Abstract:The article examines the processes developing in the global economy, reflecting the transition to environmental friendliness (E), social responsibility (S) and high-quality corporate governance (G) and signifying the transformation of the financial market into the format of “sustainable financing”. The purpose of the article is the systematization of ideas about ESG transition and sustainable finance. The article examines the evolution of ESG, reveals the essence of ESG criteria in investment decisions, analyzes the most significant aspects characterizing the impact of ESG transition on the global economy and finance, assesses the readiness of the banking sector to operate in accordance with ESG principles. It has been established that the changing paradigm of the global economy, the foundation of which are the Sustainable Development Goals, the climate agenda and the ESG transition, have formed a new a new megatrend of the financial industry – “sustainable finance” or the new quality finance. The trends of recent years indicate the growth of financial products that meet the requirements of ESG principles, which investors are guided by. The response to the demands of the financial market included: the appearance of non-financial reporting and ESG ratings characterizing the company's work on its environmental, social and management risks; the formation of relevant institutional structures, such as rating agencies, expert analytical platforms, verifiers, etc. It has been concluded that investments in ESG are becoming the leading form of financing to achieve sustainable development goals, but the domestic financial sector is not quite ready to implement the ESG principles.

Abstract:One of the manifestations of globalization and mass integration processes is the emergence of the responsibility of every citizen for minimizing the spread of global problems. To date, the focus of the world community's attention is aimed at solving environmental problems in connection with the expansion of their influence zones in a geometric progression, which threatens the sustainability of economic development. The ESG agenda affects business: more and more companies are required to focus on environmental, social and governance factors when addressing strategic goals and objectives. The ESG agenda encourages companies to focus on environmental, social and managerial factors when solving strategic goals and objectives. In this article, approaches to ESG investing are considered as investment strategies based on the analysis of the dynamics of the priority of ESG components. Using the example of the Russian market, ESG ratings of companies are considered and analyzed separately by factors and in an aggregated format. Assumptions are made on the directions of development of ESG investments in the context of economic sectors and the main trends in the sustainable investment market are formulated.

Abstract:Economic development is accompanied by a continuous increase in production and consumption. On the one hand, the rapid development of production contributes to the welfare of the population, and on the other – has a negative impact on the environment. Every year, people destroy more than 11 million hectares of forest, emit 20 billion tons of carbon dioxide into the atmosphere, and produce more than 300 million tons of plastic mass. If this process is not interfered with, humanity will face a global environmental catastrophe. The new economic concept was developed in order to smooth out the cantradictions between economic growth and the conservation of natural resources. It is based on three axioms. Many countries have seriously taken care of environmental problems and have developed a set of economic measures to combat the negative anthropogenic impact. Abstract:Abstract The experience of implementing approaches of the green economy as an interaction and mutual influence between urban civilization and the biosphere is discussed. Sustainable urban development, based on the principles of a green economy, leads to an increase in human well-being in the long term, while not exposing future generations to significant environmental risks. The issue of sustainable development is being actively studied since currently the welfare of mankind is more and more determined by the quality of life in cities. In the future, the gap in numbers between urban and rural populations will only grow, and an increasing part of the world population will be represented by residents of urban areas. Sustainable urban development is understood as the ability of the urban environment to change, satisfying subsequent generations of residents in terms of security, convenience of living and activities, communications, logistics, infrastructure, architecture and design, with minimal costs for multiple transformations. European countries such as Sweden, Denmark and others show an increase in public investment in infrastructure consistent with the principles of sustainable development (including public transport, renewable energy, construction of energy-efficient buildings) and natural capital; Existing models for implementing the principles of the green economy and the practice of their implementation in Europe have shown that Russia needs social strategies designed to ensure alignment between social goals and existing or proposed economic strategies.

Abstract:The history of banks' involvement in solving the issues of sustainable development of the society is, on the one hand, short by the standards of economic history, and on the other hand, bright and ambiguous. This is explained by the strategic goal of the banking institution functioning - ensuring a stable turnover of financial resources in the socio-economic system of the country and building up financial capital. It is the latter component that caused the interest of the market and state regulators in the possibility of attracting banks' capital to finance so-called "green projects" aimed at solving local or global environmental problems of mankind. Today, the strategic agenda of more and more banks includes various elements of ESG-methodology of responsible corporate behavior, implemented in the form of corporate social policy (mainly focused on the bank's staff and its clients) and a portfolio of "green investments" - a group of projects that are mainly socially-oriented or infrastructural in nature. The purpose of such responsible investment is both to solve specific socially or environmentally important tasks and to strengthen the market position of the bank-investor itself, which forms a positive image in the eyes of its key stakeholders and improves the rating position of investment attractiveness both domestically and in international rankings compiled by reputable analytical agencies, such as S&P, Moody's Investors, and Fitch Ratings.

