Abstract:Amidst growing concerns about the impact of agriculture on the environment, the Common Agricultural Policy (CAP) has been overhauled to prioritize sustainable rural development in European agriculture. Based on this line of thought, the present contribution delves into the details of the CAP's shift, focusing on the main environmental concerns faced in the policy-making framework. Grounded in a political science perspective, the current study looks at how environmental and climate change concerns were gradually elevated inside the CAP's policy-making framework and how they helped create the "green architecture" for European agriculture. Examining the process of policy change under the lens of historical institutionalism and neo-institutionalism within the multilevel governance framework of the European Union (EU), the key role played by the gradual introduction of measures aimed at promoting measurable environmental criteria and climatic targets is highlighted. For instance, measures aimed at preserving carbon-rich soils and enhancing water resources can have positive impacts on the environment. However, these measures were also recognized to increase the cost of production for the European farmers, who faced serious difficulties in adjusting to the new framework. Within this context, this research delves into the roles played by two additional fundamental entities: the consumer and environmental activism. Additionally, the study underscores the EU's commitment to addressing climate change and sustainable development challenges and how conditionality is being used to link funding to results. Upon analyzing the CAP's shift, the reflection of a more flexible and rational approach is argued to be embodied by the new policy architecture. By incorporating both CAP pillars, encouraging collaboration with compatible policies, and allowing for greater adaptability in response to the unique circumstances and objectives of each member state, the CAP is taking significant steps towards sustainability and climate action. These insights into the significance and implications of the CAP's shift towards sustainability offer valuable recommendations for future policy developments, emphasizing the need to balance environmental concerns with the needs of farmers and other stakeholders.

Abstract:The Common Agricultural Policy (CAP) is the European Union's main instrument for agricultural planning, with a new reform approved for 2023–2027. The CAP intends to be aligned with the European Green Deal, a set of policy initiatives underpinning sustainable development and climate neutrality in the EU, but several flaws cast doubts about the compatibility of the objectives of these two policies. We reviewed recent literature on the potential of CAP environmental objectives for integration with the Green Deal: protection of biodiversity, climate change mitigation and adaptation, and sustainable management of natural resources. We found the CAP lacks appropriate planning measures, furthering instead the risk to biodiversity and ecosystem services driven by landscape and biotic homogenization. Funding allocation mechanisms are not tailored to mitigate agricultural emissions, decreasing the efficiency of climate mitigation actions. The legislation subsidises farms making extensive use of synthetic inputs without adequately supporting organic production, hindering the transition towards sustainable practices. We recommend proper control mechanisms to be introduced in CAP Strategic Plans from each Member State, to ensure the EU is set towards a sustainable production and consumption path. These include proportional assignment of funds to each CAP objective, quantitative targets to set goals and evidence‐based interventions, and relevant indicators to facilitate effective monitoring of environmental performance. Additionally, both the CAP and the Green Deal should maintain ambitious environmental commitments in the face of crisis, to avoid further degradation of the natural resources on which our production systems stand. Abstract:Today, the European food system is characterized by unhealthy dietary trends, environmentally unsustainable production, and a dependency on an ageing farming population. The ongoing reform of the Common Agricultural Policy (CAP) represents an opportunity to redress these issues. This literature review highlights trends in how academic and grey literature have received CAP attempts in addressing the (i) environmental issues, (ii) nutritional outcomes, and (iii) rural livelihoods. Additionally, future policy and research directions relating to the CAP have been identified from the selected literature. The reviewed literature varies in approach and perspective. In particular, since the environment and rural development are already part of the CAP, the reviewed studies analyze and propose improvements to existing mechanisms. While for nutrition, the reviewed studies assessed possible policy strategies for integrating this sphere within the CAP, highlighting both the complexity of this task as well as its potential benefits. Despite these differences, a clear commonality emerged from the policy recommendations: the CAP should promote the European Union (EU) policy integration and multi-disciplinary and participatory research as key strategies to meet food system sustainability targets.

