efficiency. Food web variations explaining contemporary fisheries catch act to amplify projected catch trends under climate change, suggesting catch changes that may exceed a factor of 2 for some regions. Failing to account for this would hinder adaptation to climate change.

Abstract:Marine fish stocks are an important part of the world food system and are particularly important for many of the poorest people of the world. Most existing analyses suggest overfishing is increasing, and there is widespread concern that fish stocks are decreasing throughout most of the world. We assembled trends in abundance and harvest rate of stocks that are scientifically assessed, constituting half of the reported global marine fish catch. For these stocks, on average, abundance is increasing and is at proposed target levels. Compared with regions that are intensively managed, regions with less-developed fisheries management have, on average, 3-fold greater harvest rates and half the abundance as assessed stocks. Available evidence suggests that the regions without assessments of abundance have little fisheries management, and stocks are in poor shape. Increased application of area-appropriate fisheries science recommendations and management tools are still needed for sustaining fisheries in places where they are lacking.

Abstract:Although all models are simplified approximations of reality, they remain useful tools for understanding, predicting, and managing populations and ecosystems. However, a model’s utility is contingent on its suitability for a given task. Here, we examine two model types: single-species fishery stock assessment and multispecies marine ecosystem models. Both are efforts to predict trajectories of populations and ecosystems to inform fisheries management and conceptual understanding. However, many of these ecosystems exhibit nonlinear dynamics, which may not be represented in the models. As a result, model outputs may underestimate variability and overestimate stability. Using nonlinear forecasting methods, we compare predictability and nonlinearity of model outputs against model inputs using data and models for the California Current System. Compared with model inputs, time series of model-processed outputs show more predictability but a higher prevalence of linearity, suggesting that the models misrepresent the actual predictability of the modeled systems. Thus, caution is warranted: using such models for management or scenario exploration may produce unforeseen consequences, especially in the context of unknown future impacts.

Abstract:Fisheries dynamics can be thought of as the reciprocal relationship between an exploited population and the fishers and/or managers determining the exploitation patterns. Sustainable production of protein of these coupled human‐natural systems requires an understanding of their dynamics. Here, we characterized the fishery dynamics for 173 fisheries from around the globe by applying general additive models to estimated fishing mortality and spawning biomass from the RAM Legacy Database. GAMs specified to mimic production models and more flexible GAMs were applied. We show observed dynamics do not always match assumptions made in management using “classical” fisheries models, and the suitability of these assumptions varies significantly according to large marine ecosystem, habitat, variability in recruitment, maximum weight of a species and minimum observed stock biomass. These results identify circumstances in which simple models may be useful for management. However, adding flexibility to classical models often did not substantially improve performance, which suggests in many cases considering only biomass and removals will not be sufficient to model fishery dynamics. Knowledge of the suitability of common assumptions in management should be used in selecting modelling frameworks, setting management targets, testing management strategies and developing tools to manage data‐limited fisheries. Effectively balancing expectations of future protein production from capture fisheries and risk of undesirable outcomes (e.g., “fisheries collapse”) depends on understanding how well we can expect to predict future dynamics of a fishery using current management paradigms.

Rapid worldwide depletion of predatory fish communities

Abstract:Serious concerns have been raised about the ecological effects of industrialized fishing1,2,3, spurring a United Nations resolution on restoring fisheries and marine ecosystems to healthy levels4. However, a prerequisite for restoration is a general understanding of the composition and abundance of unexploited fish communities, relative to contemporary ones. We constructed trajectories of community biomass and composition of large predatory fishes in four continental shelf and nine oceanic systems, using all available data from the beginning of exploitation. Industrialized fisheries typically reduced community biomass by 80% within 15 years of exploitation. Compensatory increases in fast-growing species were observed, but often reversed within a decade. Using a meta-analytic approach, we estimate that large predatory fish biomass today is only about 10% of pre-industrial levels. We conclude that declines of large predators in coastal regions5 have extended throughout the global ocean, with potentially serious consequences for ecosystems5,6,7. Our analysis suggests that management based on recent data alone may be misleading, and provides minimum estimates for unexploited communities, which could serve as the ‘missing baseline’8 needed for future restoration efforts.

Abstract:Understanding overfishing and regulating fishing quotas is a major global challenge for the 21st Century both in terms of providing food for humankind and to preserve the oceans' ecosystems. However, fishing is a complex economic activity, affected not just by overfishing but also by such factors as pollution, technology, financial factors and more. For this reason, it is often difficult to state with complete certainty that overfishing is the cause of the decline of a fishery. In this study, we developed a simple dynamic model specifically designed to isolate and to study the role of depletion on production. The model is based on the well-known Lotka-Volterra model, or Prey-Predator mechanism, assuming that the fish stock and the fishing industry are coupled variables that dynamically affect each other. In the model, the fishing industry acts as the "predator" and the fish stock as the "prey". If the model can fit historical data, in particular relative to the productive decline of specific fisheries, then we have a strong indication that the decline of the fish stock is driving the decline of the fishery production. The model doesn't pretend to be a general description of the fishing industry in all its varied forms; however, the data reported here show that the model can describe several historical cases of fisheries whose production decreased and collapsed, indicating that the overexploitation of the fish stocks is an important factor in the decline of fisheries.

