Abstract:Asset appraisal occupies an important position in the market economy of cash. The legal compliance development of the asset appraisal business requires procedural work such as revising contracts and basic matters, making plans, conducting research and data collection so that businesses and other users of asset appraisal reports can obtain reliable appraisal reports. However, due to the impact of profit-seeking, institutional independence, report use beyond the scope, macroeconomic environmental fluctuations and other factors, asset appraisers may produce a lot of legal risks when conducting value evaluation and estimation activities, which will make enterprises, evaluation institutions and other asset appraisal participants bear certain civil liability and economic losses. Therefore, in order to ensure the sustainable and healthy development of the asset appraisal industry, it is necessary to actively explore the preventive measures of various asset appraisal risks. This paper focuses on the connotation of asset assessment risk, discusses many problems in specific operation and how to effectively establish asset assessment risk prevention system.

Abstract:Public buildings fire risk includes GR(i.e.the damage to the building itself) and IR(i.e.the damage to people inside the building).Based on the Gustav Purt's fire risk assessment method and the AHP(analytical hierarchy process),this paper handles the fire hazards by using some methods of fuzzy-math.It defines the Appraisal parameters of fire risk assessment,and arranges them according to the different features of the fire hazards.By evaluation,we obtain the safety rank of the buildings and the fire risk order of the building fire hazards in certain areas.In the process of evaluation,we take into account the control ability of hazards,especially the fire brigade's risk control ability,which makes the results more reasonable and accurate.This method can enable the fire brigade to know timely the safety situation of the major public buildings in its area,and help them to arrange fire stations as well as to reduce the risk in urban areas.

Abstract:China now are in the peak of constructions of civil engineering with large-scales and construction of public engineering is becoming vigorous. The public projects directly affect the vital interests of the people and the basic construction of national comprehensive development. Because of its large investment,long construction period,complex technology and participation in the project construction units and involving a large number of risk in construction,an effective project risk management has become imperative. This paper is based on the practice. By analyzing 102 announcements of auditing report about public project,the key risks of public projects have been summed up. Then,using AHP to determine the extent that risk factors affect the project. Combined with the theory and methods of risk management,the paper conducted a preliminary exploration on risk management strategy in public project.

Abstract:Urban risk assessment unit was divided into industrial risk, population-intensive and communal facilities.Regional risk assessment index system in relation to urban public safety was defined.Urban public safety regional risk assessment model of identity-discrepant-contrast was built.A scenic tourist spot risk was estimated using risk matrix and the set pair analysis method.With the development of urbanization in China, the problem of urban public safety is becoming increasingly prominent. A scientific regional risk assessment of urban public safety can provide important support for risk warning and management systems. This study aims to introduce a comprehensive method to assess and manage regional risk factors of urban public safety. Taking regional risk assessment of urban public safety as the research object, and focusing on multiple sources of risk such as industry, infrastructure, traffic, and public places, this study provides a comprehensive and systematic classification of risks and identifies the characteristics of the various risk agents. The urban region is divided into three units: an industrial risk unit, an urban population-intensive unit, and an urban communal facilities unit. Then, a multi-agent index system for regional risk assessment in relation to urban public safety is established. Using the analytic hierarchy process, the entropy weight method, and multiple connection numbers, both static and dynamic analyses of regional risks in relation to urban public safety are undertaken and the regional risks in relation to urban public safety are predicted.

Abstract:The study of risk assessment of dangerous chemicalss has attracted much attention in recent years. In this paper, a new method of risk assessment is developed. Besides the inherent risk, the accident derivation possibility that may be caused by the primary accident is considered together with the effect of emergency rescue action which may reduce the risk. The analytic hierarchy process (AHP) is applied in this research. The factors and the weights are specified with dozens of case analysis. The risk assessment results show good agreement with the real cases. It is also found that the effect of emergency rescue action is very important in risk assessment and should not be ignored.

Technology and social factors are the two main causes of safety accidents,therefore technological control and social intervention become the two basic methods to control the risk. The causes and mechanism of technology and social factors that may trigger public safety accidents are described in the article,specific ways and methods are introduced to control the risk through technology and social intervention. Abstract:This study conducts in-depth research and analysis on the intelligent monitoring and early warning of public safety machines in the construction of smart cities, taking risk management theory as the theoretical basis and combining it with the actual situation, i.e., constructing a public safety risk management framework under the background of proposing urban refinement management, a typical case for in-depth analysis, and understanding how the community carries out public safety risk prevention and control through research and interviews and other research methods, mainly including the overall design and the design of application modules for the robot. Based on studying the existing research and combining the advantages of each research method, this study proposes a method suitable for the analysis of this study, which can improve efficiency and accuracy. The robot application module design part, around the system's main emergency command object, i.e., the robot, details its design in four aspects: data communication, situation display, auxiliary decision-making, and command and dispatch. The technical environment for system development is given, the development framework based on BS structure and the development and implementation of data interface modules are detailed, and the development and implementation of the robot application module are explained in detail. Finally, the system functions and performance, and further optimization directions are given based on the analysis of the test results.

