Abstract:Abstract Theories of the public sphere—or more recently, of plural public spheres—are core elements of communication and media research. A lively and dynamic debate exists about the respective theories, and the approaches employed to do so have diversified in recent years. This special issue of Communication Theory aims to assess the role and future of public sphere(s) theory in digital societies: if, and where, are concepts of the public sphere(s) still useful and needed, which criticisms are (still) valid, which not, which new ones might be necessary, and which concepts need to be developed or elaborated to respond meaningfully to the digital transformation? This editorial introduces the topic of and contributions to the special issue as well as nine theses on the development of public sphere(s) theorizing.

Abstract:Theory, Culture &Society, Volume 39, Issue 4, Page 145-171, July 2022. This article contains reflections on the further structural transformation of the public sphere, building on the author's widely-discussed social-historical study, The Structural Transformation of the Public Sphere, which originally appeared in German in 1962 (English translation 1989). The first three sections contain preliminary theoretical reflections on the relationship between normative and empirical theory, the deliberative understanding of democracy, and the demanding preconditions of the stability of democratic societies under conditions of capitalism. The fourth section turns to the implications of digitalisation for the account of the role of the media in the public sphere developed in the original work, specifically to how it is leading to the expansion and fragmentation of the public sphere and is turning all participants into potential authors. The following section presents empirical data from German studies which shows that the rapid expansion of digital media is leading to a marked diminution of the role of the classical print media. The article concludes with observations on the threats that these developments pose for the traditional role of the public sphere in discursive opinion and will formation in democracies.

Abstract:Theory, Culture &Society, Volume 39, Issue 4, Page 91-109, July 2022. This paper elaborates on a theory of the ideological public sphere in the age of digital media. It describes the public sphere as an initially ascending and then descending communication process that includes both polarising and integrating publics, which are organised by antagonistic media and compromise-building mass media. This framework allows us to distinguish between hegemonic, populist, and popular-oriented flows of communication, as well as register changes in the interplay of different publics driven by digital media platforms. Digital transformations of the public sphere give rise to antagonistic and networked-individualistic flows of populist communication that put public hegemony under constant pressure. The challenge is to find ways to strengthen popular communications that enable democratic learning processes and the flourishing of communicative competences of all citizens.

Abstract:The following paper offers a political and philosophical reading of ethically informed technological design practices to critically tackle the implicit regulative ideal in the design of social media as a means to digitally represent the liberal public sphere. The paper proposes that, when it comes to the case of social media platforms, understood along with the machine learning algorithms embedded in them as algorithmic technologies, ethically informed design has an implicit conception of democracy that parallels that of Jürgen Habermas' procedural democracy (Habermas, J. (1994). THREE NORMATIVE MODELS OF DEMOCRACY. Jurgen Habermas , 1 (1).). That is, that democratic practices are encodable as procedures that produce valid discussion forums. Opposed to this, this paper suggests a turn to philosopher Jacques Rancière's conception of politics as a guiding attitude towards technological design. This is done by, on the one side, using Rancière's notions of "disagreement" and "distribution of the sensible" as the political starting point for the practice of design of algorithmic technologies. Democratic conceptions of politics are tacitly or explicitly predicated upon a functioning arena for the formation of public opinion in an associated media-space. Policy-making thus requires a reliable connection to processes of 'public' will formation. These processes formed the focus for Habermas's influential study on the public sphere. This contribution presents a look at more recent 'structural transformation', the causes of which are by no means limited to social media communication, and examines its consequences. It proceeds in three steps: 1) in some proximity to Habermas, but also by means of the theory of resonance, it seeks to determine the kind of public sphere that a democratic polity requires; 2) an analysis of problems within the contemporary public sphere will feed into 3) a discussion of the conditions for the restoration of a 'functioning political public sphere'. These include changes in the realms of participation, representation and spaces of encounter.
Revisiting Critical Theory in the Twenty-First Century

