Abstract:Batam has a very rapid business climate growth in Indonesia. In effort to strengthen this condition, it has been equipped with a security system policy based a security camera technology with the aim of creating Batam City as a smart city in Asia Pacific region. It policy is Batam City Local Regulation Number 2 Of 2007 On Security System Throught Security Camera In Vital Objects, Public Facilities, And Spesific Areas In Batam City. Various problems has encountered in last 10 years including the not ideal security cameras quantity, bad security cameras quality, and Security Coordinating Board not implemented. From that, this research purpose is to analyze policy evaluation. Policy evaluation theory used as activity that concerns policy assessment including substance, implementation, and impact. Research method used phenomenology descriptive qualitative approach including primary and secondary data collection techniques, data processing and analysis, and conclusion. Through this research has found results in evaluation form from main cause problems is a synergism absence between government agencies concerned that are Batam City Government, Batam City Regional House of Representatives, Communication and Informatics Batam City Regional Office, Batam Enterprise Board, Transportation Batam City Regional Office, Barelang City Resort Police, 0316/Batam Military District Commander, and Batam Attorney-General's Office.

Abstract:Closed Circuit Television (CCTV) camera have recently become an indispensable part of daily life. Cameras are of vital importance as significant elements of security systems in different buildings and establishments such as houses, stores, and shopping malls. Also, millions of CCTV cameras are installed in streets with the goal of reducing crimes, preventing crimes, and increasing public safety. Effectiveness of the installation of CCTV cameras in relation to crime prevention aims to determine the effectiveness of CCTV cameras in the selected barangays of Ozamiz City, usefulness in crime prevention with respect to traffic violations, crimes against person and crimes against properties and to propose an action-based plan based on the results of the study. The study utilized descriptive-correlational design, mean and standard deviation was used to analyze the gathered data. Results revealed that the installation of CCTV cameras are very effective in crime prevention as it monitors and records the scenes 24/7 that can help in solving any reported crimes such as theft or robbery incident. Moreover, the installation of CCTV cameras is very useful in crimes against person and crimes against properties as well as in preventing traffic violations because CCTV can be used as evidence in court, and it will help the authorities solve any crimes and when drivers are aware that CCTV are monitoring the roads and traffic, they will adhere to the laws set by the authorities for fear of getting penalized.

Abstract:The Intelligent Sensor Information System (ISIS) isdescribed. ISIS is an active CCTV approach to reducingcrime and anti-social behavior on public transportsystems such as buses. Key to the system is the idea ofevent composition, in which directly detected atomicevents are combined to infer higher-level events withsemantic meaning. Video analytics are described thatprofile the gender of passengers and track them as theymove about a 3-D space. The overall system architectureis described which integrates the on-board eventrecognition with the control room software over a wirelessnetwork to generate a real-time alert. Data frompreliminary data-gathering trial is presented.

Abstract:This paper focuses on the smart security aspect of smart city initiatives, and specifically on road traffic monitoring. We describe the design and deployment of smart traffic monitoring in a pilot project located in the Selangor Cyber Valley, Selangor, Malaysia. Live roadside closed-circuit television footages are streamed to a remote network video recorder (NVR) and video management system. Videos from the NVR are also transmitted to a workstation at the Centre of Excellence for Advanced Sensor Technology for training, analysis, and inference with an artificial intelligence model. The proposed architecture allows for model updates without disruption to the running of the system. YOLOv7 is used for the object detection task of vehicle type identification, with enhancements for vehicle counting and brand/manufacturer classification. Identifying vehicles is crucial in regard to managing traffic flow, scheduling the movements of heavy vehicles, and identifying infrastructure improvements to alleviate congestion. The proposed model achieves precision, recall, and mean average precision (mAP) values of 80.6%, 88.3%, and 87.8%, respectively, surpassing the YOLOv7 model with h5 configuration by 3.6%, 9.3%, and 6.8%. The proposed model accurately detects 11 classes with mAP values of above 80%, except for buses, where the mAP is 70.6%. The similar characteristics of buses and vans (which are small objects, as they are captured from long distances) contribute to this lower accuracy, suggesting the need for more images and augmentation techniques to improve detection. The challenges encountered during and after deployment are addressed, and insights and recommendations are presented for future implementations.

