Abstract:Background: China has launched a large "toilet revolution" in rural areas, but the results show that sanitation has not always been markedly improved. Few scholars have paid attention to this issue, and the list of the reasons is scattered and incomplete. Method: Using the qualitative research method, this study interviewed seven village cadres and 39 villagers in three villages of Jiaozuo City to examine the implementation barriers to rural toilet retrofitting (RTR) projects in China. Results: Using the Van Meter and Van Horn policy implementation approach, the research has found that: (a) unreasonable standards and objectives fail to incorporate local conditions and improve the actual quality; (b) lack of capital and human resources cannot renovate new toilets; (c) uncoordinated inter-organizational communication and enforcement activities by top-down mechanism lead to policy implementers and target groups' dissatisfaction with the policy; (d) weak and unenthusiastic, inadequate implementing agencies, reduce their working ability; (e) inappropriate economic, social and political conditions impede the villagers' acceptance; and (f) an attitude of passive acceptance by the implementers reduce the working motivation. Conclusion: To improve sanitation in rural China, it is necessary to solve the six barriers. The findings of this study can provide recommendations and guidance for implementing the RTR and related public health policies.

Long-term functionality of rural water services in developing countries: a system dynamics approach to understanding the dynamic interaction of factors

Abstract:Research has shown that sustainability of rural water infrastructure in developing countries is largely affected by the dynamic and systemic interactions of technical, social, financial, institutional, and environmental factors that can lead to premature water system failure. This research employs system dynamics modeling, which uses feedback mechanisms to understand how these factors interact dynamically to influence long-term rural water system functionality. To do this, the research first identified and aggregated key factors from the literature, then asked water sector experts to indicate the polarity and strength between factors through Delphi and cross impact survey questionnaires, and finally used system dynamics modeling to identify and prioritize feedback mechanisms. The resulting model identified 101 feedback mechanisms that were dominated primarily by three- and four-factor mechanisms that contained some combination of the factors: Water System Functionality, Community, Financial, Government, Management, and Technology, implying these factors were the most influential on long-term functionality. These feedback mechanisms were then scored and prioritized, with the most dominant feedback mechanism identified as Water System Functionality-Community-Finance-Management. This study showcases a way for practitioners to better understand the complexities inherent in rural water development using expert opinion and indicates the need for future research in rural water service sustainability that investigates the dynamic interaction of factors in different contexts.

Abstract:Inadequate water supply is one of the greatest current and growing global challenges particularly in rural communities of the developing world. Part of the challenge has been the ineffective water legislation and policies contributing to poor water management and governance. This study investigates policy and institutional responses of community-based water supply management in Cameroon. Using secondary data and empirical evidence collected through participatory research, it was found that the management of rural water systems in Northwest Cameroon is challenged by uncoordinated policies and failed institutions. The study also revealed that there is continuous top-down management of natural resources despite the guise of decentralization of management responsibilities to rural communities and institutions. The paper argues that the efficacy of rural water supply will always be compromised unless rural communities and community-based organizations are involved and engaged indecision-making processes and project implementation that affect them, or in which they have an interest

Abstract:Framed within policy support for bottom-up community water management in development practice in the global south, this paper explores the institutional barriers that impede effective community management of water infrastructure in water-stressed rural communities in the Upper Manya District and Yilo Krobo Municipality in the Eastern region of Ghana. The study adopted a qualitative research approach, using data collection methods such as in-depth interviews and focus group discussions with local government and community water management committees and participant observation across four communities. The findings revealed that irregular and inadequate monitoring, poor financial auditing and transparency, inadequate technical support, and limited community engagement were the institutional barriers confronting sustainable rural water management. The study argues that in community water management, hybrid models are more likely to work better than models that focus entirely on either top-down or bottom-up approaches since the former can strengthen technical capacity, financial accountability, and the experimentation of infrastructure co-design initiatives. The paper concludes that by addressing institutional lapses in Africa's infrastructural management regimes, rural populations can become part of, rather than left behind, in the global quest to ensure water availability and sustainable water management for all.

