Abstract:This study aimed to analyze recent scientific literature concerning performance evaluation in the water supply sector, focusing on Brazil, and investigate factors that could influence its performance. For this purpose, we conducted a systematic literature review, following a series of steps to identify approaches, methodologies, and contexts into which the studies were developed. The search revealed that the studies focused on different management models and market structure issues. In addition, they also showed that the performance of service providers can be influenced by political and socioeconomic context and geographic aspects. A gap was identified concerning the qualitative studies since most used econometric methods mainly aimed at technical and financial efficiency. Also, social and service user perspectives received limited academic attention. To face the challenges in water provision in Brazil, tools, such as those related to performance evaluation, are essential for sufficient system management and can guide decision-makers and service providers.

Abstract:The water availability deficit is a governance crisis and an environmental, social, and economic risk. This study presents a spatial multicriteria approach for mapping Water Scarcity Vulnerability (WSV) and a comparative analysis of criteria weighting techniques to support the management of water resources in semiarid regions. Initially, nine vulnerability indicators were identified from a literature review and spatialized through a Geographic Information System (GIS) for a water donor region and another recipient from the São Francisco River, in the semiarid region of Brazil. Subsequently, one subjective and two objectives weighting techniques were implemented and compared to measure the weights of the indicators. Finally, the Viekriterijumsko Kompromisno Rangiranje (VIKOR) method was combined with GIS to construct WSV maps. The results indicate the conditions of WSV in the transposition water donor region can be more critical than the region receiver, and the choice of the weighting method influences the results of the multicriteria-GIS approaches. The WSV mapping approach can be helpful for water management decision-making to identify priority areas and spatial inequalities. The comparative analysis in this study can provide a valuable reference for choosing weighting methods in spatial multicriteria applications.

Abstract:Advanced computer models are commonly used to simulate reservoir system's performance. If the number of possible management scenarios is large, it can be extremely difficult to follow related system's operation and get a valuable picture on its spatial and temporal behavior. The decision maker or analyst can be overburdened by quantity and complexity of information generated by model, particularly if system operation is repeatedly simulated for multiyear periods. Related problem is how to select the scenario with most desired long-term consequences. Possible approach is to use selected parts of model's output and re-interpret system behavior by means of certain performance indicators, create appropriate decision matrix and perform multi-criteria analysis to rank decision alternatives (scenarios). The paper proposes a methodology that includes: (1) multiyear simulations of system operation; (2) computing spatially and temporally distributed systemperformance indices such as supply reliability, resiliency and vulnerability; (3) unbiased entropy-based weighting the importance ofperformance indices; and (4) final ranking of scenarios by means of multi-criteria analysis. The number of scenarios and number of performance indices is not restricted, and to account for possibly large sets of scenarios, an ideal-point-distance multi-criteria method TOPSIS is suggested. Proposed methodology appeared to be confident and robust in proof-of-concept application in Brazil.

Abstract:Rehabilitation of water distribution systems is a complex task that water companies have to tackle continually to keep high‐quality service. The larger and more complex the network, the harder to make decisions about the network maintenance strategy to be implemented. Considering pipe replacement as a strategy for water network rehabilitation, this work presents a combination of water distribution system analysis and multi‐criteria analysis to rank alternatives for pipe replacement. A set of eight performance criteria is used to evaluate the rehabilitation alternatives. The Technique for Order of Preference by Similarity to Ideal Solution (TOPSIS) is herein adopted to rank the solutions, coupled with a final sensitivity analysis on criteria weights. The obtained results point out as pipe replacement is an essential strategy for rehabilitation since the eight evaluation criteria are improved. The sensitivity analysis shows the best solutions' robustness, with just a few variations in their position in the ranking. The most frequent best solution is then hydraulically evaluated, showing the real benefits of pipe replacement in terms of pressure deficit reduction.

