Abstract:Facing significant carbon emissions annually, China requires a clear decarbonization strategy to meet its climate targets. This study presents a MESSAGEix-CAEP model to explore Chinese decarbonization pathways and their cost-benefit under two mitigation scenarios by establishing connections between five energy-intensive sectors based on energy and material flows. The results indicated the following: 1) Interaction and feedback between sectors should not be disregarded. The electrification process of the other four sectors was projected to increase electricity production by 206%, resulting in a higher power demand than current forecasts. 2) The marginal abatement cost to achieve carbon neutrality across all five sectors was 2189 CNY/tCO2, notably higher than current Chinese carbon emission trading prices. 3) The cost-benefit analysis indicates that a more ambitious abatement strategy would decrease the marginal abatement cost and result in a higher net carbon abatement benefit. The cumulative net benefit of carbon reduction was 7.8 trillion CNY under ambitious mitigation scenario, 1.3 trillion CNY higher than that under current Chinese mitigation scenario. These findings suggest that policy-makers should focus on the interaction effects of decarbonization pathways between sectors and strengthen their decarbonization efforts to motivate early carbon reduction.

Abstract:Economic feasibility is crucial for achieving the carbon neutrality target. However, current integrated assessments often underestimate the economic impacts of mitigation policies due to the lack of consideration of their economic benefits. This study integrates a warming-labour productivity model with a typical integrated assessment model using shared socioeconomic pathways. It simulates China's economic development and carbon emission levels under both baseline and carbon-neutral policy scenarios, evaluating the economic costs and benefits of emission reduction policies aimed at achieving carbon neutrality. These findings reveal the following: (1) The economic costs of emission reduction policies are projected to peak between 2050 and 2060, ranging from 0.41% to 9.37% of total GDP in the baseline scenario, primarily due to increased energy prices and R&D investments. These costs are expected to decline rapidly after 2070. (2) China's carbon-neutral policies will mitigate global warming, with the economic benefits of mitigation projected to reach 5.65% to 17.24% of China's total GDP by 2100. (3) Low-carbon scenarios SSP1 and SSP4 could significantly reduce initial economic costs and advance the onset of net economic gains to 2060. This integrated assessment confirms that China's carbon neutrality target offers substantial net economic benefits in the long term. To minimize initial economic costs, efforts should focus on enhancing consumption-side transitions, upgrading low-carbon technologies, and adopting new energy sources.

Abstract:The realisation of China's 2060 carbon neutrality will generate a fundamental transformation in the country's energy structure, or even economic structure. Thus, it is necessary to systematically assess different paths to carbon neutrality in China from an economy-wide perspective. Therefore, using a computable general equilibrium model, this study portrays a detailed electricity technology module to assess the macro-economic and environmental impacts of four abatement ways for achieving carbon neutrality. Results show that, first, subsidising renewable energy and carbon pricing is the relatively optimal way to achieve carbon neutrality. This approach only requires the lowest carbon price and causes the most negligible loss to GDP and household welfare. Moreover, it can also significantly improve the shares for renewable energy as well as electrification, and provides the best co-benefits of abated SO 2 and NO X . Second, subsidising CCS combined with carbon pricing is the least advantageous way, with the largest GDP and household welfare loss; furthermore, it has relatively weak promotion effects on energy and environment indicators. Third, if adopting subsidised renewable energy and carbon pricing could eliminate the need for separate abatement measures for SO 2 and NO X ; and if CCS subsidies and carbon pricing are combined, policy efforts for pollutants can be significantly weakened.

Abstract:China has continually reduced the intensity of its carbon emissions, increased its efforts to fulfil its Nationally Determined Contributions, and boosted its efforts to mitigate climate change. Due to its vast power generation sector, China is at present the world's top carbon dioxide emitter (CO2). Utilizing the Low-Emissions Analysis Platform (LEAP) – which is an integrated, scenario-based energy and environmental modelling tool created by the Stockholm Environment Agency – four scenarios other than the baseline scenario were devised and compared. The current study builds on two Nationally Determined Contributions (NDC) scenarios and two Carbon Neutral (CNT) scenarios in which emissions peak in the year 2025 or 2030, allowing for an examination of ambitious actions necessary beyond business as usual and existing policy trajectories to attain net-zero emissions. This study also looked at how the learning curve affected the expenses in the aforementioned scenarios. It was determined that scenarios that deployed Carbon Capture and Storage (CCS) and Bioenergy with Carbon Capture and Storage (BECCS) technologies were more favourable in realizing China's carbon neutrality goal before 2060 by reaching negative emissions, and scenarios that achieved emissions peak earlier proved higher cost benefits as well. The findings of the study further revealed that the Greenhouse Gas (GHG) savings in the NDC 2025, NDC 2030, CNT 2025, and CNT 2030 scenarios will be 104.23 Gt, 76.77 Gt, 142.74 Gt, and 130.92 Gt respectively, in the study period 2020–2060 and the cost-benefit associated with them per tonne of CO2 will be 8.4, 8.5, 26.4, 30.4 CNY/t CO2, respectively. Moreover, under the CNT 2025 scenario, annual installed capacity of wind power should be greater than 46.8 GW between 2025 and 2030, and greater than 55.2 GW between 2030 and 2060; while the annual installed capacity of solar PV should be greater than 59.2 GW between 2025 and 2030, and greater than 61.3 GW between 2030 and 2060. The Chinese power production industry must seek to convert to a larger-scale deployment of carbon capture technologies such as CCS and BECCS.

