Abstract:Addressing energy poverty is integral to the United Nations Millennium Development Goals, and clean energy technology serves as an essential tool in mitigating this issue. Existing studies pay less attention to the correlation between the two. In this study, we quantify the spread of clean energy technology using patent citation information and analyze balanced panel data from 30 provinces in China spanning the years 2004 to 2019. The findings reveal that the diffusion of clean energy technology not only directly reduces energy poverty but also indirectly alleviates it by enhancing energy efficiency and fostering employment. However, the positive impact of technology on poverty is affected by human capital. Specifically, when the number of college students per 10,000 people in a province surpasses 179, technology diffusion becomes effective in alleviating energy poverty. Furthermore, the efficacy of this mitigation varies significantly based on different regions. Technologies originating from developed economies such as the United States, Japan, and the European Union exhibit a more substantial impact than domestic alternatives. Additionally, the effect of alleviating energy poverty is more significant in the eastern region. Therefore, we make policy recommendations for alleviating energy poverty through the use of incentive policies, exploring differentiated models of clean energy technology development, and strengthening international cooperation.

Abstract:Energy poverty has attracted widespread attention from the government and researchers for its close relationship with human well-being and resident health. Estimating the energy poverty line is essential in understanding energy poverty and alleviating it. However, there is no consensus on the measurement of energy poverty. This paper defined the energy poverty line as the threshold at which energy consumption ceases to change significantly as household income increases, which is based on the household minimum energy demand. Considering the environmental endowment in Qinghai, this paper established new scenarios to examine the feasibility of replacing biomass with clean electricity. The findings show that 31.6% of rural households are energy poor in Qinghai. Basic energy demand has been met in Qinghai, but there are difficulties in shifting to a more efficient energy structure. Income, residents' consumption habits and technical issues with clean energy equipment continue to limit the energy choices of rural households. Therefore, improving the actual performance of clean energy devices is critical in the clean energy transition. In addition, local governments can increase incentives for clean energy utilization by setting reasonable subsidies for clean energy.

Energy financing, energy projects retrofit and energy poverty: a scenario-analysis approach for energy project cost estimation and energy price determination

Abstract:The research aims to determine the nexus of energy projects retrofit and poverty under two scenarios: energy project cost estimation and energy price determination. Households in rural areas of northern China are now required to switch from coal to cleaner heating options, including natural gas and electricity, as part of a government-led clean heating initiative. This initiative significantly increased the heating expense for participating homes, even when substantial subsidies were applied. We surveyed a large number of northern Chinese households to learn more about the rise in energy insecurity that has been attributed to government action. Our research shows that switching to electricity and gas from coal considerably worsens energy poverty in several ways, whereas switching to clean coal improves the situation. According to an econometric study, changes in energy poverty reveal heterogeneity in several ways. There is little change in Beijing, while the considerably less developed province of Hebei to the north sees a 75% rise. Energy poverty is more common in families with poorer incomes, lower levels of education, and smaller sizes. People who lack resources to insulate their homes will feel the effects more acutely. These results support the idea that low-income families would suffer disproportionately under a "one policy for all" mandate. For policymakers working on energy transition strategies for a low-carbon economy, it highlights the need to consider the distributional impact.

Abstract:<p>As a part of an environmentally concerned development strategy, the photovoltaic poverty alleviation in China is adopted to lift households above the rural extreme poverty line by the end of 2020. With the detailed project-level data in 534 counties, 22 provinces, this systematic assessment on Chinese photovoltaic power projects identifies geographic distribution, economic benefits and emission mitigation for deployment distribution and policy implications. Overall, the photovoltaic installed capacity has reached 5213.37 MW, with the income generation of 7.41 billion CNY per year and the carbon emission mitigation of 5.98 million tons. From the results in this work, it is obvious that the GDP and household savings per capita in most counties and cities are lower than in those without photovoltaic poverty alleviation stations. As an essential strategy of generating income and mitigating emissions especially in countries well-endowed with sunlight, the deployment of photovoltaic power projects is consistent with sustainable development goals relating to global poverty eradication. With the assessments on the photovoltaic power stations, the initial implementation of photovoltaic poverty alleviation revealed a number of problems and solutions, which are practical for systematic deployment and policy implications of relevant photovoltaic power projects worldwide.</p>

Abstract:Clean fuels and technology-based energy is an essential source to achieve sustainable economic growth and development. Therefore, the relationship between all types of poverty and other socioeconomic indicators has been studied extensively; nevertheless, clean fuels and technology-based energy poverty, adjusted for carbon emissions, has not been studied. The current study examines the impact of clean fuels and technology-based energy poverty on carbon emissions (Co2e). Using System-Generalized Method of Movement (SGMM) estimators, this study utilized panel data from eighteen developing countries in Asia from 2006 to 2017. The empirical findings obtained from econometric model suggest the presence of clean fuels and technology-based energy poverty and its curse on environment, i.e., energy poverty positively affects Co2e growth in Asian developing countries. Furthermore, economic growth (GDP), trade, and population are also positively associated with Co2e growth and negatively affect environmental quality. Based on the empirical findings of the current study, we recommend robust policy implications that the governments of targeted countries should invest more to increase clean fuels and technologies.