Abstract:This study aims to determine the implementation of Semarang Smart City in improving public services. This study uses qualitative research methods sourced from various literature or literature studies in answering the research results. The findings found that Smart living with free WIFI service, an ambulance is available 24 hours a day. Smart living is responsive to various community reports, such as reports on water pumps that don't flow. Bright Environment successfully manages a harmonious, comfortable, and clean Environment by turning a slum village into a healthier and cleaner city. Smart mobility with the Bus Rapid Transit (BRT) service aims to provide an alternative mode of transportation that is reliable and safe for the citizens of Semarang City. The implementation of good governance is the existence of services starting from the management of children's birth certificates, death certificates, Electronic ID cards, and various other public services that provide convenience for the people of Semarang. Intelligent people develop formal education in schools and universities that are evenly distributed to citizens based on IT, such as the implementation of e-learning, providing internet access as a source of information, and free schools for elementary and junior high school students. An innovative Economy is realized through increasing access, equity, relevance, and quality of essential social services, improving the quality and competitiveness of the workforce, controlling the number and rate of population growth, and increasing citizen participation.
An IoT Enable Anomaly Detection System for Smart City Surveillance

Abstract:Since the advent of visual sensors, smart cities have generated massive surveillance video data, which can be intelligently inspected to detect anomalies. Computer vision-based automated anomaly detection techniques replace human intervention to secure video surveillance applications in place from traditional video surveillance systems that rely on human involvement for anomaly detection, which is tedious and inaccurate. Due to the diverse nature of anomalous events and their complexity, it is however, very challenging to detect them automatically in a real-world scenario. By using Artificial Intelligence of Things (AIoT), this research work presents an efficient and robust framework for detecting anomalies in surveillance large video data. A hybrid model integrating 2D-CNN and ESN are proposed in this research study for smart surveillance, which is an important application of AIoT. The CNN is used as feature extractor from input videos which are then inputted to autoencoder for feature refinement followed by ESN for sequence learning and anomalous events detection. The proposed model is lightweight and implemented over edge devices to ensure their capability and applicability over AIoT environments in a smart city. The proposed model significantly enhanced performance using challenging surveillance datasets compared to other methods.

Abstract:This research aims to find a model for implementing local government innovation in Pekanbaru City. One of the Innovation Public Service Mall innovations with the highest score is SMART PETAKU (Pekanbaru City Government Land Asset Management System) with a score of 820. However, there are still several innovations with the lowest score, one of which is the E-Archive with a score of 0. Using the theory of disruptive innovation ( Yu Hang, 2010), the basic design of this study uses a qualitative method with a descriptive approach from primary data sources obtained from in-depth interview techniques and secondary data, namely passive observation techniques. The research findings show that first, the success of the internal perspective is determined by the indicators of visionary and innovative local government head leadership, the right organizational structure with the establishment of a Public Service Mall, an organizational culture that is not separated from the pathology of democracy, and employee competencies that require development. Second, an external perspective determined by supervision from the Pekanbaru City DPRD, community participation, and appreciation factors that have a significant effect on the performance of the Pekanbaru City Government. Third, the marketing aspect is supported by the existence of a dynamic website from the content and information presented. Fourth is the technological perspective, where the Pekanbaru City Government through the Public Service Mall applies the E-Gov concept with application designs for requests and complaints. The conclusion of the study found the IEMT model with internal, external, market, and technology perspective dimensions. Recommendations for further research are collaborative governance studies in service innovation with the private sector at Public Service Malls which are still disproportionate.

