Abstract:Cognitive warfare is not new. Weaker parties in an asymmetric conflict have manipulated information and ideas to convince stronger opponents to not fight (e.g., the Trojan Horse). What is new is the extent to which technologies enable cognitive warfare – resulting in the delegitimization of governments by sowing discord and creating division in order to compel acceptance of political will Information sharing tools enable adversaries to interfere more directly than ever with national political processes as well as citizens minds3. Cognitive warfare is considered a new domain of warfare, along with land, maritime, air, space and cyber (technical). The goal of cognitive warfare attacks is to alter or mislead the thoughts of leaders and operators, of members of entire social or professional classes, of the men and women in an army, or on a larger scale, of an entire population in a given region, country or group of countries and impact territory, influence, service interruptions, transportation, etc. The means could be social cyber, cyber technical, electronic warfare, and broadcast, etc. Senior officers and strategists in the Chinese People’s Liberation Army (PLA) claim that AI, neuroscience, and digital applications (e.g., social media) will be able to influence enemies by affecting human cognition directly, Russia’s Gerasimov doctrine talks of the “battlespace of the mind”, Pocheptsov provides examples including creation of fake events and objects and organizing protest actions in Ukraine. Dr Giordano stated, “the brain is the battlefield of the future”. This paper will highlight current examples of cognitive warfare, touch on enabling technologies and relevant social science principles of influence (cognitive and social), highlight existing analytics, introduce the “House model” which identifies pillars of relevant fields of knowledge as well as operationally relevant aspects related to the pillars as potentially helpful framework for thinking about cognitive warfare and identifying needed research.

Abstract:This theoretical paper explores the nascent concept of cognitive warfare in the context of persistently low-intensity forms of confrontation and of an increasingly rich environment in technologies that provide greater opportunities for influence operations. As the hybridity of conflicts has become prevalent, it is of special interest to investigate the relevance of the cognitive warfare concept (CW) in shaping the informational-psychological threats posed by hostile entities. By analysing the current features of CW as presented by various sources, this article aims to contribute to the conceptual development of this notion. The great diversity of definitions suggests a challenge in delineating what is CW, thus the author argues for a threshold between what is a mere, benign influence and what stands as a threat/attack in the cognitive realm, by using a novel approach to cognitive security. Consequently, we will underline what we consider the limits of the current understanding of CW, as presented in current public papers, and make suggestions for a more refined model to think about cognitive warfare based on active inference theory. In conclusion, we will indicate the risks associated with the use of the concept information, and the necessity to integrate CW and cognitive security in a longue durée perspective, one that acknowledges current societal and cultural transformations.

Abstract:he concept of cognitive warfare is steadily gaining more and more attention in security and defense discourse. By employing a cognitive psychology perspective, the article is examining how perception and/or misperception factor into cognitive mapping of strategic and operational concepts. The central aim of the paper is to outline that the approach to the human domain is deeply rooted in nationally conditioned perception. The article is looking to achieve this academic goal by comparing the NATO conceptualization of cognitive warfare to the Russian Federations'. The structure is as follows: first there is a brief review of the cognitive psychology paradigm, especially key concepts as they relate to the scope of the paper. The subsequent sections compare the NATO cognitive warfare approach to the opposing view, namely the one of the Russian security and defense apparatus. The "special military operation" in Ukraine initiated by the Kremlin in 2022 confirmed that in the event of a territorial aggression against a NATO member state, the alliance as a whole remains the basis of European security and defense posture. It is for this very reason that the alliance ought to objectively analyze how Russian decision makers perceive Western perspective in the cognitive realm.

Abstract:Psychological warfare and hybrid threats are currently one of the greatest risks to the stability of democratic systems, as well as are used to exploit the psychological vulnerability of individuals. Together with the use of disinformation and technologies, cognitive biases of individuals in a population are susceptible to being exploited and manipulated by an external actor in order to alter their behaviour, beliefs and decision-making to achieve their strategic goals. As pointed by NATO, the human mind becomes the battlefield in cognitive warfare, targeting not only individuals but also group behaviours in favor of an adversary’s objectives. The aim of this research is therefore the revision of cognitive warfare and hybrid threats definitions to draw a set of countermeasures intended to mitigate their effects. Even when cognitive warfare has been widely covered by the different miliary doctrines since early times, its implications in modern warfare scenarios are constantly evolving so that requiring a context-aware analysis as the main driver to underpin possible countermeasures from the governmental and political perspectives, as presented in this work. The analysis explores the cognitive impact and scope of psychological warfare on a national scale, as well as at the individual level within a context of proliferating disinformation, technologies, and manipulation.

