Abstract:Technocratic decision making has been long criticized for dampening participation and limiting the range of adaptive choices through its overreliance on infrastructure-based solutions. There has been growing attention to how technocratic approaches shape long-term resilience of water systems, especially under the threat of climatic change impacts. In Brazil, even under its highly decentralized and participatory water management system, technical expertise and science-based decisions have been often promoted as a desirable mechanism to insulate governance outcomes from the country's prevailing clientelistic and rent-seeking politics. Yet, Brazilian river basins continue to struggle with long-standing problems (such as universal access to sanitation) and increasing challenges for guaranteeing water provision under recurrent drought. In this study, we examine how technocratic insulation, different ways of knowing (WoKs), and participatory governance shape long-term resilience in one of Brazil's most important river basins, the Piracicaba-Capivari-Jundiaí (PCJ). By taking an in-depth look at how the PCJ River Basin's governance system responded to the 2014 Brazilian water crisis, we seek to understand how planning decisions in the aftermath of the crisis were influenced by different actors, and how the outcomes of those decisions are likely to shape long term resilience. Based on 27 in-depth interviews with members of the PCJ River Basin Committees, we show how a distinct preference for infrastructure-based solutions to deal with on-going and upcoming challenges may be unsustainable under climate change as the basin's traditional technocratic approach failed both to insulate its decisions from politics and to explore adaptive water management solutions that might be key to shape long-term resilience.

Abstract:The global demand for agricultural commodities has driven extensive land conversion to agriculture in Brazil, especially in the MATOPIBA region. This area encompasses the Rio Grande Basin, a major tributary of the São Francisco Basin that is known for expanding intensive irrigated agriculture and hydropower generation. However, recent data reveal declining precipitation and aquifer recharge, potentially exacerbating ongoing water and land conflicts. This study investigates the long-term sustainability of agricultural expansion amid the worsening water scarcity using a system dynamics model. Findings suggest that rising costs and decreasing profits due to irrigation water shortages may hinder the expansion of irrigated land. By 2040, the irrigation demand may remain partly unmet, while downstream flow and baseflow could decrease. Additionally, agricultural expansion will significantly raise energy demand, posing a developmental challenge. We suggest that ensuring the sustainability of the Rio Grande Basin depends on improved water management and exploring alternative energy sources to address existing constraints.

Abstract:The implementation of large-scale water infrastructure projects, such as the São Francisco River Integration Project with the Northeastern Hydrographic Basins (PISF), causes territorial transformations of great proportions, constituting a new hydrosocial cycle, resulting in hydrosocial territories in which not only water but also power relations and socioeconomic and physical resources circulate. In this sense, this article aims to historically analyze the interconnection between water and land issues in the Brazilian Northeast, shedding light on the territorial dynamics produced by the new hydrosocial cycle constituted by the implementation of the largest water project in the country. To this end, we interviewed actors from different groups and in various locations, conducted on-site field research, and collected and systematically analyzed important documents from the institutional websites of the Brazilian government. The main results of the research indicate that since the implementation of the PISF, a context of deep and historical political and socioeconomic inequalities in hydrosocial territories has been impacted, which has deepened conflicts over land and water and increased socio-spatial injustices. Contrary to most available approaches, which consider water scarcity a 'natural' (hydrological) problem that requires technical and administrative solutions, the water problem reflects the profound asymmetry of power consolidated over time and the strength of the reactionary agrarian sectors that control the State apparatus.

