Abstract:Artificial intelligence as a research area has been continuously growing for several decades. Many applications were developed in various domains. Medicine and health care have attracted more intensive attention thanks to rapid technological development that has accelerated generation of large volumes of data requiring intelligent analysis and evaluation. This article illustrates, through examples of women researchers and selected AI projects in medicine, the wide spectrum of applications developed during the last fifteen years in the Czech Republic, and in particular at the Czech Technical University in Prague. Women researchers played an important and irreplaceable role since the advent of AI research in the Czech Republic. By their example, they motivated many young female students to join the community and start their research career in the AI area. They frequently participated in research projects led by the senior women researchers. The presented overview of projects illustrates the diversity of the medical area and the potential of AI methods that can be used for solving data- and knowledge-intensive problems. We briefly touch on the AI study programs. In conclusion, we point out the future challenges in AI and its applications in medicine and health care.

Abstract:Research background: As Artificial Intelligence (AI) weaves into the fabric of daily life, its societal and economic implications underscore the urgency of embracing an environment conducive to its informed adoption. This requires a sophisticated understanding of the societal perception and adaptability to AI, emphasizing the importance of developing comprehensive AI literacy. Purpose of the article: This study inquiries into the sociodemographic underpinnings of AI literacy, aiming to demystify how knowledge about AI's capabilities in everyday tasks varies across individual population segments. It allows us to define the basic determinants that influence the differences in the individual population structures. It also reveals the potential risks associated with the use of AI. Methods: This study investigates the awareness of Artificial Intelligence (AI) in daily lives of the Czech population, focusing on the influence of socio-demographic factors. Utilizing computer-assisted web interviewing, we surveyed 1,041 respondents in April 2023, ensuring representativeness by applying quotas for age, gender, education, region, and residential area size. Our investigation spanned AI applications in sectors like customer service, music playlist recommendation, email sorting, healthcare, online shopping, and home devices. Findings & value added: Findings taken from descriptive statistics reveal variable AI awareness levels across different domains, with younger demographics exhibiting notably lower awareness in several areas. Regression analysis highlighted that awareness is significantly associated with gender, age, and education level. Regression analysis showed that males, younger age groups and those with higher levels of education were more likely to correctly answer majority of questions about the role of AI in everyday life. These insights are crucial for stakeholders aiming to enhance AI literacy, tailor communication strategies, and develop digital platforms, offering guidance for policymakers and market analysts in optimizing AI-related initiatives.

Abstract:E-government and digitalization have been representing a promising topic of public administration reforms for more than two decades, but still today it is widely discussed that the progress has been rather slow in some countries and various failures have occurred. This article extends existing research on the issue of digitization of key government services for citizens in the CEE environment and expands to the Slovak Republic. The purpose of the research is to examine selected areas of e-government, that is, the digitization of basic public administration services in Slovakia compared to the Czech Republic. It also provides an overview of the latest e-government evaluation benchmarking studies in CEE countries. It uses a flexible, simplified framework that seeks technology neutrality and focuses on the citizen-centered evaluation of e-government services which is not frequent in the existing literature. The results showed that Slovakia achieved a higher score when examining the level of digitization of key government services to citizens compared to the Czech Republic, which confirms the results of the examined studies in their individual subareas. Both countries have some reserves in several areas, and it is necessary to use the space to improve them, which they also commit to in their strategic documents. Subsequent research efforts on this issue should focus on expanding the research to other EU member states that were part of the former Eastern bloc.

Biotechnologies in the Czech Republic: current status, trends and challenges

Abstract:<span>This review presents an overview of the current status of the biotechnology sector in the Czech Republic (CR), its future trends and main challenges. CR is the country that laid down the principal laws of heredity, introduced the contact lens to the world and successfully developed the compounds on which current anti-AIDS drugs are based. The history of Czech biotechnology is strongly associated with typical local industries such as beer and wine production. Research institutions focus traditionally on the plant and animal biotechnologies. Recently, biotechnology-related achievements have been oriented preferentially towards nanotechnology, pure biotechnology and human healthcare. The public biotech sector includes, above all, EU programmes. Since 2007, there has been a major investment in large EU-funded research infrastructures outside the Prague region to equalize the competitivness in other regions (Brno, Olomouc) and to complement the existing research institutes. The private sector includes some global companies - Teva Pharmaceutical, Sanofi, Lonza Biotec and Gilead Sciences, among others. The local structure consists almost exclusively of small companies and only several middle-sized companies with a quite high orientation on the inland market. Recently, some clusters were established as platforms for exchanging information on the development of science and technology, identifying synergies and possible collaborations to address critical issues covering the full value chain from R&D to production in the fields of Czech biotech. The big chance for CR biotechnology is the technical crossover with biotech and other sciences, as a possible boost of bioinformatics-driven R&D&I due to very strong ICT in CR.</span>

