Green Bond Issuance and Air Quality Improvement: Chinese and International Evidence

Abstract:We find that green bond issuance is followed by improvement in the issuance city’s air quality, using city-level data from China. The result is especially strong if the green bonds are issued for air improvement projects, and if the green bonds are certified by independent third parties, issued by listed firms, or issued by non-state-owned enterprises. The results are robust when various weather conditions as well as city and time fixed effects are all controlled. We further conduct transboundary analysis using information from multiple meteorological data sharing networks, including China Meteorological Data Service Centre, NASA Goddard Earth Sciences Data and Information Services Center, and Google Maps. We find that green bond issuance in one city helps to improve the air quality of its adjacent downwind cities when the wind speed is ideal (neither too high nor too low) for inter-city atmospheric transport. The evidence not only helps to establish the causal inference, but also reveals the spillover effect of green bond issuance. Finally, we document similar international evidence using data from 546 unique cities in 28 countries/regions: city-level green bond issuance improves air quality of both the issuance city and its adjacent cities, and the magnitude of the transboundary effect decreases monotonically with the inter-city distance.