Integration of a Network-Based and an Economy-Wide Water Model to Support Decision Making on Water Resources Planning and Management in Northeastern Brazil

Abstract:Allocation of Water Resources at the basin level is a critical issue for economic growth as well as for environmental sustainability. This study integrates network-based optimization with an Input-Output model, made available through a Spatial Decision Support System (HEAL), to support design and evaluation of water allocation policies. The innovative platform was applied to a case study using four-interlinked hydrographic basins in Northeastern of Brazil. The integrated modeling was able to measure broader socioeconomic impacts of decisions on reservoir volumes and water allocations at basin level, through indicators in a sectoral and regional scale, including ones associated with Sustainable Development Goals, such as the Water Use Efficiency (WUE) indicator. Results of the trade-offs between two scenarios, representative of the limits of performance of regulatory water instruments, were generated using the integrated modeling. They were compared with the Reference scenario for the base year (2011) and show that the economic sector most negatively affected by the regulatory instrument use is the industrial sector. Furthermore, the sugar and ethanol industry, main water users in the industrial sector (93.1% of the sector's water use) and less efficient (WUE 1.47 US$/m 3 vs. 30.70 US$/m 3 average of the sector) in the base year, maintain their percentage share of water use in the sector and even slightly expand it (93.2%), with slight efficiency gains (+2.3%). On the other hand, non-water-intensive industries, have their shares reduced (from 6.9 to 6.8%) and lose efficiency (−9.5%). Results of the same trade-offs by region showed that the largest proportional economic losses occur in the drier areas, damaging the economy, especially in the most industrialized municipalities with the highest GDPs. Integrated economic modeling can expand aspects involved in water security issues, assisting management by introducing socioeconomic impact measures, in a broader scale, associated with allocation decisions. Hydrological allocation criteria cannot distinguish between user efficiency and which economic sectors are using how much water. This results in economic and social losses. In water-scarce regions and with growing transfer needs, such as in the basins studied, adequate incentives, through management instruments designed based on economic theory, are essential to promote sustainable development.

Abstract:Water scarcity is a growing concern globally, with climate change and increasing population exacerbating the issue. Here, we introduce a new framework for assessing water availability in 708 Brazilian catchments that considers the effect of CO2 concentrations on potential evapotranspiration, uses CMIP6 bias‐corrected climate change simulations, and presumes an open water balance assumption, while considering the human‐aspect by incorporating water demand projections. We note an average reduction of water security in 81% of the analyzed catchments by 2100. Among these catchments, 37% presented a reduction of future water availability, while 63% undergo a worse scenario due to an increase in human water use, whichhighlights the role of the human aspect in water security assessment. Our study shows important aspects for both advancing future water availability studies and for drawing a picture of the impacts of changes in climate and water use on Brazilian future water security that may be useful for water resources management practices and advancing hydrologic studies. Abstract:The exploitation of natural resources has grown mainly due to the high rate of population growth that changed over time around the planet. Water is one of the most needed resources essential for survival. Despite all the efforts made to improve water security, an environmental impact related to anthropogenic influence remains of great concern, which is the alteration of surface and groundwater quality. In many regions around the world, there is limited or no access to rural and urban water supply while there is a need to improve sanitation facilities. This work evaluated the spatial distribution of groundwater and surface water quality as well as their changes in wet and dry seasons of the tropical climate in the Atlantic Forest Biome. The study area is under anthropogenic influence, which is in the municipality of Igarassú, Pernambuco State, Brazil. The analysis of the raw water was based on Standard Methods for Examination of Water and Wastewater, as referenced in the Brazilian Ministry of Health Consolidation Ordinance that sets standards for drinking water. The temporal analyses indicated a variation on water quality from the wet to the dry seasons, whereas the spatial results revealed deviations from the Brazilian’s Water Supply Standards for some physicochemical parameters. There was an increase in the values of some parameters during the wet season in some hydrological compartments. The anthropized rural area from the Atlantic Forest Biome is affecting the water quality. It is, therefore, necessary to develop environmental policies and put them into practice by implementing engineering projects that guarantee proper treatment for raw water in order to bring the water quality back to a good status in this region.

