Abstract:This paper studies the incorporation of migrant workers in the Chinese urban society and the challenges they face through questionnaire surveys on migrant workers and urban residents and corresponding statistical analysis.The authors argue that in Zhejiang Province,with its fast growing rural urbanization,there is a good amalgamation in the numbers of migrant workers and urban residents.Most migrant workers are satisfied with their lives in the cities,having strong desires to be incorporated into city life.73.61% of migrant workers want to have more interactions with the local urban residents;67.31% want to be recognized as part of the city;a little over 10% think they're not incorporated into the urban society at all.Psychologically,urban residents understand migrant workers rather than discriminate against them.In reality,however,they don't really want to have interactions with them.Urban residents get to know migrant workers mainly through newspapers and TV programs.The mass media has important influences on the attitudes of the urban residents.It therefore has an important task to help the urban residents understand migrant workers.The mass media should give more publicity to the migrant workers' new images and their great contributions to the urban construction.It has a lot to do in strengthening urban residents' positive impressions of migrant workers.The ″new dual social structure″ formed in the cities is a key institutional factor inhibiting the construction of a harmonious urban society.There are distinct differences between ″migrant workers″ and ″urban residents″.Although migrant workers are workers in urban industries,their retained identity as peasants from the country makes them suffer from serious and unfair treatment in terms of allocation(wages) and reallocation(social securities).They are marginalized,a vulnerable group unsecured in the cities.Therefore,promoting the integrated urban-rural reforms and entitling peasants to equal treatment with urban residents is an institutional guarantee for promoting the incorporation of migrant workers into the urban society and achieving a harmonious relationship between migrant workers and urban residents.The key solution is to have both urban and rural residents entitled to equal rights,obligations and development opportunities.That is to say,urban and rural residents should equally enjoy rights of property,education,employment,social securities,social welfare and individual development, and equally shoulder the compulsory obligations stipulated by laws and regulations.Urban and rural economic entities should equally enjoy such development opportunities as admission to certain industries and credit services,and equally shoulder such social obligations as taxes and labor insurances.
Need, justice and central–local relations: The case of social assistance in China

Abstract:Social assistance is increasingly promoted as a means of tackling poverty. However, in established democracies stable delivery has often proved difficult because of tensions between national and local government, the former desiring comprehensiveness and uniformity, the latter requiring flexibility to meet local needs. These issues are explored in the context of China, an authoritarian regime and Dibao , the world's largest social assistance system with three questions posed: Do similar tensions exist in an authoritarian regime as in liberal democracies? How are they resolved and what is the nature of the political compromise? How do recipients fare? Policy analysis in a village in south‐west China reveals similar tensions. A regime, in which local government employed discretion to prioritise social stability over poverty alleviation, has been replaced by an inherently unstable system based on surveillance of officials and local cadres who now prioritise their personal security over the needs of applicants.This article is protected by copyright. Abstract:Using data from the China Migrants Dynamic Survey, this paper provides new evidence on the impact of rural land transfer on urban settlement intentions of rural migrants. There was a rural land system reform in rural China that provided increased compensation for rural land expropriation and allowed the transaction of collective construction land for business purposes. We determine an increase in urban settlement intentions of rural migrants following the reform as an exogenous change in rural land transfer of rural migrants. We examine two mechanisms that may explain how the reform increased the settlement intentions of rural migrants, and our empirical evidence suggests that the reform increased social integration and reduced rural place attachment of rural migrants. Furthermore, we determine variations in the effect of the reform across migrants of various ages, social security benefits, and migration distances. Overall, this study extends the implications of the market-oriented rural land reform to sustainable and inclusive urbanization and highlights the role of social integration and rural place attachment in migration decisions.