Abstract:Background: Acceptance and long-term sustainability of water quality interventions are pivotal to realizing continued health benefits. However, there is limited research attempting to understand the factors that influence compliance to or adoption of such interventions. Methods: Eight focus group discussions with parents of young children--including compliant and not compliant households participating in an intervention study, and three key-informant interviews with village headmen were conducted between April and May 2014 to understand perceptions on the effects of unsafe water on health, household drinking water treatment practices, and the factors influencing acceptance and sustainability of an ongoing water quality intervention in a rural population of southern India. Results: The ability to recognize health benefits from the intervention, ease of access to water distribution centers and the willingness to pay for intervention maintenance were factors facilitating acceptance and sustainability of the water quality intervention. On the other hand, faulty perceptions on water treatment, lack of knowledge about health hazards associated with drinking unsafe water, false sense of protection from locally available water, resistance to change in taste or odor of water and a lack of support from male members of the household were important factors impeding acceptance and long term use of the intervention. Conclusion: This study highlights the need to effectively involve communities at important stages of implementation for long term success of water quality interventions. Timely research on the factors influencing uptake of water quality interventions prior to implementation will ensure greater acceptance and sustainability of such interventions in low income settings.

Abstract:Despite legislative and policy commitments to participatory water governance in South Africa, and some remarkable achievements, there has been limited progress to improve the water infrastructure servicing in marginalized rural communities. Around five million South Africans still do not have access to safe water.This paper seeks to understand and advance processes to engage multisectoral stakeholders to respond to lack of safe water as a community-nominated health priority in rural South Africa.We engaged representatives from Mpumalanga Department of Health (MDoH), rural communities, other government departments and non-governmental organisations (NGOs) to cooperatively generate, interpret and act on evidence addressing community-nominated priorities. A series of participatory workshops were conducted where stakeholders worked together as co-researchers to develop shared accounts of the problem, and recommendations to address it. Consensus on the problem, mapping existing planning and policy landscapes, and initiating constructive dialogue was facilitated through group discussions in a collective learning process.Community stakeholders nominated lack of safe water as a local priority public health issue and generated evidence on causes and contributors, and health and social impacts. Together with government and NGO stakeholders, this evidence was corroborated. Stakeholders developed a local action plan through consensus and feasibility appraisal. Actions committed to behavioural change and reorganization of existing services, were relevant to the needs of the local community and were developed with consideration of current policies and strategies. A positive, collective reflection was made on the process. The greatest gain reported was the development of dialogue in 'safe spaces' through which mutual understanding, insights into the functioning of other sectors and learning by doing were achieved.Our process reflected willingness and commitment among stakeholders to work together collectively addressing local water challenges. Location in an established public health observatory helped to create neutral, mediated spaces for participation.

Sustainable management of small-town water supply in Nepal: improvement through the multi-stage training mechanism

Abstract:In Nepal, a project to sustain a safe water supply for small towns was executed in 68 towns, each with distinctive water sources and topographical situations. This project adopted two approaches to establish a standardized capacity development process for small-town water supplies. The first approach, the Management Model, consists of standard operating procedures (SOPs) and business planning. The second approach, termed the Support Model, entails a comprehensive system for training, monitoring, and evaluating water supply management. Throughout the project, a total of 31 SOPs pertaining to operation, maintenance, and facility rehabilitation manuals were developed. Moreover, four courses consisting of training, basic and on-site training, and interactive workshops were conducted. Consequently, the data deficiency rate reduced significantly by 61%, while 87% of water samples met water quality standards. In contrast, the operating ratio and water production rates improved by 17 and 29%, respectively. The materials produced from these models are expected to contribute to small-town water supply systems beyond the pilot sites. This is due to the versatility of the model for future applications. Although the project was effectively implemented, continuous support for small-town water supply by the Government of Nepal is needed for future sustainability.

Abstract:Rural communities often face problems of securing sustainable supply of water for drinking, domestic and agricultural uses, due to fluctuations in water availability, organizational problems maintaining collective networks, and weak connections with external actors. Using a water resilience lens, we present a participatory approach to develop an operational framework to characterize the resilience of rural water supply systems (RWSS) in communities in Northeast Brazil and Central Tunisia. An operational resilience framework was co-designed that incorporates the three key functions of a resilient RWSS, encompassing (1) the productive function: to provide water at all times, even in the case of shocks and stresses; (2) the internal regulation function: the community institutions enabling to organize water supply; and (3) the territorial integration function: the ways in which a community is integrated territorially. The operational framework gives practical content to the notion of rural water resilience by defining the features of water resilience for each function and by establishing the explanatory variables for these features at the intersection of scientific, practical, and local perspectives on rural water resilience. It provides an operational basis for building more resilient RWSSs and aims to increase the efficacy of development interventions in the field of rural water supply to build long lasting responses to shocks and stresses.