Abstract:Industrial revolutions have generated major changes in the economy, politics and military affairs throughout human history and have led to innovation in all social fields, resulting in new approaches to military affairs. Companies are transforming and preparing their transition from an environment based on technological tools (physical) to one based on social mass engineering (mainly in the virtual environment), extremely refined, which subtly combines manipulation with addiction. The industrial society, as we have known it for more than a century, has become an information society and produces major changes in society and, implicitly, in the thinking of military strategies. In this context, due to the unprecedented development of information technology, the military confrontations of the future will change their main feature, namely violence, a component that will be increasingly mitigated and replaced, gradually, with non-kinetic means: political, economic, media, psychological and informational situations.There are, today, new military doctrines and strategies, characterised by the lack of classical rules for waging a war, through the ambiguity of the enemy or through the lack of dichotomy between war and peace, which have as characteristic another way of organising and conducting the fight. The present article focuses on aspects related to non-kinetic and cognitive combat means. We consider that the research is of interest because the implications of these means on the way of waging the war and their long-term effects that have not yet been fully known. In this context, we approach the field of social engineering, starting from the first references to this concept up to the present day, emphasising its applicability in social and political sciences as well as in psychology and cyber security.

Abstract:Abstract Cognitive warfare—controlling others’ mental states and behaviors by manipulating environmental stimuli—is a significant and ever-evolving issue in global conflict and security, especially during the COVID-19 crisis. In this article, we aim to contribute to the field by proposing a two-dimensional framework to evaluate China's cognitive warfare and explore promising ways of counteracting it. We first define the problem by clarifying relevant concepts and then present a case study of China's attack on Taiwan. Next, based on predictive coding theory from the cognitive sciences, we offer a framework to explain how China's cognitive warfare works and to what extent it succeeds. We argue that this framework helps identify vulnerable targets and better explains some of the conflicting data in the literature. Finally, based on the framework, we predict China's strategy and discuss Taiwan's options in terms of cognitive and structural interventions.

Abstract:In recent times, there has been a heated discussion and growing concern regarding the threat of influence operations from hostile foreign nations such as Russia and China. In-depth reports on malicious foreign influence operations, especially those from entities associated with China, have been pouring in between 2020 and 2023. In light of this awareness, cognitive warfare or influence operations have become a paramount national security concern. As introduced in this article, cognitive warfare has emerged as a critical domain of modern warfare, driven by the advancements in information and communication technologies and the sophistication of the information environment. Now, the human mind, encompassing people's thoughts and emotions, is considered a target and a stage in warfare. Deniability, especially in the context of a nation, holds particular significance in cognitive warfare. Hence, the roles of private enterprises, civilian security firms, and various non-government actors are crucial and emphasized both online and offline. The cases presented in this article, particularly those related to China, illustrate how private actors closely collaborate with state actors to execute cognitive warfare. In today's cognitive warfare landscape, the traditional binary distinction between war and peace, as well as between state and civilian, becomes meaningless. Therefore, within this spectrum, concepts of warfare and peace, as well as the relationship between the state and the civilian, are understood in relative terms.

Abstract:The convergence of telecommunication and computer technologies that has evolved in the field of information and communication technologies (ICT) in the last two decades has had very important effects on new war technologies and the ongoing process of battlefield digitisation. The Stuxnet worm, uncovered in 2010 and responsible for the sabotaging of a uranium enrichment infrastructure in Iran, is a clear example of a digital weapon. The incident shows what is meant by cyber war and what the particular features of this new warfare dimension are compared to the conventional domains of land, sea, air and space, with relevance both at the operational and strategic levels. But cyberspace also extends to the semantic level, within the complimentary field of information warfare involving the content of messages flowing through the Internet for the purposes of propaganda, information, disinformation, consensus building, etc. The overall cyber warfare domain needs to be put into perspective internationally as many countries are developing strong cyber capabilities and an ‘arms race’ is already taking place, showing that these technologies can potentially be used to undermine international stability and security. What is needed is a public debate on the topic and its impact on global stability, and some kind of regulation or international agreement on this new warfare domain, including an approach involving confidence building measures (CBMs).

Abstract:As envisioned in a recent future-casting workshop, warfare will continue to be transformed by advances in information technologies. In fact, information itself will become the decisive domain of warfare. Four developments will significantly change the nature of the battle. The first of these will be a proliferation of intelligent systems; the second, augmented humans; the third, the decisive battle for the information domain; and the fourth, the introduction of new, networked approaches to command and control. Each of these new capabilities possesses the same critical vulnerability - attacks on the information, communications and computers that will enable human-robot teams to make sense of the battlefield and act decisively. Hence, the largely unseen battle for information, communications and computer security will determine the extent to which adversaries will be able to function and succeed on the battlefield of 2050.