Abstract:Urban-rural integrated development is an important way to coordinate the national strategies of new urbanization and rural revitalization.It is also crucial for Chinese-style modernization.To comprehensively tackle challenges facing the current urban-rural integration in China,explore the path of coordinated urban-rural governance,and clarify the strategies for urban-rural integrated development,experts from various fields were cordially invited to engage in in-depth discussions on pressing issues related to urban-rural iintegrated development.These issues include the trends and pathways of urban-rural integration in contemporary China,Innovation of institutions and mechanisms for urban-rural integration,implementation pathways for territorial spatial planning,emerging rural business models and rural transformation pathways,high-quality development pathways for urban-rural integration in different regions,and the path of promoting urban-rural integrated development through comprehensive land consolidation.These discussions aimed to advance theoretical research and practical planning of urban-rural integrated development in China.Attentions need to be paid in urban-rural integrated development in the New Era on:(1)The primary obstacles and innovative pathways in the institutions and mechanisms of urban-rural integrated development guided by comprehensive coordination and regional interconnectivity.Constructing an infrastructure and public service system that effectively connects and complements urban and rural areas,accelerating the coordinated development of urban and rural areas using counties as the carrier,and promoting the flexible governance of this population while concurrently achieving integrated governance of urban-rural natural and social system.Promoting cross-border governance,encouraging cooperation and assistance between eastern and western regions,and achieving regional-scale coordinated development between urban and rural areas.Underdeveloped regions in both Central and Western China should strengthen the linkage role of counties and small towns.This involves enhancing their attractiveness for the inflow of talent,technology,and capital,and driving the transformation of industrial structures towards digitization,intelligence,and low.In contrast,developed regions in the Eastern China should establish a spatial structure system with multiple focal points,network layout,and clear hierarchies.They should expand the breadth and precision of urban-rural factor mobility,and promote the transformation and upgrade of traditional infrastructure and public services,aiming for inclusive development.(2)Optimizing the allocation of resource elements driven by the"planning-utilization-consolidation"cycle in territorial spatial management to achieve shared urban-rural governance and rural reconstruction.Anchoring the spatial pattern of urban and rural development through territorial spatial planning,optimizing the urban-rural spatial layout during planning implementation.Ultimately,improving the spatial quality organic renewal and driving bidirectional flows of diverse elements between urban and rural regions.Place emphasis on rural functional provision,resource utilization orientation,and industrial development models,uncovering multifaceted rural functions including production,lifestyle,ecology,and landscapes.Exploring regionally adapted industrial integration models that enhance agricultural and rural development vitality through distinctive features and high efficiency gains.We also should enhance the leading role of comprehensive land consolidation policies,incentivize and support active private capital involvement,promote resource integration and value enhancement.Strengthening urban-rural industrial synergy and integrated development,and facilitating the orderly flow of urban-rural resource elements.(3)Enhanced awareness and innovative practices in targeted urban-rural governance and rural transformation supported by digital technology and intelligent platforms.Establishing an urban-rural data sharing platform helps bridge the"digital divide"in urban-rural integrated development and enables refined governance across urban and rural areas.Deeply apply the technologies like 5G,Internet of Things(IoT)to support the transformation and upgrade of conventional infrastructure.Expanding the coverage of digital devices in rural basic facilities,and utilizing digital technology to integrate cultural resources across urban and rural areas.Promoting the deep integration of the digital economy and the physical economy involves linking consumer markets through the internet and digital technology,establishing diverse channels for agricultural product distribution,and stimulating the transformation of consumption patterns and the enhancement of consumption capabilities for both urban and rural residents.Embedding digital technology into rural industry development and social governance processes to facilitate the intelligent transformation of agricultural production,digitalization of rural industry development,smartification of rural Abstract:The Rural Minimum Living Standard is an important component of social security in rural areas of China, as it provides social assistance to poor rural households. The country's size and large development heterogeneities, however, make the policy's implementation a challenging task. Using quantitative and qualitative data from rural households and administrators in five provinces, we identify the pitfalls of multi-level implementation along with the difficulty of measuring income in rural, underdeveloped areas as key sources of an implementation gap that has led to a considerable degree of misallocation of monetary transfers. Changes in the budgeting process and the distribution method might improve the anti-poverty effect of social assistance without having to carry out additional monitoring.
Becoming Urban Citizens: A Three-Phase Perspective on the Social Integration of Rural-Urban Migrants in China

Abstract:This article attempts to provide an integrated conceptual framework for understanding how rural-urban migrants in China integrate into urban society. We propose a three-phase conceptual framework in which the social integration of rural-urban migrants is categorized into circular migration, urban settlement, and urban integration. We argue that the three phases differ with respect to the aims of migration, the identity of migrants, the key dimensions of social integration, the role of government, and the hukou policy. While the transition from circular migration to urban settlement is an outcome of economic development and change in demographic structure, as reflected by the economic conditions of rural-urban migrants, welfare expansion also plays a critical role during this process. We further hypothesize that the transition from urban settlement to urban integration will be a result of the social interaction between rural-urban migrants and local urbanites, within which social capital and cultural factors are vital. Since most rural-urban migrants are currently at the phase of urban settlement, we suggest that the Chinese government should enlarge welfare provisions to support their settlement in cities. This study contributes to improving the understanding of how to facilitate social integration of internal migrants in developing countries.