Abstract:Bandung City Government is ranked the 3rd in smart city index in Indonesia only within 8 months of smart city application. Considering this achievement, it is necessary to study this fast-tracking success of smart city to enable a lesson learnt for other local governments. Hence, this research aims at evaluating the best practices of smart environment program as one of smart city projects and analyzing the positive transformation being brought. The analysis will be based on three core activities in smart environment: (1) the creation of thematic parks as open public spaces; (2) the restoration and the revitalization of rivers and its river banks; (3) urban gardening or urban farming. Combined with the result of extensive of literature review, this research will apply eight (8) aspects of smart environment. These aspects are (1) The Provision of Public Open Space; (2) Good Waste Management; (3) Slum Areas Management; (4) The Revitalization of River; (5) Eliminate “Chopsticks Syndrome” in Building Construction; (6) Alternative energy; (7) Reducing the Production of CO2; (8) Urban Farming. A qualitative research method were used in this research. The analysis of this research is a comparative analysis, with the use of smart city best practices in other cities in other countries as the benchmark. Seven local government work units/departments/agencies of Bandung Citywhich play important role as the leading sectors of the smart environment program were the key resources of this research. The data were collected from 30 interviews. This research gave its reader a new perspective in understanding the concept and the practices of smart city in the public administration perspective.

Abstract:Using the environmental, social and governance (ESG) model, this study examines the sustainability of local communities living in smart cities in Malaysia and the Philippines. Self-administered questionnaires were distributed to 400 respondents living in smart cities in Malaysia and the Philippines. PLS-SEM was used to analyse the data using the Singapore smart city initiatives framework. Findings show that local communities' awareness, perception and readiness to participate in the smart city initiatives impact smart city sustainability. In line with SDG 11, towards a more sustainable city, the study provides micro-level data to show the significance of local communities who are ultimately the end-users. Abstract:The high population and density of cities in Indonesia raise a number of urban problems that require creative and innovative solutions. One of the steps taken by the municipal government is to implement the concept of smart city, one of which is by utilizing information and communication technology (ICT). The municipal government applies ICT by creating websites and applications to provide a variety of city information and municipal government services to all residents that can also be shared on their online social network. However, it is not clear whether the residents perceive that the provided information is useful and whether the intentions to seek and share information from smart city platform are influenced by the perceived usefulness of the information and the citizen’ online social network attributes. Hence, this study was conducted with the aim to analyze the effect of the perceived usefulness of smart city information and social network attributes (number of ties and diversity of ties) on intention to seek and share information on smart city websites and applications in cities in Indonesia. The data were collected using a survey method, involving 1,161 respondents in 8 major cities in Indonesia, namely Jakarta, Bandung, Surabaya, Semarang, Medan, Makassar, Denpasar, and Banjarmasin. The survey results were analyzed using partial least square structural equation modeling (PLS-SEM), and it is concluded that the perceived usefulness of smart city information and the residents’ online social network attributes have positive and significant effects on the intention to seek information and intention to share information on smart city websites and apps.

Abstract:This study aimed to validate the waste collection sites (WCS) data by a field survey, identify the WCS distribution, propose a new suitable location for WCS, optimize existing WCS location and capacity, and analyze the potential reduction of unmanaged or uncollected waste in Semarang City. This study used the average nearest neighbor and kernel density (ANN/KD) analysis, spatial multi-criteria decision analysis (SMCDA), and location-allocation analysis to define the unserved area and analyze the priority area of WCS development. The results showed that Semarang Tengah and Semarang Selatan District have a thicker WCS density. Rural and peri-urban areas lack WCS, which may lead to improper waste management. There are 32 new potential locations and 84 existing WCS that are necessary to pretend its existence. The optimization of WCS may reduce uncollected waste from 1080 to 462 m 3 /day, thus reducing other improper waste management practices in Semarang City.

Abstract:The research aims to explain the use of Artificial Intelligence (AI) and Jakarta Smart City (JSC) technology, which was first implemented in Indonesia in 2014, starting in the Jakarta City Region (DKJ), followed by 100 cities, carried out to overcome the technology gap between regions. Use of AI and JSC by the government for public services, such as smart environment; people's economy; government; population mobility, and branding. Research methodology uses qualitative with a descriptive approach using observation instruments and direct interviews. The research period is three months (March to April 2024). Locations in seven JSC management units. The research population was in five JSC divisions, using a snowball pattern sample. The research results show that there has been an increase in the efficiency of public services using AI and JSC technology in transportation management; rubbish; city security defense; and improving the quality of resources. Traffic congestion research recommendations, DKJ must develop innovations for all integrated public transportation facilities, by expanding the Integrated Highway (MRT) and Light Rail Transit (LRT) networks. For flooding problems, DKJ must use early digital detection technology for flood monitoring. In the future, DKJ hopes to implement an integrated digital payment system between the Resident Card and: Taxpayer Identification Number (NPWP), digital lifetime extension of the Driving License (SIM), processing of annual Vehicle Registration Certificates (STNK), and Vehicle Tax Proof Bermptor (BPKB) five-yearly all two-wheeled vehicles online (digitally) without queuing at the location.

