Abstract:A boundary-spanning regional innovation model of permeability among university, industry and government is abstracted from Boston, Silicon Valley and Research Triangle and used to assess Newcastle Science City. Early history may provide a better guide for aspiring regions than abstracting elements from the contemporary Silicon Valley ecosystem with its multiple interactive technology and business paradigms. Inducing permeability in academic boundaries is a first step to creating an entrepreneurial university, the motive force of the most successful regional innovation clusters. After a high-tech cluster is achieved, the generative source of its firms is often forgotten, their origins obscured by highly visible artefacts and symbols, like science parks or branding. The increasing dependence of Silicon Valley on external sources of human capital and innovation is a potential Achilles heel, if competitive regions achieve ‘stickiness’ and retain their assets. Paradoxically, Silicon Valley is both unique and replicable.

Abstract:This study takes the "New Silicon Valley" Hangzhou to discuss the relationship about the resources and development. The resource-based view provided a systematic approach for analyzing the role of Hangzhou in terms of its potential sustained competitive advantage in technology development. In this study, we suggest that each resource can enhance the technology development, but the potential of each resource should not be viewed in isolation. Two intervening variables are talents and capabilities. We not only integrate three resources, but also study at their interface. Thus, we put forward eight propositions include the interplay, isolated impact and combined affect.

Abstract:Silicon Valley has been a hub of technology innovation and entrepreneurship since the 1950s. And its entrepreneurial ecosystem is the key to its success and durability. Culture, government, and technology all play a part in Silicon Valley's startup ecosystem.These changes have been crucial in establishing the region as a hub for innovation and entrepreneurship. The people of Silicon Valley have a high tolerance for risk, creativity, and experimentation. Government policies in Silicon Valley play an essential role in encouraging entrepreneurship and innovation by contributing to the region's pervasive "fail fast" attitude. Silicon Valley has been at the vanguard of technical progress and entrepreneurial growth, and regulations like protected innovation have helped to safeguard intellectual property. Recent years have seen significant progress in the areas of information technology, biotechnology, and artificial intelligence in this part of the world. In order to gain a thorough understanding of the entrepreneurial ecosystem of Silicon Valley and to offer helpful experience and suggestions for the development of industries in other parts of the world, this paper will use the research method of literature review to summarize and review the evolution of culture, policy, and technology in Silicon Valley's ecological environment.

Abstract:This article focuses on the history of Zhongguancun as one of the most important area used by the official Chinese narrative to promote the historical shift from the “made in China” model to the “created in China” one. We reconfigure this process through three historical phases that reflect the engagement of policymakers, business and high-tech agents in the creation of a specific social imaginary. Based on a textual analysis as well as on political and sectorial sources, this historical study argues that Zhongguancun carries a set of cultural values influenced by the Silicon Valley experience, however it still fails to achieve success in terms of creation and innovation. In detail, our article highlights three findings: Zhongguacun satisfied the conditions of creative area only during its first stage, when local industries had to adapt its services and products to the Chinese language and culture. Second, Zhongguancun shared with the Silicon Valley neoliberalists issues such as those related to the risk of a real estate bubble burst. Third, although Chinese documents show that Zhongguancun has not the same creativity outputs compared to the Silcon Valley, it shares with California its financial dynamics mainly driven by huge investments in innovation places like innovation cafes.

Abstract:Universities play a unique role in ecosystems of innovation. They interact with the other agents of the Triple Helix model, developing their functions in relation to each other and together with industry and government. Grounded in key conceptual frameworks—Triple Helix, Regional Innovation Systems and Entrepreneurial University—we analyze how the leading universities in Silicon Valley (UC Berkeley, Stanford and UC San Francisco) have evolved, adapting to new demands and, in turn, shaping the evolution of Silicon Valley. To do so we use quantitative and qualitative data and examine the changes occurring between 2007 and 2018. A close examination of the data from this period reveals an increased attention to entrepreneurship education and an intensified activity of technology transfer offices. Equally relevant are the increased interactions between universities and investors (business angels, Venture Capital funds and corporate investors), and the improvement of specific infrastructures to incubate and accelerate business ideas.

