Abstract:Accurate Real-Time Traffic (RTT) data are vital components in transportation planning and traffic operation and control. Advances in detector technology and data dissemination methodologies have significantly contributed in generating real-time traffic data. This accurate RTT data has important applications in various transportation fields, with demand responsive traffic management being a prime example and the focus of this study. Controlling the dynamic port traffic network flow as well as adjacent transportation facilities, especially in congested and constrained areas, has been an ongoing challenge at the Port of Long Beach. Monitoring truck traffic that highly relies on a variable cargo schedule is important; Furthermore, in the event of an unexpected natural or man-made disaster situation, the process of evacuation can use the same RTT data. Continuously updated RTT data can lead to a timely reaction and evacuation in response to such threats by diverting network congestion. The objective of this paper is to develop and evaluate the real-time traffic management system through a case study and to enhance and improve the overall port traffic flow and monitoring. This paper covers a general implementation test site of a RTT management system, with the application of fiber optics. In addition, it aims to demonstrate a potential use of the implemented system by integrating various traffic sensors at minimal cost. With suggested future recommendations, this paper can be of important use as a guideline in developing a RTT data collection/dissemination system.
