Abstract:The Arctic has been home to Indigenous peoples since long before the international legal system of sovereign states came into existence. International law has increasingly recognized the rights of Indigenous peoples, who also have status as Permanent Participants in the Arctic Council. In northern Canada, the majority of those who live in the Arctic are recognized as Indigenous. However, in northern Russia, a much smaller percentage of the population is identified as Indigenous, as legal recognition is only accorded to groups with a small population size. This article will compare Russian and Canadian approaches to recognition of Indigenous peoples and Indigenous rights in the Arctic with attention to the implications for Arctic Ocean governance. The article first introduces international legal instruments of importance to Indigenous peoples and their rights in the Arctic. Then it considers the domestic legal and policy frameworks that define Indigenous rights and interests in Russia and Canada. Despite both states being members of the Arctic Council and parties to the United Nations Convention on the Law of the Sea, there are many differences in their treatment of Indigenous peoples with implications for Arctic Ocean governance.

Abstract:The Arctic region has been the focus of considerable attention in recent years, often concerned with maritime claims and an alleged race for the region’s resources. Against this narrative, the article focuses on the practices of Canada and the Russian Federation with respect to their maritime jurisdictional claims and the delimitation of maritime boundaries with their Arctic neighbours. The article provides an overview of the Arctic region and the international law of the sea with an emphasis on the baselines and maritime claims of the Arctic coastal states. Discussion then turns to the maritime boundary agreements that have been concluded in the Arctic region before overlapping claims to areas of continental shelf underlying the central part of the Arctic Ocean are appraised. The article concludes that Canada and the Russian Federation have enjoyed considerable success in resolving overlapping maritime claims and their pragmatic and innovative approaches coupled with existing regional cooperation bode well for finding peaceful solutions to Arctic Ocean governance challenges in the future.

Abstract:Arctic Science, Ahead of Print. In parallel to rapid sea-ice loss and other climate impacts in the Arctic Ocean, large-scale changes are now apparent in northern landscapes and associated ecosystems. Arctic communities are increasingly vulnerable to these changes, including effects on food security, water quality, and land-based transport. The project "Terrestrial Multidisciplinary distributed Observatories for the Study of Arctic Connections" (T-MOSAiC) was conducted under the auspices of the International Arctic Science Committee over the period 2017–2022. The aim was to generate multiauthored syntheses, protocols, and observations toward an improved understanding of Arctic terrestrial change, and to identify priorities for northern research, monitoring, and policy development. This special collection of Arctic Science covers a broad range of these themes, including limnological insights into northern lakes and rivers, a set of protocols for permafrost and vegetation monitoring, an integrated perspective on Arctic roads and railways to bridge the social and natural sciences, snow and ice studies at the coastal margin of the Last Ice Area, and Indigenous perspectives on Arctic and global conservation. The contributions summarized in this introductory article to the T-MOSAiC special collection include recommendations for the future, and they illustrate the immense value of Arctic collaborations that bring together researchers across disciplines, nations, and cultures.

Abstract:This chapter introduces conceptual threads woven within and between the chapters, applying the book title as the organizing framework and the Arctic as a case study with global relevance. The book focuses on science diplomacy and its engine of informed decisionmaking together with the theory, methods and skills introduced in view of Building Common Interests. As an exemplar, the Arctic Ocean highlights holistic (international, interdisciplinary and inclusive) integration with marine and surrounding terrestrial systems interacting with humanity at local-global levels, especially in relation to Earth’s changing climate. The importance of this book is With Global Inclusion, recognizing challenges to engage diverse stakeholders, rightsholders and other actors, as illustrated with special respect for the Indigenous peoples who have inhabited the Arctic for millennia with resilience across ice ages and past periods of global warming. The goal of this book on Building Common Interests in the Arctic Ocean with Global Inclusion (involving contributions from graduate students to foreign ministers at the Arctic Frontiers 2020 conference) is to help produce informed decisions that operate short-to-long term at local-global levels for the benefit of all on Earth across generations.

