Abstract:The Botany Wetlands are the contemporary remnant of a formerly extensive coastal freshwater wetland in the inner-urban suburbs of Sydney (Australia). This site supports a range of ecosystem services, including human physical and mental health benefits, filtration of stormwater runoff from a highly urban and industrial catchment, and accommodation space for floodwater. The wetlands also provide habitat to migratory water birds and act as a connective habitat corridor and refuge for native flora and fauna including endangered ecological communities recognised in state and national legislation. Current management strategies and 'on the ground' practices are informed by a hierarchy of laws and management plans that act to create and reinforce a specific narrative in the material landscape. Here we consider the ecological history of the wetlands, derived from paleoecological data, in the context of this complex network of governance entanglements. We argue that the system bears little resemblance to its long-term character and has been made and continually re-made by a portmanteau of inflexible regulatory structures. We suggest that maintaining ecosystem services in such a complex, hybridized sociolegal-biophysical system requires a critical view of both the power relations and physical processes that shape it.
Examining Trajectories of Change for Prosperous Forest Landscapes in Cambodia

Abstract:Tropical forest landscapes are undergoing rapid transition. Rural development aspirations are rising, and land use change is contributing to deforestation, degradation, and biodiversity loss, which threaten the future of tropical forests. Conservation initiatives must deal with complex social, political, and ecological decisions involving trade-offs between the extent of protected areas and quality of conservation. In Cambodia, smallholders and industrial economic land concessions drive deforestation and forest degradation. Rural economic benefits have not kept pace with development aspirations and smallholders are gradually expanding agriculture into protected forests. We examine the drivers and effects of rural forest landscape transitions in Cambodia to identify trade-offs between conservation and development. Using historical trends analysis and information gathered through key informant interviews, we describe how local communities perceive social and ecological changes, and examine the implications of local development aspirations for conservation. We explore three scenarios for the future of conservation in Cambodia, each with different conservation and community development outcomes. We contend that conservation efforts should focus on strengthening governance to meet social and environmental requirements for sustainable forest landscapes. We suggest potential entry points for governance improvements, including working with local decision-makers and fostering collaboration between stakeholders. There is a need for realistic priority setting in contested tropical forest landscapes. Prosperous rural economies are a necessary but not sufficient condition for conservation.
The what, who and how of socio-ecological justice: Tailoring a new justice model for earth system law

Abstract:Since modernity, the mechanistic paradigm has determined how Western and Westernised societies live, produce knowledge, and regulate their interactions and institutions, profoundly influencing law and undermining ecological integrity. This paradigm's key features induce the adoption of a reductionist notion of justice by international law, here called mechanistic justice. Following ecological approaches to law, earth system law offers innovative strategies to overcome mechanistic law. To be consistent with its objectives, this legal scholarship must adopt an alternative notion of justice. In this paper, we explore the synergies between earth system law and socio-ecological justice, analysing if the latter fits the purposes of earth system law. To this end, we present the three initial axes of socio-ecological justice, assessing its potential as a tool to support the shift to earth system law. Results show that socio-ecological justice is aligned with earth system law and could be adopted as a guiding legal principle.

Abstract:This paper presents the results of action research conducted from 2009 to 2015 on the dynamics of resource conflict concerning fisheries and livelihoods in the Tonle Sap Lake, as well as the institutional context and strategies for institutional adaptation to address such conflicts equitably. Over the past 15 years, Cambodia has made significant advances in building the policy framework, regulations and institutions to support community‐based fisheries management and increase the sector's contribution to the rural economy. However, fundamental challenges of increased resource conflict and loss of livelihoods by the most vulnerable remain. Key sources of conflict include destructive and illegal fishing practices, clearing of flooded forests, competing uses of land and water, and overlapping resource claims. Addressing these challenges requires collective action by all key actors: local fishers, the private sector, civil society, development partners, and government from the local to the national level. We identify and elaborate upon four governance priorities: (1) clarify roles and responsibilities in fisheries management; (2) link civil society and government efforts in law enforcement; (3) strengthen partnerships for livelihoods development; and (4) integrate fisheries management into decentralised development planning.