Abstract:We were optimistically mistaken to think that the work of the Frankfurt School and Critical Theory was accomplished by the end of the twentieth century. The flaws of the liberal-modernist state with its economic system of market capitalism were laid bare by the time the global Great Recession of 2008–2012 was in full view. If the Habermasian attempt to reconcile old concerns with contemporary discursive options seemed reasonable—replacing the instrumental with the communicative rationality of the decades of prosperity in the Europe-American axis—by now we realize that more is needed to ensure a path toward any kind of radical change that offers some modicum of human dignity or even economic (if not social and political) emancipation, personal or communal. Are the messianic dreams of emancipation still valid by the twenty-first century? In what follows, Andrew Feenberg’s contribution of Critical Theory in general and the philosophy of technology in particular are reviewed so as to shift the discussion to a postmodern fold. As will be seen, the classical immanent critiques of technoscience have to be modulated for the Digital Age, given the different material conditions of the time and the financial and institutional contexts within which they are debated. One must concede, though, that the original Marxist-laden terminology of the Frankfurt School all the way to its Americanized permutation in the hands of Herbert Marcuse and his student Andrew Feenberg are still relevant in the postcapitalist age.

Abstract:Michel Foucault's early works criticize the development of modern democratic institutions as creating a “surveillance society,” which functions to control bodies by making them feel watched and monitored full time. His later works attempt to recover private space by exploring subversive techniques of the body and language. Following Foucault, pragmatists like Richard Shusterman and Richard Rorty have also developed very rich approaches to this project, extending it deeper into the literary and somatic dimensions of self-stylizing. Yet, for a debate centered on the re-creation of the vision of the self, these discussions have yet to fully engage—even while they set the conditions for this engagement with—issues of posthuman technologies, such as AI, robotics, and genetic engineering. These certainly will constitute the primary engine of public institutional surveillance in the years to come. With this surveillance, the two spheres of private self-fashioning and public institutions will continue to evolve in relation to one another. As they do so, democratic society will change considerably. Perhaps Rorty's own normative and linguistic ideal of conversational maintenance may provide something of a democratic limit case on any future posthuman self-fashioning.

Abstract:The digital technological revolution shifted the balance of world perceptual experience, increasing exposure to digital content, introducing a new quality to our perceptual experiences. Embodied cognition offers an ideal vantage point to study how digital technologies impact on selves and their social relations for at least two reasons: first, because of the bodily performative character of the relations and interactions these new media evoke; second, because similar brain-body mechanisms ground our relations with both the physical world and its digital mediations. A closer look is taken at the possible effects of digitization on social communication, on politics, as well as on the constitution of the self and its world relations, especially in the context of the ever-increasing amount of time spent online, with a focus on digital natives. As we explore the complexities of the digital age, it is imperative to critically examine the role of digital technologies in shaping social life and political discourse. By understanding the interplay between content, emotional context, delivery methods, and shareability within digital media landscapes, we can develop strategies to mitigate the negative effects of misinformation and promote informed decision-making in our increasingly digital world.

Lecture II: Communicative Justice and the Distribution of Attention

Abstract:Algorithmic intermediaries govern the digital public sphere through their architectures, amplification algorithms, and moderation practices. In doing so, they shape public communication and distribute attention in ways that were previously infeasible with such subtlety, speed and scale. From misinformation and affective polarisation to hate speech and radicalisation, the many pathologies of the digital public sphere attest that they could do so better. But what ideals should they aim at? Political philosophy should be able to help, but existing theories typically assume that a healthy public sphere will spontaneously emerge if only we get the boundaries of free expression right. They offer little guidance on how to intentionally constitute the digital public sphere. In addition to these theories focused on expression, we need a further theory of communicative justice, targeted specifically at the algorithmic intermediaries that shape communication and distribute attention. This lecture argues that political philosophy urgently owes an account of how to govern communication in the digital public sphere, and introduces and defends a democratic egalitarian theory of communicative justice.

