Abstract:This research aims to identify the development of the digital economy and its impact on welfare and economic growth in Singapore and Thailand. The two countries allocate a budget for the specific purpose of building a broadband network all over the country. This national broadband network will help bridge the gap digital divide and encourage modern economic development through e-commerce. However, in its application or implementation, there are many differences between the two countries in their achievements. The method used in this study is Qualitative Research Method. It uses the Literature Review Method to understand better the state of digital economy growth in both countries. Based on the comparison of the results, Singapore is far superior in average internet speed. Although high internet speed lags, however, in the field of e-commerce and means of payment electronics, Thailand is much more accessible compared to Singapore.

Abstract:The objective of this study is to gain a better understanding of the FinTech landscape in the ASEAN region and how it has been evolving within each country. The FinTech ecosystem is constituted of interrelated and purposively congruent stakeholders, including FinTech companies, financial institutions, investment firms, accelerators/incubators and regulators and policymakers. The ASEAN FinTech Ecosystem Benchmarking Study examines the different FinTech business models that have emerged, the main business strategies taken to market, the types of customers served, and the principal technology innovations being adopted. In addition, the report provides an opportunity for FinTech firms to share their views on the main priorities to expand outside of their home country, how regulations are impacting their businesses, their level of innovation, as well as the key risk factors that may hinder their growth and scale. A FinTech taxonomy has been developed to classify the FinTech firms and is referenced below. The analysis focuses on the top five FinTech business models based on the number of responses. In addition, the report provides key insights and perspectives of the FinTech landscape for the top five ASEAN countries (based on the number of responses).

Abstract:Readiness for the adoption of Automated Software Engineering (ASE) tools and techniques can vary according to the size and maturity of software companies. ASE tools and techniques have been adopted by large or ultra-large software companies. However, little is known about the adoption of ASE tools and techniques in small and medium-sized software enterprises (SSMEs) in emerging countries, and the challenges faced by such companies. We study the adoption of ASE tools and techniques for software measurement, static code analysis, continuous integration, and software testing, and the respective challenges faced by software developers in Thailand, a developing country with a growing software economy which mainly consists of SSMEs (similar to other developing countries). Based on the answers from 103 Thai participants in an online survey, we found that Thai software developers are somewhat familiar with ASE tools and agree that adopting such tools would be beneficial. Most of the developers do not use software measurement or static code analysis tools due to a lack of knowledge or experience but agree that their use would be useful. Continuous integration tools have been used with some difficulties. Lastly, although automated testing tools are adopted despite several serious challenges, many developers are still testing the software manually. We call for improvements in ASE tools to be easier to use in order to lower the barrier to adoption in small and medium-sized software enterprises (SSMEs) in developing countries.

Abstract:“Journalism and Communication Transformation in Thailand under the Disruption of Digital Technology in the 21st Century” aims to study: 1) The current situation relevant to competency development in Journalism & Communication in Thailand, and 2) The future demands relevant to competency development in Journalism & Communication in Thailand. Mix methods are quantitative research with e-questionnaire among 48 academia and qualitative researches by Focus Group Discussion among 10 stakeholders from all levels. Descriptive statistics and narration were used for data analysis. Findings and discussion are: 1) The current situation relevant to competency development in Journalism & Communication in Thailand found a) most of teachers working as the full-time basis in the public universities followed by the private universities; and b) subjects taught are General Communication, Media theories, Research, and Project-base implementation. 2) The future top demands relevant to competency development in Journalism & Communication in Thailand found: a) the importance task is “get information to the public quickly”; b) the position of journalists is “be transparent about the working process”; c) the un-acceptable professional ethics are; i) “claim to be somebody else”; ii); “use confidential government or personal documents without authorization”; and iii) “publish a story with unverified content”; d) the direction of professional journalism that should be “redefined” in the 21st century is: “more about social responsibility and less about earning money”; e) the qualifications of the journalists in the next ten years are; i) “know current events and context”; ii) “discover newsworthy issues on the basis of in-depth research”; and iii) “organise contributions from the public; f) the future labour market for Journalism students within the next 10 years found most in “freelancing; and g) the qualification of the Journalism teachers in the next 10 years is “having knowledge in a specialised field”. The overall findings found aligned with the current demands of this digital disruption era, the functions of journalists, communicators acquiring the qualities of digital multimedia, digital multi-tasks or mastering with digital media capacity such as working with information via modern digital technologies. Thus, journalism and communication education in this digital era must be integrated designed agilely among all sectors in the digital technology ecology: humanism, digital technology and media with its well fit designed by all appropriated educational pedagogies.
E-Government Information Quality: A Case Study of Thailand