Abstract:With the rapid development of industry in China, the number of establishments that are proposed or under construction is increasing year by year, and many are industries that handle flammable, explosive, toxic, harmful, and dangerous substances. Accidents such as fire, explosion, and toxic diffusion inevitably happen. Accidents resulting from these major hazards in cities cause a large number of casualties and property losses. It is increasingly important to analyze the risk of major hazards in cities realistically and to suitably plan and utilize the surrounding land based on the risk analysis results, thereby reducing the hazards. A theoretical system for risk assessment of major hazards in cities is proposed in this article, and the major hazard risk for the entire city is analyzed quantitatively. Risks of various major accidents are considered together, superposition effect is analyzed, individual risk contours of the entire city are drawn out, and the level of risk in the city is assessed using "as low as reasonably practicable" guidelines. After the entire city's individual risk distribution is obtained, risk zones are divided according to corresponding individual risk value of HSE, and land-use planning suggestions are proposed. Finally, a city in China is used as an example to illustrate the risk assessment process of the city's major hazard and its application in urban land-use planning. The proposed method has a certain theoretical and practical significance in establishing and improving risk analysis of major hazard and urban land-use planning. On the one hand, major urban public risk is avoided; further, the land is utilized in the best possible way in order to obtain the maximum benefit from its use.

Abstract:The existing research on security risk often focuses on specific types of crime, overlooking an integrated assessment of security risk by leveraging existing police resources. Thus, we draw on crime geography theories, integrating public security business data, socioeconomic data, and spatial analysis techniques, to identify integrated risk points and areas by examining the distribution of police resources and related factors and their influence on security risk. The findings indicate that security risk areas encompass high-incidence areas of public security issues, locations with concentrations of dangerous individuals and key facilities, and regions with a limited police presence, characterized by dense populations, diverse urban functions, high crime probabilities, and inadequate supervision. While both police resources and security risk are concentrated in urban areas, the latter exhibits a more scattered distribution on the urban periphery, suggesting opportunities to optimize resource allocation by extending police coverage to risk hotspots lacking patrol stations. Notably, Level 1 security risk areas often coincide with areas lacking a police presence, underscoring the need for strategic resource allocation. By comprehensively assessing the impact of police resources and public security data on spatial risk distribution, this study provides valuable insights for public security management and police operations.

Abstract:The purpose of the article is to regard city as the object and work out a set of methods of assessment of risk.The improved technology of assessment of risk for urban major hazards and the method ofquantization are studied.Principle of "level-superposed" of the grade of security is brought forward.Analyzing the possibility of all kinds of calamities to take place,confirming the grade of security relative to city of the kind calamity,and superposing its coefficient correlation in certain proportion,this paper gets the synthetical security atlas similar to the real one based on urban geography and urban resource. The evaluation index of social risk is set up based on the distributed comprehensive density of population,thus comprehensive safe planning to the dangerous source in the city can be carried on.At last,an example for providing the visual safe grade of city and the divided electronic map is given.The exploration work of this text can offer reference for relevant research work,which is also significant to improve the engineering level of urban assessment of risk,to prevent and control the emergence of great malignants accidents effectively such as fire,explosion,poisonous substance leakage,etc.,and to offer the scientific decision basis for city safety management.

Abstract:With the continuous improvement of marine strategic status, the degree of emphasis on marine environmental security incidents has increased. In order to effectively prevent and manage marine environmental events, we need to work through risk assessments to prevent the occurrence of events or reduce the impact of events. Based on the theory of public safety triangle, this paper studies and analyzes the comprehensive risk assessment of marine environmental safety. Based on the historical disaster situation investigation and the existing disaster risk assessment research results, a comprehensive risk assessment framework was established. According to the development process of the marine environmental safety incident and the influence of the incident, the comprehensive risk evaluation index system is constructed from three aspects: event risk, disaster tolerance and emergency management. According to the expert experience and judgment matrix, considering the acceptable level of risk, the risk assessment grading standard is established, which provides theoretical support for the comprehensive risk assessment of marine environmental safety.

Abstract:This paper applies a more efficient fire risk assessment method to preventing the fire of public gathering places, as to minimize fire risk. Based on the analytic hierarchy process, this paper uses fuzzy thoery to determine the membership degree and the fuzzy relation (R), and it also uses the grey incidence analysis to determine the weight set, and establishes the multilevel fuzzy comprehensive assessment model. Then it makes a case study, in which the fire risk of the public gathering place is graded through this method and the improved measures are suggested. The results indicate that this method is feasible and efficient.
