Abstract:Using firm-level data of companies listed on China's A-share market from 2006 to 2017, this research applies a difference-in-differences (DID) empirical method to test whether the state policy in China used for identifying firms as being "high-tech" enhances their innovative capabilities. This paper presents three main findings. First, multiple robustness tests confirm that the state technology identification policy does improve the total number of patent applications as well as the number of patent invention applications. Second, government subsidy is an important channel through which this policy affects a firm's innovation capabilities. Third, this policy has a more prominent and positive influence on the innovation capabilities of firms located in regions where there exist a higher rate of taxation in addition and relatively more developed products and factor markets. Fourth, we conduct a flexible back-of-the-envelope cost-benefit analysis to demonstrate that the high-tech firm identification policy does improve the overall level of social welfare. The empirical results of this paper have far-reaching implications for China's innovation policies.

Abstract:China has been facing severe air pollution problems in recent years. Since China relies heavily on the industry sector that produces air pollution, China has to make progress on other sectors to alleviate air pollution pressure. The development of Alternative fuel vehicles, especially electric vehicles (EV), is considered the next top strategy to deal with environmental problems. Besides China, the world is transitioning from conventional vehicles to electric vehicles. And a few companies have had major breakthroughs. Tesla, the leading EV company, opened its patent to worldwide EV producers. How this will influence China’s EV industry is worth noting. In this paper, the impact of Tesla’s action is studied. This article uses comparative analysis to evaluate Tesla’s contributions to China’s EV market. The result is that Tesla contributes partially to China’s EV industry. This paper develops a series of policies to help address this issue based on findings.

Abstract:Under continual innovation, greater patent strength expands innovating firms' profit against imitation, but also shifts profit from current to past innovators. We show how the impact of patents on innovation, as determined by these two opposing effects, varies with industry characteristics. When the discount factor is sufficiently high, the negative profit division effect is negligible, and innovation monotonically increases in patent strength; otherwise, innovation has an inverted-U relationship with patent strength, and stronger patents are more likely to increase innovation when the discount factor or the fixed innovation cost is higher. We also show how the impact of patents on innovation may change with firms' innovation capability and with the intensity of competition from imitators. (C) 2013 Elsevier B.V. All rights reserved.

Abstract:We detect ongoing innovation in empirical data about human technological innovations. Ongoing technological innovation is a form of open-ended evolution, but it occurs in a nonbiological, cultural population that consists of actual technological innovations that exist in the real world. The change over time of this population of innovations seems to be quite open-ended. We take patented inventions as a proxy for technological innovations and mine public patent records for evidence of the ongoing emergence of technological innovations, and we compare two ways to detect it. One way detects the first instances of predefined patent pigeonholes, specifically the technology classes listed in the United States Patent Classification (USPC). The second way embeds patents in a high-dimensional semantic space and detects the emergence of new patent clusters. After analyzing hundreds of years of patent records, both methods detect the emergence of new kinds of technologies, but clusters are much better at detecting innovations that are unanticipated and undetected by USPC pigeonholes. Our clustering methods generalize to detect unanticipated innovations in other evolving populations that generate ongoing streams of digital data.

Abstract:Science, Technology and Society, Ahead of Print. The study aims to explore how to measure firms' open innovation from financial statements. So, our research question is as follows: How can we determine firms' open innovation signals directly or indirectly from financial statements? This study used data from the US financial statements and patent registration database from 2016 to 2018 to answer this research question. Three manifest signals of open innovation in financial data were found. First, subsidiary or related firm investment in financial data may have a negative relationship with open innovation because open innovation (i.e., the co-application of patents) could decrease subsidiary or related firm investment. But there are differences between the top and bottom twenty firms. Second, internal R&D investment (I R&D) in financial data may have a positive relationship with open innovation because I R&D could trigger inward open innovation. If I R&D combines with an open innovation strategy, it increases the size of subsidiary or related firm investment as a kind of inward open innovation. Third, free cash flow (FCF) in financial data may have a positive relationship with open innovation because high FCF could support outward open innovation.

