Abstract:ABSTRACT There is an implicit assumption in most work that the parameters calibrated based on observations remain valid for future climatic conditions. However, this might not be true due to parameter instability. This paper investigates the uncertainty and transferability of parameters in a hydrological model under climate change. Parameter transferability is investigated with three parameter sets identified for different climatic conditions, which are: wet, intermediate and dry. A parameter set based on the baseline period (1961–1990) is also investigated for comparison. For uncertainty analysis, a k-simulation set approach is proposed instead of employing the traditional optimization method which uses a single best-fit parameter set. The results show that the parameter set from the wet sub-period performs the best when transferred into wet climate condition, while the parameter set from the baseline period is the most appropriate when transferred into dry climate condition. The largest uncertainty of simulated daily high flows for 2011–2040 is from the parameter set trained in the dry sub-period, while that of simulated daily medium and low flows lies in the parameter set from the intermediate calibration sub-period. For annual changes in the future period, the uncertainty with the parameter set from the intermediate sub-period is the largest, followed by the wet sub-period and dry sub-period. Compared with high and medium flows/runoffs, the uncertainty of low flows/runoffs is much smaller for both simulated daily flows and annual runoffs. For seasonal runoffs, the largest uncertainty is from the intermediate sub-period, while the smallest is from the dry sub-period. Apart from that, the largest uncertainty can be observed for spring runoffs and the lowest one for autumn runoffs. Compared with the traditional optimization method, the k-simulation set approach shows many more advantages, particularly being able to provide uncertainty information to decision support for watershed management under climate change. Abstract:Water resources planning and design problems, such as the sequencing of water supply infrastructure, are often complicated by deep uncertainty, including changes in population dynamics and the impact of climate change. To handle such uncertainties, robustness can be used to assess system performance, but its calculation typically involves many scenarios and hence is computationally expensive. Consequently, robustness has usually not been included as a formal optimization objective, but is considered post-optimization. To address this shortcoming, an approach is developed that uses metamodels (surrogates of computationally expensive simulation models) to calculate robustness and other objectives. This enables robustness to be considered explicitly as an objective within a multi-objective optimization framework. The approach is demonstrated for a water-supply sources sequencing problem in Adelaide, South Australia. The results indicate the approach can identify optimal trade-offs between robustness, cost and environmental objectives, which would otherwise not have been possible using commonly available computational resources.
Responses of hydropower generation and sustainability to changes in reservoir policy, climate and land use under uncertainty: A case study of Xinanjiang Reservoir in China

Abstract:Climate and land use changes will affect the hydrological regime, and therefore hydropower. This study which aims to develop a novel modeling framework, does not only determine the changes in hydropower generation and sustainability, but also provide robust operating rules for handling uncertainty attributed to both climate and land use changes, using Xinanjiang Reservoir in Eastern China as a case study. Specifically, projections of five bias-corrected and downscaled General Circulation Models (GCMs) and three modeled land uses representing a range of tradeoffs between ecological protection and urban development are employed to drive the Soil and Water Assessment Tool (SWAT) and to predict streamflow under 15 scenarios. We then develop a set of robust rule curves to consider the potential uncertainty in reservoir inflow and to increase hydropower generation, and a baseline rule is presented for comparison. Results show that both robust and baseline rules increase hydropower generation with increasing reservoir inflows in future, but the robust rule yields better hydropower generation, sustainability and efficiency. The streamflow under the rapid urbanization scenarios differs from that under other scenarios, but there are no significant differences in hydropower among scenarios corresponding to the non-linear relationship between streamflow and hydropower change. Our findings highlight the potential to improve water resource utilization in the future, especially based on the robust operating rule considering optimization and uncertainty, and can provide references for future hydropower planning to the other existing plants.

