Abstract:Several countries have imposed either a ban or a tax on single-use plastic packaging, motivated by their contribution to marine plastic pollution. This may lead consumers to opt for similar unregulated substitutes, potentially undermining or even counteracting the intended effect of the policy instrument. The purpose of this study is to theoretically and empirically compare the environmental and welfare effects of the first-best Pigouvian taxes on both plastic bags and a substitute (paper bags), with two alternative second-best policy instruments: a tax on plastic products alone, and a common uniform tax on all packaging materials. The empirical analysis accounts for two different types of environmental externalities from the use of both bag types: marine pollution and greenhouse gas emissions. It also compares results for two countries, Denmark and the USA, which differ in the demand for plastic and paper bags. The theoretical analysis shows that a unilateral tax on plastic bags should equal the marginal environmental damage of plastic bags minus a fraction of the marginal environmental cost of paper bags, hence being lower than the Pigouvian tax. The optimal common tax should equal a weighted average of the marginal environmental damage of the two bag types and would be lower than the Pigouvian tax on plastics if the marginal external cost of plastic bags exceeds that for paper bags. The empirical analysis shows that for default parameters, the variation in tax level across the studied scenarios is small. It also shows that if Pigouvian taxes cannot be implemented, a common uniform tax on both bag types would result in a higher welfare gain than a tax on plastic bags alone. Sensitivity analysis reveals that the level of the second-best taxes and their associated environmental and welfare impacts are sensitive to assumptions regarding the littering rate and decay rate of plastic bags in the marine environment.

Abstract:Bans on single-use plastic shopping bags (SUPBs) are a popular policy to tackle plastic pollution. However, their success has been evaluated solely based on reduced SUPBs consumption, ignoring the impacts of substitutes. This article addresses this gap by analyzing the Chilean plastic bag ban law. Results show a reduction of ~249 kilotons of SUPBs consumed and a change in the materiality of shopping bags (mainly toward paper), but also an increase of more than 50% of bin liners after the enactment of the ban. Despite some undesired effects, an improvement in the environmental performance of the bag market is obtained in fifteen of the eighteen categories studied. The environmental impacts are on average 38% lower than in the counterfactual scenario. This suggests that the law is being effective in protecting the environment. The strictness of the ban and its rapid enforcement were positive aspects of its design, but ignoring the end-of-life of the bags could be limiting its impact. To reduce the environmental impact of substitutes, it is recommended to create design guidelines for shopping bags and bin liners.

Abstract:Abstract The devastating impacts that bio-degradable products such as plastic bags are having on human health, wildlife, and the environment is enormous, especially single-use once. Single-use plastics are non-biodegradable products and does not undergo biological decomposition nor degenerate. This review examines various government regulations targeted at changing behaviour against plastic bags consumption and their effectiveness. Following a rigorous search in 13 databases, including PubMed, Science Direct, Springer Nature, etc. only 17 peer-reviewed journal articles that are published between 2000 and 2019 and met the inclusion criteria were included in the study. Each study’s methodological quality was assessed using the GRADE system, and data were extracted using a uniquely designed form. The results revealed that regulations based solely on the thickness of plastic bags does not reduce plastic bags consumption. However, regulations focused on banning ‘single-use’ plastic bag usage, imposing higher taxes and levies on consumers, significantly reduce plastic bags consumption. Overall, the latter is considered the most effective. Also, the results show that attitude, perception and behaviour change toward bio-degradable products or climate-friendly behaviour can be significantly influenced by public policy or regulations. Although the behaviour seems short-lived in some countries, therefore further studies need to probe on why. Also, the absence of a national regulatory strategy in North America reduced the inclusion of studies from the region, hence need for more research focusing on sub-national regulations.

Abstract:In trying to address plastic bag pollution, governments around the world have recently adopted legislation that bans or discourages the use of single-use plastic bags. This study examines the variation in types of plastic bag legislation, and the extent to which geographic, socio-economic and political factors contribute to the adoption of single-use plastic bag legislation in the US. Using National Conference of State Legislatures, US Census, and plastic industry data, the study describes how plastic bag legislation varies among states, and identifies key factors that explain why states adopt plastic bag legislation. Findings indicate that plastic bag legislation varies by geography and political control of state legislatures. Additionally, results indicate that states in which local legislation has been adopted are more likely to adopt state-wide legislation. Finally, this study finds that shoreline mileage, green state index, and presence of state preemption laws to be strong predictors of plastic bag legislation adoption. Through its findings, the study informs policy makers about possible avenues that lead to the adoption of plastic bag legislation and discusses implications about implementation.

