Abstract:At the beginning of the 20th Century, military attachés were the most important source of intelligence for the Prussian General Staff. Their primary tasks were to observe the land forces of their host country and to provide military advice to the German ambassador or envoy. With the beginning of the First World War, a profound change in the attachés' functions set in. While the German military diplomats had to be recalled from Great Britain, France and Russia, the attachés in hitherto insignificant neutral countries gained enormously in importance. As 'active agents of war', they were henceforth responsible for espionage, sabotage and covert operations to damage the Entente's war effort. The contribution traces this change using the examples of the German military attachés in Spain and Switzerland.

Abstract:The rearmament of West Germany was an important goal of U.S. foreign policy during the early 1950s. However, this was a contested issue among the German population. In this context, former professional soldiers played a crucial role. U.S. intelligence agencies initiated covert operations that were designed not only to influence this key group but also to set up clandestine personnel pools for paramilitary action. The core of this endeavor was their cooperation with former Waffen-SS general Felix Steiner and the founding of the 'Gesellschaft für Wehrkunde' (GfW), a network of ex-officers that was dedicated to defense studies. This organization quickly developed into an important propaganda tool and a military think tank. After U.S. intelligence terminated its support, the German Federal Government took over GfW and used it as a means to establishing the West German armed forces. The case of the GfW also sheds light on the problematic cooperation between former Nazi functionaries and U.S. intelligence and highlights the divergence of German and American concepts for paramilitary operations.
Role-theoretic discourse analysis of German security policy: a case of German parliamentary debate on the mission in Afghanistan

Abstract:This article combines linguistic discourse analysis with role theory to create a role-theoretic discourse analysis framework for German security policy. To illustrate this, we employ topos analysis on 30 plenary minutes of parliamentary debates regarding the International Security Assistance Force mission in Afghanistan, conducted by German Members of Parliament between 2001 and 2014. We interpret their perception of Germany's roles in light of key behavioral norms related to German security policy. The parliamentary discourse, shaped by topoi, sets the stage for decisions on German military operations abroad. The use of topoi is influenced by dominant thought patterns, particularly the perspective on Germany's role in security policy held by the political elite. Political decisions, in turn, reflect behavioral preferences guided by these viewpoints. Our research reveals how changes in German security policy are mirrored in the discourse. This discourse is structured around five categories of topoi for legitimizing or delegitimizing military operations abroad: necessity, obligation, self-interest, capability and preparedness, and solution. An evaluation of the use of topoi through the lens of role theory indicates that perceptions of Germany's role have evolved over time, encompassing roles such as a "civilian power," a "normal state," and an "agenda-setting role" in sync with its foreign military engagements.

Abstract:Abstract This article describes Polish defensive preparations against the German invasion in 1939, pointing to some of the shortcomings of criticism in the historiography. Due to economic and industrial conditions in Poland in the interwar years, an alliance had to be made with the French and British governments in regards to a potential war with Germany. Not only did the lack of enthusiasm for providing loans and matériel by the French and British influence the German decision of aggression, but once the attack became imminent, the pressure not to mobilize jeopardized the whole defensive strategy. Nevertheless, even in the middle of September 1939 Polish soldiers remained resilient and optimistic, yet the continued failure of the allies to support Poland in accordance with agreements, and ultimately the invasion by the Soviet Union put an end to any hope of further defense.

Abstract:Decision Support Systems in the sense of online alternative course of action (ACAO) development and analysis as well as tools for online Development of Doctrine and Tactics Techniques, and Procedures (DTTP) for support to operations make it possible to evaluate and forecast the command and control processes and the performance capabilities of the friendly and enemy forces and other decision relevant factors, support the military commander (brigade and higher) and his staff in their headquarter by increasing their ability to identify own opportunities, support all phases of the command and control process, use computer based, automatic and closed models, that can be adapted to the current situation. Objective of the paper is to present the results of studies conducted in Germany on behalf of the German Ministry of Defense with the objective to work out the conceptual basis for decision support systems and to evaluate, how this technique will influence the command and control system of the army of the federal armed forces. In addition, international works are considered as well. In this paper, technical and operational requirements are derived and described in detail that have to be met in order to support the warfighter by integrated means of applied Operations Research ranging from simple optimization algorithms to complex simulation federations comprising different systems.

