Abstract:While there is growing scholarly interest in work conditions in China's internet industry, many studies have focused exclusively on corporate employment relations strategies. By contrast, the article demonstrates the Chinese government's significant role in shaping the collective work experience in business reality. Drawing on three months of fieldwork in China, the findings suggest that the state's quest for technology supremacy has resulted in internet companies that compete ferociously, which in turn causes extreme working hours and burnout. The censorship of online labour activism and the ambiguity in court decisions also lower the interest of tech workers in organising and defending their labour rights. This study opens up an evidence-based debate on industrial relations in contemporary China and calls for more discussions on the state's role in shaping worker well-being and protection.

“Lying Flat”: Chinese Youths’ Resistance to Overwork and the Practice of Stratification

Abstract:Abstract This paper delves into the discourse and practice of “lying flat” ( tang ping ) among Chinese youths. It offers a comprehensive analysis of their collective resistance against the overwork and the competitive pressures in their career. From the perspectives of cultural, economic, and social capital, the “lying flat” among contemporary Chinese youths could be divided into three modes. The first mode, referred to as the fire mode (Financial Independence, Retire Early movement), predominantly represents the elite youths, who have ample cultural, economic, and social capital, and actively express ideas of “lying flat” online. Meanwhile, they strategize a plan for fire . However, their dreams are blocked by competition in the workplace. The second mode is the lifestyle of neet youth, which is primarily a semi-autonomous choice made by urban youths with family resources. neet youths find themselves unable to meet the requirements of the fast-paced, high-demand post-industrial career. Thus, they choose to stay at home, which known as “gnaw the old” ( ken lao ). Although they may not orally express ‘’lying flat”, they actually practice it. The third mode, known as the “Sanhe Gods” ( san he da shen ) type, corresponds to the daily laborers. These young individuals who are migrating from rural areas to urban, lack resources and hope for the future. Systemically marginalized by the urban areas, they are typically the grassroots class in society and take “lying flat” as a way of resistance. In summary, the discourse and practice of “lying flat” hold multifaceted significance. On one hand, it serves as a counterpoint to the work ethics supported by neoliberalism. Diverse forms of “lying flat” are social-stratified responses to oppose the intense competition in modern work environments. On the other hand, the stratification of “lying flat” practices mirrors the younger generation’s struggle against the imbalances of the social structure. It reflects their actions against inequality through refusal and non-cooperation toward current work ethics, fostering the emergence of new work ethics and a new paradigm of social integration.

Abstract:We identified three temporal patterns shown in commit activities among Chinese and American companies and found that Chinese businesses are more likely to follow long work hours than American ones. We also conducted a survey on the trends of, reasons for, and results of overtime work. Our study could provide references for developers to choose workplaces and for companies to make regulations.

Abstract:Capital &Class, Ahead of Print. This article discusses the discriminatory, anti-women workplace culture in China's tech industry and how tech workers organise online activism in response. In August 2021, an online petition broke out to demand justice for a sexual crime victim at the Chinese e-commerce enterprise Alibaba. This is a powerful example of digital activism leaping beyond the constraints and challenges of labour organising in the global tech sector. The article shows how social media could bring new possibilities to the tech worker movement in both authoritarian and democratic countries.

Abstract:This paper explicates a new form of cultural economy, namely individual cultural economy, with the case of online writing platform. Critical studies of creative workers on online platforms have revealed the capitalist manipulation and exploitation in this new technologized cultural economy, and among those, online fiction writers are one of the fashionable occupations for slash youth in China. Based on survey and interviews, this paper elucidates why some youth in China chose to commit to taking online writing jobs, despite the precarious conditions. This paper argues that online fiction writers, besides deriving satisfaction and pleasure from their work, tag on are able to take advantage of the cultural logic of these capitalist-manipulated platforms, and create for themselves an individual, single person cultural economy between themselves and the platform. Different from the collective, organized cultural economy in most of the social networked platforms, such an individual economy encourages youth to create an alternative lifestyle from that of the mainstream socialist economy.

Abstract:Because tens of millions of Chinese industrial workers make up the backbone of the global information economy, whether Chinese ICT workers will unite domestically and internationally is a question of historic and political-economic significance. Although this question cannot be fully answered, it is important, as a first step towards a tentative evaluation, to examine recent cases of labour activism. Following bits and pieces of information about labour actions in the aftermath of the global economic downturn, this paper tries to trace new features of labour activism and to make sense of recent episodes of labour activism within broader changes in the labour market, the official trade union, and regional production networks.