Abstract:Plastic bags, though commonly used for packaging of goods, are highly durable and non-biodegradable. Plastic bag litter serves as a negative environmental externality detrimental to animal health and natural beauty of the environment. In an effort to curtail the excessive use of plastic bags in Botswana, the government introduced a plastic levy targeted at consumers at retail points. This study uses primary data collected from 367 respondents randomly selected from six geospatially and purposively selected shopping malls to determine the consumers’ willingness to pay (WTP) for continued plastic bag usage and their willingness to accept (WTA) to shift to eco-friendly alternatives. The results of the study revealed that open dumping and burning of plastic litter are more common in Maun than in Gaborone. It also showed that there is a significant relationship between the level of education and WTP. Further, there is a significant variation in income and education in respect to environmental awareness. The government should improve its efforts of sensitizing the public about the improper disposal of plastic bags.

Abstract:Abstract Plastic grocery bags can casue a variety of environmental problems. Plastic bags pollute the air through their life cycle, from raw material extraction and manufacturing process to the disposal. The raw materials to produce plastic bags are mainly crude oil and natural gas, and the extraction process of those raw materials can cause the emission of a considerable amount of air pollutants to the atmosphere. In addition, plastic bags can also cause water pollution and soil pollution. Countries around the world have issued bans and tax measures to reduce the use of plastic grocery bags. At the same time, a variety of alternative options have been created and promoted to replace the use of plastic bags, including paper bags, jute bags, and other biodegradable bags. Each alternative has its advantages and disadvantages. After analysis of the environmental impacts and the practicability of plastic bags and their alternatives, we evaluated the feasibility of the utilization of alternative grocery bags under difference occasions as well as corresponding policy measures. Finally, we proposed several suggestions to mitigate the problem of plastic bag pollution, including developing new degradable bag technologies and reusing grocery bags.

Abstract:Plastic pollution has emerged as a global challenge necessitating collective efforts to mitigate its adverse environmental consequences. International negotiations are currently underway to establish a global plastic treaty. Emphasizing the need for solution-orientated research, rather than focusing on further defining the problems of widespread environmental occurrence and ecological impacts, this paper extracts insights and draws key patterns that are relevant for these international negotiations. The analysis reveals that (i) environmental rather than human health concerns have been the predominant driving force behind previous regulations targeting pollutants, and (ii) the decision to ban or discontinue the use of harmful pollutants is primarily affected by the availability of viable substitutes. These two key findings are relevant to the discussions of the ongoing Intergovernmental Negotiating Committee (INC) on the global plastic treaty and underscore the recognition of environmental consequences associated with plastic pollution while emphasizing the need to enhance the knowledge base of potential human health risks. Leveraging the availability of substitutes can significantly contribute to the development and implementation of effective strategies aimed at reducing plastic usage and corresponding pollution.

Abstract:The study investigates the repercussions of the ban on Plastic Bags Business in Cabanatuan City, aiming to define respondent profiles, highlight encountered issues, evaluate business aspects, and propose strategies to address the ban's impact. It seeks to understand the ban's effect on sales/profits and weighs the advantages and disadvantages of plastic bag use. Utilizing a questionnaire, the researcher surveyed ten respondents across two public markets in Cabanatuan City. The focus encompassed problems faced, delving into marketing, financial, and socio-environmental aspects. Findings suggest that despite the ban, plastic bag owners perceive their business as profitable. They attribute this profitability to the perceived greater utility of plastic bags compared to alternative eco-friendly options. The study's significance lies in shedding light on the ban's impact on business operations and financial viability. It emphasizes the perceived profitability of plastic bag sales despite the ban, challenging assumptions about the ban's detrimental effects on business. To date, there is a dearth of research on the actual impact of the SSBT on the pricing. Method This study involved an examination of the relative cost of leading brand full-sugar and sugar-free carbonated soft drinks in a convenience sample of 14 different Irish supermarkets. In light of manufacturers’ reformulation of certain brands (7UP, Sprite and Fanta), information was collected on the relative in-store pricing of three brands (Coca Cola, Pepsi and Club). Results In-store comparisons of equivalent size and unit number indicate that, in ~60% of cases, the full-sugar and sugar-free versions of the same drink are being offered at the same price. Even when full-sugar versions of these brands were more expensive than the sugar-free alternatives, the price differential was sometimes less than the SSBT rate. Conclusions The pass-through rate of the SSBT to consumers is sub-optimal. Future policy and research suggestions are outlined.