Abstract:Operational streamflow forecasting is critically important to managers of river basins that supply water, hydropower, and flood protection. While seasonal water supply forecasts (WSFs) are important for long‐term water resources planning operations, shorter term (e.g., 1–5 weeks) streamflow forecasts are critical for balancing water conservation with flood risk during wet periods. In this study, we designed a streamflow forecasting system with the water resources group at the Salt River Project (SRP), a provider of water and power to millions of customers in central Arizona (AZ), to provide streamflow forecasts for a diverse and operationally important set of watersheds in AZ. The forecast system uses machine learning to make seasonal WSFs, a rainfall–runoff model driven by ensemble meteorological forecasts to make 35‐day streamflow forecasts, and an innovative approach to improve the WSFs based on the 35‐day streamflow forecasts. This model integration allows for an assessment of the impact of different meteorological forecasts on WSFs, helping SRP to balance water conservation goals with shorter term flood risks. In addition, seasonal WSFs are improved in the early winter when they incorporate the 35‐day streamflow predictions. Furthermore, these improvements are larger than when they incorporate 7‐day streamflow predictions, demonstrating the value of using subseasonal to seasonal (S2S, >1–2 weeks) forecasts to improve seasonal WSFs in these watersheds.

Abstract:Water resources planning and management requires the estimation of extreme design events. Anticipated climate change is playing an increasingly prominent role in the planning and design of long-lived infrastructure, as changes to climate forcings are expected to alter the distribution of extremes in ways and to extents that are difficult to predict. One approach is to use climate projections to force hydrologic models, but this raises two challenges. First, global climate models generally focus on much larger scales than are relevant to hydrologic design, and regional climate models that better capture small scale dynamics are too computationally expensive for large ensemble analyses. Second, hydrologic models systematically misrepresent the variance and higher moments of streamflow response to climate, resulting in a mischaracterization of the extreme flows of most interest. To address both issues, we propose a new framework for non-stationary risk-based hydrologic design that combines a stochastic weather generator (SWG) that accurately replicates basin-scale weather and a stochastic watershed model (SWM) that accurately represents the distribution of extreme flows. The joint SWG-SWM framework can generate large ensembles of future hydrologic simulations under varying climate conditions, from which design statistics and their uncertainties can be estimated. The SWG-SWM framework is demonstrated for the Squannacook River in the Northeast United States. Standard approaches to design flows, like the T-year flood, are difficult to interpret under non-stationarity, but the SWG-SWM simulations can readily be adapted to risk and reliability metrics which bare the same interpretation under stationary and non-stationary conditions. As an example, we provide an analysis comparing the use of risk and more traditional T-year design events, and conclude that risk-based metrics have the potential to reduce regret of over- and under-design compared to traditional return-period based analyses.

Abstract:Due to the impact of global climate change and land use changes, the spatiotemporal distribution and water cycle processes of watershed water resources are affected. In order to sustainably manage watershed water resources, it is necessary to accurately assess the available water volume to meet the coordinated management of the watershed's socio-economic subsystem and eco-environment subsystem. The amount of Bluewater resources (BW) is closely related to the amount of Greenwater resources (GW). BW is directly related to human consumption in the socio-economic subsystem, while GW is used to maintain the health of the ecosystem. A method called the integrated simulation-optimization modeling system (ISOMS) was developed to evaluate adaptive strategies for dealing with the combined effects of climate change and land-use changes. ISOMS not only predicts future hydrological trends under varying environmental conditions but also generates comprehensive risk management plans that incorporate different types of uncertainties, including random and fuzzy factors. The Copula function is introduced to handle the interaction between available BW and available GW. The results showed that: (i) uncertainties in the hydrologic system could result in alterations to the distribution of water resources; (ii) system benefits are, to some extent, affected by land use change and climate change; (iii) the shortage of BW is affected by the level of risk, and the joint risk increases, resulting in an increase in water scarcity; (iv) the planned annual agricultural water consumption is the highest, followed by domestic water consumption, and industrial water consumption is the lowest. Through the results of the model operation, the joint risk assessment and adaptive management of BW and GW in the East River Basin (ERB) under changing environments, as well as the BW allocation plan, are obtained to provide support for scientific and reasonable resource collaborative decision-making and promote the synchronized advancement of the socio-economic subsystem and eco-environment subsystem in the ERB.