Abstract:This article proposes a theoretical framework for how critical digital literacy, conceptualized as incorporating Internet users’ utopian/dystopian imaginaries of society in the digital age, facilitates civic engagement. To do so, after reviewing media literacy research, it draws on utopian studies and political theory to frame utopian thinking as relying dialectically on utopianism and dystopianism. Conceptualizing critical digital literacy as incorporating utopianism/dystopianism prescribes that constructing and deploying an understanding of the Internet’s civic potentials and limitations is crucial to pursuing civic opportunities. The framework proposed, which has implications for media literacy research and practice, allows us to (1) disentangle users’ imaginaries of civic life from their imaginaries of the Internet, (2) resist the collapse of critical digital literacy into civic engagement that is understood as inherently progressive, and (3) problematize polarizing conclusions about users’ interpretations of the Internet as either crucial or detrimental to their online engagement.

Abstract:'The art of living with ICTs (information and communication technologies)' today not only means finding new ways to cope, interact and create new lifestyles on the basis of the new digital (network) technologies individually, as 'consumer-citizens'. It also means inventing new modes of living, producing and, not in the least place, struggling collectively, as workers and producers. As the so-called digital revolution unfolds in the context of a neoliberal cognitive and consumerist capitalism, its 'innovations' are predominantly employed to modulate and control both production processes and consumer behavior in view of the overall goal of extracting surplus value. Today, the digital networks overwhelmingly destroy social autonomy, instead engendering increasing social heteronomy and proletarianization. Yet it is these very networks themselves, as technical pharmaka in the sense of French 'technophilosopher' Bernard Stiegler, that can be employed as no other to struggle against this tendency. This paper briefly explores this possibility by reflecting upon current diagnoses of our 'technological situation' by some exemplary post-operaist Marxists from a Stieglerian, pharmacological perspective.

Abstract:Undoubtedly, the future of humanity is digital. As we transition into this new technological era, we are confronted with many uncertainties. The digital environment, a relatively recent phenomenon, differs both qualitatively and quantitatively from other natural and social environments. Its ubiquity and rapid evolution, along with the ease of automating and replicating digital code, set the stage for significant impacts on human cognition and perception. This article conceptually explores the general characteristics of the digital environment, highlights its significance and relevance to cognitive science, summarizes a range of recent findings on the effects of digital technology on our cognitive and perceptual processes, and concludes with several hypotheses about the evolution of our minds in the digital future.

Abstract:This is an interpretative viewpoint blending perspectives to form a composite view of digital existence. The paper uses philosophy, sociology and linguistics within an ethnographic framework of contrasting cultural and cultural artefact views. Digital being and the relationship between physical and virtual are discussed. Evidence suggests acceptance of the virtual world as a location of coexistence. How technology has merged with humans so that humans have become more than their organic selves is examined. In a virtual world, digital existence is achieved through Daseinian avatars and so the concept of self is explored. There then follows a broader discussion about the online world which leads into how these new technologies become accepted by individuals and society. The influence of mass media is considered in this context. This is followed by a short analysis of the vocabulary used to describe the online world. The paper ends with a call to rethink how to view and react to the online world. Existing positions are challenged as being inappropriate given the analysis undertaken.

Influence via Ethos: On the Persuasive Power of Reputation in Deliberation Online

Abstract:Deliberation among individuals online plays a key role in shaping the opinions that drive votes, purchases, donations and other critical offline behavior. Yet, the determinants of opinion-change via persuasion in deliberation online remain largely unexplored. Our research examines the persuasive power of $\textit{ethos}$ -- an individual's "reputation" -- using a 7-year panel of over a million debates from an argumentation platform containing explicit indicators of successful persuasion. We identify the causal effect of reputation on persuasion by constructing an instrument for reputation from a measure of past debate competition, and by controlling for unstructured argument text using neural models of language in the double machine-learning framework. We find that an individual's reputation significantly impacts their persuasion rate above and beyond the validity, strength and presentation of their arguments. In our setting, we find that having 10 additional reputation points causes a 31% increase in the probability of successful persuasion over the platform average. We also find that the impact of reputation is moderated by characteristics of the argument content, in a manner consistent with a theoretical model that attributes the persuasive power of reputation to heuristic information-processing under cognitive overload. We discuss managerial implications for platforms that facilitate deliberative decision-making for public and private organizations online.