Abstract:E-government information quality model is proposed. The model suggests that there are five groups of information quality dimensions that should be considered when assessing the quality of information provided by e-government for citizens. These five groups of information quality dimensions are: Availability, Objectivity, Utility, Integrity, and Confidentiality. Nineteen Thai ministry websites were surveyed based on the proposed e-government information quality model. It was found that the availability and confidentiality of information seem to get lower attention from Thai ministries, this might make citizens feel less confident in e-government.

Abstract:Information and Communication Technology (ICT) is increasingly playing a pivotal role in the delivery of healthcare services. Effective use of ICT in the health sector has the potential to improve the efficiency of health care and public health service delivery. Health is affected profoundly by the application of ICT, which changes the way people can access knowledge and the way they communicate with one another daily (Mechael, 2005). Telemedicine, mobile health and electronic health applications have improved the delivery of healthcare services, disease management and disease awareness. It cannot be overemphasised that the deployment of these technologies has enabled the timely access and the sharing of more accurate health information between healthcare professionals and patients. This paper discusses a comparative analysis of the usage of ICT in health care, specifically in the countries of South Africa, Tanzania and Malawi. The study was conducted by examining scientific research papers in journals and conference proceedings. The paper has revealed that there are disparities in the usage of ICT within the Southern African Development Community (SADC) regions, especially among South Africa, Tanzania and Malawi. In general, SADC faces a lot of challenges such as lack of financial resources, poor infrastructure and lack of cyber-legislation. However, the situation in the SADC region can improve if there is a harmonization of cyber-legislation. Apart from improving infrastructure, there is also a need to increase trade and ecommerce among member countries.

Abstract:The rapid development in information and communications technologies (ICTs) has created a wealth of opportunities for businesses and societies around the world. Yet, the disparity in the ICT adoption between developed and developing countries, often referred to as the Digital Divide, continues to widen. As a result, the digital divide has remained an issue of significant importance to policy-makers and scholars. In an effort to measure the magnitude of the digital divide and monitor how the disparity evolves over time, the United Nations commissioned the development of a comprehensive ICT Development Index (IDI) in 2009. The objective of this paper is to extend the methodology used in the IDI project and other scientific results presented in previous research to measure the digital divide. Using data mining techniques, we analyze ICT profiles from 154 countries to provide a rigorous quantitative assessment of the digital divide. In addition to analyzing the digital divide at the global level, we present our results at a regional level by identifying countries that are leaders and followers in their respective geographical area. Moreover, our analysis found that between 2002 and 2007, nine countries have made a significant progress in ICT adoption such that they have transitioned into a group previously consisting primarily of developed countries.

