Abstract:The article focuses on the long-term ship leasing market, which is in fact an alternative financing market for the industry. The aim of the study was to provide an overview of the state of the Russian leasing market in the field of shipbuilding in the current economic conditions and to show the positive aspects of using this financial instrument as a means of increasing the activity of participants in the investment process in the shipbuilding industry, aimed at accelerating the renewal of the civilian fleet and recovering the industry after the crisis. The problematic issues arising in the practice of leasing activities in the industry are considered. The use of leasing in Russian shipbuilding is supported by the state with the help of an existing program that provides preferential terms for leasing transactions for shipbuilding. The article examines the conditions, results and prospects for the implementation of the state program of civil shipbuilding leasing.

Abstract:In order to expand registered fleet tonnage and strengthen ship management, China began to introduce a special tax-free ship registration (STFSR) policy in July 2007. However, more than eight years following its implementation, the policy ended in complete failure at the end of 2015. This paper comprehensively evaluates the main content and implementation process of the Chinese STFSR policy, analyzes the effects of the policy, and summarizes the concrete reasons for the policy's failure and lessons to be learnt. A new governance framework is being designed and future directions are being developed to explore how the government can implement a successful ship registry policy. This research is intended to provide new ideas and information to the Chinese shipping industry's policymakers and stakeholders in order to handle the “flagging out” problem, thereby mitigating the current adverse situation of ship flagging overseas while strengthening the management of ship operation.

Abstract:During the period of 2000 to 2010, the shipbuilding business has experienced tremendous changes within the global market. With Europe’s domination fading away, the increased role of Asian countries has set itself up as the centre of world shipbuilding as well as maritime business in general. This study is to investigate the competitiveness of Asian shipbuilding policy and the industry. The paper presents a comparative study on shipbuilding policy and the competitiveness of the top three shipbuilders, namely South Korea. Japan and China in a quantitative fashion, coupled with the implicit indication each country’s advantages and disadvantages. With the introduction and application of the Analytical Hierarchy Process (AHP) method into the shipbuilding market, a set of critical success factors identified as criteria and sub-criteria to shipbuilding competitiveness is demonstrated to reveal the ranking orders among the three. Supported by ample official data and a survey feedback summary, the obtained results suggest that South Korea is currently leading the world shipbuilding market, followed by China, with an impressive shipbuilding output. Finally, the paper discusses the way forward for the three competitors. The landscape of the shipbuilding industry continues to evolve. Confronted with the evolution, discerning policy makers and entrepreneurs shall be equipped both in resources and personnel to cope with changes and ideally be ahead of the market in order to stimulate and be part of the change.

Abstract:We develop an advanced portfolio analysis method to determine the optimal ship mix for a portfolio. A typical business model of a ship leasing firm is to acquire ships for charter income. However, transportation assets (such as ships and aircraft) are different from financial assets (e.g. stocks and bonds) as they are tangible and have a limited useful life. Thus, methodologies for financial portfolios cannot be simply extended to portfolios of transportation assets. Recently, ship leasing represents a non-traditional source of ship finance. A ship leasing firm can manage a certain number of ships across different ship types. Based on portfolio theory and industry-related evidence, we construct an optimal ship portfolio consisting of a manageable combination of carefully chosen ships. The expected return of the asset combination is examined with respect to various ship types and sizes. We quantify the freight risk for different categories of ships in different sectors to investigate the characteristics of ship portfolios. The estimation of such freight risk is of considerable interest to academics and practitioners alike, because determining the behaviour of freight risk has important implications for investment decisions regarding ships. Our portfolio method should strongly support the decision-making process involved in leasing ships.