Abstract:Current and continuing climate change in the Anthropocene epoch requires sustainable agricultural practices. Additionally, due to changing consumer preferences, organic approaches to cultivation are gaining popularity. The global market for organic grapes, grape products, and wine is growing. Biostimulant and biocontrol products are often applied in organic vineyards and can reduce the synthetic fertilizer, pesticide, and fungicide requirements of a vineyard. Plant growth promotion following application is also observed under a variety of challenging conditions associated with global warming. This paper reviews different groups of biostimulants and their effects on viticulture, including microorganisms, protein hydrolysates, humic acids, pyrogenic materials, and seaweed extracts. Of special interest are biostimulants with utility in protecting plants against the effects of climate change, including drought and heat stress. While many beneficial effects have been reported following the application of these materials, most studies lack a mechanistic explanation, and important parameters are often undefined (e.g., soil characteristics and nutrient availability). We recommend an increased study of the underlying mechanisms of these products to enable the selection of proper biostimulants, application methods, and dosage in viticulture. A detailed understanding of processes dictating beneficial effects in vineyards following application may allow for biostimulants with increased efficacy, uptake, and sustainability.

Abstract:From a circular economy perspective, the appropriate management and valorization of winery wastes and by-products are crucial for sustainable development. Nowadays, grape pomace (GP) has attracted increasing interest within the food field due to its valuable content, comprising nutritional and bioactive compounds (e.g., polyphenols, organic and fatty acids, vitamins, etc.). Particularly, GP polyphenols have been recognized as exhibiting technological and health-promoting effects in different food and biological systems. Hence, GP valorization is a step toward offering new functional foods and contributing to solving waste management problems in the wine industry. On this basis, the use of GP as a food additive/ingredient in the development of novel products with technological and functional advantages has recently been proposed. In this review, we summarize the current knowledge on the bioactivity and health-promoting effects of polyphenolic-rich extracts from GP samples. Advances in GP incorporation into food formulations (enhancement of physicochemical, sensory, and nutritional quality) and information supporting the intellectual property related to GP potential applications in the food industry are also discussed.

Management Theory and Studies for Rural Business and Infrastructure Development

Abstract:Economic activity stimulation in rural areas is among the major spatial development directions in the EU countries. In its context, the Common Agricultural Policy (CAP) is implemented at the supranational level. Its goals receive substantial financial resources both from the EU budget and national budgets. The paper aims to research the mechanism of the EU CAP development and implementation and its impact on rural economic development and agriculture, and outline advantages and problems to be addressed in the context of the policy implementation. The mechanism of the EU CAP development and implementation is examined, economic development stimulation in rural areas is analyzed across the CAP pillars, and directions of financial support to farmers, agriculture as a whole, and rural areas are emphasized. The analysis of the EU CAP has revealed that public policy should be based on a dual approach to rural areas – in the first place, as national wealth and source of historical-cultural identity of a state, and in the second place, as a driving force on the way to transition to the care economy and environmentally oriented entrepreneurship.

Abstract:BackgroundThe agricultural sector both needs to reduce its impacts and adapt its food production system to cope with environmental constraints and climate changes. This special issue includes three selected papers presented at the 53rd annual Conference of the Italian Society of Agricultural Economics discussing the future of agriculture. The fil rouge linking the three papers is the issue of sustainability that nowadays influences the functioning of the food supply chain and the behavior of all actors involved in it, from producers to consumers.FindingsThe selected papers investigate the theme of sustainability by exploring strategies for the adoption of sustainable innovation in the food supply chain, developing a model that assesses the effect of climate changes on farm production, as well as evaluating consumer attitudes to wine attributes, including those related to "carbon footprint" and "winescape esthetic."ConclusionsThe reading of these papers provides a multifaceted light on different dimensions linking future perspectives of sustainable agriculture between globalization and local market. Papers discuss issues, propose approaches, and show empirical findings that can be useful to fuel the debate about future agricultural policies and stimulate the development of research agendas.
Interpreting Different Narratives about Land Services and Land Use Economics of Common Agricultural Policy

