Abstract:New Labour's third White Paper promised the revitalization of local government after ten years of control freakery. It does not, however, live up to the promise of a ‘new localism’. The tenor of the paper is moralising and prescriptive, claims to a new approach belied by the government's negative response to Lyons. Proposals for reform are ambiguous, offering no guarantees against back-door centralisation. Such cause as there may be for optimism largely depends on the capacity of localities to take the initiative. A fundamental debate about the role of local government, local democracy and the relationship between centre and locality is therefore still needed. Given the preponderance of path dependencies, strategic dilemmas and structural constraints upon the centre, the demand for local democracy will have to be initiated, voiced and organised by local citizens and councillors themselves.

Abstract:The Abbott Government announced its White Paper review of the Australian Federation on June 28, 2014. Set against this backdrop, discussions of the future of Australian local government may provoke an assumption that its role will be cruelled. However, reflection suggests that such an assumption is misplaced. In particular, when the complexities of regionalism in Australia are considered, the potential role of local government begs revisiting. We argue that local government ought to adopt a forthright position in the current debate, particularly with respect to financial reform.

Abstract:In South Africa, the demands expected of local government appear to be beyond the capacity of many municipalities across the country, and the problem can be traced back to governance and service delivery capabilities. Municipalities face a variety of obstacles, yet they are all obligated by law and the public to be responsive and accountable to the public. The study of urban governance in South Africa is based on a multi-level analytical framework and an interpretivist paradigm, using a qualitative research methodology. Poor leadership at both the political and administrative levels has resulted in a lack of monitoring and responsibility, which has been abused for self-interest. This has resulted in a lack of capability to carry out the local government’s mandate. Municipalities are characterised by disproportionate power distribution in decision-making. This does not allow for meaningful interaction or consultation with decision-makers, who are responsive to the needs and aspirations of the broader community in each municipality. These problems can be attributed to poor governance, resulting in service delivery failure. On a local level, this scenario has been exacerbated by internal disputes and broken politics, which has influenced governance procedures. Effective service delivery requires more than just efficient governance. It also requires a focus on the social structure and institutional norms that affect community members’ ability to change their own lives. To put it another way, governance and service delivery are inextricably linked.

Abstract:The provision of section 7 of 1999 Constitution by apex court judgment and extra-judicial pronouncements put local governments under the apron of state government. This control has been in the front burner of discourse in Nigerian politics since 1999 till date especially grassroots governance. The paper examines state-local relations from legal and operational view- points, illustrates how state government set aside the intent of 1999 Constitution that institute local government system properly organized, monitored supervised by state level. The paper adopted developmental theory as its framework as propounded by Lele, Zamani, Ola & Adamolekun. The data were collected through primary and secondary source; relevant data were analyzed supplemented with in- depth interview subjected to descriptive and infernal statistical analysis. Pearson Product Movement Correlation was used to analyze dependent and independent variables while t-test was employed to test the hypotheses. The paper found out that local level has failed because state government refuse has failed to perform their responsibilities in line with the tenets of the 1999 Constitution and other extant laws. There is need for an efficient and effective local government system on the premise of federal decentralized system. It has been noted that the existing legal framework require adjustment by granting local level, state assembly and state judiciary autonomy to checkmate the excess of state level. In accomplishing this will improve the interaction, cooperation and relation for a virile local government system in Nigeria.

Abstract:Local government (LG) is the third tier of government that is domesticated at the grassroots level outside the State and Federal governments. LGs are established to ensure effective governance at the local level. Nigeria adopted federal system that envisages autonomy for every level of government. Contrarily, there has been the issue of LG inability to ensure the provision of quality infrastructural and developmental projects, its inability to initiate, implement and execute projects at the localities according to constitutional provisions. All these are attributed to the state government dominance of the affairs of LGs. As such, this paper intends to x-ray the implications of local government autonomy to quality service delivery on the grassroots populace, especially in the areas of political, administrative and fiscal autonomy. We considered Systems theory as apt for this paper. Methodologically, qualitative approach was used. Extant literatures were conceptually and empirically reviewed. Conclusively, we observed significant low service delivery hugely linked to lack of LGs autonomy. To this extent we recommend that LGs should be granted autonomy in order to enhance effectiveness, efficiency and quality service delivery to the people at the grassroots.