Abstract:We are increasingly confronted with drought damage in agriculture and nature (both terrestrial and aquatic). Parallel, the pressure increases on the availability of water for high-grade applications such as the production of drinking water. Strategies are being developed to manage these risks and to secure supplies of freshwater to all water users in the long term. This includes increasing regional self-sufficiency to better match supply with demand for freshwater and improving the utilization of the available freshwater sources. We provide results of pilot studies in which surface water and treated wastewater (both from domestic and industrial origin), that are usually discharged from the drainage basin, are used for local-scale water supply by subirrigation. The use of these freshwater sources for subirrigation purposes may be an effective strategy to contribute to both improved water availability for crops and a reduced pressure on the regional groundwater system. However, besides technological field-scale knowledge, a proper knowledge base for both farmers and regional water authorities about the propagation of the measure through the water system is required for responsible implementation of the measure.Subirrigation is a subsurface irrigation method that can be more efficient than classical surface irrigation methods. The main reason is that only water that is used for plant transpiration leaves the soil and groundwater system. Unused water is kept within the groundwater system. For a farmer, the goal of subirrigation is to raise the groundwater level and increase the soil moisture availability for plant growth through capillary rise. For a water manager, subirrigation limits the use of groundwater for surface sprinkler irrigation and unused surplus water may additionally recharge the regional groundwater system. However, the freshwater availability for subirrigation is generally limited and subirrigation could lead to negative impacts to other users of the water system and the water system itself, if not implemented and managed well. Additionally, it is of great importance to pay attention to cooperation between farmers and regional water authorities on water use and availability.Large-scale subirrigation affects the regional allocation of water resources. Therefore, an analysis of the propagation of subirrigation management through the local to regional hydrological system is required to support water managers. Moreover, stakeholders need to be actively involved in order to get feedback and trust. Therefore, we provide results of i) pilot studies quantifying the physical aspects of subirrigation, including the gross and net water use. Results are shown in Sankey-flow diagrams providing a clear visualization of the propagation of water use by subirrigation through the water system and impact (both positive and negative) on the water balance and water availability for other e.g. downstream users, ii) participatory monitoring and evaluation, guiding both farmers and regional water authorities to a responsible and sound implementation of subirrigation systems.&#160;
A Hybrid Model for Achieving Universal Safe Drinking Water in the Medium-Sized City of Bangangté (Cameroon)

Abstract:Providing everyone with safe drinking water is a moral imperative. Yet, sub-Saharan Africa seems unable to achieve “safe drinking water for all” by 2030. This sad situation calls for a closer examination of the water supply options for both rural and urban populations. Commonly, two main aspects are considered: (1) behavioural responses to available or potential water supply options, and (2) socio-economic acceptability. These aspects determine the feasibility and the affordability of bringing safe drinking water as a basic good and human right to everyone. There is a broad consensus that achieving the UN Sustainable Development Goal 6.1 is mostly a financial issue, especially in low-income settings. This communication challenges this view as water is available everywhere and affordable treatment options are well-known. It considers the decentralized water supply model as a reference or standard approach in low-income settings rather than as an alternative. Here, the medium-sized city of Bangangté in the western region of Cameroon is used to demonstrate that universal safe drinking water will soon be possible. In fact, during the colonial period, the residences of the elite and the main institutions, including the administrative quarter, churches, and hospital, have been supplied with clean water from various local sources. All that is needed is to consider everyone as important or accept safe drinking water as human right. First, we present a historical background on water supply in the colonial period up to 1980. Second, the drinking water supply systems and water demand driven by population growth are discussed. Finally, a hybrid model for the achieving of universal access to clean drinking water, and preconditions for its successful implementation, are presented. Overall, this communication calls for a shift from safe drinking water supply approaches dominated by centralized systems, and presents a transferable hybrid model to achieve universal clean drinking water.