Has unsustainable groundwater use induced low flow regimes in the Urucuia Aquifer System? An urgent call for integrated water management

Abstract:Groundwater depletion in the Urucuia Aquifer System (UAS) has concerned the Brazilian water agencies since it is the principal water source in the arid length of the São Francisco river. In contrast, the irrigation fields increasing and uncertainty regarding climate variability have impaired the management of this important hydrograph region of Brazil. Therefore, the proper management of the UAS relies on the correct definition of the factors that are impacting most of the ground and surface waters, i.e., whether they are from climate or anthropogenic activities. Relying on Artificial Intelligence (AI) modeling and hydrological signatures, this study proposed a methodology to disentangle the role of climatic variability and groundwater pumping on streamflow dynamics by rebuilding natural time series in four watersheds within the UAS's boundaries. By comparing the natural to the observed streamflow time series, the long-term 90th percentile (Q_90) discharge, from which 80% can be granted for multiple uses in the State of Bahia, decreased by up to 50% in the UAS. Yet, the watersheds' productivity, given by the 90% specific yield, ranged from -52.3% (3.8 L/s.km2 to 1.8 L/s.km2) to -74.0% (23.4 L/s.km2 to 6.1 L/s.km2). Low flow duration was ∼1650 days in natural conditions and increased to 10,354 days in the current land use and cover scenario. Changes in the maximum low flow duration length ranged from 191.7% to 1315.7%, and in the low flow, deficits were up to 7150%. These results highlight that groundwater pumping is the principal factor of the UAS's dryness since climate variability could not track streamflow decreases. However, climate variability is secondary because of the intensification of the atmosphere demand. Although it is a Brazilian application, the proposed methodology can be applied in other aquifer systems to guide decision-makers' management strategies worldwide.

Abstract:Managing water resources in regions with high climate variability and frequent extreme weather events poses challenges for policymakers. To facilitate water allocation in these cases, participatory and collaborative decision-making approaches have become common. However, the evaluation of these approaches is hindered by the lack of structured methods and data to understand them. To address this knowledge gap, we propose a novel methodology that leverages text data to identify key topics, conflicts, and influential actors that shape water allocation dynamics. Our methodology is tested using records of 1020 water basin committee meetings held between 1997 and 2021 across twelve basin committees in Ceará, Brazil – a region known for its extensive history of droughts that have impacted water governance. To uncover key water management issues discussed during these meetings, we employed a three-step topic modeling framework: (1) sentence embedding, (2) dimensionality reduction, and (3) sentence clustering. Furthermore, we used entity recognition, dependency parsing, and network graphs to identify powerful actors influencing these meetings and, ultimately, the decisions taken. Our findings revealed stakeholders' heightened concern for urban water supply over agricultural demand during droughts. We found that "reservoir operation" was the most recurring topic, especially in basins where the strategic reservoirs are located. Discussions related to "climate information" became significantly more important over time, which indicates that water allocation decisions are increasingly based on the seasonal forecast and data on oceanic indices provided by the meteorology agency. Despite the presence of local users in the committees, governmental representatives dominated the discussions and were central in all river basins. In conclusion, our proposed approach harnesses existing text data to uncover spatiotemporal patterns related to participatory water allocation. This study opens new avenues for investigating water governance using text-based analysis.

What Governance Failures Reveal about Water Resources Management in a Municipality of Brazil

Abstract:Humans have historically chosen to develop their cities close to rivers due to the need for water and food security. In Brazil, water security represents a growing challenge, despite advances in the National Water Resources Management System. While municipalities are responsible for integrating the various public policies that impact urban rivers, such as the environment, basic sanitation, and urban planning, only states and the federal government, along with watershed committees, have a formal role in the National Water Resources Management System. The goal of this paper is to assess the Brazilian water governance system from the perspective of municipalities. The OECD water governance framework is applied to a medium-sized Brazilian municipality (c. 200,000 inhabitants), Itabuna, Bahia state, through perception-based and objective data. Studies dealing with water governance do not address this reality, despite representing more than 90% Brazilian municipalities and approximately half of the country’s population. Several water governance failures were identified, such as connections between administrative and political failures, which highlight the tragic consequences of hydrological issues in this region. Developing integrated water resources’ management, as fixed in national and state laws, depends on the effective participation of the municipality. This study discusses the importance of water governance at the municipal scale.