Abstract:Fish stocking and harvest regulations are frequently used to maintain or enhance freshwater recreational fisheries and contribute to fish conservation. However, their relative effectiveness has rarely been systematically evaluated using quantitative models that account for key size- and density-dependent ecological processes and adaptive responses of anglers. We present an integrated model of freshwater recreational fisheries where the population dynamics of two model species affect the effort dynamics of recreational anglers. With this model, we examined how stocking various fish densities and sizes (fry, fingerlings, and adults) performed relative to minimum-length limits using a variety of biological, social, and economic performance measures, while evaluating trade-offs. Four key findings are highlighted. First, stocking often augmented the exploited fish population, but size- and density-dependent bottlenecks limited the number of fry and fingerlings surviving to a catchable size in self-sustaining populations. The greatest enhancement of the catchable fish population occurred when large fish that escaped early bottlenecks were stocked, but this came at the cost of wild-stock replacement, thereby demonstrating a fundamental trade-off between fisheries benefits and conservation. Second, the relative performance of stocking naturally reproducing populations was largely independent of habitat quality and was generally low. Third, stocking was only economically advisable when natural reproduction was impaired or absent, stocking rates were low, and enough anglers benefitted from stocking to offset the associated costs. Fourth, in self-sustaining fish populations, minimum-length limits generally outperformed stocking when judged against a range of biological, social and economic objectives. By contrast, stocking in culture-based fisheries often generated substantial benefits. Collectively, our study demonstrates that size- and density-dependent processes, and broadly the degree of natural recruitment, drive the biological, social, and economic outcomes of popular management actions in recreational fisheries. To evaluate these outcomes and the resulting trade-offs, integrated fisheries-management models that explicitly consider the feedbacks among ecological and social processes are needed.

Abstract:AbstractTwenty-first century conservation is centered on negotiating trade-offs between the diverse needs of people and the needs of the other species constituting coupled human-natural ecosystems. Marine forage fishes, such as sardines, anchovies and herring, are a nexus for such trade-offs because they are both central nodes in marine food webs and targeted by fisheries. An important example is Pacific herring,Clupea pallisiiin the Northeast Pacific. Herring populations are subject to two distinct fisheries: one that harvests adults and one that harvests spawned eggs. We develop stochastic, age-structured models to assess the interaction between fisheries, herring populations and the persistence of predators reliant on herring populations. We show that egg- and adult-fishing have asymmetric effects on herring population dynamics - herring stocks can withstand higher levels of egg harvest before becoming depleted. Second, ecosystem thresholds proposed to ensure the persistence of herring predators do not necessarily pose more stringent constraints on fisheries than conventional, fishery driven harvest guidelines. Our approach provides a general template to evaluate ecosystem trade-offs between stage-specific harvest practices in relation to environmental variability, the risk of fishery closures and the risk of exceeding ecosystem thresholds intended to ensure conservation goals are met.

Abstract:One of the greatest threats to the conservation of transboundary stocks is the failure of Regional Fisheries Management Organizations (RFMOs) to equitably allocate future fishing opportunities. Across RFMOs, catch history remains the principal criterion for catch allocations, despite being recognized as a critical barrier to governance stability. This paper examines if and how subsidies have driven catch histories, thereby perpetuating the legacy of unfair resource competition between distant water fishing nations (DWFNs) and coastal States, and how this affects ongoing allocation negotiations in the Indian Ocean Tuna Commission (IOTC). Using limited publicly available data on subsidies to Indian Ocean tuna fleets, we show that subsidies have inflated catch histories of many DWFN's. As long as historical catch remains the key allocation criterion, future fishing opportunities will continue to be skewed in favor of DWFNs, in turn marginalizing half of the IOTC member States, which collectively account for a paltry 4% of the current catch. Without better transparency in past subsidies data, accounting for this distortion will be difficult. We provide alternative allocation options for consideration, with our analysis showing that re-attributing DWFN catch to the coastal State in whose waters it was caught may begin to alleviate this historical injustice.

Abstract:Significance Bottom trawling is the most widespread source of physical disturbance to the world’s seabed. Predictions of trawling impacts are needed to underpin risk assessment, and they are relevant for the fishing industry, conservation, management, and certification bodies. We estimate depletion and recovery of seabed biota after trawling by fitting models to data from a global data compilation. Trawl gears removed 6–41% of faunal biomass per pass, and recovery times posttrawling were 1.9–6.4 y depending on fisheries and environmental context. These results allow the estimation of trawling impacts on unprecedented spatial scales and for data poor fisheries and enable an objective analysis of tradeoffs between harvesting fish and the wider ecosystem effects of such activities.