Abstract:Objective: This research explores the prospects of leasing agreements as a financing solution for tourist boats for MSMEs, considering the vast potential of marine tourism in Indonesia. Despite the potential benefits of leasing agreements, no specific regulations govern them, resulting in deviations from leasing principles and limited understanding among stakeholders. Methods: The study adopts the triangle legal pluralism approach and focuses on the Special Capital District of Jakarta and Labuan Bajo as significant marine and tourism industry hubs. Primary data collection includes interviews, observations, and secondary data from legal documents and literature. The analysis employs deductive and inductive logic and triangulation for validation. Result: According to this study, leasing agreements can help Indonesian tourism MSMEs finance tourist boats. Indonesia's maritime tourist business has great potential due to its archipelago and natural resources. However, MSMEs need help to acquire capital to ensure tourist boat growth, impacting tourism services and experiences. The following suggestions aim to unlock potential and promote sustainable tourism growth: Include Rental Contract Laws: Due to the industry's lack of rules, leasing agreements vary and cause disputes. Implementing lease agreement guidelines will provide legal certainty, protect lessors and lessees, and ensure fair and transparent business practices; Because many need help understanding, outreach, and education must increase. Leasing Agreements must broaden and organize outreach to educate MSMEs, business actors, and the public about leasing's benefits and processes. Suggestions: Ultimately, this research aims to provide valuable insights for policymakers, businesses, and academics to promote tourism ship financing through leasing agreements to grow the Indonesian tourism industry.

Abstract:Greenhouse gas emissions in the shipping industry have been a major challenge in the sustainability of international transportation. This paper studied shore power management for river shipping, which has become increasingly popular in some international transport networks. We discussed stakeholders' incentives and concerns regarding shore power and found that vessel owners play one of the dominant roles in the wide implementation of shore power. Then, a mathematical model is developed to show the advantages of shore power by combining it with an analysis of the optimal oil inventory plan for vessels. When the plan of the oil inventory on vessels is well designed, using shore power could be more beneficial than oil even if the shore power has a higher price than the latter because using shore power can provide the vessel with more options to improve the oil inventory plan by reducing oil consumption during berthing and the number of refueling. Sensitivity analyses are conducted to obtain a better understanding of the impact of the parameters on the performance of shore power. Our policy suggestions and findings can shed lights on how to make incentive policies for a wider and easier implementation of shore power under international shipping.

Abstract:The crisis of shipping financing and financial management of maritime enterprises has become extremely important to ensure the efficient operation and survival of shipping companies around the world. The shipping industry is essentially capital-intensive and requires significant investments in new shipbuilding each year. High capital requirements for financing new construction programs and acquisitions on the secondary market have forced shipowners to seek financing outside their own private funds. European commercial banks have a long history of financing shipping assets. Bank debt financing remains the most important source of capital for the shipping industry today. The adoption of the shipping industry by the capital market, especially over the last decade, has opened the door to a much wider range of capital besides bank debt. Shipping companies today have many alternative financing options: from traditional mortgage loans to more complex financing structures, which may include: high-yield debt; sale and leaseback; mezzanine financing and other forms of debt related to share capital; private equity or open-ended financing, such as a parent limited liability company (MLP) and a special purpose vehicle (SPAC). Although a shipping company's ability to focus on market ups and downs depends primarily on the timing of its investment and chartering policy, the choice among all these alternative financing options may be equally important. Bank financing is the main source of capital for the shipping industry, providing flexible and low cost of capital for shipping companies. Banks are the most reliable and long-term providers of capital for the industry, which accounts for the largest majority of transport capital each year. From the banks' point of view, the shipping industry remains a favorable sector for doing business, despite volatility and relatively low margins. Banks are able to increase their profitability with low-margin financing, as vessels change hands regularly, leading to refinancing of loans until they are repaid. As world trade expands, the need for significant investment in larger and more complex assets will continue to grow, requiring more capital. During this course, shipping companies and capital suppliers will have to face the risks of extremely volatile operating cash flows and vessel prices, making risk management a central factor in any investment decision. Although bank debt financing is likely to remain the most important source of capital for the industry, shipping companies now have a wide range of alternatives available to them.

Abstract:Based on the study of the basic types of the bareboat charter, presented algorithms decision on the justification of the respective projects. It was found that the initiator of the project can be both owners who wants to pass the boat rental and the charterer, and also who is the owner, who wants to take a boat for rent. It is proved that the implementation of these specific operations requires careful preparation, and using of the project approach will greatly enhance their effectiveness. We describe the life of the project finance lease from the standpoint of the marine vessel, the ship-owner and charterer. It is established that such projects characterized by four-phase structure of the life cycle: preparation, let's call it as the principal decision on (from) the chartering of the vessel, the investment - to select the optimal variant (from) the charter and the conclusion of the bareboat charter, the phase of operation of the vessel and the fourth - the closure of the project at the end of term bareboat charter. Skill description of the content of each phase, which will continue for the main participants of the project to determine the value of each phase and the value of the whole project.