Abstract:Abstract Subject and purpose of work This paper aims to contribute to the understanding of the digital economy in Southeast Asia (SEA). It evaluates SEA’s digital economy industry from various perspectives, analysing the reasons for its rapid development as a non-core innovation area of the digital economy. Material and methods A comprehensive literature review and descriptive methodology were used to produce this paper. The methods used included defining the evaluation criteria of the digital economy and summarising and sorting out the development of SEA’s digital economy. Results With respect to theory, this paper analyses the current status of SEA’s digital economy, which helps deepen our understanding of the new trends in SEA’s economic development. As regards practicalities, it provides suggestions for how SEA countries can further improve the development model of the digital economy. Conclusions The paper assesses SEA’s digital economy and identifies the driving factors that enable the region to rapidly develop digital economy industries. The first set of factors are national-level policies, a unified market, population structure, and mobile penetration rate. The second set of factors are regional, as SEA can benefit from digital economic spillover from countries such as China and the United States. The third set of factors is global. The transfer of the global industrial chain has also facilitated the development of the digital economy in the region. This paper hypothesises that national-level factors are decisive, enabling a non-core innovation area such as SEA to develop rapidly, while regional-level and global-level factors are auxiliary.

Abstract:Innovation systems in late industrializing countries are said to be ill-developed and fragmented, lacking crucial key resources and access to technology and knowledge. At the same time these national innovation systems (NISs) host subsidiaries of transnational corporations, which could contribute to the development of the NIS due to their advanced technology and capabilities. This paper considers data from innovation surveys, self-assessment of technological capabilities and qualitative interview information in order to establish two things: firstly, the technological activities and capabilities of foreign affiliates and domestic firms in Thailand (as compared to Singapore, Penang and Europe), and secondly, the main mechanisms by which foreign affiliates foster upgrading in domestic firms and in the innovation systems themselves.

Abstract:Research in Comparative and International Education, Ahead of Print. The major analytical research question addressed in this paper is: What are Thailand's strengths and weaknesses as an international education hub for students from the Asian region? The key descriptive research question is: What is the nature of the educational experience of Asian students in Thailand? The two major research methodologies of the study are mixed research methods and comparative case studies, with the use of in-depth interviews of influential experts, surveys, and an autoethnography. In terms of major findings, there has been a dramatic growth of Asian students at Thai universities during the past two decades. Thailand's major advantages relate to low costs, location, quality campus facilities, and a welcoming attitude toward outsiders, while major disadvantages are the quality of many of Thailand's international programs often related to low English language capabilities. The paper concludes by presenting a creative new architecture for thinking about Asian study abroad in Thailand.

Abstract:Digital transformation in healthcare services has massive potential to ensure healthcare quality, accessibility, equality & affordability in developing countries. Bangladesh is not exception to this trend for digitalization of healthcare sector as a part of vision 2021 of digital Bangladesh. This paper aims to explore the current standing of the digital transformation in healthcare services sector of the public, private & NGOs, as well as the managerial and technical challenges facing the digitalization of healthcare projects in Bangladesh. The digital transformation in healthcare is at the introductory stage in Bangladesh. Studies explored that although digitalization of this sector remains somewhat problematic, the difficulties and challenges could be overcome. Due to lack of technological knowhow, literacy, poverty, trust, attitudes, resistance to change and infrastructural facilities, this project does not work effectively and efficiently. Based on the assessment of this sector, the scope of some fields requires further improvement. The findings will help government agencies, policymakers, healthcare providers and mobile phone companies to make effective decisions regarding the digitalization of Healthcare services.
Practical mobile network planning and optimization for Thai smart cities: Towards a more inclusive globalization

Abstract:Globalization has facilitated productivity gains and economic growth and for decades. It has helped integrate emerging economies, spread technology, knowledge, culture, and created an interconnected global community. Smart cities depend on a robust and flexible mobile network foundation, and yet, Thailand is leading the way in the ASEAN. Using Thailand as a case study, this paper presents a practical mobile network planning and optimization framework (PMNPO) that’s workable for the fourth-generation up to sixth-generation networks in smart cities, especially in an industrial estate. While theoretical frameworks play a vital role in optimizing network performance, such frameworks may not be practical enough. This study applies a mixed quantitative research method on actual applications (case studies) and qualitative research. The PMNPO is a management function of pseudo-codes. A workable cost-sharing model for mobile networks consists of CAPEX, OPEX, feasibility study, and site value management (mobile network operators). The fair factor (0.2), the payback (5 years), the NPV ($0.5 million), and the IRR (20%) reveal a promising financial prospect. The PMNPO is practical for Thailand, with a mean acceptance rate of 4.83. Therefore, the findings support stakeholders, policymakers, and decision-makers, in setting telecommunication policies. The results can apply to other developing countries or catalyze a similar research type.