Abstract:It is generally believed that problems surrounding water scarcity led earlier generations to develop and employ a variety of indigenous rainwater harvesting (RWH) techniques. This paper is based on literature review and aims to discuss the current status and impact of these widely practiced indigenous RWH systems with references to archaeological case studies from different agro-ecological areas. Our review shows that indigenous RWH systems are declining as a result of multiple factors but chiefly groundwater use, rural-urban migration, climate change, and changes in policy. However, our review also reveals that revitalized indigenous RWH systems can play an important role in alleviating water scarcity problems and sustaining livelihoods in both dry and developing regions. While new technologies have negatively affected several indigenous RWH systems when combined with traditional knowledge they can help to modernize indigenous RWH practices to make them more resilient, efficient, and productive.

Abstract:This study advances the discourse on the transition from a linear to a circular water paradigm, within which water is reused and resources such as nutrients and energy can be recovered. The research provides an empirical evidence from demonstrative cases, identifying the technological, economic, socio-cultural, and regulatory factors that facilitate or impede the broader adoption of circular solutions in the water sector. It proposes an integrated system approach, which encompasses a comprehensive set of enabling instruments, including (a) the demonstration of the sustainability of circular water technologies at a system level, thereby providing a robust proof of concept; (b) a shift from a conventional financial cost-benefit approach to a business model predicated on circular value chains, underscoring the economic feasibility of these solutions; (c) the enhancement of social acceptance through active stakeholder engagement, thereby fostering a supportive community for these transformative changes; and (d) the adaptation of the regulatory framework to incentivise circular water solutions, such as the establishment of dedicated end-of-waste criteria to facilitate market access for recovered resources. The study concludes that a concerted effort is required to reconceptualise our water systems as circular systems, and to legitimise the role of circular water within our society and economy.

In silico assessment of household level closed water cycles: Towards extreme decentralization

Abstract:Water management in most of the developed world is currently practiced in a highly centralized manner, leading to major infrastructure and energy costs to transport water. To decrease the impacts of water scarcity and climate change, the decentralization of water can increase local robustness. In extremis, decentralization can involve building or house level water supply and treatment. Here, we constructed a MATLAB/Simulink model for two decentralized water management configurations at the household level, assuming the socio-environmental setting of Flanders, Belgium. Independence from the potable water grid and sewer system was pursued through rainwater harvesting, reuse of wastewater streams fit-for-purpose, and discharge via infiltration. The mass balance for water was calculated over the system boundaries showing high potential for independence from the grid with a reasonable treatment train and storage options. Next, the risk of contaminant accumulation within the circular system was assessed, showing a key limitation on decentralized system performance necessitating a system purge. Up to 59% of system rainwater usage was due to the replacement of this purge. Employing treatment units with high (95%) contaminant rejection efficiencies eliminated contaminant accumulation issues. The raw model output was quantitatively assessed by constructing four newly proposed key performance indicators (KPIs), quantifying system independence, circularity, drought tolerance and local water body recharge, which allowed for facilitated system comparison and communication to stakeholders. A sensitivity analysis was performed in which the effect of input parameter variability and uncertainty on system performance was quantified. The sensitivity analysis showed the importance of water recovery and contaminant removal efficiencies of the applied treatment technologies on system performance when contaminant accumulation in the system forms an issue. In systems not severely affected by pollutant accumulation, parameters such as inhabitant number and roof surface had the largest effect. As a whole, this work shows the potential of extreme decentralization of water systems and addresses the obstacle towards implementation formed by the accumulation of contaminants due to system circularity. Additionally, this study provides a framework for operational and technological decision support of decentralized household-scale water systems and, by extension, for future water policy-making.
Delivering sustainable urban water management: a review of the hurdles we face

Abstract:Sustainable urban water management (SUWM) requires an integrated, adaptive, coordinated and participatory approach. Current urban water policies are beginning to reflect this understanding yet the rhetoric is often not translated to implementation. Despite the ‘new’ philosophy, urban water management remains a complex and fragmented area relying on traditional, technical, linear management approaches. Despite widespread acknowledgement of the barriers to change, there has been little systematic review of what constitutes the scope of such barriers and how these should be addressed to advance SUWM. To better understand why implementation fails to occur beyond ad hoc project interventions, an extensive literature review of observed and studied barriers was conducted. Drawing on local, national and international literature from the field of integrated urban water management and other similar fields, 53 studies were assessed, resulting in a typology of 12 barrier types. The analysis revealed the barriers are largely socio-institutional rather than technical, reflecting issues related to community, resources, responsibility, knowledge, vision, commitment and coordination. Furthermore, the meta-analysis demonstrated a paucity of targeted strategies for overcoming the stated institutional barriers. Evaluation of the typology in relation to capacity building suggests that these systemic issues require a sophisticated programme of change that focuses on fostering social capital, inter-sectoral professional development, and inter-organisational coordination.