Abstract:Arctic systems are under intense pressure from anthropogenic activities, with climate change in particular inducing rapid change in the interlinked cycling of water and various biogeochemical constituents, and thus also the ecological processes that depend on these cycles. This special issue for Limnology and Oceanography explores our changing Arctic, with contributions across the watershed‐lake‐river‐estuary‐coastal‐open ocean continuum, and foci ranging from physical and chemical processes to food webs. Some specific areas of focus include legacy pollution from mines, greenhouse gas emissions from lakes, riverine fluxes of materials, as well as the balance between primary production and respiration in the water column and benthos in marine systems. While varied in focus, as a collection the papers in this special issue do provide direction into key avenues for future effort. For example, while Arctic systems are historically understudied due to financial and logistical costs, long‐term monitoring efforts are clearly critical for documenting change, despite the challenges. In freshwater systems, predicting biogeochemistry, and thus ecology, based on landscape characteristics and lake morphology is an ongoing practice that seems particularly promising for both upscaling and decisions on focusing future research effort. In marine and coastal systems, complementing specific local studies with large‐scale cross‐disciplinary monitoring programs is clearly required for elucidating long‐term trends. While baseline research is critical for documenting the Arctic as it currently stands, and constitutes the majority of current research efforts, ongoing support for long‐term observatories and expanding remote sensing capabilities is a fundamental requirement for tracking change.

Abstract:The current wave of interest in Arctic affairs has struck with startling speed and remarkable force. Fueled by the writings of pundits asking provocative questions (e.g., “who owns the Arctic?”), this wave has now captured the attention of policymakers and begun to trigger policy responses (e.g., the May 2008 Ilulissat Declaration from the five Arctic coastal states). This article examines these developments from the perspective of governance, raising questions about underlying drivers, the identity of relevant stakeholders, the framing of issues for consideration in policy settings, and the extent to which a new regime for the Arctic Ocean or an even more ambitious legally binding convention or treaty for the whole Arctic region is needed. The general conclusion is that many proposals on offer in this realm are simplistic but that there is a strong case for taking a number of pragmatic steps to address specific problems of governance in the far North during an era of rapid change.

Abstract:ABSTRACTBiophysical changes underway in the Arctic have stirred a remarkable surge of interest and concern in many quarters, including non-Arctic states and non-state actors. This article explores the implications of these developments for the pursuit of governance in the region. Many reactions to this situation are more alarmist than alarming. But recent developments do provide an excellent opportunity to reassess the effectiveness of existing arrangements and to enquire about the need for new forms of governance. The article does not support the claims of those who argue that a comprehensive, legally binding Arctic treaty (or even an Arctic Charter) is required at this time. Rather, it argues the case for a somewhat messier but more effective tripartite governance complex featuring an agreement to set aside without extinguishing claims to extended continental shelf jurisdiction on the part of the littoral states, an effort to adjust the character of the Arctic Council to meet emerging needs in the Arctic, and a push to devise issue-specific regulative regimes to address concerns involving shipping, fishing, and off-shore oil and gas development.

Abstract:The Arctic cryosphere is a critically important component of the earth system, affecting the energy balance, atmospheric and ocean circulation, freshwater storage, sea level, the storage, and release of large quantities of greenhouse gases, economy, infrastructure, health, and indigenous and non-indigenous livelihoods, culture and identity. Currently, components of the Arctic cryosphere are subjected to dramatic change due to global warming. The need to document, understand, project, and respond to changes in the cryosphere and their consequences stimulated a comprehensive international assessment called “SWIPA”: Snow, Water, Ice, Permafrost in the Arctic. Some of the extensive key SWIPA chapters have been summarized and made more widely available to a global audience with multi-disciplinary interests in this Special Report of Ambio. In this article, an overview is provided of this Special Report in the context of the more detailed and wider scope of the SWIPA Report. Accelerated changes in major components of the Arctic cryosphere are documented. Evidence of feedback mechanisms between the cryosphere and other parts of the climate system are identified as contributing factors to enhanced Arctic warming while the growing importance of Arctic land-based ice as a contributor to global sea-level rise is quantified. Cryospheric changes will result in multifaceted and cascading effects for people within and beyond the Arctic presenting both challenges and opportunities.

Abstract:Abstract The study of the Arctic has been and remains an urgent scientific and practical task. The Arctic region plays an exceptional role in modern world politics and economy. Russia is an active participant in all Arctic events. Arctic possessions of Russia are huge and rich in many kinds of valuable resources. The authors formulate General theoretical provisions and criteria of practical effectiveness, with the help of which it is possible to fix the strategy and objectives in the field of development of the Russian Arctic as an intensive living space (Ecumene). Such provisions and criteria are associated with so-called “codes of expansion”, among which the natural, civilizational, socio-economic, ecological, recreational and geopolitical are analyzed. It is emphasized that the main reason for the slow development and low population of the Arctic zone of Russia are extreme climatic conditions, including permanent ice cover and drifting ice in the Arctic seas.