Abstract:Energy poverty is a significant challenge facing sustainable human development and a key constraining factor for household development. Based on theoretical analysis, this study utilizes data from the Chinese Family Panel Studies (CFPS) conducted from 2012 to 2020 to analyze the impact of energy poverty on household development resilience and explore its underlying mechanisms through the Bootstrap method. The findings reveal the following: Firstly, energy poverty significantly reduces household development resilience, and this conclusion remains robust after addressing endogeneity issues and conducting a series of robustness tests. Secondly, energy poverty restricts household development by compromising health, educational levels, and internet access. Thirdly, the constraining effect of energy poverty on household development resilience exhibits heterogeneity, with a stronger impact in urban areas than rural areas and in eastern regions than central and western regions. Fourthly, further analysis suggests that the use of solid fuels significantly reduces household development resilience, whereas the utilization of clean energy facilitates the enhancement of household development resilience. This study provides important policy implications for addressing energy poverty and promoting long-term household development, serving as a reference for other developing countries.

Abstract:Poor access to modern energy services, or energy poverty, continues to be a significant barrier to socioeconomic progress and well-being. The complicated connections between public investment, incentives, supplier chains, and the financial success of energy poverty alleviation efforts are explored in this paper. This research examines the history of eradicating energy poverty worldwide, particularly in China. It examines how these aspects affect the efficiency and long-term viability of reducing energy poverty initiatives. This research synthesizes the evidence on government expenditure patterns and their impact on initiatives to reduce energy poverty via an extensive literature examination. The development of infrastructure, capacity building, and the deployment of energy technology are all made possible in large part by government spending. Financial and regulatory incentives have also been shown to encourage the energy industry's private sector engagement and innovation. These incentives help expand underprivileged groups' access to electricity by creating an atmosphere conducive to investment. This research also examines supply chains' crucial role in combating energy poverty. For the effective installation and upkeep of energy projects, efficient and resilient supply chains are crucial because they guarantee the availability of vital materials and resources. An integrated supply chain strategy may improve project results, save costs, and eliminate risks related to logistical difficulties. Government funding, incentives, and supply chains all have a connection that affects how well energy poverty alleviation programs function financially. Maintaining projects after their first execution requires sustained financial performance. It explores how supply network interruptions may affect financial performance, highlighting the need for robust supply chain management techniques. As a result, this study adds to a comprehensive knowledge of the complex processes underpinning the reduction of energy poverty. It offers insights into developing efficient policies and strategies by examining how government actions, incentives, supply chains, and financial performance interact. These observations are relevant for practitioners, investors, and academics trying to increase access to sustainable energy sources and reduce poverty in addition to policymakers. This report provides helpful recommendations for boosting the effectiveness and endurance of energy poverty reduction activities as nations work to reach global sustainable development objectives.
Can energy poverty be alleviated by targeting the low income? Constructing a multidimensional energy poverty index in China

Abstract:Energy poverty alleviation is one of the key targets of the Millennium Development Goals. Based on Alkire & Foster theory, five dimensions reflecting modern energy use, dwelling and home appliance, access to stable electricity service, basic energy demand, and ratio of the energy bill to income are covered in the multidimensional energy poverty (MEP) index, and the energy deprivation of households in China is analyzed by using the panel data of CFPS 2014 to 2018. From a comparison of the samples identified by MEP and income poverty, a positive correlation is found, which indicates that the policies targeting the income-poor families could also alleviate MEP to a certain extent, especially for the families with extreme poverty levels. However, more than 90% of MEP households are excluded by income poverty and are insufficiently supported for the lack of specific energy poverty policies. By analyzing the factors affecting the inconsistency of the two types of poverty, it is concluded that big family size contributes to the polarization of the two types, meaning that the policies targeting the income-poor houses might fail to help in big families. Accordingly, a specific policy on energy poverty is recommended as an enhancement or supplement for income support.

Abstract:Energy poverty and financial literacy are two cross-cutting vital dimensions in sustainable global development. This study examines whether and how financial literacy reduces energy poverty at the household level in China. A two-way fixed regression model demonstrates the catalytic role of financial literacy in eradicating energy poverty. Furthermore, this study identifies potential mechanisms between financial literacy and energy poverty from a mediation and moderation perspective. Financial literacy indirectly and robustly mitigates energy poverty by heightening households' future expectations. However, higher financial risk weakens this facilitating effect on households' future expectations, as increased financial risk destabilizes household finances.