Abstract:Conservationists, governments, and corporations see promise in digital technologies to provide holistic, rapid, and objective information to inform policy, shape investments, and monitor ecosystems. But it is increasingly clear that environmental data does more than simply offer a better view of the planet. This special issue makes a single overarching argument: that we cannot fully understand the current conjuncture in global environmental governance without understanding the platforms, devices, and institutions that comprise environmental data infrastructures. The papers draw together scholarship from political ecology and science and technology studies to demonstrate how data has become a significant site in which contemporary environmental politics are waged and socionatures are materialized. We address: (1) the contested practices of utilizing and maintaining data infrastructures; (2) the ways they are governed and the territorial statecraft they enable; (3) the socionatural materiality they arise within but also produce. The papers in this special issue show that, against its dominant representation, data is material, governed, practiced, and requires praxis. Political ecologists could adopt such an approach to make sense of the emerging ways in which data technologies shape environments and their politics.

Abstract:This article elaborates the connections between women's roles in household and community social reproduction and their leadership in resistance against land dispossession. Drawing on interviews with women land activists in two rural provinces, situated in south and central Cambodia, it examines the beliefs and processes of meaning‐making underpinning women's activism against state‐sanctioned land acquisitions through an examination of the symbols, discourses and imaginaries of land, home and social reproductive labour that embed their struggles. It argues that rural women's resistance makes visible gendered moral economies—moored to agrarian social relations and shaped by the modalities of social reproduction—that legitimate contestation against state‐sanctioned land dispossession.

Abstract:Environmental water governance is a highly contested space in which the legitimacy of institutional and legal models for water managing relies heavily, but indirectly, upon the effectiveness of community engagement. Accordingly, this article explores the relationship between legitimacy and participatory forms of decision-making in relation to public institutions with responsibility for environmental water governance in Australia. This examination explores the role that law and systems theory, working as transdisciplinary, theoretically informed praxis, can bring to an understanding of socio-ecological systems for environmental water governance. The Olifants River case study in South Africa provides a counterpoint to the investigation of environmental water institutions in the Murray–Darling Basin in Australia. As a grounded analysis of emergent forms of community engagement, the South African model illustrates how systemic affordances can introduce greater flexibility and choice, and thereby enhance the legitimacy of environmental water governance.

Abstract:How do we rethink the integrated management of river basins? This article is mainly a theoretical contribution that aims to reflect on ways of knowing rivers in the context of the Anthropocene. The authors suggest a new framework based on post-positivist geographies for a deeper understanding of environmental, political, and social conflicts related to rivers. They highlight the potential of combining political ecology and its hydrosocial cycle framework with the mésologie of Augustin Berque. This approach, inspired by non-modern ontologies, helps to account for the full texture of the relationship between society and rivers. It emphasizes human–environment relations and the concept of “milieu”. It particularly captures the role of lived experience in river–human relationships, by accounting for the emotions and interpretations that link people to rivers both collectively and individually. This is particularly appropriate in the Indian context where rivers are ritually revered.

Abstract:This paper analyses spatial conflicts in the iSimangaliso Wetland Park (IWP) in South Africa, a state-led ‘development for conservation’ project and UNESCO World Heritage Site. With inspiration from Henri Lefebvre's theory on the production of space, it examines dialectical processes of the production of conservation space empirically. Two arenas of conflict: fencing and punitive actions against conservation transgressors are discussed in terms of state power in its relational engagement with local space. Spatial conflicts emerge through tensions between the imposed objectives for the conservation of ecological World Heritage – and the subjective space of users and inhabitants. Market-based modernisation and economic growth strategies, which view land as a commodity, rather than as a social-ecological resource for livelihood generation, perpetuate historical insecurities through the alienation of local people from both land and management practices. Other alienating effects include the socially differentiated effects of new rules of governance, the reshaping of old ethnic identities as a result of envisaged benefits from ecotourism and the imposition of new social-ecological values.