Abstract:Since 2023, a new format of the Common Agricultural Policy (CAP) has been implemented in Europe. Market forces alone cannot guarantee land services, which can be described as flows of goods and services from ecosystems to human systems as functions of nature. Market forces also cannot ensure food security everywhere and at all times, so deliberate measures should incentivize farmers to adopt sustainable agricultural practices and maintain necessary skills and resources. This study identifies, quantifies, and interprets four narratives that are typical in the approach to food security and the public debate about the land services in the CAP Strategic Plans: (A) provision of land services within the Pillar 1 economics; (B) small vs. large farms; (C) direct payments in comparison with rural development; and (D) choices by the old and new member states. Participatory processes, descriptive statistics, and partial component analysis were used in terms of the methodology. The key finding is that the importance attached to eco-schemes varies among member states, although a majority dedicate approximately 25% of the Pillar 1 budget to them. We showed that small-scale farming countries move resources from Pillar 2 to strengthen direct payments. In contrast, affluent countries with robust agricultural structures can afford to reinforce Pillar 2 rural development through transfers from direct payments. To support small-scale and medium farms, appropriate support requires a combination of several measures, including the sizable hectare payment in Pillar 1 and farmer-oriented agri-environmental measures.

Abstract:Intensive agriculture causes land degradation and other environmental problems, such as pollution, soil erosion, fertility loss, biodiversity decline, and greenhouse gas (GHG) emissions, which exacerbate climate change. Sustainable agricultural practices, such as reduced tillage, growing cover crops, and implementing crop residue retention measures, have been proposed as cost-effective solutions that can address land degradation, food security, and climate change mitigation and adaptation by enhancing soil organic carbon (SOC) sequestration in soils and its associated co-benefits. In this regard, extensive research has demonstrated that conservation agriculture (CA) improves soil physical, chemical, and biological properties that are crucial for maintaining soil health and increasing agroecosystem resilience to global change. However, despite the research that has been undertaken to implement the three principles of CA (minimum mechanical soil disturbance, permanent soil organic cover with crop residues and/or cover crops, and crop diversification) worldwide, there are still many technical and socio-economic barriers that restrict their adoption. In this review, we gather current knowledge on the potential agronomic, environmental, and socio-economic benefits and drawbacks of implementing CA principles and present the current agro-environmental policy frameworks. Research needs are identified, and more stringent policy measures are urgently encouraged to achieve climate change mitigation targets.

Abstract:Through its latest reforms, the Common Agricultural Policy (CAP) has tried to encourage traditional agricultural systems and the originality of typical local agri-food solutions (eco-conditionality; cross-compliance; decoupling, production brands). However, the process of land concentration continues to generate increasingly large farms and increasingly uniform crop reconversion, even if the EU has explicitly denounced its negative effects (Resolution 197 of the European Parliament of 27 April 2017). However, the dramatic experience of the COVID 19 pandemic has forced us to become aware of how important it is to bring producers and consumers closer together to ensure food security, food safety and food sustainability. Using the proven survey methodology of the GECOAGRI-LANDITALY (Comparative Geography of Agricultural Areas European and non-European) Inter-University Research Group, the authors measure and interpret the process of land concentration in the European countryside and take into consideration, through eloquent simplifications, to reflect on which traditional agricultural systems and cultivation techniques, expressed in historical rural landscapes, best protect quality agro-food.