Abstract:The intensification of climate extremes and land uses poses a major challenge for water managers, especially in heavily populated basins with large reservoirs, multiple uses, and inter-basin transfers. In this study, we analyzed water security in the Paraíba do Sul River basin, responsible for supplying a significant fraction of the needs of Brazil's two largest metropolitan areas through water transfer. Unless existent studies emphasize aspects of water scarcity disregarding other competitive water use, we considered the impacts on hydropower generation in a fully integrated modeling framework, which includes reservoir operation rules. To achieve this, we integrated future projections of land uses, global climate change (RCP 4.5 and RCP 8.5), and water demand for the period 2016–2055. Most of the climate change scenarios suggested a reduction in the frequency of both high and low flows, by nearly 25%, which resulted in an increase in flow regularization in the main basin's reservoirs. An undesirable consequence of those trends was the reduction of hydropower generation. Regarding water supply to the metropolis outside the basin, results indicated a possibility of a more contentious water governance scenario. The long-term sustainability of the basin's water resources will require implementing policies to enhance water use efficiency and reuse, in combination with other renewable energy sources.

Abstract:Stakeholder engagement is an integral part of water governance to provide long-term sustainable water services (e.g., water storage, distribution, treatment). Yet, evidence-based studies documenting how community engagement contributes to water governance objectives are scarce. This Community Case Study describes key findings of a three-year experience by Global WaSH executing the Água Viva Program. The study recounts the process of building community engagement among stakeholders in the rural district of Monte Verde de Minas, in the city of Juiz de Fora, Brazil. The study is presented through the viewpoint of the Bridging Organization, Global WaSH. The Program had four main phases: Discovery and Planning, Awareness, Engagement, and Intervention. This study demonstrates the importance of multi-stakeholder participation and the crucial role of the community to reach sound governance. This article also shares the challenges of connecting the interests of distinct actors. It emphasizes the role of a team of WaSH specialists with relationship-building experience in merging community demands and government concerns.

Abstract:ABSTRACT In this paper we synthesize the special sessions of the XXIII Brazilian Water Resources Symposium 2019 in order to understand the major advances and challenges in the water sciences in Brazil. We analyzed more than 250 papers and presentations of 16 special sessions covering topics of Climate Variability and Change, Disasters, Modeling, Large Scale Hydrology, Remote Sensing, Education, and Water Resources Management. This exercise highlighted the unique diversity of natural and human water features in Brazil, that offers a great opportunity for understanding coupled hydrological and societal systems. Most contributions were related to methods and the quantification of water phenomena, therefore, there is a clear necessity for fostering more research on phenomena comprehension. There is a vast network of co-authorship among institutions but mostly from academia and with some degree of regional fragmentation. The ABRhidro community now has the challenge to enhance its collaboration network, the culture of synthesis analysis, and to build a common agenda for water resources research. It is also time for us to be aligned with the international water science community and to use our experiences to actively contribute to the tackling of global water issues.
From Scarcity to Abundance: Nature-Based Strategies for Small Communities Experiencing Water Scarcity in West Texas/USA

Abstract:Water scarcity is one of the global challenges that threatens economic development and imposes constraints on societal growth. In the semi-arid expanse of West Texas, small communities are struggling with both growing populations and decreasing water resources in the regional aquifer. This study compares two nature-based methods that could solve this problem. The first approach uses ponds and wetlands to make natural processes work together to treat the wastewater that the community receives. We applied a novel Pond-in-Pond system, which offers advantages compared to conventional pond system configurations. This system unlocks strategic hydrodynamic advantages by introducing a deeper anaerobic pit surrounded by berms, which then outflows into a larger pond. The second approach consists of an alternative strategy which integrates waste stabilization ponds, a storage basin, and the reuse of wastewater for crop irrigation—a feat that not only treats water but also enriches soil fertility. Both approaches were analyzed in terms of economic potential and pollution control. The land application had a better return on investment and emphasized the importance of innovative solutions for sustainable water management in arid regions, offering economic and community benefits. The application conveys a clear message: where water is scarce, innovation can grow; where problems are big, solutions are available; and where nature's processes are understood, they can be used.

