Abstract:Abstract Introduction The manufacturing industry dominates the employment sector in Indonesia and is centered in Java. Therefore, effective occupational health prevention in this sector is needed to control the existing hazards and reduce the number of occupational diseases and accidents. This qualitative study aimed to explore the implementation of occupational health prevention in the manufacturing industry from all levels of enterprises in Java Island, Indonesia. Methods We used secondary data previously collected by Indonesian Occupational Medicine Association (IOMA) and passed the ethical review of the Faculty of Medicine, Universitas Indonesia. Data were obtained from 8 focus group discussions (FGDs) with 64 companies from large, medium, small, and micro enterprises. Each company was represented by one or more of the top management, HSE, or HR department. We applied thematic analysis and three main themes emerged: (1) occupational health prevention policies in the workplace, (2) resources involved, and (3) programs implemented. Results We found that in large and medium enterprises, the three themes explored were generally in accordance with the standards and necessities of each company. Meanwhile, no specific policies were found for small and micro enterprises. Most of them did not have competent human resources, funds, or external cooperation, and the programs implemented were not properly planned. Discussion The improvement of occupational health prevention in smaller enterprises is required not only from the company itself, but also from the government and labor social security. Conclusion There is still a large gap in occupational health prevention between larger and smaller enterprises in terms of policy, resources, planning and implementation.