Abstract:Urban political ecology (UPE) has become an important and influential paradigm for the geographic analysis of socioecological transformation. Despite considerable progress in its empirical and theoretical sophistication, however, what it means to analyze the specifically political dimensions of change in UPE accounts remains largely unspecified and underdeveloped. One option receiving attention is to confine analysis of the “properly political” to the disruption of prevailing orders by egalitarian challenges. As an alternative, we propose and elaborate a pragmatist approach to political analysis that has emerged in science and technology studies. Through accounts of two efforts to imagine the socioecological future of an urban river, we aim to demonstrate the potential of such an approach. We argue that in addition to local variation and the deployment of knowledge, analyses of the political trajectories of issues should address historical variation and the mobilization of desire. We contend that such an approach provides a methodology for tracing connections between conventional political processes and extraordinary moments of disruption and that it is also compatible with multiple perspectives on the “political” within UPE.
Unravelling the legal labyrinth: Investigating barriers to effective adoption and enforcement of international environmental law in domestic jurisdictions

Abstract:It is widely recognised that mitigating anthropogenic impacts on the environment depends on the cooperation between stakeholders in the policy-making sector. However, challenges to the implementation of environmental policies continue to be identified. It has been suggested that the reason for the failure of environmental legislation lies in the Homo economicus model, which is based on self-interest and the prioritisation of the economy over the well-being of the environment. This paper proposes that other factors such as non-compliance, gaps in research and information as well as regime type also influence the implementation success of environmental laws. A semi-systematic literature review was conducted to critically examine the reasons for non-implementation of water law in Global North and Global South countries. The results show that non-compliance stems from the ambiguity in key concepts. This leads to misinterpretation, lack of legal enforcement and misinformation from educational differences between the Global North and Global South. This suggests that the underlying foundational principle of environmental laws, which are formed in treaties, are a significant reason for the failure of environmental laws. Furthermore, insights into the regime type and economically dependent countries can contribute to the level of policy implementation. The findings of this paper can help to understand the fragmented perspectives on the reason for environmental failure. Further, it opens topics for discussion on how to improve international environmental laws to allow for appropriate adoption into national legislation.

Abstract:This paper explores the socio-cultural and gender-based dynamics associated with place values, and their implication on women's access to water through case studies of upland and riverine communities in southern Nigeria. We used a range of fieldwork methods including public meetings, focus group discussions, in-depth interviews, keen observations, key informants and other secondary sources. Our findings show that drinking water sources are a part of the many forms of visible material structures that embody and generate automatic reproduction of gender-based beliefs, attitudes, feelings and practices. The outcome of such practices affects men and women differently in relation to access, workload and capacity for hygiene and other socio-economic practices. In discussing access to essential public goods, social and economic capacities take priority focus over the impact of 'place values' either as standalone or intersectional elements. Research should be expanded to incorporate these elements and their intersectional perspectives in shaping access to water.

Abstract:Since the Millennium Ecosystem Assessment in 2005, interest has increased in cultural ecosystem services (CESs) research to understand the complexity of the non-material benefits that people obtain from ecosystems. The intangible and interactive characteristics of CESs present many challenges regarding how to approach, quantify and even define CESs. In this paper, we suggest looking at CESs through the lens of embodied and situated cognition theories. We advocate that such an approach should be applied to the development stage of CES research projects, as the embodied and situated experience of the site aids the development of research questions and future interventions. We described a case study—namely, the Environmental Empathy Research Challenge, which took place during the ColLaboratoire 2020 Research Residency in the Philippines. This case shows how interactive, embodied and situated workshops, such as Embodied Empathy and Walking Maps, contributed to developing a research proposal and a novel research framework, ecological embodied cognition (EEC). EEC focuses on the concept of environmental empathy to redefine the human-environment relationship. Further, based on an example of a participatory research activity, Sensing-Playing-Moving, we examined how interventions founded upon EEC principles enhance environmental empathy.
What justice and for whom? A political ecology of voice study into ‘senses of justice’ in Peru's Loreto Region

Abstract:This article explores community-based organisation and non-governmental organisation ‘senses of justice’ and their interaction with community procedural environmental justice claims. The research was centred on a study of Peru’s Loreto Region and the pollution impacts from oil extraction. This was conducted through the political ecology of voice theoretical framework which can act as a bridge between the fields of environmental justice and political ecology. Semi-structured interviews were conducted with eight relevant non-governmental organisations and four community-based organisations operating in Loreto, alongside testimony from other stakeholders. Results show that sense of justice synergies can occur between non-state actors and local communities, achieved through inclusive participatory mechanisms and equitable partnerships. This synergy enables local struggles to be made visible to the wider world as well as heard, evidenced through the grievances being addressed by the state and resource extraction industries. Nevertheless, how transformative these partnerships are is variable, with procedural legal justice offering the most beneficial way for community-based organisations and non-governmental organisations to support local justice struggles. Moreover, to be truly a transformative process, there is a need for these legal justice partnerships to challenge the deeper structural injustice of misrecognition so that human rights, alternative livelihoods and developmental futures are recognised and safeguarded.