Abstract:This paper studies how foreign direct investment (FDI) affects innovation in the host country, using matched firm-level patent data of Chinese firms. The data contain multidimensional in-formation about patent counts and citations, which, together with an identification strategy based on Lu et al. (2017), allows us to measure innovation comprehensively and to uncover the causal relationship. Our empirical analysis shows that FDI has positive intra-industry effects on the quantity and quality of innovation, as well as radical innovation, by Chinese firms. We show that these positive effects are driven by increases in competition, rather than by knowledge spillovers from FDI which is measured by patent citations between domestic firms and foreign invested enterprises (FIEs). We further investigate the inter-industry effects of FDI and find that FDI has positive vertical effects on innovation in upstream sectors through backward knowledge spillovers.

Abstract:Based on the 2017 China Patent Survey data, this study examines how contact with patent trolls affects Chinese enterprises’ technological innovation. The results indicate that the presence of patent trolls in the market may be beneficial for stimulating Chinese enterprises’ awareness of intellectual property rights and improving their technological innovation, indicated by increased R&D investment and patent quantity. However, direct contact with patent trolls does not improve patent value. Such contact further negatively affects patent implementation, as demonstrated by a decreasing share of self-implemented patents and an increasing share of licensed patents. Our findings reveal a “patent troll infection” among enterprises, which hinders patented technology implementation.

Strategic Use of the Second-Tier Patent System for Short Life-Cycle Technologies — Evidence from Parallel Filings in China

Abstract:A second-tier patent system with relatively low protectability standards has been adopted by many countries, but empirical evidence on how it is used by firms is rare. Using Chinese patent data, we exploit “parallel filings” – where a second-tier patent is filed simultaneously with an invention patent – to shed light on its use in practice. The data indicate that while parallel filings appear to be inventions with a narrower scope, they are cited more frequently in the early years and more likely to be licensed or transferred compared to inventions protected by standard patents. We provide evidence that parallel filing is likely a strategic choice for short-life-cycle technologies that achieve high value early in their lifetime but decay fast. The rapid issuance of the second-tier patent facilitates knowledge diffusion and technology transfer, thereby helping the patentees capitalize on the value of fast-moving technologies. This study provides some much-needed empirical evidence on how the quick procedure of the second-tier patent system serves short life-cycle technologies.

Abstract:This study investigates the impact of patented innovation on the left-tail risk of stock price, measured as the 1% value at risk (VaR) and expected shortfall (ES). Using the sample of all listed firms in the Chinese A-share market from 2007 to 2020, we find that the quantity and quality of patents significantly decrease left-tail risk. Second, the effect is more pronounced for firms in regions with patent pledge systems or stronger intellectual property rights protection. Short-selling constraints and the engagement of retail investors hinder patented innovation from reducing left-tail risk. Third, we further explore the mechanisms and find that patented innovation enhances financial performance, mitigates financial constraints, and attracts long-term institutional investors, thereby decreasing left-tail risk.

Abstract:Green innovations such as renewable energy technologies and cleaner process modifications are important technical routes and critical directions for reducing carbon emissions from industrial production processes. This study examines the impact of intellectual property protection on green technology innovation, constructing a progressive difference-in-differences model using 849 listed manufacturing firms panel data from 2007 to 2019 and taking the Chinese Intellectual Property Rights model cities as a quasi-natural experiment. Our study finds that the pilot policy significantly enhances corporate green innovation. When considering heterogeneity, the policy treatment effect is more remarkable for large firms, state-owned enterprises, and industries where technology can be easily imitated. Moreover, the mediating effect shows that the policy promotes green innovation by encouraging firms' research and development cooperation and increasing human capital levels. This study proposes that policymakers should reinforce intellectual property protection, encourage companies to be better and bigger, and emphasize the intermediary function of open innovation and human capital in green technology innovation.

To that end, this study uses patent portfolio analysis. A comprehensive and dynamic picture is depicted through our evolutionary analysis covering 5,986 AV patents applied for from 1997 to 2016 worldwide, which were assigned to seven relevant sectors (automotive, machinery, aircraft/defence, electronics, information/software service, mobility/logistics service, and research) and focused on five key technology categories (control and actuation, perception and localisation, computation, communication, and system integration). Three key findings from our study are: 1) sectors differ in terms of the amount of knowledge they developed and the distribution of knowledge across technology categories; 2) different sectors and technology categories have uneven roles in the global knowledge diffusion network; 3) knowledge development and diffusion patterns exhibit significant evolutionary tendencies. Our research deepens the current understanding of the dynamics of AV innovation and contributes to TIS theory. The Nexus of Open Science and Innovation: Insights from Patent Citations