Abstract:The British Journal of Politics and International Relations, Ahead of Print. Judging by its doctrinal publications, the UK Defence establishment stands poised to begin a process of unprecedented change. The language of 'multi-domain' thinking is prominent within this discourse and is identified as being a key vehicle via which UK Defence will deliver upon its programme of reform. This article seeks to offer an initial evaluation of these claims and to assess them in light of the burgeoning literatures on Western defence 'transformation' and military innovation that have emerged since the early 2000s. We argue that 'multi-domain' thinking reflects a form of 'cosmetic' emulation by the British Defence establishment and that its appearance within UK doctrine has been driven more by internal politics than by a clearly thought-through adoption of a new form of military practice.

Abstract:This article aims to acquaint the reader with the history of Polish paramilitarism and territorial defense and provide the political and security context for the creation of the newly formed Territorial Defense Force (TDF or Wojska Obrony Terytorialnej , WOT). The article takes as its premise that an analysis of the potential role and impact of the Territorials cannot be separated from the historical conditionalities that shaped the evolution of this type of military formation in Poland. One must examine the social, cultural, and historical context of the Polish paramilitary and territorial defense traditions to understand why the TDF is such a divisive issue. Furthermore, knowledge of the wider political and security background factors is necessary. To this end, the concepts of paramilitary, militia, and national or home guard are delineated. On this basis, Polish historical experience is scrutinized and then juxtaposed with contemporary challenges, which sheds light on wider implications of this military force.

Abstract:The article examines the dynamics of Germany's relations with the Nordic countries in the military-political sphere in the 2010s, taking into account the historical experience of their contacts. The author tries to explore both regional and bilateral (interstate) levels. The article shows that the foreign policy of Prussia and then Germany before the World War II, based on the active use of military instruments, was one of the reasons for Sweden (1814) and Finland (1955) to choose a neutral status in the military sphere. Chronologically, special attention is paid to the period of the new Cold War between Euro-Atlantic security community and Russia. The article attempts to show that Germany is not interested in the rejection of Sweden and Finland from their conditionally neutral status de jure. Another question is how Germany used the new Cold War to deepen and expand its contacts with all the countries of Northern Europe. The article also discusses the influence of the Donald Trump factor on these relations. Starting in 2018, we may face increased use of the Bundeswehr in military exercises organized in the region. The article attempts to analyze the determination and dynamics of this trend.

Abstract:Though the majority of physicists would probably not support preemptive wars, nuclear and other weapons of mass destruction would not exist without their contributions. Einstein's anti-militaristic position has been well-documented and the present essay recalls the role of some contemporary and past physicists on this issue. The idea that the rationality of scientific thought is a reliable antidote against supporting wars in order to achieve political or ideological aims was neither correct in the past nor is it presently valid. In the physics community there always existed a minority of supporters of wars of conquest of territory, domination of people beyond the borders or regime change. The ``preemptive'' war for the US hegemony in the middle east has given the problem of ``physicists in times of war'' new actuality, especially on the third anniversary of its start, with Iraq slipping every day more into civil, war and the main culprit still talk about a victory for democracy and freedom. One of the most perplexing appologists of the agressive war of Nazi-Germany against ``the Bolshevist peril'' has been the physicist Pascual Jordan whose interesting scientific and controversial political biography is the main issue of this essay.