Abstract:The geographical nature and environmental, operational, and socioeconomic factors involved in the complex task of selecting landfill sites require the use of Multi-Criteria Decision Analysis (MCDA) in a Geographic Information System (GIS) environment. Moreover, GIS-based route analysis can optimize the process of area selection for landfills that attend to more than one municipality, i.e., consortium landfills. This study presents a methodological approach integrating MCDA and logistical analysis to propose suitable areas for consortium landfills. The region of the Paraíba do Sul basin, southeast of Brazil, was selected as a case of study. The proposed method uses the Analytical Hierarchy Process (AHP) with fuzzy logic to select suitability areas to landfill. Additionally, a logistical method of municipalities clusters involving criteria based on localization, number of municipalities, distance, and the minimum area is applied to select suitable areas that serve more than one municipality. The findings demonstrated that 69% of the study area is inadequate to support a consortium landfill installation. From the remaining areas, 26.03% were considered highly suitable. Among these, a scenario with 11 areas was selected to be destined to consortium landfills to attend the region for 20 years. Selecting areas of high suitability and evaluating these areas for consortia formation contribute to the minimization of negative impacts resulting from the implementation and operation of landfills. It is concluded that the proposed approach can support this task efficiently and it is recommended that it be employed in other regions that also face the critical problem of defining areas for consortia formation.

Abstract:This paper presents a multi-criteria decision support methodology for selection and prioritization of rehabilitation intervention in urban water infrastructures considering performance, cost and risk and a long-term perspective. This methodology is divided into three main stages: problem identification, structuring and evaluation. Problem structuring, a crucial stage for the outcomes, includes identifying objectives, selecting scenarios within the analysis period, defining problem options and the problematic type. Problem evaluation includes the selection of assessment metrics, selection of the aggregation method, application of the method and sensitivity and robustness analysis and final recommendations. The methodology is applied to a real case study of a water distribution system, being the different stages presented in detail and obtained results discussed.

Abstract:This study aimed to define potential areas for forest conservation to improve water quality, using Multicriteria Evaluation (MCE); and to verify differences between results from a multidisciplinary group of experts. We worked with the Pirapora River Watershed, Piedade/SP. The participatory method was used to identify the criteria and their relative importance. Priority maps representing expert opinion were elaborated, as well as a map with average weight values. We compared the differences between the criteria weight values and the maps of priority areas. The maps proposed distinct spatialization of priority areas, supporting the understanding of criteria that influence the decision-making process. The highest priority level was associated with areas near to springs, forest patches, and with the highest slope values. We concluded that the MCE is an efficient method to identify priority areas; however, the selection of an expert group is an essential step to generate representative analyses.

Abstract:The efficiency of drainage systems in urban centers and especially in their peripheral regions has deserved more and more special attention since their interrelationship with social and environmental aspects is associated with the performance of drainage infrastructures. Integrated urban water management is a major factor in the effectiveness of an urban drainage system. In large cities, negative effects caused by the disorderly urbanization process, especially those related to rainwater runoff, are increasingly present. An evaluation model of urban drainage systems was generated using System Fragility Indicators (IFS) and their ranking via Analytic Hierarchy Process (AHP), in the Jaracati River basin, Maranhão State, Brazil. Indicators were measured through the evaluation of the system and the experience of specialists in drainage systems. The results obtained allowed for the consolidation of a model to support planning and decision-making in the assessment processes of measures to mitigate socio-environmental impacts involved in the urban drainage of a watershed, with performance indicators capable of guaranteeing the support of a model being verified measurement of performance parameters of urban drainage systems.

Abstract:This paper presents an overview of water resource management in Brazil, in particular the state of Rio de Janeiro, and in the European Union, with an emphasis on member country Portugal. The study examines the primary laws, governing bodies and water resource plans. The paper describes the concerns and interests of the scientific community and other sectors of society with regard to water resource management. The paper also draws attention to challenges and opportunities concerning the main objective of water resource management, which is to ensure the availability of water of high quality and sustainable quantity. Additionally, it also mentions good and poor management practices. Among the concerns highlighted are integrated water resource management and water resource monitoring. The objective of this study was to contribute to water resource management processes. The primary reasons for this study are the growing scarcity of freshwater in the world, recurrent problems in managing this resource and a desire to contribute to the improvement of the current situation. The study of water management in different contexts allows for a greater understanding of the subject, thereby assisting the decision-making of managers and society in general with regard to environmental quality and ecological and human health. There is an increasing interest in efficient water resource management, which creates a demand for information on the subject. Both Brazil and the European Union are facing problems related to quantity and quality of water. Problems like scarcity of freshwater, contamination, salinization, and floods. This makes the realities of them quite close, despite the physical distance between them. In general, Brazil, Rio de Janeiro, the European Union and Portugal have similar water resource management requirements. If these regions are to supply a consistent quantity of high-quality water to present and future generations, then they need effective laws and plans, efficient managing agencies, political interest and economic resources. Investments in research and developing water resource management plans are inefficient measures if they are not implemented with special emphasis on monitoring and inspection.