However, in the process of implementing digital public administration, there are consequences which the society at large is likely to experience more especially the poor people in the rural villages of South Africa. Digital transformation of public administrations is a way of trying to fasten the service delivery, and make the services cheaper and better, and save time. E-government improves efficiency and increases user-friendliness and accessibility. It also helps promote ethical practices and reduce the risks of corruption in the public sector. Effective e government is so critical in public administration today because majority of the people are using technology to access some of the services, although the poor are still struggling. Abstract:This paper argues that the proposals for strengthening local political leadership outlined in the 2006 British government White Paper ‘Strong and Prosperous Communities’ are based on an unconvincing, methodologically flawed analysis of the benefits of strong individual leadership. The extent to which the continued dominance of the party group is inimical to the exercise of executive political leadership is analysed and a number of scenarios that highlight circumstances in which there is a mismatch between the party allegiance of the leader and the composition of the council are then put forward and the implications for ‘strong’ political leadership discussed. The conclusion emphasises the importance of a continuing role for local parties and party groups in the post-White Paper era.

Abstract:The establishment of local governments in Nigeria was motivated by the need for administrative convenience and development. The peculiarities of the grassroots government, according to efficiency service theorists, would engender national development. The purposes of the study, using mixed methods, were to investigate the challenge of state interference and the implications on service delivery in Ado Local Government Area, Ekiti State, Nigeria between 2011 – 2021. Primary data involved the use of online questionnaire and observation. The total of 103 respondents responded to the online questionnaires used for the analysis. Sources of secondary data include textbooks, reputable journals, and the internet. Primary data was analyzed statistically using frequencies, percentages and pie chart while content analysis was used for secondary data. The study discovers that state governments have been shortchanging local governments in Nigeria through their interference. The paper recommends political and financial autonomy for the local government to enhance sustainable development.

Abstract:The democratic transition on the African continent has been accompanied by problems of poor governance, poor administration, third terms and centralized power, electoral administration conundrums, and corruption. This paper examines the overarching problems in Africa, including electoral challenges, the third term and centralization of power, societal, social, and economic governance, and the death of ethics. This is a desktop study, also known as a conceptual study, that is based on Asante's Afrocentricity Theory, which provides pedagogical thinking about power, dominance, racism, and the need to escape victimization. The findings of the article reveal that many African countries, including South Africa, Zimbabwe, Uganda, and Nigeria, face significant challenges due to poor governance and maladministration. The paper concludes by stating that to address the challenge of poor governance and maladministration in African countries, a multifaceted approach is necessary. One potential innovative solution is to increase transparency and accountability in government institutions using technology and data-driven decision-making. This could involve the implementation of digital systems for monitoring and reporting on government activities as well as the creation of independent oversight committees to ensure public officials are held accountable for their actions.

Abstract:This paper aims to unpack the relationship between the development administration and local government in fostering socio-economic development. the paper argues that the effective implementation of the development administration sufficiently contributes to local government productivity in delivering government development-oriented services and programs. Development administration includes strengthening administrative capabilities. Development administration covers a wide range of techniques used by large organizations, most notably the government to implement plans and policies that are meant to assist them in achieving their developmental objectives. The main goal of development administration is to create a better social, political, and economic environment. The local government plays a crucial role in Africa's economic development trajectory. the paper is conceptual in nature as relies heavily on secondary data and existing literature to address the answer to the inherent argument. from the literature, authors derived findings such as a lack of adequate political capability and politicization of development, corruption, lack of accountability, low priority of quality assurance, poor monitoring, and evaluation of socioeconomic policies, excessive political control, poor capacity development, nepotism, lack of community participation, resources constraints, inter alia. the study recommends that further research should be conducted in all municipalities within South Africa to detect the problem associated with development administration for effective enhancement of socio-economic development as well as reinforcing and easing the sustainable development in local government. since public administration is regarded as a social science discipline the study contributes to the field of public administration and development as it deals with assessing and resolving the social, political, and economic problems that affect day to day life of communities. Abstract:The concept of open data has rapidly permeated the design and implementation of local government systems. Coupled with appropriate requisite and appropriate Information and Communication Technologies (ICTs), public services are delivered on open platforms and domains further opening up transparency and accountability. Embedded on Open Government Data and e-government, South Africa is pushing to mitigate corruption and inefficiency in its public delivery platforms, especially at the local government levels. Using extensive literature review exploring both scholarly sources, policy and strategy documents from both the public and private sector, this chapter aims to provide a deeper understanding of the role of open data by local municipalities in South Africa. It will briefly discuss the importance of open data to local government in order to benefit its community especially in the realm of contemporary public governance models, discuss ways of promoting citizen participation, and, most importantly, offer necessary aspects for municipal officials to consider before formalising transparency policies. It is intended to help local government officials take first steps in creating municipal transparency and openness policies.