Despite differing perspectives and definitions among stakeholders, the âgreen economyâ is often seen as an economy that pursues growth while also promoting sustainable development through more efficient use of resources. Thus aligned with concepts of sustainability, the objective of a green economy is to simultaneously work toward economic development, environmental protection, and greater social welfare, in particular by reducing reliance on fossil fuels and nonrenewable resources.

Abstract:Today, when a global consensus has been formed on the issues of sustainable development and the role of «green» economy in this concept, the governments of the regions of the countries are sometimes ahead of the federal government in their strategic plans, trying to respond promptly to the emerging challenges to development at the global level. The purpose of this study is to investigate the degree of penetration of «green» economy principles into regional economic systems. The analysis is carried out in two directions. The first direction is to study the distribution of «green» investments. The second direction is to analyze the disclosure of the principles of the «green» economy in regional strategic planning documents. The results show that «green» investments occupy a small share of the total volume of investments and are distributed extremely unevenly across the regions of Russia. The integration of the principles of the «green» economy into the strategic documents of the subjects of the Russian Federation is due to the current problems of the region’s development. Apparently, the choice of a «green» economy is not yet conscious, the benefits of which are calculated, and the prospects are consciously evaluated. It is expected that the results of the study will be of interest to politicians who seek to solve the problem of regional development using global trends for this purpose.

Abstract:In this paper, the issue of the dependence of sustainable development on such factors as environmental friendliness, social orientation and decision-making (ESG) is considered. Today, we see a widespread ESG agenda in all strategic development issues. All stakeholders, from the company to the society, understand the importance of ESG, as it is an important component of long-term development, risk management, and government support. This study analyzes the main vectors and business directions, what kind of reporting should be, including which ESG standards should be followed, as well as how managers implement ESG policies. The research focuses on the relationship between sustainable development Goals and ESG factors in the corporate sector. The basic principles of ESG are considered in detail, and the factors of this agenda are analyzed in as much detail as possible. The current issues and further opportunities for the implementation of such a long-term concept are clearly marked with a red line. This agenda is particularly relevant within the framework of the current sanctions pressure and the risks associated with it. What is the reality for integrating ESG into business practice. Using scientific research methods and empirical data, the real practice of implementing ESG in Kazakhstan is demonstrated. Proposals for all stakeholders to improve the ESG implementation process are presented. Thus, the purpose of the study is to analyze public finance management within the framework of the ESG concept and the development of a low-carbon economy.

Abstract:The concept of traditional ESG (Environmental, Social, Governance) factors is a sine qua non for sustainability and constitutes the cornerstones of a sustainable economy. However, although the inevitable impacts of economic activities on sustainability, it lacks the economic dimension (denotes ECON). Therefore, this study proposes to complete this missing leg, integrate economics into ESG, and obtain and introduce ECON-ESG as a composite sustainability concept. While ESG represents firm and microeconomics-based sustainability based only on environmental, social, and governance factors, ECON-ESG also incorporates the economy and represents sustainability, including macroeconomics affecting the firm's performance. Additionally, the linkage between ECON-ESG and SDGs will provide scholars with a composite form variable for use in sustainability models.

Abstract:Currently, in world practice, there has been a trend towards a transition to a sustainable economy, which implies socio-economic development with an impact on the environment within the economic capacity of the biosphere. The article considers the historical stages of the formation of the criterion of sustainable development in the world economy as a triune model consisting of economic development, solving social problems of society and environmental protection. Examples of government programs and decisions of the Russian Federation aimed at achieving the strategic goals of the country’s development and, as a result, contributing to the development of the global sustainable economy are given. The relevance of the educational sphere in the upbringing of a generation with new thinking based on knowledge, skills, value orientations and behavioral attitudes aimed at the sustainable development of modern society is noted.