Abstract:The viticulture sector faces unprecedented challenges due to ongoing environmental changes. Climate change is causing widespread disruption to ecosystems and agricultural practices around the world. Wine-producing regions in particular are expected to face reduced precipitation. and increased evapotranspiration, resulting in decreased soil moisture levels. These conditions have adverse effects on vine phenology, growth and yield. Furthermore, vines suffer morphological, anatomical and physiological disturbances, resulting in compromised water relations, decreased photosynthetic activity, hormonal imbalances and disturbances in cellular defense signalling networks. Collectively, these factors lead to reduced grape vigour, productivity and quality, significantly impacting the composition, microbiology, chemistry and sensory characteristics of the wine. Furthermore, the increasing soil degradation and desertification, exacerbated by climate change, represents a serious threat to the sustainability of viticulture. Soil degradation factors include losses from surface runoff, depletion of organic matter, deterioration of soil structure, loss of biodiversity and contamination with toxic chemicals. Declining soil health can harm crop sustainability, affecting both the yield and composition of grapes, especially under nutrient deficient conditions. To face these challenges and strengthen viticultural resilience, holistic approaches are being adopted that consider environmental, social and economic dimensions to promote sustainability and competitiveness. Promising soil management strategies include practices such as cover crops and soil amendments. At the canopy level there is a focus on different adaptation strategies such as training systems, the use of plant growth regulators and physical barriers. Adopting a multi-faceted approach that includes sustainable soil management and adaptive canopy strategies is vital to sustaining and advancing the wine industry.

Abstract:In this current and global context led by scarcity of resources, environmental degradation, global climate change, and a progressive demand for food, the circular economy (CE) represents a key economic model or framework for sustainable, restorative, and regenerative agriculture. Hence, CE applied to agriculture seeks to close the life cycle of products, services, waste, water, and energy to obtain a better use of resources and a reduction of the ecological impact. An initial review of the literature corroborates the hypothesis that the CE framework has not yet been comprehensively adapted to the field of agriculture. This research seeks to overcome this gap in relation to the performance of the circularity of agricultural production systems in support of decision-making processes. A bibliometric analysis of 1060 documents was carried to synthesize the knowledge base on this topic. The results show recent studies that identify weaknesses derived from food production, such as waste generation, biomass, water pollution, and greenhouse gas emissions. It has been identified how their analysis has developed to date and what terms allow us to visualize new approaches; consequently, it is a useful tool for researchers and sponsors who provide financial resources for the development of new lines of research.

Abstract:This paper identifies major future trends and driving factors and perspectives and challenges resulting from them for European agriculture and food sectors until the year 2020. The focus of the paper is an analysis of key driving forces and the provision of a well developed reference scenario under the assumption of continued CAP reform and taking into account the framework discussions in the Doha Development Round. To assess the impact of policies the paper also examines a liberalisation (no support) and regionalisation (maximum support) scenario. In terms of policy options the paper shows that the structural change process in agriculture (measured in terms of agricultural share in GDP) is a long-term process that continues with or without policy changes. The EU is facing an increasing diversity of structure and structural adjustment. The livestock sector (especially cattle) faces important challenges and restructuring. Alternative policy settings may not produce very different effect on the overall production as factor markets adjust. However, the regional impact on the environment and on the number of farms may prove to be more significant.

Abstract:Greek wines excel in quality and exports, but the viticultural sector faces significant challenges from complex supply chains, shifting European policies, and the growing need for sustainability amidst climate change and economic pressures. External environmental costs could affect significantly the decision-making process of farmers, reflecting a broader evaluation of sustainability in viticulture. This study evaluates the economic and environmental impacts of organic, integrated, and conventional viticulture management systems in Drama, Greece using a life cycle (LC) approach and data envelopment analysis (DEA) to determine efficiency, quantify environmental impacts in monetary terms, and incorporate these costs into the analysis. Organic management systems have lower energy consumption and emissions compared to integrated and conventional systems, with organic systems ranging from 4546 to 6573 kWh/ha in energy use and 1358 to 1795 kg CO2 eq./ha in emissions, while integrated and conventional systems range from 9157 to 12,109 kWh/ha and 2961 to 3661 kg CO2 eq./ha. The DEA analysis reveals that most organic systems perform efficiently when accounting for environmental costs, whereas conventional systems face significant efficiency declines, with only a few maintaining optimal performance. Policy-supported transitions based on the provider gets principle are crucial for balancing economic and environmental goals in viticulture, as the integration of shadow prices significantly impacts efficiency.