Abstract:The weapon systems created for the purpose of fighting the enemy in World War I caused terrible losses of human life on all sides of the conflict. However, World War I was also the event that gave birth to what became the field of Military Psychology. This position article, briefly tracing the development of the field, encourages the development of an expanded scope for this sub-discipline of Psychology. In its infancy, the role of Military Psychology was the selection and placement of soldiers based on a series of cognitive tests. After World War II, the scope of Military Psychology quickly expanded exponentially into areas such as leadership development, psychological warfare, and the enhancement of morale, motivation, resilience, and human , as Military Psychology with its sub-disciplines became integrated into national military forces to enhance the capabilities of the modern fighting soldier psychologically, physically and technologically. As the discipline matured, its present role can be described as to create soldiers whose skills sets greatly surpass those of their predecessors in meeting the ever-increasing complex demands of the modern battlefield. In recent years, Afghanistan and Iraq that conventional warfare tactics are rendered all but obsolete by small numbers of militia fighters with improvised devices and even outdated weapons in a demonstration of human ingenuity trumping advanced technology and well-equipped, superior military forces that inevitably failed dismally to subdue insurgent opposition forces. Even the destruction of the forces serves to emphasise that the world can no longer afford to continue armed conflict as a means to settle territorial and international disagreements because these eventually become the rationalisation for ongoing, unnecessary conflict. In its contribution to the defence role, alternatives to engagement in ill-advised military options must involve the strategic deployment of Military Psychology in a front-line capacity to research, comprehend and then, through diplomatic means, counter the psychological and ideological factors at play in creating the world’s current conflict areas. If not, an even greater catastrophe will arise from ongoing ill-informed, ideology-driven international military interventions around the world.

Abstract:The article is devoted to I. Kant's views on the problem of war and peace and the possibility of achieving "perpetual peace" on the basis of the pamphlet "To Eternal Peace" and some other late works of the thinker. In particular, attention is paid to the historical background of the appearance of the work as a certain completion of moral philosophy and philosophy of law in the context of developing one's own project of "eternal peace" taking into account the solution of specific problems of foreign policy at the end of the 18th century. The article examines a kind of Kantian "formula of peace", which claims universal significance. It is laid out in the preliminary and especially in the definitive articles of the imaginary contract. It is argued that it is based on three main principles: republicanism, federalism and the presence of a cosmopolitan citizenship limited to hospitality. These principles are complemented by the so-called "guarantees" of "perpetual peace": the progress of law and the spirit of international trade. The article analyzes apologetic and critical responses to Kant's work and its subsequent interpretations in European philosophy and political thought. In particular, special attention is paid to the interpretation of his work as a "pacifist manifesto". Based on this, it was argued that Kant was one of the founders of secular pacifism. The article reasonably refutes such a position on the basis of its anachronism and inconsistency with the views of Kant himself, who considered "eternal peace" only as a higher normative ideal of foreign policy. The influence of Kantian ideas on the formation of modern philosophy of international relations, in particular the theory of democratic peace (DPT), is indicated. It is indicated that the three main principles of Kant's formula of "eternal peace" found their embodiment in the postulates of this theory. At the same time, it is noted that the practice of implementing DPT in US foreign policy has not always had positive consequences. In this regard, the problem of its application to the analysis of the causes and course of the Russian-Ukrainian war is analyzed. There are different positions on this matter, but based on the latest publications and the real course of events. It is concluded that the "militant" version of DPT can be useful for achieving our victory and a just, fair and worthy peace.

Abstract:Militaries around the world have long been cognizant of the potential benefits associated with autonomous systems both in the conduct of warfare and in its prevention. This has lead to the declaration by some that this technology will lead to a fundamental change in the ways in which war is conducted, i.e., a revolution in military affairs (RMA) not unlike gunpowder, the long bow, the rifled bullet, the aircraft carrier, etc. Indeed the United States has created roadmaps for robotics with ever-increasing autonomous capability that span almost 40 years. These systems span air, sea, sea surface, littoral, ground and subterranean environments. There are serious societal and ethical concerns associated with the deployment of this technology that remain unaddressed. How can sufficient protection be afforded noncombatants? What about civilian blowback, where this technology may end up being used in policing operations against domestic groups? How can we protect the fundamental human rights of all involved? Considerable discussion is being conducted at an international level, including at the United Nations Convention on Certain Conventional Weapons (CCW) over the past two years, debating if and how such systems, particularly lethal platforms should be banned or regulated.
Civilian crime during the British and American occupation of Western Germany, 1945–1946: Analyses of military government court records

