Abstract:The digital transformation for state-owned enterprises not only helps to improve efficiency and management, but also has a substantive promoting effect on the reform of institutional mechanisms. In the past, academic circles mostly discussed the digital transformation for state-owned enterprises from the operational level, emphasizing that digital transformation can help improve efficiency and management, while ignoring the positive role of digital transformation in promoting the reform of state-owned enterprises’ institutional mechanisms. In fact, digital transformation for state-owned enterprises not only means process re-engineering, business transformation and management reform, but also involves comprehensive transformation of institutional mechanisms: Digitization comprehensively alleviates uncertainty issues at both the technical and institutional levels and promotes a close integration of “system+technology”, which has a substantive and positive role in promoting digital transformation by putting forward clear requirements and rigid constraints on the corresponding institutional mechanism reform. Considering these issues will enable scholars to more deeply identify and even firmly promote the digital transformation for state-owned enterprises. Stakeholders in state-owned enterprises can use big data to mitigate and digitize uncertain issues, which makes complex issues transparent and simplified, thereby promoting government-enterprise relations and supervision systems, improving the ability to “manage capital”, and alleviating “regulatory anxiety” of investors. Digital transformation can be used to weaken information asymmetry, reduce moral hazard, alleviate insider control, and promote the institutional reform of state-owned enterprises into an irreversible process. Digitalization can be used to promote organizational flattening, break down departmental barriers and build cross-border organizations. It can also promote organizational reform and even enterprise form change of state-owned enterprises, and create conditions and expand space for stimulating creative labor and releasing human enthusiasm. The ratchet effect and locking effect brought about by the core rigidity of digital technology can be utilized to solidify the reform achievements of state-owned enterprises, promote progress and prevent retrogression. Digitalization belongs to operational research logic, but it can be verified, adjusted and improved through human logic to make it conform to or control human nature. This not only ensures that “people” act in accordance with the enterprise’s digital strategy, but also ensures the service and support of digitization for “people”, as well as “obedience” and “care” for human nature. Digitalization therefore has both instrumental rationality and value rationality, promoting the profound transformation of human beings from “instrumental theory” to “teleology”. Of course, it is possible to achieve what is mentioned above. The prerequisite is to uphold the people-centered development ideology and people-oriented development philosophy under the guidance of modern values and advanced technology concepts, actively implement science and technology for goodness, and promote the realization of “two stronger, better and larger”.