Abstract:Hong focuses on how the state, in conjunction with market forces and class interests, is constructing and realigning its digitalized sector. State planners intend to build a more competitive ICT sector by modernizing the network infrastructure, corporatizing media-and-entertainment institutions, and by using ICT as a crosscutting catalyst for innovation, industrial modernization, and export upgrades. The goal: to end China’s industrial and technological dependence upon foreign corporations while transforming itself into a global ICT leader. The project, though bright with possibilities, unleashes implications rife with contradiction and surprise. Hong analyzes the central role of information, communications, and culture in Chinese style capitalism. She also argues that the state and elites have failed to challenge entrenched interests or redistribute power and resources, as promised. Instead, they prioritize information, communications, and culture as technological fixes to make pragmatic tradeoffs between economic growth and social justice.

Abstract:Wall Street financial managers may eye China's economy with pleasure and awe, but the engine of its growth is exploited labor. Since Deng Xiaoping declared getting rich glorious two decades ago, China's embrace of capitalism has made sweatshop socialism a reality for millions of Chinese workers. Although some economists claim the workers' day will come with continued growth, double-digit rises in GDP have not translated into a better life. Exhausting hours, scant pay, draconian work rules, psychological harassment, and physical punishment are the seamy underside of China's economic miracle.

Abstract:This paper contextualises and assesses the escalation and evolution of labour activism during the 2008 global economic crisis in China. It argues that both new incentives and new impediments to labour activism have arisen in the midst of broader changes in the labour market, the official trade union, and regional production networks. The recent trend of spatial and technical restructuring of China's ICT sector, as induced simultaneously by capital's self-initiated transformation of the modes of accumulation and by the governmental need to sustain China's economic growth, is likely to generate a sizeable reshuffling of labour markets and to reconstitute working-class experiences across regional, industrial, and educational segmentations.

Abstract:If the United States represents a full integration of monopoly-finance capital and the Internet, China, as a latecomer country, is poised to adopt a similar goal of making broadband more central to the Chinese style capitalism in the aftermath of the 2008 global economic crisis. A review of recent trade journals can provide a sense of the new trends we are already seeing: Telecom operators have competed to expand their wired and wireless broadband networks, recently under the state’s new national broadband strategy. Broadband is expected to become the platform for trade in software and IT services, such as logistics, E-commerce, and consulting. Meanwhile, cloud computing and the Internet of things, the two “most promising” ICT applications, are equally seen as the new, trillion-dollar information service industries, capable of transforming the wider economy and social life.

Abstract:China has launched a comprehensive low‐carbon transition strategy at the same time as the concept of just transition is receiving extensive international attention from the academic community. A just transition needs to embrace the interests of workers in the new energy industry as well as those of miners and others facing job losses in traditional industries. Accordingly, this article focuses on how programmers at a new energy vehicle company in Shanghai negotiate wages with their employers. Employers trying to curtail the salaries of programmers find fault with their biographies, qualifications, and experiences to undermine their confidence and create an incentive‐driven competitive work environment. Programmers, in turn, try to improve their bargaining power by demonstrating their professional competence, job hopping, and informally investigating conditions at employing enterprises to take advantage of the competitive relationship between them. The interests of programmers in China's new energy vehicle industry are found to differ from those of Chinese state‐owned enterprise workers and migrant workers. Although individual negotiations can improve the wage levels of specific programmers in the short run, they are not conducive to the emergence of labor solidarity. Moreover, they exacerbate income inequality among workers and fail to bring justice to workers in the new energy industry.

Abstract:To explicate the ascent of the internet into a primary site of economic restructuring, this chapter historicizes broadband internet in China, focusing on the evolving political economy of networks after the neoliberal reform. It argues that the take-up of broadband took place when China’s outward-looking economy has become full blown and crisis-ridden. In this new context and especially after 2008, broadband is interwoven into the state’s manifold thrusts of constructing for an alternative commanding-height economy. However, new contradictions, which the broadband China program fell short of addressing, including labor discontent, excessive competition in the urban access market, and corporate disincentives to expanding networks in the countryside, continue to hamper broadband from becoming the strategic public infrastructure that state leaders hope to make it.

Abstract:The development of platform economy has accelerated the change of the nature of work, namely from manual labor to automation, from off-line to online, and from fixed employment to flexible arrangement. The share of gig workers is quickly increasing in the Chinese labor market. The structural transformation of labor market partly reflects the trend of dis-organization, featured with division of production procedures, restructuring of tasks, and large-scale outsourcing. While traditional single-employer full-time jobs are replaced by self-employment and gig jobs, the employment relationship is experiencing structural transformation, too. The current labor protection and social security systems face great challenges both in China and globally. Establishment of a flexible and portable benefit account for gig workers could be potential options to address these challenges.

Despite an extensive academic literature on the subject of employee retention, there is less attention paid to managerial opinions on this issue. This paper compared and contrasted the opinions of managers with what academics suggested in the literature about how to keep talents in high tech firms in the PRC. The results suggest the importance of contextualization in organizational research.

