Government regulation, time-of-use tariff and flexibility improvement of power system: A tripartite evolutionary game analysis

Abstract:To improve the overall utilization of available green energy, the installation of energy storage devices (ESDs) is encouraged or mandated by local governments in China. However, the intention of energy storage enterprises (ESEs) to invest in ESDs may be affected by the cost-income ratio, which is influenced by the time-of-use tariffs (TOUT). This study builds a tripartite evolutionary game model for government, ESE, and power grid enterprise (PGE) to clarify their dynamic behavioral strategies and explore the relationship between flexibility improvement and government regulation. A numerical simulation based on the model is used to examine how factors influence players' strategies. The results show that (i) the environmental value of clean energy consumption, the cost of ESDs and the distribution of load regulation service revenue between ESE and PGE will determine the equilibrium result of the tripartite evolutionary game. (ii) If load regulation by ESDs becomes more affordable or if that by other flexibility technologies become more costly, the ESE will be more inclined to increase ESDs. (iii) The final strategies of ESE and PGE on new investment are influenced by the TOUT system due to its influences on the fairness of revenue distribution. Furthermore, a fair distribution of tasks and revenues of load regulation service in participants will improve the system flexibility in the long term. In order to encourage ESEs and PGE to take proactive strategies to increase the flexibility of the regional power system, recommendations are provided to optimize the government regulation and TOUT policies based on the findings.