Abstract:China’s urban reforms have brought social progress and development, but a comprehensive national system of social welfare (for example, unemployment insurance, pensions, medical care and public housing) for new migrants from rural areas is lacking. One of the most remarkable changes in Chinese cities in the last decade was a change in social “equality”, with the rise of new poverty both in individual communities and some social groups in urban society. However, there is little social assistance and public infrastructure for the migrants. Governments or communities or individual should pay attention to the control of new urban poverty and new slums. This paper consider that it is necessary to launch a successful policy, which include mainly: 1) accommodating urban growth through low-cost investment projects; 2) urban economy depends heavily on successful macroeconomic policy; 3) to broaden the three channels linking adjustment to the incidence of urban poverty; 4) to restructure urban economic based on the high or new technology; 5) to coordinate relationship between urban economic growth and environment management for sustainable development of Beijing’s metropolitan fringe.
Dynamics of Central–local Relations in China’s Social Welfare System

Abstract:Central-local relations have been always regarded as one of fundamental institutional arrangements that determine rapid economic development in China. However, the dynamics of central-local relations in China's social welfare system have not been paid much attention. I argue, in this article, that China has moved from decentralization to recentralization in enacting its social welfare system, to address increasingly more serious social unrest stemming from loosened control over public welfare provision on the part of the central government during the decentralizing market reform era. The process of recentralization is embodied in three major policy instruments: (1) reintroducing the binding targets as a tool by which they could control local governments once again; (2) scaling up the proportion of special transfer payments and initiated central-guided regional pilot projects; and (3) strengthening line management and encouraging local administrative power to concentrate in provincial governments. I empirically illustrate the recent recentralization processes in several social policy fields such as public health, pension insurance, and basic education.
Public assistance in urban and rural China: A tale of two stories

Abstract:China's public assistance system has been urban–rural divided ever since its implementation in the 1990s. Despite the intention in recent years to promote an integrated public assistance system, there has been little empirical research that has systematically examined the differences between urban and rural areas. Moreover, research has focused mostly on the Minimum Living Assurance system (“ Dibao ”), paying little attention to other types of public assistance. This study contributes to filling this gap by analyzing a recent data set collected primarily from two Chinese provinces. The findings show substantial differences in the amount of public assistance received by urban and rural low‐income households, even after controlling for demographic and socioeconomic factors. Compared with urban recipient households, rural recipient households have disproportionally lower public assistance benefits and higher medical costs relative to their household expenditure, which suggests that assistance inadequacy is especially prominent among rural households. Policy implications are discussed.

Supporting or Dragging? Effects of Neighbourhood Social Ties on Social Integration of Rural-to-urban Migrants in China

Abstract:Urban scholars have debated the complex effects of neighbourhood-based social ties on the economic and social integration of marginalized populations in the mainstream urban society. Studies of migrant populations in China have noted the existence of strong neighbourhood ties and solidarity in migrant communities, but few have examined whether strong neighbourhood cohesion enhances or hinders broader social integration of rural migrants. This article investigates the extent to which different types of social ties in the neighbourhood, as opposed to more social networks developed at the city level, predict more frequent intergroup interaction and stronger place attachment among rural migrants in Chinese cities. Statistical analysis, using data from a twelve-city migrant survey, reveals that, while the diversity of social networks does matter, the neighbourhood is a territorial anchor supporting, rather than dragging, the urban social integration of rural migrants. The findings highlight the importance of neighbourhood in China's inclusive urbanization strategy and potential conflicts in recent deprived neighbourhood redevelopment programs.

Abstract:Urban-rural integration is an advanced form resulting from the future evolution of urban-rural relationships. Nevertheless, little research has explored whether urban and rural areas can move from dual segmentation to integrated development from a theoretical or empirical perspective. Based on the research framework of welfare economics, which offers an appealing paradigm to frame the underlying game between cities and villages, this study clarifies the ideal state of urban-rural integration. It then proposes a series of basic assumptions, and constructs a corresponding objective function and its constraints. Moreover, it assesses the possibility of seeing the transmutation from division to integration between urban and rural areas with continuous socio-economic development. The authors argue that the ideal state of urban-rural integration should be a Pareto-driven optimal allocation of urban-rural resources and outputs, and the maximization of social welfare in the entire region. Based on a systematic demonstration using mathematical models, the study proposes that urban and rural areas can enter this ideal integrated development pattern when certain parameter conditions are met. In general, this study demonstrates the theoretical logic and scientific foundations of urban-rural integration, enriches theoretical studies about urban-rural relationships, and provides basic theoretical support for large developing countries to build a coordinated and orderly urban-rural community with a shared future.

