Abstract:Radical changes in contemporary society are forcing colleges and universities to alter their time-honored traditions. Economics, demographics, and technology have forever changed the university of the past. The public's demand for accountability is challenging the relevancy of programs, the value of tenure, and the utility of research endeavors. Higher education must focus on serving society's needs to survive in the future. New structures, learning environments, and technologies must be used. To be successful, colleges and universities must be able to respond to opportunities as well as serve as catalysts to create a new vision, have a clear sense of the future, and be organized to energize and support the efforts to carry out the vision. University faculty and administrators must carefully deliberate about higher education--its purpose and its methods--and turn those ideas into action to meet society's needs now and into the next century.

Abstract:For administrators who are contemplating an online program, it is vital to know the critical design and administrative issues to consider as well as the decision-making processes one might typically encounter. This paper discusses ten issues that the administrators at Indiana University 's Kelley Direct Program (KD) have found most challenging and have had far-reaching implications for the program. In discussing each issue, KD's decision and rationale for that decision are explained and the associated implications are stated. Where appropriate, KD's decisions are compared to the choices made by similar online programs at other universities. Theoretical discussions found in the literature are also incorporated.

Abstract:Today’s higher education challenges necessitate new forms of leadership. A volatile financial environment and the need for new business models and partnerships to address the impact of new technologies, changing demographics, and emerging societal needs, demand more effective and innovative forms of leadership. This book focusses on a leadership approach that has emerged as particularly effective for organizations facing complex challenges: shared leadership. Rather than concentrating power and authority in an individual leader at the top of an organization, shared leadership involves multiple people influencing one another across varying levels and at different times. It is a flexible, collective, and non-hierarchical approach to leadership. Organizations that have implemented shared leadership have been better able to learn, innovate, perform, and adapt to the types of external challenges that campuses now face and that will continue to shape higher education in the future. This book brings together the two foremost scholars of higher education who have studied, described and evaluated the impact of shared leadership, a university chancellor with prior experience of facilitating systemic institutional change at two university systems, and the former president of three universities where she coordinated processes that led to the transformational changes needed renew institutional mission and purpose. Abstract:This book re-examines the rationale for public policy, concluding that the prevailing ‘public knowledge’ model is evolving towards a networked or distributed model of knowledge production and use in which public and private institutions play complementary roles. It provides a set of tools and models to assess the impact of the new network model of funding and governance, and argues that governments need to adapt their funding and administrative priorities and procedures to support the emergence and healthy growth of research networks. The book goes on to explain that interdependencies and complementarities in the production and distribution of knowledge require a new and more contextual, flexible and complex approach to government funding, monitoring and assessment.

Abstract:We live in perilous times. Challenges calling for the development and implementation of governance systems on a planetary scale are becoming increasingly urgent. Yet we are witnessing the rise of populist, nativist, authoritarian, and inward-looking regimes in societies across the world. And the rise of systemic complexity, including hyper-connectivity, nonlinearity, and directional change, is changing the character of the setting in which governance systems must operate. Governance at all levels is a social function centered on the operation of steering mechanisms designed to produce outcomes deemed collectively desirable and to avoid undesirable outcomes. Social institutions form the core of every governance system. The goal of this book is to augment our understanding of the roles institutions play with particular reference to institutions operating beyond the state. While we generally focus on institutions operating within international society construed as a society of sovereign states, there are good reasons to explore the prospects for fundamental change in the character of this society in the course of the 21st century. Even within international society, some efforts to address needs for governance through the negotiation of legally binding agreements prove successful. A notable development in this regard involves the growing role of non-state actors and arrangements featuring various types of public-private partnerships.