An institutional and transaction cost analysis for the efficiency of water service in Brazilian local government consortia

Abstract:In this paper, we seek to break new ground by empirically investigating the relationship between cooperating entities, local government institutions and transaction costs and its effect on cost efficiency for water services through consortia in Brazilian local government. Drawing on an institutional and transaction cost framework, our results show that the institutional arrangements employed in water service provision have had a significant effect on cost efficiency, measured by total expenditure per user, between 2011 to 2019. Through a Generalized Estimating Equations (GEE), we found that cost efficiency increases slowly for those units performing under bureaucracies and faster under public enterprises. In all instances, dedicated asset specificities and contract management complexity explained differences in water service provision cost efficiency. These findings have theoretical significance as well as significant public policy implications for intermunicipal cooperative agreements.

Abstract:The present study applies a geophysical approach to the Federal district of Brazil, a challenging hydrogeologic setting that requires improved investigation to enhance groundwater prospecting to meet the rising water demand. The geophysical characterization of a complex hard-rock aquifer sub-system was conducted using direct current (DC) electrical resistivity tomography (ERT) integrated with surface geological information. With a total of twenty-seven ERT profiles, the resistivity acquisition was carried out using a dipole-dipole array of electrodes with an inter-electrode spacing of 10 m. Based on resistivity ranges, the interpretation of the inverted resistivity values indicated a ground profile consisting of upper dry soil, saprolite, weathered, and fresh bedrock. Along with this layered subsurface stratigraphy, the approach allowed us to map the presence of significant hydrogeological features sharp contrasting anomalies that may suggest structural controls separating high-resistivity (≥7000 Ω m) and low-resistivity (<7000 Ω m) conducting zones in the uppermost 10 m of the ground. The assumed impacts of these features on groundwater development are discussed in light of the Brasilia aquifer settings.
Spatial multicriteria approach to water scarcity vulnerability and analysis of criteria weighting techniques: a case study in São Francisco River, Brazil

Abstract:The water availability deficit is a governance crisis and an environmental, social, and economic risk. This study presents a spatial multicriteria approach for mapping Water Scarcity Vulnerability (WSV) and a comparative analysis of criteria weighting techniques to support the management of water resources in semiarid regions. Initially, nine vulnerability indicators were identified from a literature review and spatialized through a Geographic Information System (GIS) for a water donor region and another recipient from the São Francisco River, in the semiarid region of Brazil. Subsequently, one subjective and two objectives weighting techniques were implemented and compared to measure the weights of the indicators. Finally, the Viekriterijumsko Kompromisno Rangiranje (VIKOR) method was combined with GIS to construct WSV maps. The results indicate the conditions of WSV in the transposition water donor region can be more critical than the region receiver, and the choice of the weighting method influences the results of the multicriteria-GIS approaches. The WSV mapping approach can be helpful for water management decision-making to identify priority areas and spatial inequalities. The comparative analysis in this study can provide a valuable reference for choosing weighting methods in spatial multicriteria applications.

Developing resilience to hydrologic extremes in irrigated agriculture through risk transfer mechanisms in the context of southeastern Brazil