Abstract:This paper aims to analyze the extent to which inventive activity relies on open science. In other words, it investigates whether inventors utilize Open Access (OA) publications more than subscription-based ones, especially given that some inventors may lack institutional access. To achieve this, we utilized the (Marx, 2023) database, which contains citations of patents to scientific publications (Non-Patent References-NPRs). We focused on publications closely related to invention, specifically those cited solely by inventors within the body of patent texts. Our dataset was supplemented by OpenAlex data. The final sample comprised 961,104 publications cited in patents, of which 861,720 had a DOI. Results indicate that across all disciplines, OA publications are 38% more prevalent in patent citations (NPRs) than in the overall OpenAlex database. In biology and medicine, inventors use 73% and 27% more OA publications, respectively, compared to closed-access ones. Chemistry and computer science are also disciplines where OA publications are more frequently utilized in patent contexts than subscription-based ones.

Abstract:Although the importance of technological advancement in facilitating successful transitions to alternative energy is well recognized, the study of technological advancement strategies has been elusive. This study aims to investigate the technological advancement strategies for inventing alternative energy technologies by using patent data. This study empirically examines relationships between forward citation counts and the results of invention activities such as the degree and type of technological advancement (diversification), as well as other bibliographic information about the patent. Specifically, this study considers both the degree and the type of technological advancement of the patents, taking into account the scale and scope of technological knowledge. Finally, the study confirms the heterogeneous relationships between innovation impact and technological advancement in each field of alternative energy. It was confirmed that the innovation impact of patents related to wind energy was more significantly associated with the degree of technological advancement than that of patents related to other fields of alternative energy. In the case of patents related to fuel cells and biofuel, diversification of technological advancement was associated with a higher innovation impact. In the case of solar and hydro energy, specialization of technological advancement was found to be related to a higher innovation impact.

Abstract:The objective of this paper is to examine the innovation impacts of renewable energy support policies, and their interaction in the empirical context of solar photovoltaics (PV) technology. This is achieved using data on patent applications for 13 countries over the period 1978–2008, and unconditional negative binomial estimators. The analysis addresses one technology-push instrument, public R&D support, and two demand-pull instruments, feed-in tariffs (FIT), and renewable energy certificate (REC) schemes. The results indicate that: (a) both FIT and REC schemes induce solar PV patenting activity, but the impact of the former policy appears to be more profound; (b) public R&D support has overall been more influential than FIT and REC schemes in encouraging solar PV innovation; (c) policy interaction exists in that the impact of public R&D support on innovation is greater at the margin if it is accompanied by the use of FIT schemes for solar PV. A corresponding interaction effect is harder to detect for public R&D support and REC schemes, possibly due to the stronger technology selection pressure under the latter policy. The results following several robustness tests support the existence of a positive interaction effect between public R&D and FIT schemes.

Abstract:Finding the factors driving enterprise innovation behavior from multiple dimensions is of great significance for promoting enterprise innovation. Open innovation based on overseas mergers and acquisitions (M&A) has become one of the main ways for enterprises to obtain knowledge and technology. However, there is still no agreement on whether open innovation based on overseas M&A can promote innovation behavior of enterprises. Based on data from M&A transaction and enterprise patent of China’s Shanghai and Shenzhen A-share listed companies from 2011 to 2018, this study constructs a propensity score matching and difference-in-difference model from the perspective of innovation performance and innovation investment empirically studies the influence of open innovation mode based on overseas M&A on the innovation behavior of enterprises and finds that open innovation based on overseas M&A can significantly promote the innovation performance and innovation investment. Meanwhile dynamic effects test shows this promotion effect is sustainable; it reaches the maximum in the year of overseas M&A and decreases in the next two years. In addition, the impacts are heterogeneous due to enterprise ownership and enterprise technology intensity. The findings extends the scope of understanding innovation behavior of enterprises from overseas M&A and provide solid evidence of significant business implications for the promotion of entrepreneurial innovation.

Abstract:Green AI (Artificial Intelligence) and digitalization facilitate the "Dual-Carbon" goal of low-carbon, high-quality economic development. Green AI is moving from "cloud" to "edge" devices like TinyML, which supports devices from cameras to wearables, offering low-power IoT computing. This study attempts to provide a conceptual update of climate and environmental policy in open synergy with proprietary and open-source TinyML technology, and to provide an industry collaborative and policy perspective on the issue, through using differential game models. The results show that patent and open source, as two types of TinyML innovation, can benefit a wide range of low-carbon industries and climate policy coordination. From the case of TinyML, we find that collaboration and sharing can lead to the implementation of green AI, reducing energy consumption and carbon emissions, and helping to fight climate change and protect the environment.