Abstract:We discuss the changes in an attitude to decision making at the fire ground. The changes are driven by the recent technological shift. The emerging new approaches in sensing and data processing (under common umbrella of Cyber-Physical Systems) allow for leveling off the gap, between humans and machines, in perception of the fire ground. Furthermore, results from descriptive decision theory question the rationality of human choices. This creates the need for searching and testing new approaches for decision making during emergency. We propose the framework that addresses this need. The primary feature of the framework are possibilities for incorporation of normative and prescriptive approaches to decision making. The framework also allows for comparison of the performance of decisions, between human and machine.

Abstract:Chinese universities have undergone a massive transformation in recent decades. In addition to a dramatic increase in the number of universities and students, universities have shifted from primarily providing education to emphasizing research. Omnipresent political control is to be replaced by stronger academic self-organization. The result so far is a growing stratification of Chinese universities, with a few select research universities receiving the bulk of government research funding and a large number of universities with very little public funding for research which focus primarily on education. The rapidly changing landscape, with growing numbers but also increasing stratification and with conflicting relations between political control and self-organization, has given rise to tensions within universities and within the higher education system. In this paper, we identify these tensions and discuss their implications for China's quest to establish world-class universities and to achieve the transition to an innovation-oriented nation.

Abstract:In this book, I explore prospects for re-engineering how we understand and improve higher education. Fundamentally, I argue that tomorrow’s tertiary leaders must take charge of developing much more sophisticated, dynamic and relevant public reports of what is being done and achieved. Demystifying higher education will unleash productive futures which prevailing discourse or practice are unlikely to realise. This chapter sparks analysis by evoking a future view of higher education, and looking at how this might appear to people like students, academics, institutional leaders and policymakers. It is argued that this future will be realised by successful negotiation of transparency—open disclosure of robust information on core business. The chapter concludes by introducing the transparency roadmap that is designed to structure the book and development of the field.

Abstract:Ensuring effective university governance and leadership is more important than ever before given contemporary transformations of higher education functions, institutions and social roles. This paper reports contributions which seek to stimulate research in this field. Drawing from the formative case study of Australian universities, it discusses prevailing insights and gaps in leadership research, and articulates theoretical dimensions of good governance, an analytical framework for studying the empirical nature and work of university senior leaders, and the characteristics of contemporary arrangements. The paper contributes methodological approaches, analytical frameworks and empirical insights which are designed to generalize and replicate in broader research.

Abstract:Fire is an integral component of ecosystems globally and a tool that humans have harnessed for millennia. Altered fire regimes are a fundamental cause and consequence of global change, impacting people and the biophysical systems on which they depend. As part of the newly emerging Anthropocene, marked by human-caused climate change and radical changes to ecosystems, fire danger is increasing, and fires are having increasingly devastating impacts on human health, infrastructure, and ecosystem services. Increasing fire danger is a vexing problem that requires deep transdisciplinary, trans-sector, and inclusive partnerships to address. Here, we outline barriers and opportunities in the next generation of fire science and provide guidance for investment in future research. We synthesize insights needed to better address the long-standing challenges of innovation across disciplines to (i) promote coordinated research efforts; (ii) embrace different ways of knowing and knowledge generation; (iii) promote exploration of fundamental science; (iv) capitalize on the "firehose" of data for societal benefit; and (v) integrate human and natural systems into models across multiple scales. Fire science is thus at a critical transitional moment. We need to shift from observation and modeled representations of varying components of climate, people, vegetation, and fire to more integrative and predictive approaches that support pathways toward mitigating and adapting to our increasingly flammable world, including the utilization of fire for human safety and benefit. Only through overcoming institutional silos and accessing knowledge across diverse communities can we effectively undertake research that improves outcomes in our more fiery future.