Abstract:Artificial intelligence in the hotel industry streamlines processes, personalizes services, enhances customer service, and analyzes data. It helps reduce costs, increase security, and improve competitiveness. In the current technology-driven era, it is essential for efficient operations and customer satisfaction. The main goal of the presented article is to explore and analyze the application of artificial intelligence in the hotel industry and map the effects it brings to hotels and other accommodation facilities in Slovakia. Using a sociological survey method in the form of a questionnaire, this article analyzes the extent of artificial intelligence technology implementation in accommodation facilities in Slovakia and the effects it brings. Based on the results of our primary research, we can conclude that artificial intelligence is not widely adopted in the Slovak hotel industry to its full potential, considering its possibilities and utilization in various operational areas of accommodation facilities.

Abstract:Humanity has made huge progress over the past millennia. We are working with technologies, robots that not only help us to work accurately, efficiently and quickly, but they work in a similar way to the human brain: they perceive, think, learn and solve problems. In my research, I will focus on artificial intelligence, which is becoming more and more popular nowadays, looking at its past, present and future, its main trends in the corporate sector, and how it threatens people's job opportunities. At the same time, one of my research objectives is to investigate how much the development of a country is related to the uptake of AI in the European Union, which I will test with correlation analysis, taking into account indicators of artificial intelligence penetration in the corporate sector from one side and the various AI indicators such as digital penetration, internet usage, computer culture, and economic indicators as GDP per capita from the other side.

Abstract:Digital technologies play a key role in reviving the world economy. The EU has pledged to combine recovery support with resilient digital transformation. The COVID-19 pandemic highlighted the lack of digitization in Slovakia and the shortcomings of digital skills in citizens and communication with institutions. Digital skills are important and should form part of educational policy. ICT skills can help people succeed in the labour market and improve communication with public administration. Digitization and globalization increase the importance to communicate through the Internet, applications, and other e-based gadgets. Digital skills are one of the essential parts of e-Government, so people can use e-Government services in communication with public administration. The current crisis is affecting citizens' use of online services. Indices concerning the digital economy are analysed, such as the digital economy and society index DESI and e-Government digital skills (EGDI) from 2018 to 2021 revealed a stagnant state in 2018 and 2019, and in 2020, there was a decrease in basic digital skills. The next index is E-Government Digital Index. It focuses on human capital and digital skills in these indices. The paper analyses and identifies the digital skills of citizens in the context of e-Government development and describes the use of e-Government services by EU citizens with a focus on the Slovak Republic. The data were collected through a questionnaire survey of Slovak Republic citizens' digital skills according to selected categories, the use of e-Government services as well as awareness of e-Government services. Solutions that improve e-Government in the Slovak Republic are gradually being implemented. Improving digital skills according to the National Coalition for Digital Skills and Professions in the Slovak Republic is one of the priorities of The Ministry of Education, Science, Research and Sport of the Slovak Republic, which has adopted an action plan for 2019–2022 to improve the results in the DESI index by 2025 and focus on the digital skills required by employers. The survey revealed that in Slovakia, the majority of schools offer only weak support for digital education (about the EU-27 average of 68% and 45%, respectively). The research also revealed a decreased level of digital literacy among young people. These competencies are very important to gain a position in the labour market in the digital society. The projects aim to support the development of digital skills of primary and secondary school students, and the integration of new technologies into teaching.

Artificial Intelligence across Europe: A Study on Awareness, Attitude and Trust

Abstract:This paper presents the results of an extensive study investigating the opinions on Artificial Intelligence (AI) of a sample of 4,006 European citizens from eight distinct countries (France, Germany, Italy, Netherlands, Poland, Romania, Spain, and Sweden). The aim of the study is to gain a better understanding of people's views and perceptions within the European context, which is already marked by important policy actions and regulatory processes. To survey the perceptions of the citizens of Europe we design and validate a new questionnaire (PAICE) structured around three dimensions: people's awareness, attitude, and trust. We observe that while awareness is characterized by a low level of self-assessed competency, the attitude toward AI is very positive for more than half of the population. Reflecting upon the collected results, we highlight implicit contradictions and identify trends that may interfere with the creation of an ecosystem of trust and the development of inclusive AI policies. The introduction of rules that ensure legal and ethical standards, along with the activity of high-level educational entities, and the promotion of AI literacy are identified as key factors in supporting a trustworthy AI ecosystem. We make some recommendations for AI governance focused on the European context and conclude with suggestions for future work.