Abstract:The issue of water contamination in reservoirs and watersheds due to the irregular use of fertilizers and uncontrolled occupation by riverside populations has worried managers operating hydroelectric plants. The increase in the levels of certain physical–chemical parameters causes problems of accelerated deterioration of equipment and clogging of water pipes. Within this context, here we estimate a specific water quality index (WQI) for hydroelectric plants. The novelty of this article is to use expert consultation to select the most critical parameters that cause damage to the dam structures and mechanical equipment. We propose a method carried out in three steps: selection of specific parameters for hydropower plants and fuzzy MCDA estimation of their weights; fuzzification of sub-indices; and estimation and classification of the WQI. In this last step, the sub-indices are defuzzified and weighted for classification according to the degree of membership in a fuzzified scale. Fuzzy logic deals with variables that do not allow objective classification, given that the limits between classes are imprecise or non-statistical, such as the parameters analyzed in this study. These thresholds are fuzzy numbers, so the treatment of the sub-indices must follow this logic. We obtained a specific classification for the water quality upstream of the Corumbá IV Hydroelectric Plant, located in the central region of Brazil. Observing the individual ratings of each parameter obtained before aggregation, although producing results for drinking water set by Brazil's National Environmental Council, presents concentrations of some parameters that, if not controlled, could harm the hydroelectric plant.

Abstract:Drought is a natural phenomenon that poses a significant threat to water resources in affected regions. The detrimental effects of this extreme weather event, regardless of its type, have had an impact, necessitating concrete resource allocation projects to mitigate drought. From this perspective, our research proposes a group multicriteria sorting model to support resource allocation for drought mitigation. A multicriteria sorting model was developed based on the PROMSORT method to assist the government in evaluating 14 municipalities of the Apodi-Mossoró river basin in the Rio Grande do Norte State in Brazil. This model classifies the municipalities into high, moderate, and low-priority categories, enabling targeted attention and allocation of resources for drought mitigation efforts. The research findings demonstrate that the proposed model can effectively support strategic public policies, allocate resources, and facilitate the implementation of appropriate actions, thereby focusing efforts on the city's most severely affected by drought and alleviating the adverse effects of this natural disaster

Abstract:The increase of the urban population in the world and the associated economic expansion have accelerated municipal solid waste (MSW) production. About 40% of the world's waste is disposed of inappropriately in open dumps and/or only partially controlled landfills. Many types of waste are mixed and disposed without treatment in illegal dumpsites or non-sanitary landfills, especially in developing countries such as Brazil. This research aims to identify areas for the implementation of landfills in the tropical climate of the Metropolitan Region of Salvador (MRS), Brazil, which generates approximately 4900 tons of MSW per day. In a first step, geographic information system (GIS) is used to apply Boolean logic to 15 restrictive criteria based on Brazilian legislation. In a second step, locations found to be legally appropriate are ranked with the analytic hierarchy process (AHP) in a multi-criteria decision approach using 11 non-restrictive criteria based on technical knowledge and literature. Results show that 6% of the areas are classified as highly suitable, 16% as suitable, 9% not suitable, and 69% with legal restrictions. The result of this study serves as a guide for suitably siting landfills in the MRS and similar regions in the world, reducing costs and biased assessments potentially implied by empirical methods.

