Assessing the sustainability of olive mill wastewater storage tank locations in Tunisia

Abstract:The management of olive mill waste water (OMWW) storage tanks is undoubtedly a matter of territorial planning, where the essential elements of sustainable development (health, wealth, sociability, beauty, etc.) must be considered. In Tunisia, this effluent is officially considered as a hazardous by-product, so storage tank installation projects are restricted by a set of strict standards. These projects are considered financially profitable, but the inappropriate locations of a large number of them have several negative environmental and social implications, notably the contamination of soils and groundwater and a decrease in the welfare of nearby populations. From this perspective, the present paper aimed to study OMWW storage tank installation in a multidimensional and multicriteria context in order to achieve sustainable regional development where the well-being of one individual should not imply a deterioration in the well-being of other individuals. Thus, the location of a storage tank must be carefully selected, considering socio-economic, environmental, and physical criteria at the same time. To meet this purpose, an integrated decisional approach based on a geographic information system (GIS) and a multicriteria method (AHP) was developed for Mahdia—one of the most important olive-oil-producing regions in Tunisia, and one of the areas most affected by OMWW due to the huge quantities of it generated there. Results reveal the extent of the environmental deterioration due to a poor territorial development model where most of the storage tanks are not located in the proper area. Proximity to the coast and soil permeability were the main criteria that were not respected. To deal with this situation, concrete solutions were proposed as part of an operational plan to be adopted that takes into consideration a more restrictive set of criteria. This approach provided interesting information and conclusions that undoubtedly indicate the way forward in the design of sustainable and reasonable territorial management policies.