Abstract:Environmental, regulatory, and economic exogenous disruptions force companies within the maritime shipping industry to become more sustainable. Financing for implementing the necessary changes is particularly challenging for these companies, considering their narrow margins. With the changes in the shipping industry being intrinsically capital-intensive, funding is a particular issue, as few institutional or individual investors can provide the capital required. This paper investigates the challenges of financing. Drawing from the theory of pecking order on debt and equity, it conceptualizes the relation between the modes of financing for the maritime shipping companies and the nature of the disruptions. Initially, we analyze the various IMO decarbonization regulations, GHG emissions, alternative fuels, and green energy. Moreover, the relationship between fleet operation and management and finance is explored. The paper provides a framework to illustrate from a financial perspective the plethora of challenges and disruptions that have troubled the industry. We then recommend more suitable funding routes for companies to gauge the proper mix of equity and debt levels, bonds, and leverage, based on the company’s characteristics, such as size or ESG performance, as analyzed via the lens of corporate financing, along with the nature of the disruption, such as high inflation or geopolitical conflicts. In more detail, the paper focuses on key environmental, social, and governance (ESG) drivers both in the short-term and the long-term within the dry bulk shipping industry: impact investing and ESG factors are driving new investment opportunities and contributing to risk mitigation and long-term investment returns. The most pressing financial and economic questions of the time are wildly extended equity and bond valuations, inflation, and the conundrum most central banks face. Given these uncertainties, from an investment perspective for equity markets, the risk/return outlook for risk assets is skewed to the downside, making a cautious approach prudent for maritime shipping companies.

Abstract:China is the aviation leasing market with the most growth potential, as a result of which, the leasing companies in China face significant opportunities. The article, based on the analysis on the current development of aviation financing as well as the five main problems of several representative Chinese leasing companies who are developing operating leasing business, gives three suggestions of easing excessive financial regulatory barriers from the governmental management, promoting development of aviation financing related fields and improving comprehensive capacity of the companies, and provides some reference for further development for aviation financing business.

The reform of Chinese state-owned ship crewing agencies and implications for China’s seafaring labour export

Abstract:With the economic reform in China, the international shipping industry and some academics anticipated, as early as the 1990s, that Chinese seafarers would flood the world’s seafaring labour market. However, China’s seafarer export has been far lower than these expectations. This article seeks to explain this lack of development through research into the management strategies of two major ship crewing agencies in China, which have been reformed to different degrees, and the experience of the seafarers who work for them. To examine this question, 86 interviews of managers and seafarers were conducted in two Chinese state-owned crewing agencies (SCAs) between 2008 and 2013. The studies demonstrate that despite the economic reform in China, the SCAs were still supported and constrained by institutions at higher levels, instead of becoming independent, market-oriented economic entities, which constrained the development of foreign manning business. This partly explains the limited rate of increase of China’s seafarer export.

Abstract:Under the background of global economic integration, evaluating ship financing risk of shipping enterprises gets the attention of more scholars. Paper found the limitations of the financing risk evaluation methods, then analyzed the applicability of Grey correlation analysis method to evaluation of financing risk. Identify the risk of financing risk of shipping enterprise to construct an applicable evaluation index system of ship financing risk. Select the relevant data of China's listed shipping enterprises, use entropy method, factor analysis method and Grey correlation analysis method to come to the evaluation result of shipping financing risk in China's listed shipping enterprises. Finally make recommendations to prevent the risk of ship financing.