Abstract:In this article, we present the use of the coupled land surface model and groundwater flow model SWAT-MODFLOW with the decision support tool WEAP (Water Evaluation and Planning software) to predict future surface-water abstraction scenarios in a complex river basin under conditions of climate change. The modelling framework is applied to the Dee River catchment in Wales, United Kingdom. Regarding hydrology, the coupled model improves overall water balance and low-streamflow conditions compared with a stand-alone SWAT model. The calibrated SWAT-MODFLOW is employed with high-resolution climate model data from the UKCP18 project with the future scenario of RCP85 from 2020 to 2040. Then, water supply results from SWAT-MODFLOW are fed into WEAP as input for the river reach in the downstream region of the river basin. This system is utilized to create various future scenarios of the surface-water abstraction of public water supply in the downstream region—maximum licensed withdraw, 50% authorized abstractions, monthly time series with 1% increases in water use, and maximum water withdraw per year based on historical records repeated every year with 1% increases in water use—to estimate the unmet demands and streamflow requirement. This modelling approach can be used in other river basins to manage scenarios of supply and demand.

Abstract:Potential impacts of climate change on the hydrological components of the Goodwater Creek Experimental Watershed were assessed using climate datasets from the Coupled Model Intercomparison Project Phase 5 and Soil and Water Assessment Tool (SWAT). Historical and future ensembles of downscaled precipitation and temperature, and modeled water yield, surface runoff, and evapotranspiration, were compared. Ensemble SWAT results indicate increased springtime precipitation, water yield, surface runoff and a shift in evapotranspiration peak one month earlier in the future. To evaluate the performance of model spatial resolution, gridded surface runoff estimated by Lund–Potsdam–Jena managed Land (LPJmL) and Jena Diversity-Dynamic Global Vegetation model (JeDi-DGVM) were compared to SWAT. Long-term comparison shows a 6–8% higher average annual runoff prediction for LPJmL, and a 5–30% lower prediction for JeDi-DGVM, compared to SWAT. Although annual runoff showed little change for LPJmL, monthly runoff projection under-predicted peak runoff and over-predicted low runoff for LPJmL compared to SWAT. The reasons for these differences include differences in spatial resolution of model inputs and mathematical representation of the physical processes. Results indicate benefits of impact assessments at local scales with heterogeneous sets of parameters to adequately represent extreme conditions that are muted in global gridded model studies by spatial averaging over large study domains.

Abstract:Efficient allocation of water resources in irrigation districts can alleviate regional water shortages and promote sustainable irrigated agriculture development. However, existing research on water resource allocation in irrigation districts does not address the lack of coordination within the "diversion-delivery-irrigation" chain for multiple water sources and users in a changing environment. Hence, poor water supply and demand matching, low efficiency and poor climate change responses pose challenges for efficient water resource allocation in irrigation districts. Therefore, this study couples the SWAT runoff simulation model with a multiobjective nonlinear programming model and proposes a weather-driven dynamic and optimal allocation model for multiple water sources. This model accounts for fluctuations in water supply and fine-tunes the allocation of water resources to different water sources, different channels and different crop fertility periods in the irrigation area. The model is designed to achieve synergistic improvements in water supply and demand, economic efficiency, equity in water distribution and efficiency in water use. The model was applied to the Qindeli Irrigation District in Heilongjiang Province. The results show that an increase in water supply at the head of the channel promotes a synergistic increase in economic efficiency and water supply and demand matching. This model can improve water use efficiency under water scarcity by reasonably optimizing the water use structure of the irrigation district. Compared with the traditional irrigation method, the optimized model saves 4 % of water and increases yield by 399 kg/ha, economic efficiency by 0.2 yuan per cubic meter of water, water use efficiency by 9 %, and water supply and demand matching by >80 % at all stages of fertility. The model ensures that water resources are allocated in an equitable manner at all levels.

