Abstract:Romania has a favorable agricultural potential thanks to its topography, climatic features, water resources and fertile soils. In the historical process, it was also a granary or bread basket for the states that ruled in the region. In the last century, there have been a series of political regime changes in the country that have caused the agricultural structure to change to a great extent. During the Cold War period (1945-1990), almost all of the agricultural lands in Romania, which was located in the eastern bloc and ruled by communism, were directly operated by the state. In the post-1990 period, as a result of Romania's transition from the communist system to a liberal economy, large-scale state farms were closed. State-owned agricultural lands were shared with the public, allowing the majority of the population to own land. As a result, agricultural lands divided into small parcels lost their economic character and took on a subsistence character. Romania's policy of opening up in the economy in the 1990s and the fact that the value of the large and fertile agricultural lands in the country is quite low compared to EU countries attracted the attention of foreign investors, especially multinational agricultural companies. Multinational companies started to operate intensively in the country by purchasing small-scale agricultural lands from their owners or consolidating them by renting for many years. Foreign agricultural companies started to export the agricultural products they produced directly abroad by using intensive methods based on machine agriculture on the lands they acquired in Romania. This situation in Romania, which is frequently encountered in developing countries, is expressed with terms such as "land seizure" or "land closure". The phenomenon of "land closure", which tends to become widespread in Eastern Europe, will be examined on the scale of Romania and will be discussed from a geographical perspective in the light of available data and statistics. In this study covering the years 1990 to 2020, the change of land ownership in Romania by the state, individual producers and businesses with legal personality is revealed. The changes in the cultivation area, production amount and productivity of corn, wheat and sunflower, which are among the products that provide great profitability in large lands suitable for mechanized agriculture, are shown in the form of tables.