Abstract:The study of the processes of implementing ESG principles in various types of business as one of the tools for sustainable development is very relevant in the context of the global structural crisis and the beginning of the destruction of the global economy model. The popularity of the ESG agenda in the world has been growing over the past seven years, as it demonstrated that the proposed tools allow assessing the responsibility of business to society, its involvement in solving sustainable development problems, as well as the ability to attract investments. The purpose of this study is to substantiate the need to promote ESG practices in Russia and evaluate the possibility of harmonizing national standards with the ESG standards of developing countries, in particular the countries of the Asia-Pacific region. The article characterizes ESG principles as key elements of the investment management system that affect business development. The stages of the formation of the «green» taxonomy of the European Union, as well as the results of the implementation of ESG initiatives in the countries of the Asia-Pacific region are presented. We analyzed the situation with the use of ESG principles and the degree of promotion of this agenda in Russian companies. The study found that it is necessary to develop a national regulatory system in this area, create tools for the «green taxonomy» of the Russian Federation, taking into account the transformations in the global economy and changes in attitudes towards the ESG agenda in Asian countries, especially in matters related to the accelerated transition to «green» energy.

Abstract:The green economy is a modern economic model that aims to achieve sustainable development by transforming the current traditional economy into a system that consumes natural resources sustainably and works to reduce pollution and climate change. A green economy is considered a solution for achieving sustainable development worldwide, where it can lead to economic, social, and environmental sustainability. A green economy can only be achieved by redirecting current investments from polluting industries to green industries, developing clean technology, and promoting sustainable agriculture. Research confirms that transforming the current economy into a green economy can lead to significant economic and social benefits, such as creating new job opportunities, increasing productivity, improving quality of life and enhancing human health and the environment. Therefore, countries and communities must work to promote a green economy and achieve sustainable development to preserve the planet and ensure social and economic welfare for current and future generations.

Abstract:Introduction. The concept of sustainable development, which has been recognized by the UN and all countries of the world over the past 30-40 years, has become the consensus official paradigm of the world economy in the 21st century. The changed paradigm of the global economy, the foundation of which became the "Goals of sustainable development, the climate agenda and ESG – the transition created a new mega trend of the financial industry – “sustainable finance or finance of new quality”. “Green finance” is considered as a strategic direction of sustainable financing. The purpose of the article is to substantiate theoretical and practical conceptual approaches to the definitions of “green economy” and “green finance” in the new paradigm of the global economy, as well as their use in the sustainable investment development of Ukrainian economy. Results. Key initiatives in the field of sustainable development, as well as conceptual approaches to the definitions of "green economy" and "green finance" are considered. Focused attention on the concept of sustainable finance, the trend of which foresees a revolutionary approach from the classical paradigm of finance to a new paradigm. Financing instruments and mechanisms, such as green bonds, credits and loans, which are not fundamentally new in technical terms, but contain an ecological component, have been analyzed. It is argued that the concept of sustainable development finance acquires both theoretical justification and practical confirmation in the academic discourse. The NBU strategic approaches to the construction and development of sustainable financing, taking into account ESG factors in the European integration vector of Ukraine were studied. Conclusions. It is justified that the paradigm of sustainable finance should be considered in an inextricable relationship with the notions of sustainable development and sustainable investment, which is correlated with the achievement of sustainable development goals. In further scientific research, it is necessary to pay special attention to the key principles of the development of sustainable financing in Ukraine, especially the implementation of environmental, social and managerial (ESG) factors, which will become mandatory elements of the corporate management systems of financial institutions.

Abstract:Objective: The purpose of the article is to develop an effective approach to rating Russian companies and financial instruments based on ESG factors, which makes it easier to promote the sustainable development concept in Russia and contributes to the implementation and financing of "green" projects. Methods: The article examines the role and place of the ESG agenda at the present stage of economic and social development. Authors used methods of synthesis, analysis, classification and systematization of information. Results: The main provisions formulated by scientists and practitioners from all over the world are summarized. The list of criteria characterizing the company, society and the state in terms of compliance with the principles of sustainable development is highlighted. The author's weights distribution model of the described characteristics is proposed in order to form parametric systems for evaluating issuers for compliance with ESG criteria. The international and Russian experience of rating "green" projects is analyzed, and options for improving Russian practice are proposed. The list of risks inherent in the "green" financial instruments issues is highlighted. Conclusion: Particular attention is paid to the impossibility of all factors comprehensive consideration by an individual investor, in connection with which the idea is put forward about the expediency of using innovative technologies, such as neural networks, for rating issues of "green" financial instruments and issuers themselves, in order to facilitate the investor's asset selection process. General conclusions are drawn about the state and prospects of the sustainability market in the world and in Russia, recommendations are given to the investors.
The Green Economy and Sustainable Development: An Uneasy Balance?