Abstract:Startups have become in less than 50 years a major component of innovation and economic growth. Silicon Valley has been the place where the startup phenomenon was the most obvious and Stanford University was a major component of that success. Companies such as Google, Yahoo, Sun Microsystems, Cisco, Hewlett Packard had very strong links with Stanford but even these vary famous success stories cannot fully describe the richness and diversity of the Stanford entrepreneurial activity. This report explores the dynamics of more than 5000 companies founded by Stanford University alumni and staff, through their value creation, their field of activities, their growth patterns and more. The report also explores some features of the founders of these companies such as their academic background or the number of years between their Stanford experience and their company creation.

Abstract:This paper conducts several study cases on the development of key industries in Silicon Valley and indicates that its success is closely connected to the creation and success of a large number of high-tech ven-tures.Silicon Valley has grown into a habitat for innovation and entrepreneurship,whose integration bring the motive power and financial ability for continuous innovation and which is the source of Silicon Valley's compet-itive advantage.The paper suggests that the promotion of entrepreneurship,improvement of innovation environ-ment and enhancement of innovation education should be greatly adopted to realize the effective combination of technology innovation with economic growth in China.

Abstract:Methods. In order to reach the results of the conducted research it was necessary to apply the ensuing scientific methods: abstraction – which was employed to define the essence of the innovative clusters; induction and deduction – which were used to identify the root causes of European innovative clusters lagging behind Silicon Valley; generalization and specification – which om distinguishing between various approaches to evolvement of start-up economy. Results. The study has enabled one to put forward some of the recommendations concerning the remedies to the visible lagging behind of innovative clusters across Europe compared to Silicon Valley. For instance, it is recommended to increase cross-border cooperation and coordinate regulatory actions to promote venture development and scaling throughout Europe. The first step for this is to create a common corporate rulebook, specifically for fast-growing businesses. Another crucial recommendation is to establish fair competition throughout Europe. It will help new start-ups in their goals to rise up alongside giant corporations and compete worldwide. Monitoring competition with foreign businesses will also be essential for providing a safe haven for European start-ups to establish a worldwide presence and lessen the strain of intense fragmentation and rivalry within Europe. Novelty lies in broadening of the term innovative cluster in order to put an emphasis on the factors that exercise influence on evolvement of start-up economy under modern circumstances. Practical value is enshrined in establishing the factors that can have impact on evolvement of the innovative clusters across Europe. This may serve as a foundation for implementation of government policies aimed at ramping up economic growth through start-up economy.

Abstract:Subject. This article analyses the competitive opportunities of the business ecosystems of the digital valleys of the USA, Israel, India, and China. Objectives. The article aims to identify and systematize the key characteristics of the business ecosystems of digital valleys from the standpoint of the network theory. Methods. For the study, we used a comparative analysis. Results. The article identifies horizontally- and vertically-integrated networks supported by government. The article describes the common characteristics of successful business ecosystems of digital valleys. Conclusions. The article concludes that the key success factors of the best practices of digital valleys are the use of the regional peculiarities and advantages, scientific and financial potential, and the development of various institutions and business culture. The network characteristics of cohesion, diversity and fluidity are getting changed, and they depend on the institutional environment and public administration patterns.

Abstract:Innovation and obsolescence describe dynamics of ever-churning and adapting social and biological systems, concepts that encompass field-specific formulations. We formalize the connection with a reduced model of the dynamics of the "space of the possible" (e.g. technologies, mutations, theories) to which agents (e.g. firms, organisms, scientists) couple as they grow, die, and replicate. We predict three regimes: the space is finite, ever growing, or a Schumpeterian dystopia in which obsolescence drives the system to collapse. We reveal a critical boundary at which the space of the possible fluctuates dramatically in size, displaying recurrent periods of minimal and of veritable diversity. When the space is finite, corresponding to physically realizable systems, we find surprising structure. This structure predicts a taxonomy for the density of agents near and away from the innovative frontier that we compare with distributions of firm productivity, covid diversity, and citation rates for scientific publications. Remarkably, our minimal model derived from first principles aligns with empirical examples, implying a follow-the-leader dynamic in firm cost efficiency and biological evolution, whereas scientific progress reflects consensus that waits on old ideas to go obsolete. Our theory introduces a fresh and empirically testable framework for unifying innovation and obsolescence across fields.