Abstract:Agriculture being an essential activity sector for the survival and prosperity of humanity, it is fundamental to use sustainable technologies in this field. With this in mind, some statistical data are analyzed regarding the food price rise and sustainable development indicators, with a special focus on the Portugal region. It is determined that one of the main factors that influences agriculture's success is the soil's characteristics, namely in terms of moisture and nutrients. In this regard, irrigation processes have become indispensable, and their technological management brings countless economic advantages. Like other branches of agriculture, the wine sector needs an adequate concentration of nutrients and moisture in the soil to provide the most efficient results, considering the appropriate and intelligent use of available water and energy resources. Given these facts, the use of renewable energies is a very important aspect of this study, which also synthesizes the main irrigation methods and examines the importance of evaluating the evapotranspiration of crops. Furthermore, the control of irrigation processes and the implementation of optimization and resource management models are of utmost importance to allow maximum efficiency and sustainability in this field.

Abstract:In connection with the creation of the subprogram for the development of viticulture in the framework of the Federal scientific and technical program for the development of agriculture for 2017-2025 the analysis of foreign experience in supporting this sub-sector is relevant. The countries of the European Union (EU) are collectively the main producers, consumers and exporters of grape wine in the world. The goal of the EU viticulture support system is to bring the wine-growing and wine-making sector to structural change that are protected from a permanent market crisis. Each EU member-state has a budget set by the EU and can choose from the eight areas of support provided (promotion of wine products within the EU and in third-country markets – up to 50 % of regulated expenses; restructuring and rearrangement of wine yards – up to 50-75%; investment in tangible or intangible fixed assets, processing plants, wine infrastructure, marketing structures and tools for the production or sale of wine products – up to 40-75 %; innovation – supports material or non-material investments aimed at developing new products, procedures and technologies that improve the marketing and competitiveness of EU wine products – up to 50-75 % of regulated costs; distillation of by-products of wine in order to eliminate them and thus improve the quality of wines; “green” harvest-destruction of part or complete destruction of unripe grapes in a certain area-up to 50 % of the direct costs of destruction plus loss of income associated with destruction or disposal; mutual funds – for farmers who want to insure against market fluctuations; crop insurance), which must be applied within the framework of national programs to support agricultural industries for a period of five years. Goals, planned results, the range of organizations that can receive this support, the application procedure, eligibility criteria, subsidized and non-subsidized expenses, standard (normative) unit costs, the procedure for selecting applications, priority criteria and appropriate weighting, the timing of payment of subsidies, and advances are defined for each support area.

Abstract:The study is devoted to a comprehensive analysis of EU agricultural legislation, its complex structure and evolution, primarily through the prism of Ukraine’s European integration efforts. It is argued that the Common Agricultural Policy (CAP) is a key legislative document that promotes sustainable agricultural development, environmental protection, and rural development. The article examines the key components of EU agricultural law, its dynamic relationship with social needs and the political agenda of the entire European society. For the period up to 2027, the CAP, which is currently being reformed, is aimed at prioritising environmental sustainability and regional adaptability. It is noted that this strategic shift promotes the introduction of individual approaches to the implementation of agricultural policy, emphasising coherence and efficiency in various European agricultural ecosystems. A central element of this initiative is the allocation of significant EU funds for environmental and climate goals, in line with the overarching Green Deal strategy. The analysis of legislative trends demonstrated the Union’s differentiated approach to the development of a unified agricultural policy. The author argues that environmental and climate initiatives, organic agriculture, and animal welfare measures underline the EU’s commitment to biodiversity conservation, soil quality improvement, and minimising the effects of climate change. Rural development initiatives promote investment in infrastructure and the socio-economic resilience of rural communities. In addition, it is emphasised that strategic actions targeting market support, combating unfair trade and ensuring product quality underline the EU’s commitment to maintaining market stability, transparency and increasing consumer confidence in European products. The comprehensive review identifies the main trends shaping EU agricultural policy, including an increased focus on environmental sustainability, rural diversification, social ethics, and food safety. This reflects the EU’s integrated approach to agricultural governance, which combines economic imperatives with environmental and social considerations. In turn, this will serve as a valuable resource for the national legal system in terms of making informed decisions and aligning national policies with the European acquis.

