Abstract:
The coronavirus disease 2019 (COVID-19) pandemic is challenging the current public health emergency response systems (PHERSs) of many countries. Although environmental factors, such as those influencing the survival of viruses and their transmission between species including humans, play important roles in PHERSs, little attention has been given to these factors. This study describes and elucidates the roles of environmental factors in future PHERSs. To improve countries' capability to respond to public health emergencies associated with viral infections such as the COVID-19 pandemic, a number of environmental factors should be considered before, during, and after the responses to such emergencies. More specifically, to prevent pandemic outbreaks, we should strengthen environmental and wildlife protection, conduct detailed viral surveillance in animals and hotspots, and improve early-warning systems. During the pandemic, we must study the impacts of environmental factors on viral behaviors, develop control measures to minimize secondary environmental risks, and conduct timely assessments of viral risks and secondary environmental effects with a view to reducing the impacts of the pandemic on human health and on ecosystems. After the pandemic, we should further strengthen surveillance for viruses and the prevention of viral spread, maintain control measures for minimizing secondary environmental risks, develop our capability to scientifically predict pandemics and resurgences, and prepare for the next unexpected resurgence. Meanwhile, we should restore the normal life and production of the public based on the "One Health" concept, that views global human and environmental health as inextricably linked. Our recommendations are essential for improving nations' capability to respond to global public health emergencies.

What problem does this paper attempt to address?
### Problems the Paper Attempts to Address This paper aims to explore the role of environmental factors in responding to future public health emergencies, particularly in the context of the COVID-19 pandemic. Although environmental factors significantly impact the survival and transmission of viruses, they have not received sufficient attention in public health emergency response systems (PHERSs). By analyzing the role of environmental factors in the prevention, response, and recovery stages, the paper proposes recommendations to improve public health emergency response systems to enhance countries' ability to handle similar pandemics. ### Specific Problems and Solutions 1. **How to Prevent the Outbreak of Pandemics?** - **Environmental Protection and Wildlife Conservation**: - Protect wildlife habitats to reduce human-wildlife contact. - Strengthen wildlife protection, and prohibit illegal trade and consumption of wildlife. - **Virus Monitoring in the Environment**: - Conduct virus monitoring in animals and hotspot areas to establish a more reliable early warning system. - Create a shared platform to collect and share virus information, enhancing early warning capabilities. 2. **How to Reduce the Impact of Pandemics?** - **Impact of Environmental Factors on Virus Behavior**: - Study the effects of temperature, humidity, ultraviolet light, and other factors on virus lifespan and transmission to provide a scientific basis for control measures. - **Minimize Secondary Environmental Risks**: - Scientific Disinfection: Develop environmentally friendly disinfection methods to reduce the negative impact of chemical disinfectants on the environment and ecosystems. - Hazardous Waste Management: Use sustainable methods to handle medical and other hazardous waste to reduce threats to the environment and human health. - **Wastewater Management**: - Monitor viruses in wastewater to assess and manage the risk of virus transmission. - Improve sewage treatment efficiency to reduce the spread of viruses in the environment. 3. **How to Restore Normal Social Life and Production?** - **Continuous Monitoring and Prevention**: - Strengthen virus monitoring to prevent re-spread. - Maintain control measures to reduce secondary environmental risks. - **Scientific Prediction and Preparation**: - Develop scientific prediction capabilities to respond promptly to future epidemic rebounds. - Restore normal public life and production based on the "One Health" concept, promoting coordinated development of global human and environmental health. ### Summary The paper emphasizes the importance of environmental factors in public health emergency response and proposes a series of specific measures to enhance countries' ability to respond to future pandemics. By strengthening environmental protection, virus monitoring, scientific disinfection, and wastewater management, pandemics can be effectively prevented and controlled, reducing their impact on human health and ecosystems.