Abstract:Eliminating energy poverty is not only a prerequisite for escaping the "energy poverty trap" but also crucial to enhancing the welfare of residents and realising ecological civilization. Income inequality has become an essential challenge affecting China's economic growth and social stability. By integrating Chinese household data for 2016, 2018, and 2020, a mixed-method approach of energy income response modeling, income inequality measurement modeling, and fixed panel modeling is used in this paper to explore the relationship between income inequality and household energy poverty. Further, the mechanism of income inequality on energy poverty and the poverty reduction effect of household income on energy poverty are explored. The results show that income inequality is significantly and positively correlated with household energy poverty, implying that widening income inequality leads to energy "poverty enhancement." In terms of mechanisms, income inequality increases energy poverty by increasing households' willingness to save and reducing energy consumption. The moderating effect analysis shows that the breadth of digital financial inclusion reduces the contribution of income inequality to household energy poverty. The increase in household income will increase the affordability of households, especially the increase in wage income and property income, which can help households lift themselves out of "energy poverty." Therefore, creating sustainable digital ecosystems, incorporating sound government interventions, and providing diversified income channels are key to helping households escape energy poverty.

Abstract:Addressing energy poverty is crucial for establishing a decarbonized economy that promotes energy equity and shared prosperity, through which the catalytic role of digitalization should be firmly prioritized. The novelty of this study lies in modelling the causal nexus between digitalization and energy poverty and identifying transmission channels. This study validates a negative correlation between digitalization and energy poverty by leveraging a unique household-level dataset, including 2014, 2016, and 2018, underscoring its instrumental role in alleviating energy poverty after performing a Two-Stage Latest Square approach. However, the extent of these mitigating effects varies among household groups according to income, age, and rural-urban disparities. Further mechanism analyses present that digitalization in China alleviates energy poverty by reducing income poverty, enhancing social capital mobility, bolstering the private business sector, and decelerating the trend of an aging population. These findings offer significant insights for emerging and developing economies that aim to tackle energy poverty through digitalization.

Abstract:Poverty alleviation is an important work of the Chinese government in recent years. According to the international poverty standards of the world bank, China's poverty reduction population accounts for more than 70% of the world. Photovoltaic poverty alleviation is a significant way for regions rich in solar energy resources to transform the advantages of renewable energy resources into the driving force of social and economic development. It is also an effective means for China to implement power poverty alleviation. While promoting emission reduction in these regions, it accelerates economic development and implements targeted poverty alleviation. This paper analyzes the comprehensive benefits of typical market entities of photovoltaic poverty alleviation projects, and establishes the environment, economic and social benefit evaluation models for poor households, the state and government, photovoltaic enterprises and grid corporation. In the model, we creatively put forward an index system to characterize the poverty alleviation effect, and consider the additional industrial benefits brought by photovoltaic poverty alleviation projects. Finally, a typical photovoltaic poverty alleviation project in Haiyuan County, Northwest China is selected to verify the feasibility of this model.

Abstract:This study develops a conceptual framework of multidimensional energy poverty by using a multidimensional poverty index that considers energy accessibility, affordability, and service availability. The index is then utilized to evaluate the extent, depth, and intensity of multidimensional energy poverty (MEP) in China. Specifically, this study aims to identify factors that contribute to the urban-rural and regional MEP disparities in China. The results reveal that (1) MEP is widespread in China; (2) Rural areas experience 2.5 times more MEP compared to urban areas, while inland regions have 1.5 times higher MEP rates than coastal regions; and (3) these disparities are primarily caused by low-income levels, lack of non-agricultural employment opportunities, and educational attainment. Therefore, policies targeting low-income, unemployed, and less-educated individuals are necessary to address this issue. In addition, promoting urbanization and eliminating the household registration system are crucial steps to address MEP disparities in China. Furthermore, improving energy infrastructure and increasing knowledge dissemination can also help reduce reliance on traditional energy sources.
Can internet development alleviate energy poverty? Evidence from China

Abstract:Promoting Internet development and eliminating energy poverty are two important policy agendas for China in the era of digital economy. In the context of "Internet + energy", there is a need to explore whether the development of the Internet can alleviate energy poverty. The aim of this study is to test the influence and transmission mechanism of the development of Internet on energy poverty in China by using provincial panel data from 2011 to 2019. The study found that: (1) energy poverty is still widespread in China, especially in the central and western regions. And the low energy affordability is its major source; (2) the development of Internet can alleviate energy poverty. On one hand, it can improve energy affordability by promoting economic development and technological progress. On the other hand, it also helps to enhance the availability of energy by promoting technological advances and improving knowledge level; and (3) there are nonlinear and regional heterogeneous effects of the development of Internet on the alleviation of energy poverty. Based on the above results, corresponding policy suggestions for China to alleviate energy poverty are provided.