Abstract:China has been making efforts to establish a universal health care coverage system through multiple social health insurance schemes. As these insurance schemes cover different populations with different financing and reimbursement levels, large disparities remain in health care access and health outcomes among people covered. The government has launched an urban-rural integration policy for social health insurance to reduce disparities in access and health outcomes. We adopt a difference-in-differences propensity score matching approach to estimate the effects of this integration policy on health care utilization, financial risk protection, and health status, using nationally representative Chinese household survey data. The results show that the integration policy has significantly improved financial risk protection and self-assessed health of rural residents in China, which could be attributed to a decline in out-of-pocket payment. The low-income rural residents benefit most from this policy. There is no evidence that it has pronounced effects among urban residents. Greater efforts to increase reimbursement rates and to expand beneficiary populations could help to mitigate remaining urban-rural disparities. The findings in this study would contribute to a better understanding of the impacts of health insurance expansion in low- and middle-income countries. JEL code: I18, I10

Abstract:PurposeThis paper aims to answer the following questions concerning rural‐to‐urban labor migration in China: What is the impact of discrimination against non‐Hukou in urban public service provision? Will such discrimination disappear in the future within the current policy‐making framework? What is the result of such an endogenous policy change as far as urbanization and economic growth are concerned?Design/methodology/approachThe authors build a theoretical model of rural‐urban migration, taking into account the cost of social conflict due to discrimination against urban non‐Hukou in local public service. The possibility of endogenous policy change is also considered by numerical simulation.FindingsThe authors prove that, in the early stage of urban economic growth when the losses of potential conflicts are relatively small, the exclusive urban public service provision may be beneficial to them, but the losses under such unequal public service provision policy increase in the process of urban growth, and after a certain stage of development, opening public service access equally to the immigrants will be a better choice, even if only the natives' utility is considered. Such an endogenous policy change not only decreases the within‐city inequality and conflicts, but also advances the urbanization and urban economic growth.Research limitations/implicationsThe authors only consider two extreme cases of local public service provision, that is, the urban non‐Hukou residents have equal access to public service or they are totally not entitled. The possibility of partial access to local public service is not considered in the model.Originality/valueThe authors investigate impact of social conflicts on within‐city inequality, urbanization as well as urban economic growth due to unequal social public service within urban residents. The model also shows an endogenous policy change during rural‐urban labor migration.

Abstract:Social integration, a huge issue triggered by migration, leads to potential social fragmentation and confrontation. Focusing on the precise enhancement of "inner" subjective social integration is the ultimate urbanization solution to enhance people-centered well-being and promote full social integration. This article used data from the China Migrants Dynamic Survey 2017 (CMDS 2017) to reveal the spatial patterns and mechanisms of subjective social integration in Chinese cities. We make an innovative attempt to introduce multiscale geographically weighted regression (MGWR) to address the appropriateness of policy formulation by addressing the spatial variation in the factors. The results demonstrate that the influences on subjective social integration have a strong spatial heterogeneity in China, a vast and unevenly developed country. Expanding on the typical factors, household registration and political participation affect North China more than other regions; and housing and marriage have a greater impact in South China, especially in the Pearl River Delta and the Eastern Seaboard. Income, welfare, and healthcare are indiscriminately sweeping through most of China. Such a conclusion reminds the Chinese government that it needs to consider not only addressing some of the national constraints to subjective social integration but also imposing precise, site-specific changes for different regions.

Planning for Social Inclusion: the Impact of Socioeconomic Inequities on the Informal Development of Farmland in Suburban Beijing

Abstract:Informal development on farmland is not only a major problem facing thousands of people, but also a major challenge to land use planning. In the rapidly growing literature on informal land development in China, most authors claim that ambiguous property rights and the dual land tenure system are the primary factors involved. As a result, existing state-led land use planning responses to informal development are solely focused on strengthening the legal regulation of land development. This paper challenges this approach, on the basis of the theory of urban informality. By examining many illegal gated communities in suburban Beijing, the paper argues that the informal development of farmland on the urban fringe is the result of local grassroots groups spontaneously responding to socioeconomic inequities in the context of transition to a market economy. These inequities mainly concern distributive inequity, procedural inequity and contextual inequity in relation to land use. It appears that the ongoing market-oriented initiatives of the state government could worsen informal land development unless these socioeconomic inequalities at the local level are tackled. The growing civil society is another change to the state's control of informal land development in China's cities. A new land use planning system which has more concern for social inclusion rather than focusing on centralized control is imperative in China. (C) 2016 Elsevier Ltd. All rights reserved.
Examining Urban-Rural Public Service Equalization and Common Prosperity in China: A Data-Driven Study on Regional Disparity