Abstract:Abstract Entrepreneurs and venture capitalists are concerned about investors’ beliefs in asset markets because these beliefs shape the value of a potential IPO and the possibility to expand. Investors’ beliefs, on the other hand, can be influenced by start-up activity insofar as the latter contains valuable information about eventual profitability. This two-way feedback is shown to generate excessive, non-fundamental, waves in start-up activity, IPOs, and asset prices. Policies that “lean against the wind” can improve welfare, without requiring an informational advantage by the government.

To be willing, the community must share a sense of purpose, values, and rules of engagement. When Luca de Meo was Volkswagen's head of marketing communication, he fostered a sense of purpose in his team by asking its members to reflect on what being part of VW meant to them; strengthened their shared values by encouraging them to use the brand's three components-innovation, responsibility, and value-to guide their work; and built significant responsibility and autonomy into their rules of engagement. To be able, companies must generate ideas through discourse and debate; experiment quickly, reflect, and adjust; and make decisions that combine disparate and even opposing ideas. Bill Coughran, an SVP of engineering at Google, employed these capabilities both to solve the company's near-term data storage needs and to make progress toward a next-generation solution.

Abstract:It is undeniable that the worldwide computer industry's center is the US, specifically in Silicon Valley. Much of the reason for the success of Silicon Valley had to do with Moore's Law: the observation by Intel co-founder Gordon Moore that the number of transistors on a microchip doubled at a rate of approximately every two years. According to the International Technology Roadmap for Semiconductors, Moore's Law will end in 2021. How can we rethink computing technology to restart the historic explosive performance growth? Since 2012, the IEEE Rebooting Computing Initiative (IEEE RCI) has been working with industry and the US government to find new computing approaches to answer this question. In parallel, the CCC has held a number of workshops addressing similar questions. This whitepaper summarizes some of the IEEE RCI and CCC findings. The challenge for the US is to lead this new era of computing. Our international competitors are not sitting still: China has invested significantly in a variety of approaches such as neuromorphic computing, chip fabrication facilities, computer architecture, and high-performance simulation and data analytics computing, for example. We must act now, otherwise, the center of the computer industry will move from Silicon Valley and likely move off shore entirely.

Talent Migration in Knowledge Economy: The Case of China’s Silicon Valley, Shenzhen

Abstract:Talent is a key resource in a knowledge economy. It plays a critical role in national economic growth and technological innovation. China's technological power is rising, and its ambitious push for talent is supported by central and local government. Through the lens of Shenzhen, China's Silicon Valley, this article examines the Shenzhen Talent Policy and its effectiveness in attracting both domestic talent and overseas returnees. Document analysis is combined with in-depth interviews with returnee entrepreneurs, university professors, and Shenzhen local government officials to examine talent migration and the effectiveness of talent policy. This study findings reveal that the welcoming and tolerant culture of Shenzhen is key to the city's attractiveness to its existing and potential talent. Entrepreneurial scientists and engineers are likely to return to Shenzhen from abroad for business opportunities in applied innovation and technology commercialization. Academics report an average or dissatisfying attitude towards the scientific environment and professional development. State-led talent policy puts emphasis on technical human capital to meet its urgent developmental needs. The reform of higher education system in Shenzhen is needed to fully realize its technological ambition. In addition, this study shows that younger generation Chinese cares about their personal wellbeing, individual happiness, and career opportunities compared to older generation's emphasis on economic benefits. This article concludes with policy implications on worldwide talent attraction and talent migration in a new geopolitical era.