Abstract:Universities, as hubs of economic, technological, and social knowledge development, have increasingly adopted metric-based strategies to guide resource management and monitor their growth. The Sustainable University World Ranking, UI GreenMetric, is widely applied for this purpose, measuring performance across six categories aligned with the United Nations Agenda 2030—Sustainable Development Goals (SDGs). This study focused on assessing information concerning the water category of this ranking, or the five water management indicators, at the School of Arts, Sciences, and Humanities of the University of São Paulo, to estimate its classification. The methodology involves assessing the current situation of the university in terms of each indicator, and classifying it according to the ranking guidelines. The information obtained is treated as evidence for posterior validation with the ranking. The findings indicate satisfactory performance in the indicators of water 1, 3, and 5. Notably, the implementation of rainwater collection and storage systems has been successful, alongside maintaining potable water parameters for consumption within the campus, as well as the use of efficient water-saving devices. Indicators 2 and 4, related to effluent treatment and water reuse, are expected to achieve higher classifications with the reactivation of the wastewater treatment system's operation. Over the period from May 2023 to June 2024, the average daily water consumption was measured at 52.89 ± 25.23 m3 day−1, with a per capita consumption rate of 10.28 L consumer agent−1 day−1. An anticipated 20% reduction in water consumption is expected upon the incorporation of water reuse initiatives. The use of the UI GreenMetric framework has been found strategic and useful as a diagnostic tool, facilitating the identification of areas requiring improvement and guiding efforts toward enhancing the sustainability of the institution.

Abstract:Optimal site selection using multi-criteria decision analysis (MCDA) is an important step to support decision makers to locate places that benefit the maximum potential of technology's preconditions. As a new, emerging and renewable technology in Brazil, concentrated solar power (CSP) plays an important role in power generation mix, and it’s crucial to indicate the viability of Brazilian regions to CSP power plants. To achieve this goal, a detailed workflow of multi-criteria analysis based on geographic information system (GIS based AHP) is set in free software, in which criteria are selected from literature, acquired as geospatial data, weighted with parity matrices through online questionnaires filled by experts, processed on QGIS with weighted linear combination (WLC), and the results validated by its AHP consistency, thematic accuracy and comparative analysis with VIKOR and TOPSIS methodologies. As a product, sites are mapped according to viability indices, with higher values in most of Northeast, Central-west and Southeast regions of Brazil, showing good stability by its validation. Thereby, the workflow with free software allows the methodology to be replicated to support decision makers in locating viable and restrictive places for technologies.
Program Outcomes of Payments for Watershed Services in Brazilian Atlantic Forest: How to Evaluate to Improve Decision-Making and the Socio-Environmental Benefits

Abstract:In 2014, the Paraíba do Sul River Basin Integration Committee (CEIVAP) established its Pilot Program of Payments for Ecosystem Services (PES), focusing on water resources. The projects from this program share the same goal: to disseminate the use of PES as a tool for land management in watersheds. Contemplating 11 municipalities, including 84 landowners, conserving 718.63 ha and restoring 188.58 ha, this program was concluded in April 2020. Reviewing its historical and contextualizing features, we have observed that the outcomes from this program extend beyond these numbers. Here, we propose an evaluation methodology comparing the efficiency, performance, and impact of the PES projects. Based on new indicators that are easy to measure, we have identified key elements that have asymmetrically affected the projects. The complexity of the project scope and the execution of high-cost, and risky interventions on rural properties, have resulted in expensive projects with little tangible outputs. Our results support the upgrade of public policy for investment in ecosystem services by CEIVAP in the Paraíba do Sul watershed. In addition, our results can be more successful by improving the decision-making processes for similar projects in other watersheds.

Abstract:The objective of this paper is to understand the interactions and functioning of the transportation of people and goods in the urban environment, and to propose an evaluation model in terms of sustainability and integrated transportation. Firstly, an in-depth literature review allowed us to understand the interactions and functioning of transport of people and goods in the urban environment, verifying the main initiatives to promote sustainability. The model was developed through a multi-criteria decision analysis methodology consisting of the application of Analytic Hierarchy Process (AHP) in a system specially developed for remote evaluation of the hierarchical model. The index was then applied to São Paulo, where two distinct periods were considered, and the results provided an assessment of the evolution of the city regarding the sustainability and integration of the passenger and freight systems. The conclusions indicate improve in the sustainability of the urban transport and logistics in the city, highlighting the importance of incentives to the use of active modes of transport and the communication channel with population.