Abstract:In China, the allocation of water rights in river basins is customarily determined by annual mean volumes of water resources. However, seasonal variability of water availability should be considered for an effective and flexible allocation policy. This paper summarizes a framework for seasonal water allocation. It proposes a modified rule for seasonal water allocation on the basis of the traditional rule used in China and introduces a risk analysis model to assess the performance improvement of the proposed rule when dealing with hydrologic variability in the context of a water rights system. The framework and models were applied to the Shiyang River Basin, Gansu Province, China, and they indicated that seasonally allocated water under the modified rule is more stable and has a lower risk for water use than a rule based on annual mean volumes. This leads to more reliable supplies over the seasons and could provide an effective method for water rights operation in the Shiyang River Basin. Abstract:Stochastic Watershed Models (SWMs) are emerging tools in hydrologic modeling used to propagate uncertainty into model predictions by adding samples of model error to deterministic simulations. One of the most promising uses of SWMs is uncertainty propagation for hydrologic simulations under climate change. However, a core challenge is that the historical predictive uncertainty may not correctly characterize the error distribution under future climate. For example, the frequency of physical processes (e.g., snow accumulation and melt) may change under climate change, and so too may the frequency of errors associated with those processes. In this work, we explore for the first time non‐stationarity in hydrologic model errors under climate change in an idealized experimental design. We fit one hydrologic model to historical observations, and then fit a second model to the simulations of the first, treating the first model as the true hydrologic system. We then force both models with climate change impacted meteorology and investigate changes to the error distribution between the models. We develop a hybrid machine learning method that maps model state variables to predictive errors, allowing for non‐stationary error distributions based on changes in the frequency of model states. We find that this procedure provides an internally consistent methodology to overcome stationarity assumptions in error modeling and offers an important advance for implementing SWMs under climate change. We test this method on three hydrologically distinct watersheds in California (Feather River, Sacramento River, Calaveras River), finding that the hybrid model performs best in larger and less flashy basins.

Abstract:<p>An integrated simulation-optimization modeling system (ISOMS) approach was developed for assessing adaptive strategies in response to coupled impacts of climate and landuse variations. The ISOMS can not only reflect future hydrological trends under changing environment, but also provide water-allocation plans under various uncertainties expressed as random or fuzzy feature systematically. A case study of Anning River Basin with dry and warm characteristics in the upper Yangtze River was applied to inspect the model's applicability. A range of alternatives to adaptive strategies were generated under combinations of climate and landuse scenarios with different satisfaction levels. Results reveal that: (i) there exist increasing trend of temperature and precipitation in future period (2021-2050); (ii) the streamflow variation is more sensitive to climate change than landuse change; (iii) the hydrologic system uncertainties would lead to changes in water resources allocation; (iv) a low level of uncertainty satisfaction or a high level of violation risk would reduce the system reliability for the water resources system. The ISOMS approach has tremendous significance for evaluating hydrologic variations with complicated uncertainties, and providing optimal water allocation schemes responding to the coupled impacts of climate and landuse variations among society, economy and environment.</p>

Abstract:This study examines the influence of climate change on hydrological processes, particularly runoff, and how it affects managing water resources and ecosystem sustainability. It uses CMIP6 data to analyze changes in runoff patterns under different Shared Socioeconomic Pathways (SSP). This study also uses a Deep belief network (DBN) and a Modified Sparrow Search Optimizer (MSSO) to enhance the runoff forecasting capabilities of the SWAT model. DBN can learn complex patterns in the data and improve the accuracy of runoff forecasting. The meta-heuristic algorithm optimizes the models through iterative search processes and finds the optimal parameter configuration in the SWAT model. The Optimal SWAT Model accurately predicts runoff patterns, with high precision in capturing variability, a strong connection between projected and actual data, and minimal inaccuracy in its predictions, as indicated by an ENS score of 0.7152 and an R 2 coefficient of determination of 0.8012. The outcomes of the forecasts illustrated that the runoff will decrease in the coming years, which could threaten the water source. Therefore, managers should manage water resources with awareness of these conditions.