Abstract:Nigerian campuses comprises of diverse culture, ethnicity and religion. Controlling these campuses is a very big deal. Cameras are installed to help security personnel in carrying out these enormous tasks. However, the installed closed circuit television [CCTV] cameras are only used for evidence sourcing rather than prevention of campus vices. With the use of appropriate technique, campus vices can be prevented thus securing the campus. In this research, an Artificial Intelligent (AI) video surveillance system was developed. The system captures, analyses video for any abnormal behaviour and alerts relevant personnel for appropriate required action. The scheme uses crowd surge a crowd analyzer for videos with vulnerability and threats. The result shows that when deployed at strategic flagged locations early campus vices are detected and reported to relevant personnel whom take appropriate actions and measures to curb escalation of the vices.

Abstract:Electronic Traffic Law Enforcement (ETLE) refers to the enforcement of traffic violations by applying electronic tickets using cameras installed at central traffic points, to supervise violations committed by the public in the form of digitizing tickets. Egovernment is an effort to reduce accident rates and traffic violations through Electronic Traffic Law Enforcement (ETLE) in Makassar. This study uses a literature review with a primary focus on the literature. The literature review achieves an ongoing dialogue in the literature, fills gaps, and expands upon previous studies. The results of this study address e-government as an application of information technology, a broader topic of the use and application of information and communication technology for the management of relationships and networks in society to achieve effective, efficient, sustainable, and quality governance. The application of ETLE focuses on the integration of vehicle data, which must be updated, and the confirmation process for offenders and police is carried out by digitalization. E-government is a transformative application of information technology. E-government is closely related to the realization of values that reflect good governance by prioritizing a thorough digitization process starting from the ticket process, confirmation process, and online ticket payment. This is in addition to the efforts of the police of the Republic of Indonesia to make efforts to update data on a regular basis so that the optimization of ETLE can run well. Abstract:The development of smart cities has evolved through several generations since the beginning. Many requirements and technologies have been devised to facilitate the implementation of the smart city concept, among which the smart city platform stands out. The implementation of smart city platforms facilitates the advancement of technology-driven services in smart cities, hence enhancing the overall well-being of their residents. Nevertheless, the existing notion of smart cities has evolved into a more comprehensive model encompassing intelligence, sustainability, and resilience. The paradigm shift in urban development necessitates fulfilling diverse needs by both smart cities and platforms. Research about the current smart city platforms necessitates adaptation to align with the criteria for developing smart, sustainable, and resilient cities. This study presents the Cognitive City Platform as a digital public infrastructure compatible with advancing intelligent, sustainable, and resilient urban areas. The adaptability of the system architecture on the cognitive city platform allows for its implementation in cities of different scales and sizes. Additionally, the platform incorporates city anomaly analytics as its initial level of cognitive functionality. This study additionally presents findings regarding the practical usage of the Cognitive City platform and empirical data about assessing its performance and scalability.

Abstract:As cities continue to grow and face increasing challenges, the concept of smart cities has emerged as a solution to create sustainable, efficient, and livable urban environments. One crucial aspect of smart cities is the development of intelligent urban public spaces that cater to the diverse needs and preferences of residents and visitors. This paper explores the role of AI in the development of such spaces, focusing on how AI technologies can enhance their design, functionality, and user experience. It examines the application of AI in areas such as data analytics, user behavior analysis, sensor networks, and adaptive systems to create dynamic and responsive public spaces. Abstract:The aim of this paper is to examine the socio-ecological vulnerability and the resulting in spatial pattern on a city scale. The assessment methods for vulnerability-resilience in the social and ecological have been broadly examined, such as the Environmental Vulnerability Index (EVI) and disaster risk assessment by the BNPB (Badan Penanggulangan Bencana Nasional). However, in some cases, these methods are suitable only in disastrous vulnerability and on a larger scale. The assessment method of socio-ecological systems in this paper has been modified to a city-scale and per the data availability. By using spatial data, this paper analyses the connection between vulnerability-resilience of socio-ecological systems and land coverage pattern. Based on the case study, the finding shows that almost 28% of Semarang city areas are socio-ecologically vulnerable. Mostof the land use of the vulnerable areas is currently used for urban built-up area and agriculture. For future research, this method can be used for vulnerability assessment of the socio-ecological system in other cities and as a consideration for decision making in spatial planning.