Abstract:The world’s oceans and coasts are awash in a sea of politics. The marine environment is increasingly busy, changing, and a site of degradation, marginalization, injustice, contestation and conflict over declining resources and occupied spaces at local to global scales. Themes of political ecology, such as power and politics, narratives and knowledge, scale and history, environmental justice and equity, are thus salient issues to understand in ocean and coastal governance and management. This subject review examines research on these themes of political ecology in the ocean and coastal environment and reflects on how the insights gained might be applied to governance and management. Political ecology provides important insights into: the influence of power in ocean management and governance processes; the manner in which narratives, knowledge, and scale are used to legitimize and shape policies and management efforts; the effects of historical trajectories on present circumstances, options, and practices; and the nature of inequities and environmental injustices that can occur in the marine environment. Moreover, ocean and coastal researchers, practitioners, and decision makers ought to engage with the political processes and injustices occurring in the ocean. Moving from critical insights to constructive engagements will ensure that political ecology helps to plant seeds of hope in the Anthropocene ocean.

Abstract:Property relations in irrigation and water rights distribution have become central issues in current policy debates and rural development initiatives. Nevertheless, there is still a great lack of understanding about what water rights-in-practice are, how they function, and how they are created, consolidated, and transformed from abstract sociolegal categories into local procedures and in-the-field practices. Understanding users' rationality and local expressions of water rights in peasant and indigenous communities is of crucial importance if we want to comprehend their claim for water rights and perhaps support local empowerment processes in common property water control systems. This article explores irrigation development in the Ceceles zone in Ecuador. It is based on action research that has pulled the researchers into an analysis of the peasants' struggle to acquire and define water rights and to achieve recognition for the legitimacy of their normative system authorizing those rights. The article analyzes how different interest groups have sought to defend and control rule making amidst conflicting normative frameworks. The research made clear that actual water rights are not simply defined in lawyers' offices and at engineers' design desks; they are negotiated and enforced in processes of social struggle. Moreover, water rights not only give access to water but also constitute power relations that define the control over decision making on water management. Water rights are dynamic, and even long-standing rights may be sacrificed to strengthen local autonomous organization.

Abstract:This research aims to discuss the direction of the ecofeminist movement in Indonesia after the New Order. The world ecofeminist movement is often criticized because it is considered to obscure the essential spirit of feminism in its efforts to protect nature. However, in Indonesia, it is widely praised for its success in protecting wildlife from potential damage. This research uses ecofeminism theory and resource mobilization theory to examine the side of women's struggle to preserve nature. In order to identify research gaps and uncharted region for further investigation, this study employed a Systematic Literature Review (SLR). There are three stages involved in SLR: planning, conducting, and reporting. The results of this research are that there is strengthening within the organization of the ecofeminist movement when natural disasters and other potential natural damage occur, thus giving rise to collective awareness about the importance of women participating in protecting nature. This research concludes that the ecofeminist movement opens up new political opportunities for women to be empowered and prosperous and protect wildlife.