Abstract:Climate change and development are shaping Arctic ecosystems in unprecedented ways intimately known to Inuit. To describe changes in aquatic habitats and species near Kinngait, Nunavut, researchers co-created a questionnaire with the Aiviq Hunters and Trappers Association and community technicians. Inuit knowledge, centered on experiences and perceptions of marine, coastal, and lacustrine shifts, was gathered from 39 knowledge holders. Responses indicated that across ecosystems, turbidity and waves are not likely changing, wind and erosion may be changing, and water is warming. Ice is thinner, breaking up earlier, forming later, and diminishing in extent. These shifts are altering harvest timing in the spring and winter, and are rendering travel on the land increasingly difficult. While most knowledge holders reported no change in the diversity and abundance of marine mammals, fishes, and invertebrates, others expressed that ringed seal and beluga whale may be declining, salmon are appearing, and mussels are proliferating. Inuit insights and voices consolidated through this endeavour will serve the community and contribute to a baseline of documented knowledge to help understand ongoing change.

Abstract:Fundamental changes continue to reshape the maritime Arctic. Globalization (the linkage of Arctic natural resources to global markets), profound climate change, regional and global geopolitics, and challenges to the Arctic’s indigenous people are all drivers of a new era at the top of the world. The Arctic Council’s Arctic Marine Shipping Assessment released in 2009 continues to be a key, policy framework of the Arctic states for protection of Arctic people and the marine environment. An International Maritime Organization (IMO) Polar Code ushered in on 1 January 2017 a new era of governance for commercial ships and passenger vessels sailing in polar waters. Current Arctic marine commercial traffic is dominated by destinational voyages related to natural resource development, particularly along Russia’s Northern Sea Route. New Arctic marine operations and shipping are emerging, but significant challenges remain including: effective implementation and enforcement of the IMO Polar Code; a huge gap in Arctic marine infrastructure (hydrography and charting, communications, emergency response capacity, and more); enhancing the monitoring and surveillance of Arctic waters; the challenge of developing a set of marine protected areas and additional Polar Code measures for the circumpolar region; and, the need for large public and private investments, as well as potential public-private partnerships in the Arctic. Cooperation among the Arctic states, the non-Arctic shipping states, and the global maritime enterprise will be critical to effective protection of Arctic people and the marine environment, and developing sustainable strategies for the region.

Abstract:Polar regions are critically implicated in our understanding of global climate change. This is particularly the case for the Arctic, where positive feedback loops and climate tipping points enhance complexity and urgency. Half of the Arctic and much of the world's permafrost zone lie within Russian territory. Heightened geopolitical tensions, however, have severely damaged scientific collaboration between Russia and previously well established academic partners in western countries. Isolation is now causing increasingly large data gaps in arctic research that affect our ability to make accurate predictions of the impact of climate change on natural and societal systems at all scales from local to global. Here, we argue that options to resume both practical knowledge of collaborative working and flows of research data from Russia for global arctic science must continue to be asserted, despite an increasing tendency for the Arctic to become disconnected. Time is short, as preparations for the fifth International Polar Year begin to gather momentum. While sanctions remain in place, efforts to foster peer to peer connections and re-activate effective institutional cooperation are vital to address the grand challenges of global climate change.

Abstract:The biophysical state change currently underway in the Arctic Ocean is opening up the region to new and intensified human activities. While the pace of development is not as rapid as many expected a few years ago, increased human activities are generating new needs for governance pertaining to the Arctic Ocean. The critical shortcomings of the existing arrangements applicable to this area arise from jurisdictional and sectoral fragmentation. A more effective governance system for the entire Arctic Ocean must rest on the constitutive foundation provided by the UN Convention on the Law of the Sea. The toolkit provided by the law of the sea includes at least four distinct though not mutually exclusive approaches: (i) the application of specific provisions of UNCLOS (e.g. Arts. 122 and 123) to address emerging needs for governance in the Arctic Ocean, (ii) the development of UNCLOS implementing agreements that are applicable to the Arctic Ocean, (iii) the use of measures adopted by UN specialized agencies (e.g. IMO, FAO), and (iv) the creation of subsidiary bodies, such as regional fisheries management organizations or regional seas arrangements, tailored to the circumstances of the Arctic Ocean. A critical review of these approaches reveals their strengths and weaknesses as mechanisms for meeting emerging needs for governance in the Arctic Ocean. The way forward is likely to feature the development of a multi-functional arrangement that applies to human activities in the entire Arctic Ocean and that allows for distinct categories of members possessing different rights and responsibilities.