Abstract:The aim of this article is to understand how the information disorder influences and sets the stage for using the information as a weapon. It claims that bearing in mind the means, the message, and the audience, information can be utilized as a weapon of mass disruption. The paper examines the chaotic environment that surrounds the informational sphere, the information disorder. It analyses why it is possible to assert that information is a weapon of mass disruption, and it presents definitions to support the analysis, beginning with the meaning of disruption and conceptualizing the term “weapons of mass disruption”. The paper brings another concept that has evolved recently, the “Cognitive Warfare”. The essay states that information disorder background supports and provides the necessary conditions to the use of information as a weapon of mass disruption. At the same time, this weaponization itself feeds back and boosts disorder, in a vicious cycle that represents a direct threat to global security. It concludes that when introduced into a disordered world fueled by emerging technology and social media, information may cause harsh damage in a culture or government by exploring manipulation and the vulnerabilities and cognitive biases of the human brain.Keywords: Information Disorder; Cognitive Warfare; Mass Disruption.

Abstract:One tragedy of human warfare lies in the paradox that, even when both sides suffer immensely, achieving peace remains challenging1. Mainstream game theories model the decision of war and peace by analyzing the Nash Equilibrium of a game’s pay-off matrix2,3. Here, we explore whether perceptual Gestalt, even when completely irrelevant to the payoff matrix of a multiplayer war game, can nevertheless constrain the progress of war by providing perceptual focal points mutually acknowledged by rivalries. We demonstrated that compared to the Non-Grouping condition where all grids shared the same color, task-irrelevant perceptual gestalts formed by distinctive colors influenced war dynamics in several ways: First, they reduced the number and intensity of wars. Second, they constrained strategic decisions: Despite having the freedom to develop troops in any direction, participants overwhelmingly fought along the direction of the perceptual border. Third, they altered the type of war: While wars resembled Blitzkrieg in the Non-Grouping condition, with fast troop movements and a high annihilation rate, perceptual Gestalts led to Trench Warfare along the perceptual border, resulting in a much lower annihilation rate. Moreover, the hierarchical structure of perceptual grouping biased how three players formed alliances, with powers residing in sibling color groups of the perceptual hierarchy more frequently allying against the non-sibling power. Collectively, these results demonstrate that non-social visual perception—by parsing and organizing the battlefield into distinctive groups—can shape conflicts between rivalries by constraining their war strategies, thereby transforming a structure of perception into a structure of peace.

Abstract:With the appearance of SARS-CoV-2, two epidemics have spread: one for health and one for information. The virus has generated an unprecedented infodemic, contributing to the establishment of a climate of great uncertainty. Massive and redundant information has also been an effective vector of propaganda, on a global scale, by state and non-state actors. A real hostile act in which physical violence is not foreseen, but systematic management of information through the manipulation of the cognitive sphere. For this reason, the adoption of an attitude of active critical analysis by citizens and institutions and also the implementation of common policies at an international level could undoubtedly facilitate the fight against cognitive warfare (so-called cognitive warfare) and therefore limit its disastrous effects.

Abstract:In Kuhn's The Structure of Scientific Revolutions, the critical term is paradigm-shift when it suddenly becomes evident that earlier assumptions no longer are correct and the plurality of the scientific community that studies this domain accepts the change. These types of events can be scientific findings or as in social science system shock that creates a punctured equilibrium that sets the stage in the developments. In information warfare, recent years studies and government lines of efforts have been to engage fake news, electoral interference, and fight extremist social media as the primary combat theater in the information space, and the tools to influence a targeted audience. The COVID-19 pandemic generates a rebuttal of these assumptions. Even if fake news and extremist social media content may exploit fault lines in our society and create a civil disturbance, tensions between federal and local government, and massive protests, it is still effects that impact a part of the population. What we have seen with COVID-19, as an indicator, is that what is related to public health is far more powerful to swing public sentiment and create reactions within the citizenry that are trigger impact at a larger magnitude that has rippled through society in multiple directions.

Abstract:<p>This work is an initial step toward developing a cognitive theory of cyber deception. While widely studied, the psychology of deception has largely focused on physical cues of deception. Given that present-day communication among humans is largely electronic, we focus on the cyber domain where physical cues are unavailable and for which there is less psychological research. To improve cyber defense, researchers have used signaling theory to extended algorithms developed for the optimal allocation of limited defense resources by using deceptive signals to trick the human mind. However, the algorithms are designed to protect against adversaries that make perfectly rational decisions. In behavioral experiments using an abstract cybersecurity game (i.e., Insider Attack Game), we examined human decision-making when paired against the defense algorithm. We developed an instance-based learning (IBL) model of an attacker using the Adaptive Control of Thought-Rational (ACT-R) cognitive architecture to investigate how humans make decisions under deception in cyber-attack scenarios. Our results show that the defense algorithm is more effective at reducing the probability of attack and protecting assets when using deceptive signaling, compared to no signaling, but is less effective than predicted against a perfectly rational adversary. Also, the IBL model replicates human attack decisions accurately. The IBL model shows how human decisions arise from experience, and how memory retrieval dynamics can give rise to cognitive biases, such as confirmation bias. The implications of these findings are discussed in the perspective of informing theories of deception and designing more effective signaling schemes that consider human bounded rationality.</p>