Abstract:The post-World War II occupation of western Germany remains salient to developing theories of post-war crime, insurgency, and policing during post-conflict reconstruction. Yet there are no quantitative assessments of civilian crime for its first year (1945–6). Different from the Soviet-controlled East, where there is a relatively robust consensus that social and governmental disorder led to prolonged violent criminality, the picture for the western US and British zones is less clear and the literature is disjointed. We address this gap and in so doing help resolve the account of post-war criminality in the west with new data derived from the records of the US and British military government courts. Comparative analyses of crimes against the person, against property, and against civil restrictions were conducted. We employed a historical criminological approach to interpreting these data and to extrapolating their findings to current theories of counterinsurgency, post-conflict policing, and reconstruction. They indicate high rates of petty property crimes, minor civil violations, and limited violent disorder, commensurate with earlier studies of 1947 onwards. We could also better assess contested accounts of social conditions, revealing a more nuanced picture than prior historical analyses. Drawing on criminological, psychological, and counterinsurgency theories, we suggest that economic and social strain forced extensive minor law-breaking that, when combined with intense anxieties, manifested as fear of violent crime. But, importantly, Germans remained confident in the US and British military governments’ ability to ensure security, aiding the west’s recovery.

Is There a Public–Military Gap in the United States? Evaluating Foundational Foreign Policy Beliefs

Abstract:The presumed "gap" in fundamental foreign policy beliefs between what Huntington (1957) described as "liberal society" and the "conservative military mind" lies at the core of research on civil–military relations. However, we still know surprisingly little about the precise nature of differences between the two groups' core foreign policy orientations. This study presents the first empirically grounded evaluation of the public–military gap. We deployed a unique survey to directly compare the views of 470 active-duty US military officers against a representative sample of the American public. Our study included beliefs concerning the appropriate role of military force and of US engagement in global affairs, the likely direction of US national security in the coming decade, and the causes and costs of future military conflicts. While we confirm aspects of Huntington's dichotomy, we also observe critical differences between the two groups that diverge from the traditional conceptualization of a "civil–military gap."

Abstract:The article presents the study of the functioning of military-political euphemisms in modern German language means of mass communication. The purpose of the work is to study the differences between the use of military and political euphemisms of the German language from other types of euphemisms and linguistic means of countering manipulation with their help in the conditions of a hybrid war. The material selected by a continuous sample was analyzed using the contextual-interpretive method. To achieve the goal, a number of tasks were solved: 1) the concept of “euphemism” was clarified, 2) functional and pragmatic features of military-political euphemisms were determined, 3) linguistic means of countering the manipulation of the recipients’ consciousness by using military-political euphemisms in the German media space in the conditions of a hybrid war were established. After February 24, 2022, a reformatting of the German-language official discourse in the mass media is observed from uncertainty to condemnation of the Russian-Ukrainian war. One of the means of manipulating consciousness in the conditions of modern hybrid warfare, actively used by politicians and journalists, is euphemism. Fixation of war in the German language develops as a process of euphemism formation and its overcoming: an exposure of “language corruption” as one of the manipulation types, on the one hand, and, on the other hand, detection of the so-called “foreign meanings” in the war language.