The European map of artificial intelligence development policies: a comparative analysis

Abstract:Abstract Objective The aim of this paper is to discuss the management aspect of artificial intelligence development policy by the national regulators of the 27 European Union (EU) member states. The solutions formulated by three of them—Germany, France (as a pioneers), and Poland—are analyzed in depth. Conclusions The obtained results allow us to conclude that out of 27 EU countries, only one has not yet prepared its strategic project on artificial intelligence (AI) development, while among the existing policies one can find significant differences in the approach to the matter of strategic management. Methodology The research methods used are content analysis and comparative analysis of selected source documents. In the course of the deliberations presented, key legal acts concerning the areas of AI and modern technologies are cited. Practical applications The presented work formulates a starting point for further research and directions of changes in the management of AI development policy. The attention of subsequent researchers should focus on the possibility of a detailed analysis of other documents published by EU member states, a comparison of policies of other countries across the world, and even an attempt to examine the global dimension of AI strategies. Originality The article addresses the problem of creating law only following, rather than preceding, the emergence of technological changes, the lack of systemic regulation of AI tools and mechanisms, as well as the absence of integrated forms of international cooperation with a strategic and long-term dimension.

Abstract:This article introduces the results of the first survey of Czech civil servants specifically targeting the domain of public ethics. The survey serves a double purpose: to provide data relevant for the development of a tailor-made ethics training programme for public officials, and to answer two research questions: (1) What are the main factors influencing the core values in Czech public administration? (2) Does the existence of ethics resources contribute to an improved ethical climate in the Czech public administration as perceived by public officials? The findings show that an ethical code is the most widespread, but often the only, ethics instrument implemented in Czech public administration and that the code is not used effectively. The results also confirm a positive but weak influence of the number of ethics resources on the perception of the existence of ethical problems, and a slight direct correlation between a higher number of resources and the perception of positive ethics development in the workplace. No support is found for the assertion that the more ethics resources are used by the organisation, the greater is the importance of the organisational culture for decision-making. This empirical research illustrates that - unlike in other countries of the former Eastern Bloc - ethics has been a low-priority agenda in Czech public administration and that enhancing ethical standards, and thus increasing citizens’ trust in public services, will be a long-term process. Leadership and leading by example, alongside ethics education and training, are the avenues to pursue.

Abstract:The article aims to provide a comparative analysis of determining the legal status of artificial intelligence, as well as strategic planning of its implementation in the public sector in the countries of the Romano-Germanic, Anglo-Saxon, socialist, religious, and traditional systems of law. The study replies to the research questions regarding statutory definition of AI, state authorities responsible for AI, national government strategy in the field of AI and targets set therein, and action plans of AI with reference to countries with the highest Global Talent Competitiveness Index in reference to the mentioned legal systems. The research is of qualitative and applied nature; theoretical analysis of academic sources provides the groundwork for ICT-facilitated thematic content analysis of legal and administrative documents of the mentioned countries. The findings reveal common and specific trends regarding the data under study, and allow the author to suggest a revision of AI definition and to specify legislative and doctrinal issues that seem to be relevant and promising in the further strategic development and implementation of AI in the public sphere across countries.

Abstract:LLMs demand significant computational resources for both pre-training and fine-tuning, requiring distributed computing capabilities due to their large model sizes \cite{sastry2024computing}. Their complex architecture poses challenges throughout the entire AI lifecycle, from data collection to deployment and monitoring \cite{OECD_AIlifecycle}. Addressing critical AI system challenges, such as explainability, corrigibility, interpretability, and hallucination, necessitates a systematic methodology and rigorous benchmarking \cite{guldimann2024complai}. To effectively improve AI systems, we must precisely identify systemic vulnerabilities through quantitative evaluation, bolstering system trustworthiness. The enactment of the EU AI Act \cite{EUAIAct} by the European Parliament on March 13, 2024, establishing the first comprehensive EU-wide requirements for the development, deployment, and use of AI systems, further underscores the importance of tools and methodologies such as Z-Inspection. It highlights the need to enrich this methodology with practical benchmarks to effectively address the technical challenges posed by AI systems. To this end, we have launched a project that is part of the AI Safety Bulgaria initiatives \cite{AI_Safety_Bulgaria}, aimed at collecting and categorizing AI benchmarks. This will enable practitioners to identify and utilize these benchmarks throughout the AI system lifecycle.