Abstract:The persistent disparity between urban and rural incomes in China poses a critical challenge to alleviating energy poverty in rural areas. This study investigates how the income gap between urban and rural regions exacerbates rural energy poverty, focusing on the period from 2005 to 2023, utilizing data from 30 provinces. By employing a two-way fixed-effects model and asymmetry analysis, the research reveals that an increase in the urban-rural income disparity significantly intensifies rural energy poverty. Notably, at higher income quantiles, the gap's effect on energy poverty is more pronounced, while at lower quantiles, its impact is less severe. Financial development, rather than alleviating the situation, is positively associated with rural energy poverty, highlighting an unintended consequence of unequal access to financial services. The results further show that rural regions with limited financial inclusion experience a deepening of energy poverty, with financial service accessibility benefiting wealthier demographics more than the impoverished rural population. These findings imply that targeted policies promoting equitable financial access, narrowing income disparities, and integrating energy poverty reduction strategies are essential to achieving China's Rural Revitalization Strategy.

Abstract:Renewable energy can help to tackle energy poverty issues of the availability of modern energy services and the sustainability of energy supply. Based on the concept of the Energy Development Index, published by International Energy Agency, this paper builds the clean energy development index and applies the Grey incidence decision method to analyze regional energy poverty issues in China. A model using panel data investigates the influencing factors that are governing energy poverty alleviation and the relationship between energy poverty and social development. The improved index system not only considers the access to modern energy services, but also addresses the cleanliness of energy supply and the transition to clean energy consumption for cooking. The results indicate that due to insufficient clean energy development, China’s Northeast and West regions have experienced increasing energy poverty problems, while energy poverty in the Southwest region has improved considerably because of its renewable energy development. Urbanization, affordability, and renewable energy development can increase access to modern energy services, contributing to energy poverty alleviation. However, the role of rural household consumption levels in energy poverty alleviation should be considered in rural energy policy.

Abstract:Along with economic growth, improving the quality of life of its citizens is a focal issue for the Chinese government. Energy poverty—a topic closely related to people’s quality of life—has received global attention. This article focuses on the relationship between marketization and energy poverty, estimating the intrinsic relationship between marketization and energy poverty by constructing panel data using the instrumental variable method. The study reveals a significant upward trend in marketization in China in recent years, with a concomitant decrease in energy poverty. The results confirm that marketization improves the quantity of energy supply and alleviates energy poverty, and that the quality of energy supply is also an effective way for marketization to impact energy poverty. However, this mechanism is mainly reflected in the fact that marketization increases the accumulation of human capital and promotes the use of clean energy, but not in the improvement of energy supply efficiency by marketization. Additionally, marketization-led increase in people’s income alleviates energy poverty. This study adds to the existing literature and provides important policy insights for market-based development and energy poverty reduction.

Abstract:China is one of the countries with abundant solar energy resources and also has rapid development in the photovoltaic (PV) industry. Since 2014, the Chinese government has begun to implement the PV power generation for poverty alleviation, which not only was in line with the concept of green development but also accelerated the pace of poverty alleviation in rural regions. This paper first reviews the status quo of energy poverty in rural China and elicits the necessity of developing PV power generation in those regions. Then, from the perspective of precision poverty alleviation, the status quo of PV power generation for poverty alleviation is introduced from the types of poverty alleviation, business modes, and the scale of poverty alleviation projects. This paper also introduces the policy status, which mainly involves national and regional policies, and shows that all departments give importance to PV power generation in rural regions. Furthermore, through the PEST-SWOT strategic analysis model, the internalities (strengths and weaknesses) and externalities (opportunities and threats) of PV power generation are analyzed, including policy, economy, society, and technology. According to the analysis of the strategic model, countermeasures are given in terms of policy recommendations, market mechanism, and technical support to solve some existing problems. Finally, this paper puts forward three key conclusions and prospects that the application of power alleviation with PV power generation is promising.

Abstract:The photovoltaic poverty alleviation project, part of the “Ten Major Precise Poverty Alleviation Projects” implemented by the Poverty Alleviation Office of the State Council, significantly contributes to eradicating poverty and rural revitalization. A difference-in-differences model was utilized in this study to assess this project's impact on rural households. This analysis used tracking data from households both with photovoltaic equipment installed and without in “S Town,” Jiangsu Province, from 2017 to 2021. The results indicate that photovoltaic installations lead to an increase in per capita disposable income, hence reducing poverty. However, further analysis suggests that better health and work capacity in disadvantaged households correlate with lesser benefits from the photovoltaic project in terms of income. The policy implications of these findings include a necessity for developing innovative models in the photovoltaic sector to enhance conditions for farmers, reducing their dependence on government subsidies.