Abstract:CIVIL-MILITARY RELATIONS AND SHARED RESPONSIBILITY: A FOUR-NATION STUDY Dale R. Herspring Baltimore, Maryland: Johns Hopkins University' Press, 2013 368 pages, hardback, $65.00Dale Herspring's book comes at a perfect moment as we are witnessing instances of "healthy frictions" in American civil-military relations (CMR). This time the bone of contention is the Obama administration's strategy towards Afghanistan and the ISIS threat in Syria. Herspring, a reputable scholar of CMR, broaches the subject by inviting us to stop employing a binary view of separate civilian and military spheres and competences. He asks his readers to rather pay attention to "the interactive nature of the political-military decision-making process" (p.3) because it is too simplistic to think of civilian-military relationship in terms of a zero-sum game as if civilians "win" and generals lose when their preferences diverge. This is why he puts forward the notion of "civilian direction" instead of "civilian/political control." He employs a new conceptual framework of "shared responsibility" in a comparative study of four cases-United States, Germany, Canada, and Russia-where conflicts between civilians and soldiers occur but the dictum of "civilian supremacy" has been accepted and upheld.The book deserves special praise in terms of its purposeful effort to consider civil-military nexus from the point of view of men in uniform, as against the treatment of military officers as "objects" or "agents." This perspective may help civilian politicians glean a few important lessons from the conditions, as provided by the author, to elicit military's most effective participation in an understanding of "shared responsibility." The method employed by the author warrants compliments as well, since lack of comparative case studies in the CMR literature has been a nagging problem. Unfortunately, students of CMR rarely studied more than two cases comparatively to come up with more comprehensive generalizations and build stronger hypotheses.1 Janowitz's assessment regarding the absence of comparative studies of armies in the Muslim world is still valid and is indicative of the larger problem in the literature. According to him, "scholarship on Muslim military institutions has been mainly descriptive... the field of Middle Eastern studies generally is characterized by particular outstanding monographic contributions and a growing body of highly competent writings. Analytic and comparative studies have not been pursued with vigor or intensity.. ."2There are, however, a few issues that may be raised. The Russian case studied in the light of "shared responsibility" appears problematic for two reasons. The author warns in the early pages of the book that the notion of "shared responsibility" may only be applied to countries where civilian supremacy is firmly established. Yet, Herspring does not show the reader that it was so in the time of the Soviets in order to justify his selection of the Russian case. Add to that the coup attempt in the Russian Federation in 1991, in which "the military played a critical role, one that was far more important than Trudeau's use of CF [Canadian Forces] in Quebec in 1970" (p. 212). That coup attempt and the following events during Yeltsin and Putin periods may cast doubt on claims of "unquestioned civilian superiority" in Russia. The selection of the post-Cold War period to study the Russian case as opposed to covering the rest of the cases (Germany, Canada, and the U.S.) from the aftermath of the World War II requires justification as well. If the Soviet military largely stayed out of politics and embraced civilian supremacy while "Soviet generals resisted civilian or party interference in what the senior officers considered military decisions" (p.263) at the same time, we are left in the dark as to why Herspring omitted discussing the CMR in the Soviets during the Cold War? It may be just because of practical concerns, but it still needs to be stated. …

The Democratic Politics of Military Interventions

Abstract:According to a widely shared notion, foreign affairs are exempted from democratic politics, i.e., party-political divisions are overcome—and should be overcome—for the sake of a common national interest. This book shows that this is not the case. Examining votes in the US Congress and several European parliaments, the book demonstrates that contestation over foreign affairs is barely different from contestation over domestic politics. Analyses of a new collection of deployment votes, of party manifestos, and of expert survey data show that political parties differ systematically over foreign policy and military interventions in particular. The left/right divide is the best guide to the pattern of party-political contestation: support is weakest at the far left of the spectrum and increases as one moves along the left/right axis to green, social democratic, liberal, and conservative parties; amongst parties of the far right, support is again weaker than amongst parties of the centre. An analysis of parliamentary debates in Canada, Germany, and the United Kingdom about the interventions in Afghanistan and against Daesh in Iraq and Syria shows that political parties also differ systematically in how they frame the use of force abroad. For example, parties on the right tend to frame their country’s participation in the US-led missions in terms of national security and national interests whereas parties on the left tend to engage in ‘spiral model thinking’, i.e., they critically reflect on the unintended consequences of the use of force in fuelling the conflicts with the Taliban and Daesh.
The biopolitics of algorithmic governmentality: How the US military imagines war in the age of neurobiology and artificial intelligence

Abstract:Security Dialogue, Ahead of Print. With the objective to predict and pre-empt the emergence of political violence, the US Department of Defence (DoD) has devoted increasing attention to the intersection between neurobiology and artificial intelligence. Concepts such as 'cognitive biotechnologies', 'digital biosecurity' and large-scale collection of 'neurodata' herald a future in which neurobiological intervention on a global scale is believed to come of age. This article analyses how the relationship between neurobiology and AI – between the human and the machine – is conceived, made possible, and acted upon within the SMA programme, an interdisciplinary research programme sponsored by the DoD. By showcasing the close intersection between the computer sciences and the neurosciences within the US military, the article questions descriptions of algorithmic governmentality as decentring the human, and as juxtaposed to biopolitical techniques to regulate processes of subjectivity. The article shows that within US military discourse, new biotechnologies are seen to engender algorithmic governmentality a biopolitical dimension, capable of monitoring and regulating emotions, thoughts, beliefs, and subjectivity on population level, particularly targeting the minds and brains of 'vulnerable' populations in the global South.