Abstract:In conventional participatory paradigm, it is significant to involve citizens in decision- making processes in projects that affect their lives. Citizen participation enhances transparency and legitimacy as well as accountability and responsiveness from those entrusted with public office. In Zimbabwe, the constitutionalisation of local governance has seen a provision obligating Central Government to support devolution through the provision of financial resources. This article explores opportunities provided by the constitution through an elaborate discussion of devolution rolled out by the Government in Zimbabwe. Practical examples of the implementation of devolution projects in different districts in the country are given. The presentation of financial allocation of devolution funds are evidence of commitment by Government to implement devolution as a community empowerment initiative.Gleanings from available literature concluded that it has been worthwhile to constitutionalise Local Governance in Zimbabwe.
Reform Agenda For The Building Of Service-Oriented Government In China: Implications From Welfare Regime Analysis

Abstract:Universal provision of basic public services has defined as the target of China's transformation towards a "service oriented government". By exploring the welfare regime in China, it is found that the rationale of welfare regime of China has followed "productivism" or developmentalism ideology for the last three decades with main features such as social policy subordinates to the economic policy; government acts as regulator rather than provider and so on as other East Asian economies have done. Further more, the unique combination of the "household registered system" with the welfare entitlement and the decentralized fiscal and welfare responsibility system have produced welfare gaps beyond the income gaps between urban and rural, East and West, rich and poor. Therefore, to achieve the target of the service-oriented government, a deliberated reform agenda on household registration system, welfare entitlement system, fiscal system and the local government accountability system is urgently need.
The Interplay between Civil Society and Local Government in South Africa: Conflict and Collaboration in the Delivery of Public Services

Abstract:In recent years, following the dawn of democracy in South Africa, there has been a renewed thrust by civic organisations in matters of local-level service provision. The role of formal and informal organisations in highlighting inadequate provision of basic services by municipalities has attracted the attention of, first, the media, and now researchers and policymakers alike. The interest is mainly due to the abrupt and often violent nature of civic involvement in service delivery protests often directed at local municipalities in diverse and far-flung areas of the country. In this conceptual paper, a discussion of civic involvement in pre- and post-South Africa’s democratic local government is advanced by exploring the historical development of civic organisations' role, notably how that role has been reconfigured since the dawn of South Africa’s democracy. In the context of poorly resourced municipalities, a critique of collaborative ventures in developing and delivering essential water and sanitation services is provided while exploring the complexities of network governance arrangements and the opportunities they present for livelihoods. The paper then concludes by looking at prospects for the future and making recommendations on how poorly resourced municipalities could leverage civil society organisations’ role through collaborative network governance for the greater good of promoting sustainable livelihoods in South Africa.

Abstract:The aim of this study was to create an accounting-auditing framework that supports good corporate governance in local authorities in Zimbabwe. The study was driven by the low corporate governance index in all Zimbabwean local administrations. Low index contributed to inadequate service delivery in all Zimbabwean authorities. Existing literature shows that some elements of the internal audit may be used to enhance corporate governance in local authorities. It was against this background that this study sought to determine the extent to which some elements of the internal audit may be used to promote corporate governance. Pragmatism research philosophy guided the study. Due to this philosophy, mixed research design was used. The study examined the relationship between internal auditing pillars and corporate governance in local authorities using an explanatory research design. Data was gathered from internal auditing members at three local government and Accounting Association of Zimbabwe members A probability and non-probability sampling strategies were utilized to create 250 participants. The quantitative data was analysed using regression, and correlation. Qualitative data was analysed using the thematic approach. The study found that internal auditing dimensions, including audit committee, audit quality, and consulting role of internal audit, are crucial for the promotion of good corporate governance in local authorities. The study revealed that increasing the scope of internal audit to include three dimensions is crucial for building strong corporate practices in local authorities. The study found that improving the effectiveness of the three internal audit dimensions involves focusing on moderating factors such as audit committee independence, accounting experience/professional capacities, size of the audit committee, funding of internal auditing processes, internal audit staff competences, and stakeholder engagement. The study found that the three internal audit dimensions and six moderating factors can serve as a framework for local authorities to enhance good corporate governance. To promote excellent corporate governance, local authorities should adapt and expand their internal auditing operations and procedures to effectively develop and use the three dimensions and moderating elements in enhancing good corporate governance in addition to their traditional finance controlling mandate. The study suggests that local authorities adopt the presented framework which focuses on three pillars and 6 moderating variables. Future research may examine the framework’s effectiveness in other local authorities not included in this study.