Abstract:Many firms are starting to focus on the effective and efficient supply chain management in Asia. This empirical paper reports on the state of existing logistics management practices in Thailand. The main results reveal that firms prefer agile suppliers. Also, most of the logistics costs incurred are on transportation and warehousing. Firms that have instituted logistics departments are making an effort in upgrading their logistical systems and are more pervasive in using technology to manage logistics as compared to firms without formalised logistics departments. The factors hindering logistics development include inefficient logistics information systems, acute transportation bottlenecks, and the lack of logistics management expertise. Finally, future logistics managers need to be competent in modern technology and possess logistics specific skills.

Abstract:This quantitative research endeavors to assess the digital competencies of secretarial students across Thailand. The study population comprised secretarial students from vocational colleges under the Office of the Vocational Education Commission. A sample size of 400 participants was identified using Taro Yamane's principle of sample size determination. The evaluation was conducted through a comprehensive survey questionnaire, exploring key domains such as digital literacy, digital utilization, problem-solving with digital tools, and adaptive digital transformation. Mean and standard deviation were measured from the structured survey data, encompassing various aspects of digital competencies. The analysis revealed that secretarial students exhibited a high level of digital literacy, demonstrating competence in multifaceted tasks. This proficiency extended to the effective utilization of diverse digital tools, showcasing mastery in problem-solving within the digital realm. Furthermore, the study delved into adaptive digital transformation competencies, revealing students' adaptability to the digital ecosystem, and its various dimensions, including personalized learning approaches, idea generation, engagement with new media trends, transdisciplinary understanding, design thinking, negotiation skills, and multitasking abilities. These findings underscore the readiness of secretarial students to navigate the complex digital landscape in their future professional roles. These results provide valuable insights for educational institutions and policymakers to tailor digital literacy programs and curricula aligned with the specific needs of secretarial professionals in the dynamic context of the digital era.
An Empirial Study on Vietnam’s Trade Faclilitation in the Digital Economy

Abstract:Purpose - Vietnam is among the fastest growing digital economies in the Southeast Asian region, and has made enormous efforts to adopt digital measures to facilitate trade. The paper aims to assess Vietnam’s performance of digital trade facilitation and estimate the impact of digital trade facilitation on Vietnam’s exports to the Association of Southeast Asian Nations (ASEAN). Design/Methodology/Approach - Vietnam’s implementation of digital trade facilitation is assessed through a constructed framework based on two groups of indicators, including Information Availability and Formalities Automation extracted from the OECD Trade Facilitation database. Further, a gravity model was adopted to estimate the impact of digital trade facilitation on Vietnam’s exports. Findings - The results show that Vietnam performs a slightly better than the average level of ASEAN countries. However, Vietnam’s implementation of digital trade facilitation tends to be ỉmproving at a slower rate than other ASEAN countries’ implementations, as well as the country’s overall implementation of other trade facilitation. The paper is among leading studies to quantify the impact of digital trade facilitation on Vietnam’s exports to ASEAN countries, and finds that if Vietnam and ASEAN countries increase trade facilitation through Information Availability measures by 1%, Vietnam’s exports will increase more than proportionately by 1.29% and 1.01%, respectively. Meanwhile, the digitalization of trade formalities so far has had no effect on Vietnam’s exports to this region. Research Implications - Vietnam should place priority on enhancing automation in trade-related administrative procedures, especially in customs procedures. Furthermore, it should pay more attention to promote the electronic publication of trade-related information, enhance the transparency of government policymaking, and increase the quality of enquiry points.
