Abstract:This paper investigates how to exert extensive effort to implement "streamlining administration and tax cuts" reform in the service sector in China. In our conceptual framework, four hypotheses are proposed. One general hypothesis is that tax burden and regulations have negative effects on the development of the service sector, and the other three hypotheses explore the effects vary by economic development level, economic cycle and industry categories. Using province-level panel data set over the period 2004-2013, we find strong evidence that four hypotheses are confirmed. This suggests that "streamlining administration and tax cuts" reform should be implemented according to different conditions in terms of locality, time and industries.

Abstract:The document, Recommendations on China’s 12th National Economic and Social Development Master Plan (the 12Five Year Plan: 12FYP) has been issued on 27 October 2010. It proposes the overall goal and ten strategic tasks during the 12 FYP. Following that the 11th National People’s Congress approved the 12 FYP in March 2011. Generally speaking, the development trend in the 12 FYP is more emphasized on the inclusive growth which is a development modality focused on the equality of opportunity in terms of access to markets, resources, and unbiased regulatory environment for businesses and individuals. This development modality attaches great importance to green growth and sustainable development in terms of energy efficiency and emission reduction, environmental protection and resource conservation. Furthermore, green growth and low carbon economy are two terms that are getting more and more attention from public. Both the government and academy circles have frequently emphasized the application of these two strategies in solving environmental issues and sustaining economic growth in the context of global economic crisis since 2008.
1 A Separate Environmental Tax for China : A Scheme Design and Its Implement

Abstract:Construction of Chinese environmental taxation system could greatly promote establishment of an intensive style economic development mode and a sustainable consumption manner, and could provide policy guarantee for an eco-civilization and environmentally friendly society. China has already had the foundation to reform the current tax system to construct a separate environmental tax (SET) which is parallel to other taxes such as resources tax. Based on rich experiences in OECD countries, the challenges of environmental protection and socioeconomic conditions of China, a SET for China was designed, mainly including the systematic framework, function setting, four tax items, tax bases and rates, pollution charge reform, tax collecting model, potential tax income and influences of SET. Under the SET four tax items and bases are designed as emission tax item, polluting product tax item, ecological conservation tax item and carbon tax item It is expected that the revenue of SET amount to 233 billion RMB yuan and is about 6% of national fiscal income and 1.1% of GDP based on the tax base in 2006. The key affected industries will be that with high energy consumption intensities, such as electricity, material and transportation.

Abstract:In this paper,Separated Environmental Tax(SET) was designed based on the status quo and needs of Chinese environmental protection and rich experiences of some OECD membership countries.The designed SET scheme was consisted of four categories of taxes,which are Taxation on Pollution Emissions,Taxation on Special Products,Ecological Protection Taxation,and Taxation on Carbon Emissions.Three substitutive tax levying and management patterns are brought forward.The first is that SET could be checked and ratified by the environmental protection departments and levied by the tax departments.The second ia that SET could be accounted by the environmental protection departments,checked and ratified by the tax departments.The third is that both the levying and managing function of the SET could be set on the tax departments.According to the suggested scheme,taking the taxation bases in 2006 as a basis,the total tax revenues in China could reach 233 billion yuan RMB.SET was suggested as a tax shared by the central government and the local governments,and the proportion between the central and the local could be set as 8∶2 with the local government sharing the larger part.Tax revenues should be arranged as environmental protection funds under the governmental finance at various levels and specialized in environmental protection fields.When SET was set up,wholly neutral taxation burden and synchronously tax and fee reforming principles should be adhered by;Construction and reformation of SET should take an strategy of being easy at first,then difficult,and step by step,and finally set up a financial and tax system that could sustain the Scientific Development Outlook.

Abstract:Previous research examined Chinese tax administration based on the perception of the lack of the rule of law, and the situation of a low rate of tax litigation in China is interpreted as a result of non-rule-based administration. This article, by looking at large enterprises' tax administration in China, establishes that the relatively harmonious relationship between taxpayers and tax authorities is a result of the implementation of preventive tax policies, in particular, a combination of incentives, punishment and respectful treatment of taxpayers. The Chinese government also adopts new legal measures and constraints to improve the legitimacy and fairness of tax administrative work. This article reflects the progress made in China in pursuit of the target of 'governing the country in accordance with law' (i.e. the rule by law) and indicates the potential in further developing the rule of law with Chinese hallmarks.

