Why the Chinese Communist Government Allowed Civilian-Run Newspapers in Shanghai (1949–1952)?

Abstract:Unlike the Russian Bolshevik government who banned all the civilian-run newspapers in the beginning of the regime, the Chinese Communist Party (CCP) allowed the civilian-run newspapers in the communist regime. However, soon after the 1949 Liberation, it swiftly transformed the civilian-run newspapers into papers that abided by its journalistic rules. Nevertheless, even if those papers were completely controlled by the CCP in terms of editorial policy, content, and dis-tribution, there were still certain differences between civilian-run and the Party papers. These differences were utilized by Party leaders, es-pecially Mao Zedong, to achieve their goals, thus demonstrating con-tinuity between the Kuomintang and the CCP governance.
