Abstract:This paper analyzes current land grant system in transition development from three perspectives including local financial system,role of land policy in macro-control and property law framework.The results indicate that land grant system has three functions including financial revenue,macro-control and property right,which are embedded in the framework of land public-ownership.Despite of the negative effects of land grant system,we should continue to insist on the institutional framework that municipal or county governments are responsible for state-owned land grant.Under this premise,we should strengthen its role as the foundation of land usufruct rights system with Chinese characteristic,improve and refine their financial and regulatory functions.

Abstract:Abstract. The Land Administration System (LAS) is of strategic importance to any country. Effective modern LAS should facilitate land management as an important instrument for the implementation of land policy contributing to comprehensive and sustainable land governance. The infrastructure needed to support increasingly complex requirements or urban space management based on three-dimensional register of rights would bring substantial improvement, especially for management of complex 3D situations. Modern cities are increasingly deploying different types of infrastructure under/on/above ground. The Republic of Croatia decided to establish the Register of Buildings, a transitional register combining data about buildings from existing registers towards the 3D cadastre. The transformation from 2D to 3D LAS should follow international standards, firstly the Land Administration Domain Model (LADM): ISO 19152:2012 but also other ISO and OGC standards. This study analyses the possible re-use of cadastral 3D datasets in smart urban governance procedures, the case of public purpose property valuation. To our opinion the establishment of a 3D LAS should facilitate and enable efficient and sustainable management of urban spaces.The prototype of 3D LAS, based on LADM conceptual model and its extensions, should enable efficient integration of 3D ownership rights register with the data from other domains - other key registers, taxation, and valuation data (property market data) and other sources of linked data. In this paper, the case study is used to assess the current practice of registration of buildings and their particular parts and analyse the differences between different implementation of 3D partitioned parts.

Abstract:The core of modern cadastre management is to renew the cadastre database and keep its currentness,topology consistency and integrity.This paper analyzed the changes and their linkage of various cadastral objects in the update process.Combined object-oriented modeling technique with spatio-temporal objects' evolution express,the paper proposed a cadastral data updating model based on the spatio-temporal process according to people's thought.Change rules based on the spatio-temporal topological relations of evolution cadastral spatio-temporal objects are drafted and further more cascade updating and history back trace of cadastral features,land use and buildings are realized.This model implemented in cadastral management system-ReGIS.Achieved cascade changes are triggered by the direct driving force or perceived external events.The system records spatio-temporal objects' evolution process to facilitate the reconstruction of history,change tracking,analysis and forecasting future changes.

Abstract:Global environmental governance (GEG) is one of the world's major attempts to address climate change issues through mitigation and adaptation strategies. Despite a significant improvement in GEG's structural, human, and financial capital, the global commons are decaying at an unprecedented pace. Among the global commons, land has the largest share in GEG. Land use change, which is rooted in increasing populations and urbanization, has a significant role in greenhouse gas (GHG) emissions. As a response, land governance and, consequently, good land governance, have arisen as normative concepts emerging from a series of success factors (notably economic development, environmental conservation, and social justice) to achieve greater sustainability. However, global land governance has shown little success in helping GEG due to the lack of intellectual and flexible thinking over governing the land sector. Consequently, reforming land governance "in a smart way" is one of the most critical actions that could contribute to achieving GEG goals. Hence, we propose a smart land governance (SLG) system that will be well addressed, understood, and modeled in a systemic and dynamic way. A smart system may be smart enough to adapt to different contexts and intellectual responses in a timely fashion. Accordingly, SLG is able to promote shared growth and solve many land sector problems by considering all principles of good land governance. Therefore, in order to enhance adaptive land governance systems, efficient land administration and management are required. This study's outcomes will raise the comprehension of the problems of land management, providing an excellent framework to help land planners and policy-makers, as well as the development of strategic principles with respect to the principal multidimensional components of SLG.