Abstract:This book examines the genesis, mechanisms, and dynamics of forging a network-based economy in China during the crisis and the restructuring act that followed. Through historical analysis of the entire range of communications, from telecommunications to broadband, from wireless networks to digital media, it explores how the state, entangled with market forces and class interests, constructs and realigns its digitalized sector. It argues that corporatization, networking, and investment within the state-dominated realm of communications intensified after the 2008 global economic crisis, to overcome the contradictions generated by the old investment-and-export dependent growth model, on the one hand, and to enhance China’s techno-economic capacities in the renewed global competition for command, on the other. Despite the qualitative changes it brought in communications, this strategy achieved limited results for economic restructuring, because the ensuing spending binges paid little attention to social needs. Ultimately, this book historicizes and theorizes China’s state-led model of digital capitalism, which contends, collaborates, and overlaps with the U.S.-dominated system of global digital capitalism. It reveals so-called cyber nationalism or networked nationalism as neither monolithic nor guaranteed but contingent upon specific political-economic relations. It also predicts the future: While China’s embrace of communications is likely to accelerate the country’s global rise, it is not going to be a simple rise to power but a continual effort to tamp down crises and manage contradictions.
Competitors Take Note: How China Manages Its Tech Skills Resources

Abstract:Purpose The research article looks at how well China is managing its tech skills resources in major industries. Design/methodology/approach The IBM Institute for Business Value in collaboration with Oxford Economics recently conducted a specific survey of more than 5,600 global business, government and education leaders on the topic of global workforce skills. More than 400 of the 5,600 executives surveyed were from China, representing 18 specific industries from across all major regions. The insights and opinions of these 400-plus Chinese executives inform this report about tech skills resources in China. Findings Seventy-one percent of corporate recruiters in China, say they cannot find applicants with sufficient practical experience, and 72 percent of the Chinese industry leaders surveyed report that gaps evidenced in the core skills of newly recruited employees is the single most significant business challenge they face. Research limitations/implications The interviews were performed in 2016 and the data analyzed in 2017 and 2018. Practical implications Seventy-one percent of Chinese executives believe that individuals should bear significant personal responsibility in developing and maintaining work skills. Originality/value This is a large sample of executives in major Chinese corporations and some representatives of Chinese educational institutions. Their insights about China’s talent gaps and what it is doing on many fronts to modernize its talent resources should be of interest to players in all competitive economies.
Platform Capitalism ‘Made in China’? Intelligent Manufacturing, Taobao Villages and the Restructuring of Work

Abstract:The article examines the development of advanced digital manufacturing (as outlined in the ‘Made-in-China 2025’ government plan) from the perspective of the changing socio-technical paradigms of production. The analysis focuses on the transformations of value chains and work, based on theories of social shaping of technology, regulation theory and regimes of production. Analytically, the author proposes to distinguish between ‘production-driven’ and ‘distribution-driven’ pathways of manufacturing digitalisation. The transformation of semi-rural industrial areas (‘Taobao villages’, named after China’s largest e-commerce platform Taobao) into mass production clusters for e-commerce is depicted as a paradigmatic model of distribution-driven transformation and as a characteristic Chinese strategy in this field. The article examines the impact on industry supply chains and work, leading to ever-more precarious conditions of employment. Policy recommendations focus on local strategies to stabilise supply chain structures and working conditions, as an alternative to the present top-down approaches to manufacturing modernisation in China.
Distinctive Characteristics of China's Path of ICT Development — A Critical Analysis of Chinese Developmental Strategies in Light of the Eastern Asian Model

Abstract:Although China roughly follows the developmental path of Japan and the Four Asian Little Tigers [Taiwan, Singapore, Hong Kong and South Korea] to pursue an export-led industrialization in the global informationalized economy, the timing, agents and modes of China’s information and communications technology (ICT) development are distinctively different from the Eastern Asian model, and therefore, China may not repeat the success stories of these economies. By comparing China’s ICT development with these Eastern Asian precedents, this paper argues that because the state introduced a massive infusion of foreign direct investment (FDI) to jump-start China’s ICT production and exports in the early 1990s, this mode of development has established the absolute domination of foreign capital in ICT production and exports. China’s infant ICT industries have been compelled into global market competition, and the premature entry of China’s infant industries has limited their development space from early on. Being squeezed by globalized market competition and hindered by financial and technological barriers, infant domestic enterprises do not enjoy an autonomous space to develop their R&D and market capacities and thereby could only hope to excel in the large-volume and low value-added stage of final production. As part of the global chain of production, domestic firms are specialized in handling large volume and low value-added production in global economy. Meanwhile, they lack financial, technological and marketing capacities to create a global reach and have to face an underdeveloped domestic market. It is uncertain whether China, while facing a different and difficult external business environment, can bypass its current position of low-tech assembly operation.