Abstract:<p>In the last decades, we have witnessed increasing losses on crop yield due to an increase in magnitude and frequency of hydrological extremes such as droughts and floods. These hazards promote systematic and regressive impacts on the economy and human behavior. Risk transfer mechanisms are key to cope with the economic impacts of these events, therefore safeguarding income to farmers and building resilience to the overall sector. The index-based insurance establishes an index that can be monitored in real or near-real-time, which is associated with losses to a specific agent. While the manifestation of the causality hazard to exposure and exposure to damage and its mathematical representation in cash flow equations is a hard task, incorporating an objective and transparent index adds up a new challenge to this modeling framework. Moreover, past events that have been used as the main guide to evaluating expected losses given risk can no longer offer an accurate risk estimation due to environmental changes. This work aims to tackle the hydrologic extremes risk transfer modeling in irrigated agriculture to obtain optimized premium values and parameters of an insurance fund for irrigated agriculture in Southeastern Brazil. This study will be developed in the Piracicaba, Jundia&#237;, and Capivari river basin, also known as PCJ catchment in the states of S&#227;o Paulo and Minas Gerais, Brazil. The region, with approximately 5 million inhabitants, is considered one of the most important in Brazil due to its economic development, which represents about 7% of the National Gross Domestic Product (GDP). The Hydrologic Risk Transfer Model of the Hydraulic and Sanitation department of the University of S&#227;o Paulo (MTRH-SHS) will be used to obtain optimized premium values. The main index variable is streamflow fitted to extreme value theory distribution for low and high flows. To evaluate climate change and land-use change scenarios, Regional Climate Models (RCMs) and land use projections will be related to streamflow in a hierarchical Bayesian framework. Synthetic data will be then simulated according to scenarios previously defined in a Monte Carlo approach. The hazard-damage function will be obtained by total crop yield and revenue per municipality, then the relationship between the index and expected losses is determined in an empirical equation. Finally, a cash flow computation is run with synthetic data obtaining optimized premiums in a way to minimize fund storage values. We expect to provide further evidence of the feasibility of actuarially fair premium values for the agents in the sector considering global phenomena of climate change and land-use change. Results will support climate change adaptation plans and policy as well as contribute to methods for estimating risk in a changing environment.</p>

Abstract:The increasing scarcity of water sources near urban areas, coupled with urbanization and population growth, necessitates the development of solutions that optimize water demand management, which entails a more accurate estimation of consumption patterns and implementing measures that promote the rational use of water. A stochastic residential water demand model was built based on the superposition of pulses of constant intensity and variable arrival time and duration applied to the microcomponent consumption at a 1-min resolution, reflecting the aggregate system contributions to the total instantaneous demand. The model can support the planning of water supply systems (WSSs) and was calibrated using data from Brazilian institutes and a literature review of statistical data on users and end uses of water in Brazilian dwellings. Innovatively, it proposes the use of water demand forecasting aimed at applying demand management measures evaluating the replacement of conventional devices for water-saving ones by analyzing hydrographs of 50–50,000 households, in addition to detailing the influence of the K2 peak factor. The results demonstrated a new water consumption profile with about a 40% reduction in water demand. A new equation for K2 is proposed, which was shown to be underestimated for small populations.

Abstract:Study region: Ceará (Brazil). Study focus: Considerable intra- and inter-annual variability of rainfall in this semi-arid region lead to strong temporal variations in water availability. To store and supply water in times of water scarcity, tens of thousands of freshwater reservoirs have been built over time, most of which are unmonitored. Here, we develop a hydrological forecasting system for the entire state of Ceará which integrates satellite-based monitoring of reservoir water storage, bias-corrected seasonal weather forecasts and hydrological modeling of freshwater availability. We test and demonstrate the applicability of this system by conducting experiments with historic data, hindcasts and forecasts. New hydrological insights for the region: The assimilation of in-situ and Sentinel-1 based observations of reservoir fillings into the hydrological model WASA-SED proved to be feasible and an important step in the modeling of available water resources dynamics. Hydrological simulations for January to June from 1990–2019 based on meteorological observations resulted in a median average NRMSE between observed and modeled reservoir fillings of strategic reservoirs of 29.51%. The comparison of observed and predicted precipitation from two different seasonal forecasting systems were in the same order of magnitude (i.e. 19.51% and 24.52%). Hindcast experiments suggested the superposition of uncertainties of different model components. Efforts are currently being made to further test and improve the developed integrated framework as part of the operational service.