Abstract:While the adoption of AI in marketing and advertisement is being discussed in different ways, the area of PR is still uncovered, or rather the question of using AI is not as obvious. It seems to be narrowed particularly to the media monitoring and summarization of data and to the question of topic creation and to what extent text-based AI systems are capable of writing a press release or official statement. However, it should be pointed out that even to write a press release, or any output for that matter, AI needs to be provided with the right prompts, and here the position of the PR person is indispensable. Only specialist in PR can provide the AI system with all the necessary data, figures and sensitivity levels to be present in the final output. So it may be clear that AI is an exceptional asset in marketing and communications, there may be areas that are still under the question of what AI can or cannot provide.

Abstract:In September 2019, the Council of Europe's Committee of Ministers adopted the terms of reference for the Ad Hoc Committee on Artificial Intelligence (CAHAI). The CAHAI is charged with examining the feasibility and potential elements of a legal framework for the design, development, and deployment of AI systems that accord with Council of Europe standards across the interrelated areas of human rights, democracy, and the rule of law. As a first and necessary step in carrying out this responsibility, the CAHAI's Feasibility Study, adopted by its plenary in December 2020, has explored options for an international legal response that fills existing gaps in legislation and tailors the use of binding and non-binding legal instruments to the specific risks and opportunities presented by AI systems. The Study examines how the fundamental rights and freedoms that are already codified in international human rights law can be used as the basis for such a legal framework. The purpose of this primer is to introduce the main concepts and principles presented in the CAHAI's Feasibility Study for a general, non-technical audience. It also aims to provide some background information on the areas of AI innovation, human rights law, technology policy, and compliance mechanisms covered therein. In keeping with the Council of Europe's commitment to broad multi-stakeholder consultations, outreach, and engagement, this primer has been designed to help facilitate the meaningful and informed participation of an inclusive group of stakeholders as the CAHAI seeks feedback and guidance regarding the essential issues raised by the Feasibility Study.
Agents of Europeanization: Think Tanks Discussing the Refugee Crisis in the Czech Republic

Abstract:This article belongs to the special cluster, “Think Tanks in Central and Eastern Europe”, guest-edited by Katarzyna Jezierska and Serena Giusti. What is the role of think tanks in Europeanization of national public spheres? To address this question, our paper explores the performance of think tanks in the immigration debate in the Czech Republic. Employing political claims analysis (PCA) and treating think tanks as boundary organizations active in multiple fields, we compare the levels of Europeanization of political claims made by think tanks with other actors. Our data set includes 2,374 political claims made on broadcast public TV in the period from April 2015 to March 2016. According to our quantitative data, Czech think tanks chose the discursive strategy of Europeanization more often than any other actor represented. Thus, think tanks have the potential to support Europeanization of national public spheres. However, their representation in media coverage is relatively low. Our results also demonstrate that think tanks should be treated as sui generis organizations since their strategy in the public sphere deviates from that of other civil society organizations. Think tanks Europeanized their claims-making, but others largely stayed on the national level while discussing the refugee crisis.

Abstract:Abstract In last years Artificial Intelligence presented a tremendous progress by offering a variety of novel methods, tools and their spectacular applications. Besides showing scientific breakthroughs it attracted interest both of the general public and industry. It also opened heated debates on the impact of Artificial Intelligence on changing the economy and society. Having in mind this international landscape, in this short paper we discuss the Polish AI research community, some of its main achievements, opportunities and limitations. We put this discussion in the context of the current developments in the international AI community. Moreover, we refer to activities of Polish scientific associations and their initiative of founding Polish Alliance for the Development of Artificial Intelligence (PP-RAI). Finally two last editions of PP-RAI joint conferences are summarized.

Abstract:This study examines the complex dynamics of the Czech real estate market, focusing on the interaction between mortgage rates and residential property prices, the influence of dwelling size on market price trends, and the impact of regional economic disparities on property values. We find that lower mortgage rates paradoxically raise house prices through increased demand, calling into question the effectiveness of monetary policy in improving housing affordability. This counter-intuitive effect highlights the complex interplay between fiscal policy and market responses. In addition, the analysis reveals a significant shift towards smaller dwellings, increasingly favoured by single-person households, reflecting changing demographic trends. This shift has clear implications for price dynamics and market accessibility in both the sales and rental sectors, suggesting a nuanced response to consumer preferences across different market segments. In addition, the research highlights a strong correlation between regional economic vitality and property prices, underlining the profound influence of the broader economic landscape in shaping property values in different areas. By integrating these critical aspects, the study provides a comprehensive and nuanced understanding of the factors influencing the Czech property market, offering valuable insights for policy makers, property developers and investors seeking to navigate or influence this market effectively.