Abstract:The Precautionary Approach to Fisheries Management requires an assessment of the impact of uncertainty on the risk of achieving management objectives. However, the main quantities, such as spawning stock biomass (SSB) and fish mortality (F), used in management metrics cannot be directly observed. This requires the use of models to provide guidance, for which there are three paradigms: the best assessment, model ensemble, and Management Strategy Evaluation (MSE). It is important to validate the models used to provide advice. In this study, we demonstrate how stock assessment models can be validated using a diagnostic toolbox, with a specific focus on prediction skill. Prediction skill measures the precision of a predicted value, which is unknown to the model, in relation to its observed value. By evaluating the accuracy of model predictions against observed data, prediction skill establishes an objective framework for accepting or rejecting model hypotheses, as well as for assigning weights to models within an ensemble. Our analysis uncovers the limitations of traditional stock assessment methods. Through the quantification of uncertainties and the integration of multiple models, our objective is to improve the reliability of management advice considering the complex interplay of factors that influence the dynamics of fish stocks.

The dynamics of collapse in world fisheries

Abstract:The fear of a rapid depletion of world fish stocks because of over‐exploitation is increasing. Analysis of 1519 main series of the FAO world fisheries catch database over the last 50 years reveals that 366 fisheries’ collapses occurred, that is nearly one fishery of four. The robustness of this result is tested by performing several complementary analyses using different conservative options. The number of collapses has been stable through time since 1950s indicating no improvement in the overall fisheries management. Three typical patterns emerge from the analysis of catch series during the period preceding the collapses: smooth collapse (33%), i.e. a long regular decline, erratic collapse (45%), i.e. a fall after several ups and downs, and a plateau‐shaped collapse (21%), i.e. a sudden fall after a relatively long and stable persistence of high level of catches. Using a simple mathematical model, we relate the plateau‐shaped collapses (which are, by nature, the most difficult to predict) to surreptitiously increasing exploitation and a depensatory mechanism at low population levels. Thus, a stable level of catch over several years is shown to conceal the risk of a sudden collapse. This jeopardizes the common assumption that considers the stability of catch as a goal for fisheries sustainability.

Abstract:Climate change and industrial fishing have profound effects on marine ecosystems. Numerical models that capture key features of fish biomass dynamics and its interaction with fishing can help assess the biogeochemical and socio-economic consequences of these impacts. However, these models have significant biases and do not include many processes known to be relevant. Here we describe an updated version of the BiOeconomic mArine Trophic Size-spectrum (BOATS) model for global fish and fisheries studies. The model incorporates new ecological and economic features designed to ameliorate prior biases. Recent improvements include reduction of fish growth rates in iron-limited high-nutrient low-chlorophyll regions, and the ability to simulate fisheries management. Novel features described here include a separation of pelagic and demersal fish communities to provide an expanded representation of ecological diversity, and spatially variable fishing costs and catchability for more realistic fishing effort dynamics. We also introduce a new set of observational diagnostics designed to evaluate the model beyond the boundary of large marine ecosystems. Following a multi-step parameter selection, the updated BOATSv2 model shows comparable performance to the original model in coastal ecosystems, accurately simulating catch, biomass and fishing effort. The revised model provides a markedly improved representation of fisheries in the High Seas, largely correcting the biases of the original version, including excessive high-sea catches and too rapid deepening of fishing effort over time. The updated model code is available for simulating both historical and future scenarios.

Abstract:For many fish stocks, such as Pampus argenteus and Setipinna taty in China, size composition data are more accessible than catch data. Varied results can arise when different length-based stock assessment models are applied to these data, and fishery managers often need to reconcile conflicting estimates of population status. Superensemble modeling, a relatively recent innovation in fish stock assessments commonly used in other fields, may provide an effective solution to resolving uncertainties among the results from multiple length-based models. To verify potential for this approach to improve estimates of population status, we applied ensemble modeling to fit simulated data of P. argenteus and S. taty in the Bohai and Yellow Seas using predictions from a length-based integrated mixed effects (LIME) and length-based spawning potential ratio (LB-SPR) models as covariables in a superensemble model developed in this study. All simulation modeling of P. argenteus and S. taty in the Bohai and Yellow Seas was conducted using the operating model in the R package LIME. Initially, the LIME and LB-SPR performances were tested separately under three scenarios of fishing mortality and recruitment variability (“equilibrium scenario,” “endogenous scenario,” and “one-way base scenario”). Then, estimates of spawning potential ratio (SPR) were combined with the superensemble models (a linear model, a support vector machines, a random forest and a boosted regression tree). We trained our superensemble models with 80% of the simulated data and tested them with the remaining 20%. Our results showed that superensemble modeling substantially improved the estimates of SPR, with support vector machines performing the best at estimating population status: precision improved by 12.7% for S. taty and 8% for P. argenteus on average (namely, median absolute proportional error decreased by 0.127 and 0.08 on average) compared to the individual models. This finding has important implications for fisheries management in the context of species for which catch data are unavailable. Applying the size composition survey data, the results from support vector machines superensemble model suggested that neither S. taty nor P. argenteus in the Bohai Sea in 2019 are overfished, but the stock status of P. argenteus warrants vigilant monitoring.