Abstract:This study examines the strategic vigilance and crisis leadership competencies of school administrators, highlighting the critical importance of these skills in navigating the complex and unpredictable landscape of modern education. The analysis covers a range of competencies, including adaptability, communication transparency, global engagement, practical experience, collaboration, ethical decision-making, systemic thinking, and innovation. The study underscores the necessity for school administrators to continuously enhance their skills through practical training and professional development. Key recommendations include fostering a culture of adaptability, improving communication channels, engaging with global best practices, prioritizing ethical decision-making, and promoting continuous learning and innovation. These efforts are essential for maintaining resilience, ensuring operational stability, and achieving long-term success in educational institutions. The results suggest that effective crisis leadership and strategic vigilance are less about inherent traits or background and more about ongoing development and proactive management. This research provides a comprehensive plan for improving leadership strategies, ultimately benefiting students, staff, and the broader educational community.

Changes in Governance and Finance at Japanese National Universities After Incorporation

Abstract:This chapter discusses the changes in the relationships between government and universities, and between presidents and faculty members, since the incorporation of Japanese national universities in 2004. The paper focuses on the changing nature of the two-level governance system, which is reinforced by the expansion of competitive initiative funding systems in Japanese higher education. Four types of data are analyzed, including official government reports and institutional data from two surveys conducted by the Center for National University Finance and Management. In addition, a case study investigates governance practices, in depth, at an incorporated research university, based on document analysis and interviews with a principal member of the university’s Research Planning Committee and other faculty members. The paper argues that the influence of Ministry of Education, Culture, Sports, Science, and Technology on national universities (both presidents and faculty members) has grown as result of its control over the universities’ “Midterm Targets and Plan” documents and its “carrot-and-stick funding” approach.

Abstract:This chapter focuses on the multiple objectives and dilemmas surrounding resource allocation in higher education. We discuss the politics of funding higher education and argue that the NPM form of governance is meeting with more and more criticism, and making way for a more pragmatic approach to funding policies. Our argument is that linear thinking, where change in declared beliefs translates directly into practice, is beyond reality. In practice, the dilemmas around funding higher education are usually resolved not by means of a rational design framed within a clear political belief system, but rather by means of a variety of funding instruments, often inspired by competing governance paradigms.

Abstract:The authors of this paper maintain that challenging the frame of "innovation" as a privileged keyword for higher education is a fresh and useful intervention in the conversation about the neoliberalization of higher education in the United States. Since our home institution, Purdue, is being celebrated by US News for "innovation," the focus on the concept enables us to offer a Purdue lens on the topic. The authors argue that three high profile developments that have taken place since 2013 under the leadership of Purdue President Mitch Daniels-the University Honors College, the Cornerstone Integrated Liberal Arts Program, and Purdue Global-may also be regarded as "ideological innovations." Alongside the laudable aspects of each of these developments, we argue that each serves the administration's plan to decrease faculty power, especially in the humanities, by promoting initiatives that, in each case, increase the precariatization of instructional labor at Purdue and that move curriculum design and the hiring of teaching staff away from traditional academic departments and toward a more centralized model of educational control under the direction of high-level university administrators in and outside the College of Liberal Arts.

Abstract:The study aims to generate a map of the knowledge based on the research on topics related to governance and security, risks, competition and cooperation for the FDDI (Fudan Development Institute) proceedings publishing project: 'Reflections on Governance: Security and Risks, Competition and Cooperation.' That mapping exercise would enable a broader audience to delve into the current state, and interdisciplinary pathways of the research published worldwide for addressing complex problems of governance. Following this introduction, the second section presents the bibliometric methods used and the results' interpretation. The third section presents the results, followed by the fourth and fifth sections of discussion and conclusion, respectively.

Abstract:Addressing the climate crisis requires radical and urgent action at all levels of society. Universities are ideally positioned to lead such action but are largely failing to do so. At the same time, many academic scientists find their work impeded by bureaucracy, excessive competitiveness, and a loss of academic freedom. Here, drawing on the framework of "Doughnut Economics," developed by Kate Raworth, we suggest seven new principles for rethinking the norms of scientific practice. Based on these, we propose a call to action, and encourage academics to take concrete steps towards the creation of a flourishing scientific enterprise that is fit for the challenges of the 21 st century.