Abstract:Chinese government built and sustained a simple public service system based on egalitarianism and "from cradle to grave" in the pre-reform era. During 1980s and 1990s, public service reform was going on slowly with characters of urban-rural dichotomy, socialization, marketization and localization. Since 2002, Chinese government tried her best to build a more complete and universal public service system through reforms of social policy, fiscal regime and service provision mechanism. However, there are still many serious issues despite of great achievements: the proportions of public service spending to total fiscal spending still lower; the service standards far away from the true public needs; the obvious disparities among urban-rural, groups and regions remained. It is urgent for Chinese government to actively advance social policy reform and public service’s institution and mechanism innovation.
Reform Agenda For The Building Of Service-Oriented Government In China: Implications From Welfare Regime Analysis

Abstract:Universal provision of basic public services has defined as the target of China's transformation towards a "service oriented government". By exploring the welfare regime in China, it is found that the rationale of welfare regime of China has followed "productivism" or developmentalism ideology for the last three decades with main features such as social policy subordinates to the economic policy; government acts as regulator rather than provider and so on as other East Asian economies have done. Further more, the unique combination of the "household registered system" with the welfare entitlement and the decentralized fiscal and welfare responsibility system have produced welfare gaps beyond the income gaps between urban and rural, East and West, rich and poor. Therefore, to achieve the target of the service-oriented government, a deliberated reform agenda on household registration system, welfare entitlement system, fiscal system and the local government accountability system is urgently need.

The Chinese Approach to Transfer Pricing: Problems Faced and Paths to Improvement

Abstract:With the increasing integration of the Chinese market into the global economy, China’s tax policy on transfer pricing and its tax administration influence extremely large numbers of cross-border transactions between China and other states. China has suffered heavy revenue loss from transfer pricing manipulation. Since 2008, Chinese tax authorities have paid special attention to such tax avoidance methods. By examining the Chinese approach to transfer pricing based on publicly available information, this article analyses the reasons for the perceived aggressiveness of Chinese tax authorities in dealing with transfer pricing issues, and the inconsistency between the statutory endorsement of the arm’s length principle and the approach adopted in practice by tax authorities. Measures to improve the efficiency of the administration of transfer pricing in China are proposed.

Abstract:In recent years, the economic slowdown growth has been continuing in China, in tandem with the difficult situations faced by the world emerging economies, it could weaken the confidence of the world economic recovery. China is now facing many structural problems and fiscal reform is one of the fundamental ways to make structural changes that may help with sustainable development. In the introductory paper, the coordinators of this Special Issue of the Singapore Economic Review contextualize the contributions that follow the broader debates on fiscal reform and sustainable development in China, particularly with the summary of reality and vision, options for improvement, international perspectives and consolidation of taxation reform and legislation, running through the collection of papers. They conclude with suggestions for policy decision as well as for further research.

Abstract:In the era of economic and political modernization,the construction of fiscal and tax system under the rule of law plays an important part in the progress of reform,and is also an effective method in creating a new situation.We face the conflicts between one interest and another.Similar conflicts exist between stability and transformation,and between representative democracy and administrative efficiency.Therefore,the prospects need to be studied.In order to make a breakthrough,we ought to set fiscal and tax law in the right position,adjust the structure of legislative bodies,accelerate the making and amending of laws,and straighten out the relationship between legislation and reform.During the integral construction,the power of revenue raising and budget approval of the National People's Congress should be particularly strengthened.Therefore,we can create a better fiscal and tax legal system,uphold the idea of the rule of law,make power allocation more harmoniously,and ultimately achieve the goal of good governance under the rule of law.

Abstract:Green growth is not only an important way to build ecological civilization and promote economic transformation, but also the core essence of ensuring high-quality economic development in the new development stage. Optimization of tax system design is a key measure to release institutional dividend to promote green development. From the perspective of tax reform, this paper analyzes the current situation and the challenges of tax greening in China in recent years, and puts forward general thoughts and suggestions on how to promote green development at the new stage so as to create a two-wheel drive mechanism of carbon tax and environmental protection tax, lead the structural reform of China’s tax system, continuously improve tax regulation, and construct a green tax system with multiple taxes and means to cooperate with each other and to regulate it comprehensively and effectively.