Abstract:Although ICT have created hope for a shared pluralistic world, democratic principles are far from being respected in the public digital environment, and require a detailed knowledge of the laws by which they are governed. Von Foerster's conjecture is one of the early theoretical results that could help to understand these laws. Although neglected since a long time, the advent of the overlying layer of recommendation and ranking mechanisms which is progressively occupying the Web has given empirical evidences of this conjecture, which predicts the consequences of increasing inter-individual influences on social dynamics and the susceptibility of these latter to manipulation. With both von Foerster's conjecture and the Snowden revelations in the background, we analyse the impact of ICT on human societies and their governance, in view of the fact that they have a massive impact on the way in which people influence each other in their tastes and actions.

Abstract:The article examines the dynamics and change of the contemporary public sphere caused by the emergence of digital media and their transformative impact on social life and communicative professions. For this purpose the stages in Jürgen Habermas's theory of the public sphere are traced, and, the main concepts in his two main works, dedicated to the classical public sphere (1962) and the one formed under the influence of digital media (2022), are analysed. The authors examine importance of this transformation on the democratic process, the platformization of the media and its influence in modern society, as well as the problems of technology in the field of social networks. The article undertakes an attempt to build a theoretical framework for explaining the development of the contemporary public sphere in the conditions of accelerated change in communication technologies.
Digital Imagination: Ihde’s and Stiegler’s Concepts of Imagination

Abstract:As AI algorithms advance and produce surprising outputs, the question of imagination arises. Can we classify their output as imaginative? And what is their effect on human imagination? Apparently, algorithms follow Kant's explanations on human imagination, thereby pushing us to update our understanding of imagination by taking into account the co-shaping between humans and their technologies. Such a new understating is offered in this article based on the theories of Don Ihde and Bernard Stiegler. With Ihde, imagination is conceived as tightly linked to perception. Imagination evolves from the modernist task of seeking new points-of-view to a new mode in which technologies present imaginative layers of information on top of reality. With Stiegler, imagination is regarded as tightly linked to memory. He demonstrates how imagination complements memory, serves as a condition to memory/technology and at the same time how imagination itself is conditioned by memory/technology. In this article I develop a new synthesis: imagination as composed of perception and memory. This is the foundation of my layered model of digital imagination. In this model, the task of AI algorithms is the filling in of the layers with data. By producing endless possibilities, these technologies "automate" the Kantian "free play" of imagination, allowing us to examine more options and focus on the best of them. The model reserves the production of meaning to humans. Our role as humans is to generate (or reveal) meaning to the link(s) between layers and establish new layers.

Abstract:Digital communication now pervades all spheres of life, creating new possibilities for commodification: personal data and communication are the new resources of surplus value. This in turn brings about a totally new category of threats to privacy. With recourse to the culture industry critique of early critical theory, this article seeks to challenge basic theoretical assumptions held within a liberal account of privacy. It draws the attention to the entanglement of technical and socio-economic transformations and aims at elaborating an alternative framing which takes into account that privacy is not in the first place a pre-political space for individual freedom but a constituted sphere in which social power relations are reproduced in a particularly deceitful way. With recourse to positions of critical theory, this article revisits the conceptual ambiguity of liberation and oppression and looks to draft prospects for a socio-theoretical justification and critique of privacy, updated for the digital age. Following the tradition of critical theory, the argument focuses on (new) forms of domination in and by privacy. It aims to prepare the ground for a critique of the social’s increasing commodification as well as an idea of privacy understood as reflexive participation in social practices.