Abstract:Local government is closer to the citizens and serves as a vehicle for democracy and service delivery in South Africa. Municipalities in South Africa face a significant challenge when it comes to managing public finances to provide effective and efficient services. Corruption, financial mismanagement, wasteful and fruitless expenditure, irregular expenditures, governance failure, lack of consequence, management, insufficient skills, and capacity are among the challenges. These factors have delivered an enormous setback to service delivery, and citizens are bearing the brunt of the burden. The most difficult situation in local government is that municipalities' finances are deteriorating year after year. According to the Auditor General of South Africa (AGSA), "the audit outcomes were in a poor state at the end of the previous administration's term, and this state did not improve in 2021-22." It is critical for the local government sphere to promote financial sustainability because most South African citizens rely on government services because the economy no longer provides favourable economic benefits such as employment that citizens can leverage. The goal of this paper is to investigate how professionalising South African municipal public finances can help to stabilise public funds. The qualitative method was used, which included a review of secondary sources on the topic at hand.
Local government reform in China: a rational actor perspective

Abstract:There has been a series of comprehensive reform initiatives in recent Chinese history aimed at improving bureaucratic efficiency, flexibility and innovation through management and fiscal decentralization. The local government sector in China carries major functional responsibilities from economic development to social welfare provision. It is responsible for over 70 percent of total government expenditure. Now, in the new millennium, the Chinese central government seeks to transform local government as part of its market liberalization strategy. This includes ‘privatizing’ local enterprises (a process begun during the 1990s) and a rationalization of local bureaucracy. Although still a highly centralized administration, there has been a significant move away from a uniform approach to local government where now differentiation between regions and localities is actively encouraged. Within a still tightly constrained political structure, however, the reforms have done more than improve China’s economic output. They have created incentives for local officials to engage in rent seeking and utility-maximizing behaviours. The article explores the reform initiatives and critically assesses results against this background.

Abstract:After twenty-three years of the fourth democratic republic in Nigeria, there is a strong temptation to presume that democracy has taken firm roots at the grassroots. However, the whimsical manner by which the state Governors have subverted and hijacked the Local Governments (LGs) structures in their respective states suggests the contrary. The 1999 Constitution of the Federal Republic of Nigeria (as amended) makes provisions for elected LG Councils, yet, the Governors having being in firm charge have rendered these provisions illusory. They toy with the autonomy and vitality of the LGs, interfering and removing elected LG officials at their fancies. This study assesses the role of the state Governors in the determination of representations at the LG level in Nigeria and its effects in providing credible leadership for rural development. Data were gathered through primary and secondary sources such as 1999 Constitution of the Federal Republic of Nigeria (as amended), books relevant to the present study, peer review journal articles, judicial precedents, internet materials and newspaper reports. The above data were subject to content analysis. The paper finds that the LG elections in Nigeria are not given premium position by many state governments which robs the nation of a structured leadership development avenue. It also finds that the Electoral Management Body in the states are not independent. The paper, therefore, proffers Constitutional reforms as the way out of the wood. This will not only stop the Governors from acting capriciously and as omnipotent emperors, it will also allow the LGs enhance their capacity for optimum utilization of local initiatives through democratic means.

Abstract:This paper explores the role of local governance structures at community level in mobilising community action in the redevelopment of recreational facilities in former mine townships in the Copperbelt Province. These facilities are experiencing a management quandary resulting from the privatisation of the mining conglomerate, ZCCM, in the late 1990s. This paper argues that every society has a way of reorganising itself when such vacuums in management occur. Growing literature places this research agenda within “self-organising”, “co-production”, “self-managing”, etc. Underpinning these self-organising processes are local governance structures devised by communities themselves, which include various actors being involved in the decision making and management processes for community development. In modern societies, the role of these structures is often underplayed and only realised when a vacuum appears in the management as is the case for formerly mine-owned recreational facilities in Copperbelt towns. A multi-case study approach was adopted in this mixed method research to determine the communities’ ability to regenerate the dilapidated recreation centres. The research found that the communities had the social capital required to drive the regeneration process, exhibited by the benevolence shown to each other, the willingness to participate in activities at the recreation centres and the availability of self-organising associations. Additionally, the local structures were able to self-organise and participate in decision making and management required for successful community development.