However, overcoming adoption challenges remains crucial. This study investigates the potential of RWHS to address water scarcity and flooding in the City of Koronadal, Philippines, using Frank Geels' Multi-Level Perspective (MLP) framework and Jan Rotmans' Sustainability Transition concepts. Through surveys, interviews, and document analysis, the study examines the interplay of landscape pressures (such as climate change, water scarcity, and national laws on climate change and resource management), socio-technical and political regimes (including existing water management practices, local policies, and regulatory frameworks), and technological niches in shaping the city's water future. The findings reveal that although awareness of water scarcity and climate change is high, RWHS adoption is hindered by a lack of policy support, financial constraints, technical limitations, and institutional barriers. The study also identifies opportunities for RWHS to alleviate flooding, reduce reliance on traditional water sources, and promote sustainable water management. The research concludes by proposing a comprehensive implementation scheme for RWHS in Koronadal City. This scheme integrates policy interventions, financial incentives, technical support, and community engagement to overcome existing barriers and facilitate a transition toward a more resilient and water-secure future.
Benefits of water-related ecological infrastructure investments to support sustainable land-use: a review of evidence from critically water-stressed catchments in South Africa

Abstract:Investments to promote sustainable land-use within critical river catchment areas are often undertaken to provide benefits to society. Investments generally aim to protect or restore ecological infrastructure—the underlying framework of ecosystems, functions and processes that supply ecosystem services—for multiple benefits to society. However, the empirical evidence base from studies across the world on both mechanisms and outcomes to support these assumptions is limited. We collate evidence on the benefits of ecological infrastructure interventions, in terms of ecosystem services provided to society, from three major South African water-providing catchments using a novel framework. In these catchments, millions of US Dollars' worth of investments have been made into ecological infrastructure since 1996. We ask the question: is there evidence that ecological infrastructure interventions are delivering the proposed benefits? Results show that even in catchments with substantial, long-term financial investment into ecological infrastructure, research has not empirically confirmed the benefits. Better baseline data collection is required, and monitoring during and after ecological infrastructure interventions, to quantify benefits to society. This evidence is needed to leverage investment into ecological infrastructure interventions at scale. Investment at scale is needed to transition to more sustainable land-use to unlock greater benefits to nature and people.

Abstract:The water sector is facing unprecedented pressures as increased environmental and anthropogenic challenges, such as climate change and rapid urbanization, impact the availability and predictability of safe drinking water. There is a need for practitioners and policymakers to integrate water security and resilience (WS&R) factors into programming to sustain investments in drinking water systems to support associated economic, security, and public health benefits. In response to intensifying impacts from WS&R risks, communities around the world are developing adaptive strategies, and a critical review of these strategies may provide lessons that can be implemented at scale. In this critical review, we systematically screened over 9000 peer-reviewed and grey literature articles and extracted data from relevant studies that propose, pilot, and/or evaluate adaptations in low- and middle-income countries (LMICs) and evaluated the suitability of each adaptation for different contexts. We created a portfolio of adaptive strategies from over 75 LMICs to inform practitioners and policymakers in enhancing the resilience of drinking water systems. Over 20 adaptations were identified, including strategies such as stormwater management, wastewater reuse, non-revenue water reductions, water pricing, and public awareness campaigns. We categorized adaptations by function (improving water management, augmenting existing supplies, reducing water demand) and scale (household, municipal, regional) to provide recommendations tailored to local needs. For each adaptation, we highlighted associated strengths, weaknesses, barriers to adoption, and enabling environments for successful implementation. We propose a novel decision-support tool, called STEP WS&R, that provides a consistent and replicable process for informing high-level investment and policy choices around WS&R. This critical review presents recommendations for practitioners and policymakers to invest in WS&R adaptations, catered to shared risks and contexts.