Abstract:The international community has been continuously discussing carbon tax as a means to tackle climate change. In July 2021 came the announcement of the European Union's Carbon Border Adjustment Mechanism (CBAM). Many countries have expressed their concerns over its impact on their economies. This article reviews a total of ten articles, including eight journal papers, one policy paper and one news article, related to the implementation of carbon tax. Two distinct perspectives over carbon tax can be discerned from this literature review. One sees that the introduction of carbon taxes can help to mitigate climate change. Another sees it leading to negative economic ripple effects, acting as a new kind of tax-free barrier. The CBAM policy itself is still just beginning to be implemented, so no one is sure how the outcome of its implementation will affect each country's economic structure. Neither is it clear how to do a detailed estimation without first knowing to what extent implementation of carbon tax would harm economic structure within developing countries, as well as the potential countermeasures and responses of each country. This review hopes to contribute to further studies in order to better understand the impact of carbon tax and carbon emissions reduction, in consideration of each country's economic structure and feature, can help countries prepare for its implementation.
Life cycle environmental impacts of consumer packaging products in Japan

Abstract:Several Japanese companies and the government are recently promoting a plastic ban and imposing a tax levy to curb litter and reduce greenhouse gas emissions. This has led to a rapid rise of nonplastic packaging alternatives. While plastics and litter are pressing concerns, it is paramount to examine environmental risks of other alternatives before wide application and legislative action, to not further the risk of environmental damage. This study aims to quantify and compare plastic products such as polyethylene-terephthalate (PET) bottles and high-density polyethylene (HDPE) bags with widely available alternatives in Japan like glass bottles, aluminum bottles, paper bags, and textile bags, to find a product with the least environmental impact. A life cycle assessment is conducted from a cradle-to-grave environmental impact approach that includes raw material extraction, production, transportation, end-of-life treatment, and disposal. Sixteen impact categories including climate change, acidification, aquatic-toxicity, so forth, and weighing is assessed using the MiLCA software. The functional unit is one piece of each packaging product, and impacts of product-filling, storage, recycling, and reuse are excluded for a consistent comparison. HDPE bags performed better than paper and textile bags in 15 of the 16 analyzed impact categories. Similarly, PET bottles outperformed aluminum and glass bottles in 12 out of the 16 impact categories analyzed. Weighted results also highlight the heightened negative environmental impacts of replacing plastic packaging with widely available alternatives.

Looking beyond the banning of lightweight bags: analysing the role of plastic (and fuel) impacts in waste collection at a Portuguese city

Abstract:The purpose of this work is to assess the environmental impacts of the collection of mixed municipal solid waste (MSW) in a selected neighbourhood of the Portuguese city of Aveiro. To this purpose, the main elements necessary for the collection process (carrier bags, dustbins, street containers and vehicles) were analysed applying the life cycle assessment methodology, making use of locally gathered data. The main impacts associated with this activity are mostly related to the use of polyethylene plastic bags to carry the waste from the household to the waste container, and to the fuel consumption of collection vehicle that picks MSW from street containers and transports it to the treatment facility. The impacts associated with the plastic bags were primarily due to their disposal in a sanitary landfill after use and secondarily to the consumption of fossil raw materials required for their production. Given the relative high impact of the plastic bags, alternative scenarios were tested: using bags entirely produced with recycled polyethylene and bags produced with bio-based plastics derived from starch (TPS) and from wastewater (PHA). PHA bio-based bags were found to perform slightly better than conventional high-density polyethylene (HDPE) bags, but HDPE bags with 100% recycled content remained as the environmentally best option. A sensitivity analysis was performed to check the influence of bag size. Regarding the fuel consumption by collection vehicles, a comparison was performed to check how site-specific conditions can influence the impact of this activity, resulting in remarkably higher consumptions when local data were used instead of reference databases.