Abstract:Science, engineering, and society increasingly require integrative thinking about emerging problems in complex systems, a notion referred to as convergence science. Due to the concurrent pressures of two main stressors—rapid climate change and industrialization, Arctic research demands such a paradigm of scientific inquiry. This perspective represents a synthesis of a vision for its application in Arctic system studies, developed by a group of disciplinary experts consisting of social and earth system scientists, ecologists, and engineers. Our objective is to demonstrate how convergence research questions can be developed via a holistic view of system interactions that are then parsed into material links and concrete inquiries of disciplinary and interdisciplinary nature. We illustrate the application of the convergence science paradigm to several forms of Arctic stressors using the Yamal Peninsula of the Russian Arctic as a representative natural laboratory with a biogeographic gradient from the forest‐tundra ecotone to the high Arctic.

China-Russia research and education collaboration in the Arctic: opportunities, challenges, and gaps

Abstract:Scientific cooperation in the Arctic has been rapidly developing in recent decades. In both technical and technological terms, the capability of Arctic research has significantly increased. The number of stakeholders has expanded, particularly, due to the involvement of non-Arctic countries with China being one of the most prominent actors. Many research and education projects are currently being carried out in close collaboration between China and Arctic states, including Russia. In this paper, the authors summarise priorities and objectives of China and Russia in research and education agenda in the Arctic and reveal promising areas for the two countries to collaborate in multidisciplinary areas of Arctic studies, including environment and climate, ecosystems and ecology, geology and geophysics, hydrology and sea ice. In addition to these, the authors address opportunities and gaps in collaboration in economic, social, and regional development studies, as well as maritime engineering, shipbuilding technologies, and the studies on natural resources. The paper ends up with a discussion of current capacities, potential opportunities, and major challenges for China and Russia to break through in joint research and education projects for the benefit of development and exploration of the Arctic.

Abstract:The Arctic is one of the key regions in relation to global climate change, experiencing radical transformations in environmental governance as well as challenges in terms of its ecological protection. The region is witnessing a number of irreversible climatic shifts, such as melting permafrost, rising sea levels, contamination of the Global Ocean, and changes in the lives of indigenous people. The Arctic is a global hot spot in climate change where international cooperation (scientific, environmental, diplomatic, etc.) should be a priority to overcome existing ecological challenges. This article provides detailed analysis of these issues from cross-disciplinary perspectives, bringing insights from economics, history, anthropology, international relations, and political science from the perspective of literature on environmental regionalism. The article analyzes a selection of heterogeneous actors, many of whom have contradictory rules, norms, and priorities. Analysis of the Arctic through the lens of regional environmental governance aspires to contribute to understanding of the complexity of existing challenges and their potential solutions. This article offers an analysis of the major findings in this topical collection. It contributes to the development of cross-disciplinary approach to the studies of the Artic and outlines a research agenda.

The current state of Arctic ice is analyzed, emphasizing alarming reductions observed through satellite imagery and the implications for rising sea levels and disrupted ecosystems. Rooted in the causes of Arctic ice changes, primarily driven by the greenhouse gas effect, the article underscores the urgent need for global mitigation efforts. Scientific research and models provide critical insights, enhancing our understanding of the complex interactions driving these changes. The Shifting Landscape of Arctic Politics: Implications for International Cooperation

Abstract:The landscape of Arctic politics is shifting. Transregional issues have taken on increased prominence, and numerous non-Arctic states are developing a growing interest in Arctic affairs. Increasing tensions between Russia and the West have cast a shadow on the cooperative practices characterizing the work of the Arctic council. There is no shortage of efforts to address needs for governance in the Arctic relating to matters of shipping, fishing, energy development, scientific research and the protection of sensitive ecosystems. But a major challenge is to manage interplay among these discrete developments, avoiding friction and promoting synergy. What we can expect is the growth of an Arctic regime complex encompassing a number of distinct elements that all deal with matters relating to the Arctic but that are not hierarchically related to one another. An important priority in this regard will be to improve the integration of this evolving complex of institutional arrangements. Addressing this challenge is likely to emerge as a central role for the Arctic Council during the next phase of its development.

It advocates the development of an Arctic regime complex featuring flexibility across issues and adaptability over time along with an enhanced role for the Arctic Council both in conducting policy-relevant assessments and in promoting synergy in interactions among the elements of the emerging Arctic regime complex. The emphasis throughout is on maximizing the fit between the socioecological features of the Arctic and the character of the governance arrangements needed to steer the Arctic toward a sustainable future.