Abstract:Achieving equal access to basic public services between urban and rural areas in China has become an important pathway to eliminating inequality, improving national welfare, and ultimately achieving common prosperity. Through data analysis and a data-driven approach, it is possible to better guide future policy formulation and implementation to help China achieve its goal of inclusive growth. This research endeavors to examine the interrelations between the discrepancies in basic public services provision in urban and rural areas, establishing a comprehensive evaluation indicator framework, while delving into the intricate dynamics between such service equalization and the attainment of common prosperity. Moreover, it aims to uncover the varying degrees of regional disparities witnessed during the journey to common prosperity in different parts of China, thereby providing valuable insights and references for nations and regions striving to enhance social equality. This study focused on the 31 provincial-level administrative regions of China(excluding the regions of Hong Kong, Macau, and Taiwan) The research methodology entails employing the entropy weight method to determine the weights of evaluation indicators, supplemented by a coupling coordination model to analyze the level of harmonization between urban and rural areas. Furthermore, the Dagum Gini coefficient method and kernel density estimation were utilized for an in-depth exploration of the distribution and disparities observed in regional coordination. The findings of this study reveal that between 2012 and 2021, the disparities in the equalization of basic public services between China’s urban and rural areas witnessed a progressive widening, despite modest improvements in the overall level of common prosperity. The prevailing pattern observed can be summarized as “high coupling, low coordination”. Notably, these disparities are particularly conspicuous in the western regions of the country. Additionally, this research identifies the imbalanced development of basic public service equalization between urban and rural areas as the primary cause for the observed low level of coordination. This study emphasized the intrinsic nexus and coordinated interplay existing between the equalization of urban and rural public services and the achievement of common prosperity. To foster enhanced coordination between urban and rural areas, it is imperative to prioritize the implementation of policies that promote the amalgamation of urban and rural realms, while concurrently striking a harmonious balance in the pursuit of multi-dimensional objectives. Furthermore, region-specific policies need to be formulated, with particular attention to addressing the disparities in coordination and the polarization issues prevalent in the western regions, ensuring the effectiveness and precision of these measures.
The Reshaping of Social Relations: Resettled Rural Residents in Zhenjiang, China

Abstract:Under the banner of integrated urban-rural development in China, increasingly more rural population is being concentrated into large, new residential areas. For resettled residents, the rural-urban transition is rapid and affects multiple facets of their lives. This paper explores the effects of the transition on residents' social relations, drawing on the experience of resettled villagers in Zhenjiang, Jiangsu Province. It addresses three research questions. First, how are such effects manifested in residents' social interactions and sources of social support? Second, how are these effects vary by socioeconomic attributes of residents? Third, in what ways have residents deployed the spaces of social interaction to enhance their own wellbeing? We show that for resettled rural residents, both the scope and composition of social relations have widened. In particular, those with higher income, increased household assets, or workplace located within the neighborhood are experiencing larger scope of social relations and more diverse subjects of interaction. Our analysis also points to less desirable consequences, as reflected in limited social engagement by residents with fewer financial resources and employment options.

Abstract:One paradoxical reality of today's China is that urban citizenship does not necessarily go to those who have already moved to the city. Rural migrants are now allowed to work in cities but are deprived of a wide range of entitlements. Taking Shanghai, the most populous city in the world's most populous country, as a case study, this article establishes significant empirical content to elucidate how the notion of urban citizenship is interpreted in China, what criteria are applied for granting the urban citizenship, to what extent the entitlements of migrants in cities are comparable to those of the bona fide urban residents, and whether the lack of urban citizenship influences migrants' integration into host cities. Empirical investigation shows that granting of the urban hukou (household registration) is based largely on migrants' contribution to, rather than simply on their presence in, the host city. In the context of reform-era China, urban citizenship is used by city government not only to exclude some members of society from accessing urban welfare but also to make the urban economy more competitive by grabbing capital and human resources possessed by migrants.