Abstract:Open innovation can speed innovation; reduce the uncertainty of technology and market. It could also provide access to more ideas than could be developed inhouse. By leveraging the discoveries of others, companies can produce spectacular results. Too open will bring negative impacts also because of the costs for searching and the leakage of key technology. This paper empirically verifies the relationship between the degree of openness and the innovation performance. We find that the more open in the innovation process, the higher innovation performance would be. This paper finds that the negative impact is insignificant. It is because the degree of openness is not enough for Chinese firms. The ability of using and integrating external knowledge is crucial for Chinese firms to improve the technological innovation capability.
Comparing the Technology Trajectories of Solar PV and Solar Water Heaters in China: Using a Patent Lens

Abstract:China invests more in renewable energy than any other countries, such as in solar energy. The traditional literature maintains that these government-supported industries are more innovative than grassroots industries such as solar or thermal, which leads to debate. This study uses mixed methods, combining qualitative and quantitative approaches to compare the technology trajectories of leading solar water heater (SWH) and solar photovoltaic (PV) firms in China. It concentrates on the following three aspects: trajectories of key technologies, patent citation network, and type of collaboration. Our analyses show that technology trajectories differ significantly between leading SWH firms and PV firms in China. We find that the Chinese SWH firms are core to international knowledge networks, and are following a market-driven innovation mode. In contrast, Chinese PV firms are close to the center of the network and government-driven. Research suggests that grassroots innovation, by doing, using, and interaction (DUI), can create short-term market development models relying on China’s traditional industry model, but cannot create a long-term international leading innovation model; only integrated science, technology, innovation modes (STI), and DUI innovation modes tend to result in international leadership in innovation.

Abstract:The present paper extends the literature investigating key drivers leading certain patents to exert a stronger influence on the subsequent technological developments (inventions) than other ones. We investigated six key determinants, as (i) the use of scientific knowledge, (ii) the breadth of the technological base, (iii) the existence of collaboration in patent development, (iv) the number of claims, (v) the scope, and (vi) the novelty, and how the effect of these determinants varies when patent influence—as measured by the number of forward citations the patent received—is distinguished as within and across the industrial and organizational boundaries. We conducted an empirical analysis on a sample of 5671 patents granted to 293 US biotechnology firms from 1976 to 2003. Results reveal that the contribution of the determinants to patent influence differs across the domains that are identified by the industrial and organizational boundaries. Findings, for example, show that the use of scientific knowledge negatively affects patent influence outside the biotechnology industry, while it positively contributes to make a patent more relevant for the assignee's subsequent technological developments. In addition, the broader the scope of a patent the higher the number of citations the patent receives from subsequent non-biotechnology patents. This relationship is inverted U-shaped when considering the influence of a patent on inventions granted to other organizations than the patent's assignee. Finally, the novelty of a patent is inverted-U related with the influence the patent exerts on the subsequent inventions granted across the industrial and organizational boundaries.

Determinants of the Pace of Global Innovation in Energy Technologies

Abstract:Understanding the factors driving innovation in energy technologies is of critical importance to mitigating climate change and addressing other energy-related global challenges. Low levels of innovation, measured in terms of energy patent filings, were noted in the 1980s and 90s as an issue of concern and were attributed to low investment in public and private research and development (R&D). Here we build a comprehensive global database of energy patents covering the period 1970-2009 which is unique in its temporal and geographical scope. Analysis of the data reveals a recent, marked departure from historical trends. A sharp increase in rates of patenting has occurred over the last decade, particularly in renewable technologies, despite continued low levels of R&D funding. To solve the puzzle of fast innovation despite modest R&D increases we develop a model that explains the nonlinear response observed in the empirical data of technological innovation to various types of investment. The model reveals a regular relationship between patents, R&D funding, and growing markets across technologies, and accurately predicts patenting rates at different stages of technological maturity and market development. We show quantitatively how growing markets have formed a vital complement to public R&D in driving innovative activity; these two forms of investment have each leveraged the effect of the other in driving patenting trends over long periods of time.