Abstract:This research examines the impacts of climate change and socio-economic variables on the hydrological cycle, reservoir water management, and hydropower capacity at the Gezhouba Dam. The Gezhouba Dam serves as a crucial hydroelectric power station and dam, playing a vital role in regulating river flow and generating electricity. In this study, an innovative method is employed, combining the Soil and Water Assessment Tool (SWAT), Support Vector Regression (SVR), and Long Short-Term Memory (LSTM) models. This model is optimized using the Developed Thermal Exchange Optimizer. This optimized combined model significantly enhances the reliability and precision of the forecasting inflow and reservoir levels. By utilizing the Canadian Earth System Model version 5 (CanESM5), we examine climate variables across various scenarios of Representative Concentration Pathway (RCP) and Shared Socioeconomic Pathway (SSP). Under the SSP5-RCP8.5 scenario, the most aggressive in terms of emissions, we project a temperature rise of 2.6 % and a precipitation decrease of 2.7 %. This scenario leads to the most substantial changes in the hydrological cycle and altered river flow patterns. The results show a direct correlation between precipitation and inflow (0.952) and a strong inverse correlation between temperature and inflow (0.893). The study predicts significant decreases in all flow metrics, with mean high flow (Q5) periods affecting hydropower generation, especially under the SSP5-RCP8.5 scenario. Additionally, the filling frequency rate (FFR) and mean filling level (MFL) are projected to decrease, with a more pronounced decline in the far future, indicating a potential compromise of the reservoir's water storage and power generation capabilities, especially under the SSP5-RCP8.5 scenario.

Abstract:Changes in water balance variables are essential in planning and management. Two major factors affecting these variables are climate change and land use change. Few researches have been done to investigate the combined effect of the land use change and climate change using projections. In this study the hydrological processes in Upper Choctawhatchee River Watershed were modeled using the Soil and Water Assessment Tool (SWAT) to investigate the impacts of climate and land use change. We integrated land use projection based in the Shared Socioeconomic Pathways with future climate data to study the combined effects on Hydrological response of the watershed. Future rainfall and temperature, for two time periods, were obtained using General Climate Models to provide SWAT with the climatic forcing in order to project water balance variables. The simulation was carried out under two radiative forcing pathways of RCP4.5 and RCP6.0. Land use change focused on urbanization dominated the climate changes. Impacts on water balance variables differed seasonally. Results showed surface runoff experienced major changes under both emissions scenarios in some months up to 5 times increase. Among the water balance variables, evapotranspiration (ET) as the least dominant pathway for water loss showed the modest changes with the largest decrease during fall and summer. Projection indicated more frequent extreme behavior regarding water balance during midcentury. Discharge was estimated to increase through the year and the highest changes were projected during summer and fall with 186.3% increase in November under RCP6.0. Relying on rainfall for farming along with reduced agricultural landuse (11.8%) and increased urban area (47%) and population growth would likely make the water use efficiency critical. The model demonstrated satisfactory performance, capturing the hydrologic parameters. It thus can be used for further modelling of water quality to determine the sustainable conservation practices and extreme weather events such as hurricane and tropical storms.

Abstract:Water supply reservoir management is based on long-term management policies which depend on customer demands and seasonal hydrologic changes. However, increasing frequency and intensity of precipitation events is necessitating the short-term management of such reservoirs to reduce downstream flooding. Operational management of reservoirs at hourly/daily timescales is challenging due to the uncertainty associated with the inflow forecasts and the volumes in the reservoir. We present an ensemble-based streamflow prediction and optimization framework consisting of a regional scale hydrologic model forced with ensemble precipitation inputs to obtain probabilistic inflows to the reservoir. A multi-objective dynamic programming model was used to obtain optimized release strategies accounting for the inflow uncertainties. The proposed framework was evaluated at a water supply reservoir in the Hackensack River basin in New Jersey during Hurricanes Irene and Sandy. Hurricane Irene resulted in the overtopping of the dam despite releases made in anticipation of the event and resulted in severe downstream flooding. Hurricane Sandy was characterized by low rainfall, however, raised significant concerns of flooding given the nature of the event. The improvement in NSE for the Hurricane Irene inflows from 0.5 to 0.76 and reduction of the spread of PBIAS with decreasing lead times resulted in improvements in the forecast informed releases. This study provides perspectives on the benefits of the proposed forecasting and optimization framework in reducing the decision making burden on the operator by providing the uncertainties associated with the inflows, releases and the water levels in the reservoir.