Abstract:The United Nations Conference on Sustainable Development (or Rio+20) was conceived at a time of great concern for the health of the world economy. In this atmosphere ‘green economy’ was chosen as one of two central themes for the conference, building on a burgeoning body of literature on the green economy and growth. This research examines the relationship and influence between the double crisis and the rise of ‘greening’ as part of the solution. The aim is to understand what defines and distinguishes the proposals contained in twenty-four sources on the green economy (including policy documents by international agencies and think tanks, and research papers), and what is the meaning and implication of the rising greening agenda for sustainable development as it enters the 21st century. Through a systematic qualitative analysis of textual material, three categories of discourse that can illuminate the meaning and implication of greening are identified: ‘almost business as usual’, ‘greening’, and ‘all change’. An analysis of their relationship with Dryzek's classification of environmental discourse leads to the identification of three interrelated patterns: (1) scarcity and limits, (2) means and ends, and (3) reductionism and unity—which deepen our understanding of the tensions between emerging propositions. The patterns help explain the meaning and implications of greening for sustainable development, revealing an economisation and polarisation of discourses, the persisting weak interpretation of sustainable development, and a tension between the fixing or shifting of dominant socioeconomic paradigms that underpin its conceptualisation.

Abstract:The paper is devoted to the concept of «green» finance. Based on the analysis of the points of view available on this issue, the author concluded that «green» finance can be defined using a narrow approach (as bonds, loans and other financial instruments aimed at financing activities to ensure sustainable development of the environment) and a broad approach (as the whole complex of economic relations related to financing measures to protect the environment and combat climate change). The paper also defines the types of social relations that make up «green» finance that are included in the subject of financial law, classifies mandatory payments related to ecology and the environment, concludes which payments can be classified as «green», highlights climate risks of financial organizations and types of «green» financial instruments. The author makes proposals for further improvement of the climate risk management mechanism in the financial market.

Abstract:Following ESG principles is now one of the key drivers of business value. In this regard, there are companies that try to mislead stakeholders, which has a negative impact on the whole process of responsible investment, as it reduces investor confidence. Such activity is called impact (green) washing - imitation of the company’s implementation of an environmental or social mission. In connection with the observed large trend of the “green” agenda, greenwashing has become especially widespread. In the modern sense, greenwashing is a false positive communication of a company about its environmental impact on the environment, in other words, it is a misrepresentation by a company about a product, service or investment, in which they appear to be more environmentally friendly than they really are.

The success of environmental projects is largely determined by approaches to the management of complex interconnected objects, which operate in developed industrial regions. In this regard, we formulate the purpose of this study, which is to generalize approaches to and to improve the mechanisms of the ecological branding of the industrial complex of a region through conscious ESG transformation. For this purpose, we have studied the statistics and principles of the management systems of Kazakhstani companies and their stakeholders. The focus was on the Pavlodar industrial region, where metallurgical production, petrochemicals, the agro-industrial sector, the banking sector, and logistics hubs are developed. The vision and the mechanisms that can influence the development of the export potential of products with an "ecological brand" were studied. A survey of export-oriented organizations helped to identify the behavioral attributes of the "new generation eco-consumer", namely, a conscious desire to reduce the negative impact of production and economic activities on the environment. The theoretical significance of this study helps to reveal the influence of the ecological principles of the organization of modern production on the speed of transition to green technologies. Its practical significance is seen in the formation of a system for measuring the level of readiness of companies to promote the ecological branding of a region's industry outside its country.

Abstract:The article is devoted to the study of the main current trends of green investment, as well as to substantiate the prospects for development in the context of the globalization of the "green" movement. It was revealed that the key global trends are the creation and successful operation of specialized sectors of "green" bonds on world exchanges and their labeling to attract non-global investors to the market. The article identifies the main sectors for the use of "green" bonds, namely renewable energy sources, energy efficiency, pollution prevention, clean transport, water resources and wastewater management, adaptation to climate change. The author argues that the promotion of "green" projects and the development of responsible investment markets are the most important factors in the world economy, so the implementation of environmental reforms at the state level should be associated with the development of "green" financing instruments. The article identifies global drivers that necessitate the formation of an adequate institutional environment for the current realities for the development of "green" funding; systematizes the world experience of "green" investment and identifies effective tools for financing "green" projects. The author notes that it is important to overcome political, methodological, regulatory and economic contradictions in the formation of common rules of "green" development between developed and developing countries. It is determined that further development of "green" financing is impossible without systematic, planned and coordinated institutional design of a multilevel system of different financial instruments, taking into account the characteristics of different types of investors, their incentives to implement "green" projects and potential implementation effects. The standardization of approaches and methodological principles that allow to evaluate the effectiveness of environmental projects, the development of practical goals in the field of a wide range of "green" financial products are identified as promising areas of further research.