Abstract:The transition to sustainability in agriculture faces significant challenges, especially to balance environmental goals with the practical demands of food production. This paper examines two different case studies that reveal the complexities of agricultural regulation. The first case focuses on the valorization of agri-food residual biomasses, highlighting the potential to transform food waste into valuable bioproducts such as bioenergy and biofertilizers. Despite the clear environmental and economic benefits, the absence of specific European regulations hinders the widespread adoption of these practices. Without clear rules for achieving "end-of-waste" status, the development and marketing of bio-based products remain restricted. The second case study examines the European Union's unsuccessful effort to implement the Sustainable Use of Pesticides Regulation (SUR), which aimed to reduce pesticide use by 50% by 2030. Although the regulation sought to align agricultural practices with the EU's Green Deal, it triggered widespread protests from farmers concerned about the potential economic losses and decreased productivity. These two cases, one showing under-regulation and the other over-regulation, highlight the need for balanced and practical regulatory frameworks that promote sustainability without imposing unrealistic demands on stakeholders. This paper ends with recommendations to harmonize regulations across Europe, ensuring that both innovation in agricultural waste management and practical pesticide reduction strategies are implemented in a way that supports farmers and producers, minimizing economic disruptions and encouraging sustainable agricultural practices.

Abstract:Viticulture is an example of a socio-ecological system that poses serious challenges for sustainable soil management and pesticide use, with various interactions between winegrowers' decision-making and ecological consequences. This study introduces an agent-based model (ABM) on winegrowers' decision on inter-row management and pesticide use. The ABM builds upon an empirical study of winegrowers' decision-making in European viticultural landscapes and has been built for three case study regions: Leithaberg (Austria), Palatinate (Germany) and Târnave (Romania). The ABM allows for analysing potential effects of policy instruments including mandatory vegetation cover in the inter-rows, the reduction of fungicide use and ban of insecticides against Lobesia botrana . The effects of policies differ between the case study regions, indicating how important the local context is for effective policies. For example, policies aiming at higher inter-row vegetation cover had the strongest effects on vegetation cover, landscape aesthetics and soil loss in Târnave since many vineyards are currently intensively tilled and there exist no policies supporting inter-row vegetation cover in Romania.

Abstract:Agricultural management influences the soil ecosystem by affecting its physicochemical properties, residues of pesticides and microbiome. As vineyards grow crops with the highest incidence of pesticides, the aim of this study was to evaluate the impact of conventional and sustainable management systems of vineyards from DOP Ribeiro on the soil’s condition. Samples from soils under three different management systems were collected, and the main soil physicochemical properties were evaluated. A selection of 50 pesticides were investigated by liquid chromatography with tandem mass spectrometry. The bacterial and fungal microbiomes were characterized through amplicon sequencing. The results show that organic agriculture positively influences soil pH and the concentration of some nutrients compared to conventional management. Our microbiome analysis demonstrated that transitioning from conventional to organic management significantly improves several BeCrop® indexes related to key microbial metabolism and soil bio-sustainability. Such a transition does not affect soil alpha diversity, but leads to a higher interconnected microbial network structure. Moreover, differential core genera and species for each management system are observed. In addition, the correlation of the microbiome with geographical distance is evidence of the existence of different microbial terroirs within DOP Ribeiro. Indeed, sustainable management leads to higher nutrient availability and enhances soil health in the short term, while lowering pesticide usage.
