Abstract:At the early of 1950’s, China had undertaken an active farming tools improvement campaign in order to quickly recover and increase agricultural production. The regional and provincial governments, with great effort and active propaganda, by establishing administrative units and extension stations, building factories and blacksmiths, and facilitating the coordination of agricultural, industry and commercial sectors, led local governments and cadres, mobilized the peasants and carried out various guidelines and orders to reach the targets set by the central committee of the Party and government. By supplying large number of old-type farming tools and recommending usage of new-type farming tools, the improvement, to a certain extent, increased crop yields and improved agricultural efficiencies; it also assisted the build-up of agricultural machinery industry and laid the foundation for China agricultural mechanization. Because rural real situation and farming tool needs were not thoroughly investigated and clearly understood, farming tool design and manufacturing ability were low, the related management and service were backward, many recommended new-type farming tools were bad in quality, high in price or not suitable for usage in the recommended regions, the new-type farming tools extension and adoption did not fulfill the goal as governments had hoped. The misplay of policy and measure during the process not only resulted a large amount waste of human, financial and material resources, but also created a strong negative effect on peasants and some bad sequelae are difficult to cure even now.