Abstract:The rapid growth Cambodia has experienced over the past two decades has resulted in a dramatic transformation of its built environment, in particular, its largest city, Phnom Penh. The shape this urban development has taken echoes that of many developing countries whose urban landscape features gleaming skyscrapers, apartment buildings, and edge-city projects spread across a rapidly expanding urban area. Such a pattern of urbanization is occurring in Phnom Penh while the city faces increased flooding, lack of adequate urban infrastructure, and vulnerability to impacts of climate change. At the same time, embedded within national policy discourses of climate change and social/economic planning, and backed by international donors, are calls for strengthening or developing resilience. Yet, in the city there are signs of land dispossession, marginalization, inequality, and exacerbated poverty. In parallel to high-level discourses of urban resilience, on the ground there have been "everyday forms of resilience" that show how people enact and build resilience through collective action and advocacy for the rights of the urban poor. In reconciling this dichotomy, we argue that the continued reproduction of a technocratic-focused discourse on resilience in Cambodia by national and international actors overshadows the everyday contestations, strategies and resilience-making practices of people in urban areas. Through three examples, we showcase the varying ways in which these contestations and strategies occur in, and despite, an environment of suppression, and how they are challenging the status quo. In doing so, we shed light not only on the politics of resilience but, more importantly, the implications of the political agendas that ultimately contribute to exacerbating vulnerabilities of urban residents, even as calls continue for increased urban "resilience."
Reading EUropean borderlands under the perspective of legal geography and spatial justice

Abstract:Recently, the notion of spatial justice has been discussed as a possible conceptual foundation for rethinking EU Cohesion Policy. While scholars have adopted a dual distributive and procedural understanding of spatial justice, the paper argues that, applied to cross-border areas, such a conceptualisation is challenged to explain how the border contributes to disparities. We argue that actively questioning the role of law is paramount for better examination of the dynamics within border areas. An understanding of spatial justice informed by legal geography allows examination of how law fosters and impedes movement across borders. The paper presents three recent examples where policy representatives from affected communities have fought to adapt legal provisions to cross-border spatiality. Whether such initiatives increased border communities' capacities to shape their own development (i.e. European Grouping of Territorial Cooperation) or not yet (i.e. co-development at the Lorraine-Luxembourg border; European Cross-Border Mechanism), these examples show that analysing EUropean borderlands as a spatio-legal category helps understanding of how space and law constantly struggle with one another, and how spatial justice emerges from a movement out of this conflict. The paper concludes by discussing the practical and conceptual implications of combining legal geography and spatial justice for analysing EU Borderlands.

Post Rationality of a Hydraulic Civilization: An Ecological Transition for the Vietnamese Mekong Delta

Abstract:A radical project is proposed for the Vietnamese Mekong Delta, calling for the urgency to realize its Ecological Transition, as a response to the need to reverse the detrimental environmental impacts accumulated over the course of its history of agrarian colonization. The article reveals the evolution of the delta’s territory, through an atlas of palimpsests regarding the delta’s past transformations primarily driven by the hydraulic management of its territory. The resulting environmental degradation and obliteration of much of the Mekong Delta’s ability to self-regenerate are found in large part as the consequence of the devotion of the delta’s ecosystem resources to mass rice production; driven by vast irrigation infrastructural expansion. However, as an unintentional consequence of the investments made in infrastructural networks during the Green Revolution, a new value was propelled by farmers and the local community through the diversification of infrastructural uses, resulting in hybrid rururban land transformations, indicating the potential for Ecological Transition in the delta. Through the theoretical perspective of alternative ways for metropolization defined in the ‘Horizontal Metropolis’ and the conceptual approach developed under the ‘Project of Isotropy’, post-rationality of the agrarian territory is proposed through the reorganization and design of the primary canals established for irrigation after the 1986 ‘Doi Moi’ reform period. Social-Techno-Ecological corridors are proposed to transform the currently overlooked and engineered canal settlements living in Long Xuyen Quadrangle and Can Tho province, through a resilient community-based living and cultivation paradigm based on the advancement of the traditional Vietnamese VAC (Garden-Pond-Animal) model. In addition, the Water Ecological Framework is proposed as a wider Delta Intervention whereby a series of circular water processes can take place ecologically across the territory, to promote the partial reinstatement of the Mekong’s deltaic regenerative processes. As a radical integration between the wider Water Ecological Framework and the Social-Techno-Ecological corridors, the evolution of the deltaic territory is envisioned to create new social ecologies across the Mekong Delta, offering valuable climate-resilient ecosystems through biodiversity and a synergetic coexistence. Bringing into reality an Ecological Transition for the delta’s resilient future, whereby the regeneration of its deltaic processes shall be reinstated with a more conducive coexistence between humans and nature, as a new paradigm to address the wicked problems of our time.