ETLE is based on Law (UU) Number 22 of 2009 concerning Road Traffic and Transportation and Government Regulation (PP) Number 80 of 2012 concerning Procedures for Inspecting Motorized Vehicles on the Road and Enforcement of Traffic and Road Transportation Violations. From October 2022 to February 2023, this research was conducted at the state police of the Republic of Indonesia in Central Java Resor Sukoharjo. To observe and comprehend the subjects and objects of study, the researcher employs a qualitative descriptive method based on observations made in the field. During and after data collection, data collection techniques, such as observation, interviews, and documentation, are combined with data analysis, which includes data reduction, data presentation, and conclusion or verification drawing. As evidenced by the recapitulation of 16,538 violation cases in Sukoharjo, the results demonstrated the public's need for more understanding regarding electronic fines and discipline in maintaining driving order must be improved. Additional socialization efforts are required to maintain traffic order and reduce instances of these violations. Replacing conventional ticketing with electronic ticketing, or ETLE, will result in more equitable, transparent, and efficient public services. To support security, order, safety, and order in traffic, the benefits can be felt by all levels of society simultaneously.
PublicVision: A Secure Smart Surveillance System for Crowd Behavior Recognition

Abstract:Crowd behavior recognition plays a critical role in various domains, including public safety, event management, and urban planning. Understanding crowd dynamics and detecting behaviors based on violence levels are crucial for preventing incidents and maintaining order in crowded environments. However, traditional surveillance methods fall short of providing comprehensive and real-time insights into complex crowd behavior patterns and fail to distinguish different violence levels within crowds that affect proactive decision-making. Moreover, most of the current systems do not provide reliable secure data transmission and are not viable in protecting the privacy of individuals. This paper designs an end-to-end secure and smart surveillance system, namely PublicVision, that transmits CCTV data securely to a remote central hub where a deep learning (DL) model based on Swin Transformer is utilized to identify and analyze crowd behaviors. A novel video dataset was created to train the DL model that identifies crowds based on size and violence level. The proposed system incorporates end-to-end security by creating a Dynamic Multipoint Virtual Private Network (DMVPN) and leverages the property of IP Security (IPSec) and Firewall for confidentiality and integrity during transmission and storage. Experiment analysis and real-time inference using DeepStream Software Development Kit (SDK) proved that the proposed system has significant implications for public safety, security, and crowd management in various contexts, including public spaces, transportation hubs, and large-scale events.

Abstract:The increase in population has a linear indication of the intensity of people's movements in urban areas. The emergence of various new phenomena such as economic activity and tourism changes the physical conditions of the urban environment. In this era, spatially sustainable infrastructure adapts to changes in the shape of urban spaces as well as to patterns of population movement. The problem of the lack of willingness to use public transportation and willingness to walk occurs along the Trans Jogja route. Coupled with the high number of private vehicles from both local people and tourists, this has created a traffic jam problem that has not been resolved. The provision of sustainable infrastructure such as Trans Jogja needs to consider environmental conditions and user needs. This study aims to produce an Urban Street Design based on the conditions of the Built Environment components (Transportation System, Land-use, Urban Design). Data collection has been carried out in 2022 for 35 samples of bus stops on Trans Jogja routes. The analytical method used is Arcgis Query (GIS Method) such as buffer and scoring/scaling to determine the Transportation System (road network, sidewalks, etc). The land-use component will use the density and diversity calculation formula (balancing index formula) by utilizing data on the number of residents and the number of buildings per 300-meter radius from the bus stops. The result is an Urban Street Design model that is by the results of the Built Environment analysis with the need for the theory of Sustainable Infrastructure.