Abstract:The practice of China's tax modernization construction has accumulated rich experience for the modernization of tax collection and management, while the new era, accelerating the modernization construction with Chinese characteristics, has put forward new requirements of the times for the modernization of tax collection and management. The Opinions on Further Deepening the Reform of Tax Collection and Administration of the Central Office and the State Office pointed out that it is necessary to comprehensively push forward the digital upgrading and intelligent transformation of tax collection and administration, and to holistically and integrally improve the effectiveness of tax governance. The State Administration of Taxation has also repeatedly requested that the construction of smart tax supported by tax big data should be pushed forward to provide more powerful data support for the modernization of tax collection and management. This paper takes smart tax construction as the research background, analyzes the problems of modernization of tax collection and administration in the new period, and on this basis puts forward the suggestions of optimizing system design, strengthening tax governance by numbers, transforming the way of tax management and service, and perfecting the mechanism of talent cultivation, etc., in an attempt to explore the path of development of modernization of tax collection and administration.

Abstract:The issues of tax administration, the taxation of intangible assets, and tax collection are pertinent to almost every national economy, and they are becoming even more complex with rapid digitalization. Alongside these challenges of old contradictions and the emergence of new challenges, the modern economy structure also offers opportunities enabled by advanced digital solutions. This article examines the People’s Republic of China’s (PRC) experience researching and addressing taxation problems in the context of rapid digitalization. Three components of the digital economy, which are characteristic of any country, have been identified: the information and communications industry, traditional industries, and digital management. The main tax collection problems in the PRC economy, which is actively transitioning to the digital stage of development, are summarized. The opinions of Chinese researchers on reforming the country’s tax system were studied, and principles for building such a system in the new realities were compiled based on their insights. A situation is developing in Russia that is similar to China’s, enabling a more active exchange of experience between the two countries and, to a certain extent, the synchronization of taxation systems in the digital sphere to strengthen economic cooperation between China and the Russian Federation.

Abstract:Being an important part of tax law system, the Law of Tax Collection and Management needs proper amendment to enhance the transition realization from management to service of the tax administration organ in order to better guarantee the right of taxpayers. In this tax collection and management field, developed countries have much experience worth learning both in basic theories and in specific systems. So, considering the amendment of this law, the reform of ‘two first’ and the tax agent system should be focused on, a tax-related information sharing system needs to be set up, and the convergence with relevant laws requires to be solved. Fundamentally speaking, no matter in concept or in system, the respect and guarantee of the right of taxpayers should be manifested to achieve‘the rule of good law’ in tax collection and management ifeld.

Abstract:This paper discusses the challenges faced by China's public sector, and provides policy suggestions on how to solve China's problems such as income inequality, weak social security, and environmental damage through public finance reforms. China now faces both increasing demand for income transfers and public goods provisions and growing pressure to lower business taxes. To insure social stability and to promote sustainable growth, the government should provide more public consumption goods and services, cut government personnel and administrative expenditures, optimize the tax system, allow tax exemption on private donations to encourage private donations, and grant local governments some right to enact tax laws and issue bonds for local public goods financing.

Abstract:Since the reform and opening-up,China has witnessed thirty years of the taxation law construction.During the process from the reform and opening-up in 1978 to joining into WTO formally in 2001,and from the reform of business taxation in 1984 to the reform of tax sharing in 1994,then to the consolidation of the taxes imposure on overseas-funded enterprises and domestic enterprises in 2008,taxation by law has experienced great changes in China.Facing increasingly tense international competition,we need to draw the lessons over thirty years in a sincere way and establish more solid foundation for future developments.

Abstract:The cultural industry is recognized as one of the most promising industries in the 21st century due to its wide coverage, strong plasticity, strong adaptability, low environmental pollution and strong relevance. Promoting the development of the cultural industry through fiscal and tax policies is a common practice in the country today. Therefore, it is necessary to continuously improve cultural and economic policies and allocate financial resources reasonably; through effective government guidance, reduce the burden on enterprises and encourage cultural enterprises to innovate; ensure the high-quality supply of cultural products and improve the core competitiveness of the cultural industry. This paper analyzes the advantages and disadvantages of fiscal and taxation policies related to the development of the cultural industry, draws on the fiscal and taxation policies of developed countries, and puts forward relevant countermeasures and suggestions for promoting the better development of China's cultural industry based on national conditions.