Abstract:<p>The decision of the location for the installation of photovoltaic power plants is a critical issue for large-scale projects due to climatic aspects, the proximity to other facilities, and the presence of protected environmental areas. The objective of this study is to propose a model capable of indicating the best location for the implantation of large-scale photovoltaic plants. According to the proposed modeling, the relevant factors were identified to be considered in the choice of the ideal place, which were combined with the GIS-MCDM tools. The analysis of the areas was processed by the gvSIG software, using AHP methods for the weighting of the factors and TOPSIS for ranking the alternatives. In application of this model, a total of 453 areas were identified that could receive a large photovoltaic installation, equivalent to 1823.35 km<sup>2</sup> of the study area. Among these study areas, according to our model rating, 67.23% of them are inadequate, 0.52% is good, 12.34% are very good, and only 19.91% are excellent. Since the areas considered excellent are concentrated in the extreme south of the analyzed region, a place of low index of slope and near the substation. In order to validate the quality of the solution obtained by the proposed model was applied a detailed analysis with two scenarios. In the first one are used weights equal to all the criteria and in the second, the MAUT method was applied to rank the alternatives. The modeling proposed in this paper combining with GIS-MCDM is applicable to similar investigations in other regions and also to evaluate the spatial adequacy of other renewable energy technologies.</p>

Abstract:Abstract Fifty-four water samples were collected between July and December 2019 at nine monitoring stations and fifteen parameters were analysed to provide an updated diagnosis of the Piabanha River water quality. Further, forty years of monitoring were analysed, including government data and previous research projects. A georeferenced database was also built containing water management data. The Water Quality Index from the National Sanitation Foundation (WQI NSF ) was calculated using two datasets and showed an improvement in overall water quality, despite still presenting systematic violations to Brazilian standards. Principal components analysis (PCA) showed the most contributing parameters to water quality and enabled its association with the main pollution sources identified in the geodatabase. PCA showed that sewage discharge is still the main pollution source. The cluster analysis (CA) made possible to recommend the monitoring network optimization, thereby enabling the expansion of the monitoring to other rivers. Finally, the diagnosis provided by this research establishes the first step towards the Framing of water resources according to their intended uses, as established by the Brazilian National Water Resources Policy.

Abstract:MULTIVARIATE ASSESSMENT OF SURFACE WATER QUALITY AND FINAL PUBLIC WATER SUPPLY IN BELÉM, PARÁ, BRAZIL. The present study investigated the sources of variability in the water quality of surface springs that supply the Metropolitan Region of Belém (Pará, Brazil), as well as the treated water produced by the main water treatment station in the region. Data provided by Companhia de Saneamento do Pará were used, referring to physical-chemical and bacteriological analyzes carried out in the period from 2010 to 2020. In addition, precipitation data were considered in this study, in units of mm of rain, obtained by consulting the database of the National Institute of Meteorology. The application of principal component analysis, as an exploratory data analysis tool, allowed the grouping of the most relevant parameters of the results and proved to be efficient in reducing the data set, explaining more than 65% of the total variance, in all objects of study. Thus, it was possible to observe a general profile of the quality of surface water investigated, and, in this way, demonstrate the impact of urban pressure on the environment, as well as the need for maintenance and conservation of surface water resources.

Abstract:This work delves into the crucial role of service quality in the water supply and sanitation sector. Despite extensive research and implementation of quality management practices in this sector, a universally accepted definition of quality is still lacking, resulting in various service quality assessment procedures that are difficult to compare. To address this issue, the World Bank launched the 'Utility of the Future' (UoF) program, aiming to guide water service providers in their efforts to become future-focused utilities that offer reliable, safe, inclusive, transparent, and responsive services through best-fit practices. Building upon the framework provided by the UoF program, this study proposes the Water Utility Service Quality Index (WUSQI) - a composite indicator that reflects the quality of service provided by water supply and sanitation utilities from a customer perspective. Based on Data Envelopment Analysis, the Benefit-of-the-Doubt approach is employed to assign weights for aggregating the indicators representing the diverse performance dimensions. The study operationalises the WUSQI to assess the quality of Portuguese wholesale water and wastewater companies using data collected by the national regulator of water and waste services. A Multiple Criteria Decision Analysis technique, the Deck of Cards method, is used to specify an indicator of transparency from the information made available by the regulated utilities. The results show the effectiveness of this tool for evaluating and measuring service quality at the company level. Additionally, the findings highlight areas for improvement in the utilities' performance. By enabling companies and regulators to identify areas for improvement, the WUSQI can support the delivery of high-quality services to customers.