Abstract:Abstract Real estate management activities evolved with the development of the real estate industry, the needs of property investors and general changes in the market environment. Today, these activities require a comprehensive approach on the one hand, but on the other, are more and more specialized. The paper presents an integrated view of real estate management on the example of a multidimensional basic concept of real estate management developed under German market conditions. Detailed analysis of this concept was preceded by a review of approaches to real estate management made on the basis of literature and own research. It was on this basis that opportunities and application fields of the integrated model of real estate management in Polish market conditions were characterized. The presented concept can be used both as a raster to harmonize real estate management activities and tasks in business practice, as well as a classification scheme for the evaluation of scientific research. This concept is an important step on the way to structuring and organizing real estate management as a professional service according to the indications of management science.
The Monitoring of Approved but Unused Land at County Level

Abstract:The purpose of this research is to provide a new perspective for improving land use efficiency from the time dimension of land management, by means of analyzing spatial-temporal patterns of approved but unused land and its causes. Methods employed were visual interpretation and GIS spatial analysis and landscape pattern indices. The results indicate that 1)regarding 2014 as the judge point and considering two years’ normal use cycle, 259 parcels of approved but unused land are visually interpreted from the incremental construction land during 2006 to 2012. They cover 515.47 hectares and include two types of completely unused land and unused land beyond cycle; 2)the number of approved but unused land increases unsteadily over time,and it presents the characteristics of spatial clustering and tendency; 3)unstable market, adjustment in policy and planning, disjointed land management are all main reasons for such spatial-temporal patterns. It is concluded that the method of interpreting approved but unused land visually by means of high resolution images is simple and plays a positive role in promoting spatial-temporal efficiency of construction land utilization.

Abstract:For centuries the mankind believed that all living things, as well as natural resources, had arisen and existed for the benefit of mankind and that their use was possible without any restrictions. Such an approach by humans has done a great deal of damage to the environment. The Climate change, high levels of air pollution, the threat of resource depletion, etc. - these are the problems that led the world to reconsider its classic development plan and focus on tomorrow, the health and well-being of future generations. The Sustainable development is a system of community development that ensures human well-being, quality of life and the right of future generations to enjoy the most protected natural resources and environment from reversible quantitative and qualitative changes in the interests of community economic development and environmental protection. It is a form of economic growth that ensures the well-being of society and is based on the principle that the needs of the present must be met in a way that does not endanger future generations. Moreover, it implies creating conditions for the long-term economic development with maximum consideration of environmental issues. Abstract:The issue of land and its ownership remains under-explored in relation to the housing affordability crisis. We argue that the concentrated ownership of residential land affects housing production in Luxembourg through the interplay of landowner and developer wealth accumulation strategies. Drawing on expert interviews, we first show that the country's growth-centred ecology has produced a negotiated planning regime that does little to manage the pace of residential development. Through an investigation of the development of 71 large-scale residential projects since 2007, we then identify the private land-based wealth accumulation strategies this facilitative planning regime enables. This analysis of land registry data identifies land hoarding, land banking and the strategic use of the planning system. The Luxembourg case – with its extremes of land concentration, low taxes and public disengagement from land – provides a glimpse at the influence of landowner and property developer strategies on housing affordability free of the usual mediating impact of the planning system.

Abstract:How land is used is connected to some of the most important issues of our time: sustainable development, economic development, reducing territorial inequalities and the rights of future generations, to name but a few. There is growing recognition that a wide range of policies shape how land is used and managed beyond that of land use and environmental planning systems. From fiscal and tax incentives to industry subsidies and infrastructure or transportation program design, a myriad of incentives and disincentives shape the decisions and interventions that play out across our land, often leading to adverse outcomes, such as a loss of agricultural land, environmental degradation, high housing prices or costlier services. This paper shares a conceptual framework for the governance of land use encompassing a range of policies and other factors across scales that shape how land is used and managed. This framework encourages consideration of the incentives, disincentives and complementarities across a range of policies and practices and the need for stronger alignment to meet land management goals.

Abstract:The 3D cadastre presents a modern approach to the development of cadastral information systems, with the role of improving current cadastral systems and overcoming the challenges of a 2D-based approach. Technological advancements, standardization, and scientific research in recent decades have contributed to the development and definition of the 3D cadastre. This positioned the 3D cadastre as an integral part of the future of land administration. However, every country needs to define a solution for itself based on its own legal system and cadastral tradition, while at the same time relying on international standardization and research. Once a 3D cadastral system is developed, it is crucial to ensure the monitoring, evaluation, and maintenance of both the quality of the cadastral data and the system itself throughout its lifecycle. Since 3D cadastres involve geometric data, quality management procedures must address both geometric and alphanumeric data. In this paper, we analyze and present the quality management procedures that should be included during designing, implementing, and maintaining a 3D cadastral system. Some examples based on real cadastral data were used to emphasize the need for improvement in quality management. The presented quality management procedures require further development in order to meet country-specific requirements and to fully support the 3D cadastre information systems.