Abstract:Plastic usage increases year by year, and the growing trend is projected to continue. However as of 2017, only 9% of the 9 billion tons of plastic ever produced had been recycled leaving large amounts of plastics to contaminate the environment, resulting in important negative health and economic impacts. Curbing this trend is a major challenge that requires urgent and multifaceted action. Based on scientific and gray literature mainly published during the last 10 years, this review summarizes key solutions currently in use globally that have the potential to address at scale the plastic and microplastic contaminations from source to sea. They include technologies to control plastics in solid wastes (i.e. mechanical and chemical plastic recycling or incineration), in-stream (i.e. booms and clean-up boats, trash racks, and sea bins), and microplastics (i.e. stormwater, municipal wastewater and drinking water treatment), as well as general policy measures (i.e. measures to support the informal sector, bans, enforcement of levies, voluntary measures, extended producer responsibility, measures to enhance recycling and guidelines, standards and protocols to guide activities and interventions) to reduce use, reuse, and recycle plastics and microplastics in support of the technological options. The review discusses the effectiveness, capital expenditure, and operation and maintenance costs of the different technologies, the cost of implementation of policy measures, and the suitability of each solution under various conditions. This guidance is expected to help policymakers and practitioners address, in a sustainable and cost-efficient way, the plastic and microplastic management problem using technologies and policy instruments suitable in their local context.

Abstract:The nature of carbon tariff is analyzed firstly.Then it is generalized whether carbon tariff is legal or not.More emphasis is put on measuring carbon dioxide emissions in international trade,the impact of carbon tariff on international trade,and the countermeasures.It is found that the reality of carbon tariff is trade barrier in the name of protecting environment.Although the majority of foreign researchers have not given a clear answer to the question whether it is legal or not,most domestic researchers think there are no reasonable foundations to carry out carbon tariff.There are some limitations in existing literatures,such as in the areas of analytical framework,methodologies,and objects of study.Future research will be directed as follows: strengthening theoretical analysis,innovating analytical methodologies,and expanding research areas.

Factors influencing the reduction of plastic bag consumption in Cambodian supermarkets

Abstract:In 2017, the Royal Government of Cambodia (RGC) introduced Sub- Decree 168 on the Management of Plastic Bags. It legislated that a 0.10 USD fee would be paid by consumers for each plastic bag they were provided at a supermarket. However, the reduction in plastic bag consumption by supermarkets has been quite limited. This paper analyses the factors that influence the reduction of plastic bag use by supermarket customers in Phnom Penh. It considers socioeconomic characteristics, access to information, existing knowledge, attitudes, and practices, as well as the willingness to pay a fee to use a plastic bag. A survey of 403 customers in five supermarkets was conducted to assess these factors. The study reveals that lack of available information, and poor knowledge, attitudes, and practices presented challenges for the goal of reducing plastic consumption in supermarkets. The inconvenience of a reduction in plastic bag use was found to result in negative attitudes towards the fee. Plastic bag consumption remained high at 1 to 7 bags per visit to a supermarket. Willingness-to-pay the scheduled fee was shown to have minimal influence on the number of plastic bags they used. Thus, this study recommends an increase in the fee to 0.125 USD per bag. A binary logistic regression was used to show that greater access to information, as well as changes in knowledge, attitudes, information, would have a significant influence on the reduction of plastic bag use in supermarkets.

Abstract:Plastics have become an integral part of daily human life for the last 50 years because, due to their durability, low cost and ease of construction, they have replaced many other materials. However, the same characteristics that make plastics particularly desirable are also what make them ubiquitous in the environment, especially as much of the plastic is designed to be discarded almost immediately after use. This study investigates the opinion and behavior concerning the current use of plastics, their end-of-life (recycling) scenario, and the potential for their replacement with more sustainable and biodegradable materials in Greece and Lebanon. The survey was conducted during April and May 2021 in the main cities of the two countries. The data were collected using a structured questionnaire. The questionnaires were analyzed, using simple descriptive statistics, chi-square test and PCA analysis. The results show that even if the respondents of both countries stated significant awareness of environmental issues, they often use single-use plastics. Furthermore, the respondents (in both Greece and Lebanon) say that it would be fair to pay more for products in a package made of biodegradable materials. Finally, the statistical analysis of the results shows that in both Greece and Lebanon, there is a small increase in the use of reusable products during the COVID-19 pandemic compared to before the pandemic.