Abstract:Future climate change will alter regional hydrometeorological conditions, which poses significant risks to the operation of inter-basin water diversion projects in the future. Most previous studies focused on adaptive operations under climate change. Few studies examined how to best manage risks and quantify the effect of climate change on objective losses. This paper intends to present a systematic approach for runoff prediction, impact analysis on objectives, and risk assessment under climate models. The Xin'AnJiang hydrological model, single-objective and multi-objective reservoir operation models, and risk assessment model of multiple schemes are integrated into this approach. Taking the inter-basin water diversion project from Hanjiang to Weihe River as a case, the study has made three contributions. First, the negative impacts of climate change on water transfer, net power generation, and transformation ratio between them are quantified. Second, the difference in water transfer scale between single-objective and multi-objective caused by climate change is analyzed. Third, to recommend scheduling schemes balancing benefits and risks and coping strategies to help policymakers mitigate the inevitable harmful effect of climate change. Consequently, it is extremely necessary to prepare to deal with the risks of insufficient water transfer and nip them in the bud.

Abstract:Meeting ecological water requirements (EWRs) is important for maintaining watershed system stability in many arid and semi-arid areas. Rainfall–runoff relationships under changing climate conditions could have many adverse effects on EWRs. The inherent uncertainties in water resource management and potential variations in EWRs should be considered to obtain suitable water allocation strategies under climate change. In this study, an integrated approach was proposed through incorporation of copula functions and a Markov Chain Monte Carlo (MCMC) simulation into a chance-constrained programming (CCP) model. The proposed approach had several advantages for water resource allocation under variable climatic conditions with respect to the following: (a) tackling correlated features of rainfall and watershed inflow under climate change based on copula–MCMC simulations, (b) obtaining runoff distributions using the copula sampling method under multiple climate change scenarios, (c) analyzing fluctuations in EWRs based on variable monthly flows and diverse runoff distributions, and (d) obtaining desired water allocation strategies through the developed CCP model with consideration of EWRs and water shortage risk. Application of the developed method to water resource management in the city of Dalian (China) indicated that the EWRs in the watersheds of Dalian would exhibit large variations under changing climatic conditions. Moreover, in comparison with the supply in 2025, an increase in water supply transferred from the Dahuofang Reservoir (Hun River) would be 6942–33,772, 6942–25,472, and 2849–14,259 Mt with risk tolerance levels of 20%, 50%, and 80%, respectively.

Abstract:Water resource management models, used to anticipate global change impact on water system performance, are classically a crude representation of real water systems. This paper analyzes how the representation of the management model may influence estimates of changes in performance for a multiobjective water reservoir in the French Alps. We consider three management strategy representations named as clear-, short- and far-sighted management. They are based on different forecastability degrees of seasonal inflows into the reservoir. The strategies are optimized using a Dynamic Programming algorithm (deterministic for clear-sighted and implicit stochastic for short- and far-sighted). Changes in system performance are estimated for a multimodel multimember ensemble of hydroclimatic simulations under the SRES-A1B emission scenario. They are much more influenced by changes in hydro-meteorological variables than by the strategy representation. The simple clear-sighted management representation has a quite similar effect as the far-sighted one supposedly closer to real world. The short-sighted representation misestimates the system performance, especially when inter-annual inflow variability is high.