Abstract:Land is a finite resource; land use affects the environment and the economy. Despite its importance, decisions on land use are not always being made using science-informed policy. This paper was developed from information presented at the ‘Collision of Land Use Forum’ in August 2010, and subsequent discussion. Recommendations include the establishment of a national Land Management Forum, a review of current guidelines for land use management, accommodation of natural capital and ecosystem services considerations in land use management processes, education of the importance of soil and land use in terms of economy and environment at all levels, and advocacy and debate to ensure both understanding and that science is the basis for creation of policy.

Abstract:Abstract Land management is aimed at generating optimal social, economic and environmental benefits while promoting sustainable development principles. An essential element of this process is the knowledge of the geospatial situation to support public decision-making at different levels: local, regional, national and global. Hence, there is a need for rapid access to complete and updated information about the physical characteristics of a property, rights, restrictions, responsibilities and interrelations. This information is provided by land administration systems (LAS). LAS are built and maintained by governments. The core of LAS is a multi-purpose cadastral system integrated with other spatial information systems and public registers. In this paper, the authors present the functional architecture and the assumptions of land administration systems built in Poland and Germany. The analysis results show the specificity of the systems' design in relation to socio-economic conditions.

Abstract:Planning Theory, Ahead of Print. Among the values conceptualising and measuring planning processes and outcomes, two play a prominent role in liberal democracies: legal and economic. Current conceptions and practices framing these values face substantial challenges: civil law systems do not account for the variety of land use situations, increases in wealth inequalities, and human activities which threaten planetary boundaries. A way to tackle these challenges is to analyse the current theoretical discourse and legal norms framing values in planning, study alternative conceptions, and outline new responses. The present article investigates how a paradigm shift in planning theory may open new avenues for conceptualising legal and economic values. To do so, it first compares the episteme of land ownership defined by two theories applied to planning: law-and-economics and land master theory. Second, drawing upon the comparison, the article discusses how the strengths of each theory may contribute to filling the gaps of the others. Identified gaps are: the integration of political aspects into the analysis, the conceptualization of collective and use-specific forms of ownership, and methodological issues. These gaps mirror the western legal conception of land ownership, defined as individual and absolute. Fourth, based on collective and use-specific land management practices that develop within the western legal framework, and theoretical inputs from land master theory, the article puts forward a transduction of legal norms that foster a more sustainable conception of land ownership, known as land stewardship.

Abstract:Journal of Planning Education and Research, Ahead of Print. Research correlating stringency in land-use regulation to low housing supply, high housing costs, and segregation relies on surveys of planners about land-use regulation. Housing policy reform proposals rely on much of this same research. We assess the reliability and validity of questions from three surveys using objective data on land-use regulation and its application. Response errors indicate that planners systematically underestimate the stringency effects of local regulation while overestimating the impact of state law. This signals potential bias that may skew some analysis. Scholars should account for this potential bias when analyzing survey data to inform land-use policy debates.

Abstract:Abstract Valuations of real estate are widely used for various purposes and it relied always upon the financial and other markets. Valuation methodology is based on the operation of the free market economy and the real estate properties. The issue of certified properties is relatively new in the field of real estate valuation and is not sufficiently explored. Certified buildings are preferred by major corporate tenants with international field of activity who often have ethical rules for sustainable development. Therefore, certified properties are attractive to international commercial real estate investors who have higher purchasing power and are willing to pay a higher purchase price. Sustainable property certification is an element affecting the market value of the property. The purpose of this presented research is to quantify the impact of property certification on the value of office properties in Prague and subsequently to determine the impact of sustainability certificates on the market value of the land by using basic valuation techniques. The outcome of the project could be used by real estate valuation experts as a guideline to consider the future project certification and its impact on the land market value.