Abstract:In order to identify whether “The financial leverage has an impact on the profitability of shipping enterprises or not?” we will have recommendations, to ensure financial safety and sustainable development for shipping enterprises. This research uses the generalized least squares method (GLS) to verify the relationship between the finance's leverage (DA) and the operating performance (ROA). Panel data from 25 listed companies on 3 stock exchanges in Vietnam, namely HOSE, HNX, and UPCoM, which are operating in shipping, from 2014 to 2022. The variables of this paper are return on assets (ROA), total debt to total assets (DA), company size (SIZE) and company growth (GROWTH), intangible fixed assets (INTANG), and short-term assets/short-term earnings (LIQ). Research results show that the ratio of financial leverage has a negative relationship with ROA, and if a business uses more debt, it has bad results in its business performance. In addition, long-term businesses will have a higher financial leverage ratio.

Abstract:Abstract The multi-objective optimization for voyage planning, which aims to balance time, fuel utilization, and all other relevant service costs, is noticeably absent in the scientific literature. The reason behind this gap is closely linked to the involvement of a large number of participants with conflicting interests in the process. This complexity explains why modelling an optimization tool for maritime logistics services appears challenging. Although new technologies such as blockchains and smart contracts have helped reduce the number of participants and address some complexities, they cannot fully resolve the fragmentation observed in maritime transport. To address the need for optimized voyage management for vessels, this study takes a holistic approach to voyage costs within the maritime supply chain, similar to how a single company would approach it. The study combines a case study from the container shipping industry, expert interviews, project results, and secondary empirical data research to develop a financial model for optimizing voyage costs. The research opens up opportunities for improving logistics services and developing new business models in the field of supply chain finance.

This book aims to examine how different port organizational and regulatory contexts affect port investment practices and related financial tools. The book is of use to researchers and practitioners interested in maritime economics and transportation studies. Claudio Ferrari is Full Professor of Applied Economics at the University of Genoa, Italy, and member of the scientific board of the Italian Centre of Excellence for Integrated Logistics. He is the Director of the Ph.D. program in Marine Science and Technologies. Hercules Haralambides is Professor of Maritime Economics and Logistics, having taught at 9 universities (and in 7 different countries), most prominent of which being Sorbonne University, Erasmus University Rotterdam, and National University of Singapore. Currently he is also Distinguished Chair Professor at Dalian Maritime University (China) and Adjunct Professor at Texas A&M University (USA). Sergio Prete is Professor of Port Management at the University of Bari “Aldo Moro”, Italy. From 2011 to 2015 he was appointed President of the Port Authority of Taranto. In 2012, he was nominated Member of the “Expert Committee” of the Shanghai International Shipping Institute – the research institute from Shanghai which supports the Chinese Government and private/public Chinese maritime operators in the transport and logistics sector - with whom he cooperated in the research field. Alessio Tei is currently working at the Department of Economics of the University of Genoa as Associate Professor in Applied Economics. Previously, Alessio has worked at Newcastle University as Lecturer in Maritime Economics and he has cooperated as adjunct professor with several other institutions, among which University of Eastern Piedmont and the Naval Academy of Leghorn. Abstract:Should liner shipping companies be strategical investors or conservative investors? This study answered the question with a dynamic efficiency evaluation of major liner shipping companies from 2009 to 2020. We used the carry-over inputs to show the impact of strategical investment in a dynamic DEA model. Through the dynamic DEA results, we found that strategical investment in appropriate time can diminish the impact of price mechanism in the shipping cycle. The dynamic DEA model also showed that scales and alliance membership would not affect shipping companies' efficiency scores. The result suggests that liner shipping companies and industry should always have a long-term perspective rather than focus on short-term profit when making strategical investment.

Abstract:At present, the energy issue is a common problem faced by all industries. The use of effective energy-saving and emission reduction methods in the shipping process can save the cost of shipping. As the price of oil on ships continues to rise, energy-saving technologies for ship power stations and electrical equipment have attracted widespread attention. The use of energy-saving and emission-reduction technologies can save energy consumption, reduce environmental pollution caused by the shipping process, and obtain both economic and environmental benefits. This article briefly describes the importance of energy saving and emission reduction of ship power stations and electrical equipment on board. It explains the application of specific energy saving and emission reduction methods from the aspects of ballast water system modification, installation of desulfurization system and application of frequency conversion energy saving technology.
