Abstract:Heat pumps are rapidly gaining traction as one solution to reducing energy use in buildings, with many European governments introducing deployment targets for the future. Despite the environmental benefits, running heat pumps remains expensive for consumers, at least in part due to disproportionate taxes and levies on electricity versus heating alternatives. Few direct assessments of the effects of taxes and levies on low-carbon heating options have been conducted. Now, Jan Rosenow and colleagues from the Regulatory Assistance Project, University of Oxford and 3E assess the economics and policy incentives behind clean heating uptake in Europe.
