Modern cost management: putting the organization before the technique

Abstract:Over the past decade, calls have been made for reforms in management accounting given the fast pace of change in manufacturing environments. Novel approaches to cost management which have been advocated include activity based costing, throughput accounting, life-cycle costing, functional cost analysis, and benchmarking among others. This paper addresses the propriety of the technical focus upon which appeals to reform management accounting practices rest. Although a number of studies suggest that accounting is a process shaped by broader behavioural, political, institutional and socio-cultural factors, and which fulfils different functions in different organizational contexts, the search for new directions in management accounting is based largely on technical analysis underpinned by economic conceptions of the functioning of the enterprise and the roles of accounting within it. The paper highlights some problematic issues which existing perspectives on modern cost management generally leave unquestionned and explores the potential contribution which could result from more extensive considerations of organizational factors.
