Abstract:The monograph contains the main research results and a system of arguments proving the necessity and relevance of creating a "think tank" for modeling Global Eurasia and trade routes of the 21st century, as directions for further socio-economic development of Russia, and as compensatory mechanisms for conducting foreign state and corporate sanctions. On the basis of historical and economic analysis, the ways of further socio-economic development of Russia, the directions of revival and strengthening of Russian statehood, by activating the transport and transit direction "North - South", the formation of innovative and industrial belts of trade routes of the XXI century connecting the country with the Islamic world are outlined. The main directions of development of innovative and industrial belts of trade routes of the XXI century in order to decarbonize the world economy are identified, analyzed, developed and proposed. It is shown that the COVID-19 coronavirus pandemic has revealed the relevance and great importance of the formation and development of the transit health economy as a key direction of post-crisis recovery of the world economy and the Russian national economic system. The main directions of the formation of the "Silk Road of Health" (SRH) in Russia are outlined. It is shown that Russia's economic interests are met by promoting the stabilization of the military-political situation in Afghanistan and ensuring inclusive growth and sustainable development of the Central Asian countries through the implementation of large-scale infrastructure and integration projects in the region, the formation of high-tech TTS, and the construction of trans-Afghan railways. The directions of digital evolution of innovation-industrial belts of trade routes of the XXI century, goals and consequences for Russia and other countries are considered. The main directions of the development of innovative and industrial belts of trade routes in the Russian Arctic as locomotives of the transition from the raw material to the high-tech structure of the national economy through the use of existing developments and competitive advantages in the field of spatial development of the regions of the Far North, the creation and functioning of polar communications are determined. The system of arguments proving that the most complete and effective use of the energy-resource, mineral-raw materials and transport-transit potential of the Arctic zone of Russia is possible only through the promotion and implementation of large infrastructure-integration projects associated with the Chinese Initiative "Belt and Road", India's program for the development of innovative industrial belts of transport the North–South corridor, the implementation of Russia's proposals for the formation of a Large Eurasian Partnership. Special attention is paid to the prospects for the formation and development of the Indo-Siberian-Arctic trade route of the XXI century on the basis of the introduction and expansion of the use of advanced transportation technologies. The problem of water interaction between the state and economic entities of different countries in the process of innovative development of their transit economies is formulated, the main directions of formation of management mechanisms of transboundary water and energy cooperation on the principles of interstate-corporate partnership in the formation of Global Eurasia are outlined. The main theoretical, methodological, scientific and practical approaches to the preparation of a comprehensive research plan for the "think tank" modeling of Global Eurasia and trade routes of the XXI century have been developed.