Abstract:Decision makers and planners in resource sectors recognize, at least in theory, the multiple uses of land, reflecting possible choices and options for society, and the need to evaluate the economic, social, and environmental implications of these choices. As such, the need for integrated resource management is now widely accepted in resource planning. This article contributes to the understanding of sustainable resource development through a specific case study. An integrated analytical system is developed and applied to the Peace River Region, British Columbia, Canada, to examine the impacts of a wide range of land-use options and policies upon the achievement of multiple resource use goals. The results indicate that an integrated approach in land resource analysis is not only possible but a necessary step in the move to develop procedures for assisting public decision makers in integrating the diverse functions of the land resource base and to revise demands or develop alternative strategies in order to move society closer to sustainable outcomes.

Abstract:Access to land has long been a barrier to the growth of the community-led housing (CLH) sector in England. Bristol has recently emerged as a leading proponent through a public land disposal policy that prioritises CLH by recognising wider social value. In the case of Bristol's policy, this paper recognises a transition towards social sustainability in regimes of public land disposal in this city. The findings indicate that bottom-linked governance between local authorities and CLH intermediaries is crucial in operationalising supportive frameworks for land disposal. The paper examines debates over the suitability of social value as a supporting framework.

Abstract:This paper proposes a discussion on opportunities offered by 3D visualization to improve the understanding and the analysis of cadastre data. It first introduce the rationale of having 3D visualization functionalities in the context of cadastre applications. Second the publication outline some basic concepts in 3D visualization. This section specially addresses the visualization pipeline as a driven classification schema to understand the steps leading to 3D visualization. In this section is also presented a brief review of current 3D standards and technologies. Next is proposed a summary of progress made in the last years in 3D cadastral visualization. For instance, user’s requirement, data and semiotics, and platforms are highlighted as main actions performed in the development of 3D cadastre visualization. This review could be perceived as an attempt to structure and emphasise the best practices in the domain of 3D cadastre visualization and as an inventory of issues that still need to be tackled. Finally, by providing a review on advances and trends in 3D visualization, the paper initiates a discussion and a critical analysis on the benefit of applying these new developments to cadastre domain. This final section discusses about enhancing 3D techniques as dynamic transparency and cutaway, 3D generalization, 3D visibility model, 3D annotation, 3D data and web platform, augmented reality, immersive virtual environment, 3D gaming, interaction techniques and time.

Abstract:There has been much confusion in property rights inquiry into real (immovable) property (i.e., land) between open access and common property, and between public property and common property because that is often also open access. This paper argues that the property rights and access control are two distinct dimensions of land resource management. Access control involves the exercise of exclusionary power relevant to the management of the immovable property (property management) for its optimal use. A review of the literature shows that definitions of property management tend to be too narrow but point towards the need to articulate issues within the property rights paradigm. As a contribution to sustainable resource use as a dimension of land planning, this paper points out and discusses the probable sources of the confusion between land property rights and property management. A "Land Property Rights and Management Matrix" (LPRMM) is developed as a theoretical tool for clarifying the confusion and the relationships amongst relevant concepts. The LPRMM is theoretically informed by Barzel's not entirely correct distinction between legal (de jure) and economic (de facto) rights and enriched by relevant literature on property rights and property management. Practical use of the LPRMM is illustrated by its application to analyze the issues pertaining to the actual resource-use phenomena in colonial military buildings erected on both private and public land in Hong Kong. The results show that heritage buildings on land under public ownership as private property can be neglected or intensively managed. The LPRMM is not only a useful theoretical tool for precisely assessing the actual affairs of resource use but also a practical tool for identifying issues of property management in its widest sense. The LPRMM offered is a proper interpretation of Barzel's distinction between legal and economic rights and contributes to systematically re-interpreting property management as town planning writ large in terms of de jure property rights and de facto access.

Abstract:In this study, we attempted to quantitatively determine the characteristics of keyword networks in the cadastre field using major contents of research drawn from international academic papers. Furthermore, we investigated the macroscopic evolution of cadastral research and examined its keyword network in detail (at a global scale) using semantic analysis. The analysis was carried out based on cadastral-research-related publications extracted from “Scopus” for 1987 to 2019. It was found that cadastre research has closely followed the recent trend of a growing interest in research on geospatial information and standardization. The results showed the advancement of technology innovation within the field of cadastres, as highlighted in the combination of relevant keywords (mostly from those related to spatial information technology and participation of civilians). These new issues are expected to drive the evolution of the academic scope in the future through synthesis with other fields for smart land management policy.