Abstract:Density-dependent population dynamic models strongly influence many of the world's most important harvest policies. Nearly all classic models (e.g. Beverton-Holt and Ricker) recommend that managers maintain a population size of roughly 40-50 percent of carrying capacity to maximize sustainable harvest, no matter the species' population growth rate. Such insights are the foundational logic behind most sustainability targets and biomass reference points for fisheries. However, a simple, less-commonly used model, called the Hockey-Stick model, yields very different recommendations. We show that the optimal population size to maintain in this model, as a proportion of carrying capacity, is one over the population growth rate. This leads to more conservative optimal harvest policies for slow-growing species, compared to other models, if all models use the same growth rate and carrying capacity values. However, parameters typically are not fixed; they are estimated after model-fitting. If the Hockey-Stick model leads to lower estimates of carrying capacity than other models, then the Hockey-Stick policy could yield lower absolute population size targets in practice. Therefore, to better understand the population size targets that may be recommended across real fisheries, we fit the Hockey-Stick, Ricker and Beverton-Holt models to population time series data across 284 fished species from the RAM Stock Assessment database. We found that the Hockey-Stick model usually recommended fisheries maintain population sizes higher than all other models (in 69-81% of the data sets). Furthermore, in 77% of the datasets, the Hockey-Stick model recommended an optimal population target even higher than 60% of carrying capacity (a widely used target, thought to be conservative). However, there was considerable uncertainty in the model fitting. While Beverton-Holt fit several of the data sets best, Hockey-Stick also frequently fit similarly well. In general, the best-fitting model rarely had overwhelming support (a model probability of greater than 95% was achieved in less than five percent of the datasets). A computational experiment, where time series data were simulated from all three models, revealed that Beverton-Holt often fit best even when it was not the true model, suggesting that fisheries data are likely too small and too noisy to resolve uncertainties in the functional forms of density-dependent growth. Therefore, sustainability targets may warrant revisiting, especially for slow-growing species.

Abstract:The public perception of fisheries is that they are in crisis and have been for some time. Numerous scientific and popular articles have pointed to the failures of fisheries management that have caused this crisis. These are widely accepted to be overcapacity in fishing fleets, a failure to take the ecosystem effects of fishing into account, and a failure to enforce unpalatable but necessary reductions in fishing effort on fishing fleets and communities. However, the claims of some analysts that there is an inevitable decline in the status of fisheries is, we believe, incorrect. There have been successes in fisheries management, and we argue that the tools for appropriate management exist. Unfortunately, they have not been implemented widely. Our analysis suggests that management authorities need to develop legally enforceable and tested harvest strategies, coupled with appropriate rights-based incentives to the fishing community, for the future of fisheries to be better than their past.

Evaluating Species at Risk in Data-Limited Fisheries: A Comprehensive Productivity-Susceptibility Analysis of the Most Traded Marine Aquarium Fish

Abstract:The marine aquarium trade is a significant global industry harvesting millions of live coral reef fishes annually. Wild-caught fish dominate public and private aquaria markets in the USA and Europe, supporting fisher livelihoods in the Indo-Pacific. This diverse and species-rich trade is considered data-limited, creating barriers to quantify the sustainability of this fishery to the net benefit of the coral reef socio-ecological system. We present a revised and expanded productivity-susceptibility analysis (PSA) framework to assess the vulnerability to overharvesting of the top 258 traded species, an estimated 92.5% of all import volume into the USA in 2011. Vulnerability was calculated based on various productivity and susceptibility factors, tailored to the unique life-history and fishery selectivity characteristics of the marine aquarium trade. We present novel factors that improve model accuracy, methods to overcome missing data for individual factors, and apply an improved Gaussian mixture model clustering algorithm to objectively classify species as least, moderately, or most vulnerable. Our results show that an overwhelming 85% of species evaluated fall into the least or moderately vulnerable classification, with the remaining species designated as high priority for localized assessment and management initiatives. A comparative case study between our PSA and the popular FishBase Vulnerability assessment illustrates how it is ill-suited to handle data limitations of non-food fishes. The results of our PSA, at a species and family level, provide useful information to stakeholders and serves as a robust and accessible risk assessment tool to prioritize species for management based on their vulnerability scores.