Abstract:Almost all global scenarios under ambitious climate targets rely on the deployment of negative emission technologies (NETs). Bioenergy with carbon capture and storage (BECCS) and afforestation are two promising NET options. However, their roles in most countries' deep decarbonization pathways and the potential economic and environmental implications have not been fully investigated. Besides, broad economic interactions and complex technical information of NETs bring challenges for traditional top-down or bottom-up models. To address the methodological issues, we integrate energy technology details into a macroeconomic framework and develop a national hybrid computable general equilibrium (CGE) model for China. Based on this, insights are provided into the deployment scale of BECCS and afforestation in China's mitigation pathways towards carbon neutrality by 2060, as well as the induced macroeconomic and land-use consequences. The results indicate that NETs are necessary for realizing carbon neutrality. BECCS would enter the market around 2030 and the share of negative emissions provided by it would reach about 79% in 2060. The carbon removals in 2060 would be 2,118 MtCO(2)yr(-1), 170 MtCO(2)yr(-1), and 617 MtCO(2)yr(-1) from bioelectricity with CCS, biofuel with CCS, and afforestation, respectively. When only BECCS is deployed as NET, more fossil energy needs to be phased out and renewable energy would take larger market shares. In 2060, most biomass would consist of cellulosic crops (43-47%) and residues (49-52%). Cropland would decrease by 6.9-8.3% due to land competition caused by NET deployment. GDP loss would be 6.4% in 2060 to reach near-zero without NETs. If BECCS and afforestation are both adopted, GDP loss would be alleviated to 4.8%. This study supplements the existing global literature to identify the local feasibility and trade-offs of NET expansion.

Abstract:Abstract As China ramped-up coal power capacities rapidly while CO 2 emissions need to decline, these capacities would turn into stranded assets. To deal with this risk, a promising option is to retrofit these capacities to co-fire with biomass and eventually upgrade to CCS operation (BECCS), but the feasibility is debated with respect to negative impacts on broader sustainability issues. Here we present a data-rich spatially explicit approach to estimate the marginal cost curve for decarbonizing the power sector in China with BECCS. We identify a potential of 222 GW of power capacities in 2836 counties generated by co-firing 0.9 Gt of biomass from the same county, with half being agricultural residues. Our spatially explicit method helps to reduce uncertainty in the economic costs and emissions of BECCS, identify the best opportunities for bioenergy and show the limitations by logistical challenges to achieve carbon neutrality in the power sector with large-scale BECCS in China.

Abstract:Carbon capture and storage (CCS) is an essential technology in the portfolio of emission mitigation solutions. The trade-off between fossil energy substitution and CCS has essential implications for achieving carbon-neutral at an affordable cost. This study couples the technology cost curve of CCS with a dynamic computable general equilibrium (DCGE) model and explores the carbon emission scale, energy structure, and emission abatement cost in the path of carbon neutrality under different CCS penetration scenarios. The results illustrate that the emission abatement cost increases fast if only relying on the emission trading scheme (ETS). Even at a high carbon price (3500 CNY/Ton), the net carbon dioxide emission will remain at 1.5 Gt in 2060, and the average emission abatement cost is 1211 CNY/Ton. The realization of net-zero emission requires synergy between ETS and CCS. The integration of CCS can significantly alleviate the economic cost when the emission mitigation scale is more remarkable than 5.2 Gt/year. The average emission abatement cost in 2060 is 557CNY/Ton under the high CCS penetration (4.3 Gt/year) and low carbon price (700CNY/Ton) carbon-neutral scenario.

Abstract:Carbon neutrality is one of the most important goals for the Chinese government to mitigate climate change. Coal has long been China's dominant energy source and accounts for more than 70–80% of its carbon emissions. Reducing the share of coal power supply and increasing carbon capture, utilization, and storage (CCUS) in coal power plants are the two primary efforts to reduce carbon emissions in China. However, even as energy and water consumed in CCUS are offset by reduced energy consumption from green energy transitions, there may be tradeoffs from the carbon–energy–water (CEW) nexus perspective. This paper developed a metric and tool known as the "Assessment Tool for Portfolios of Coal power production under Carbon neutral goals" (ATPCC) to evaluate the tradeoffs in China's coal power industry from both the CEW nexus and financial profits perspectives. While most CEW nexus frameworks and practical tools focus on the CEW nexus perturbation from either an external factor or one sector from CEW, ATPCC considers the coupling effect from C(Carbon) and E(Energy) in the CEW nexus when integrating two main carbon mitigation policies. ATPCC also provides an essential systematic life cycle CEW nexus assessment tool for China's coal power industry under carbon-neutral constraints. By applying ATPCC across different Chinese coal industry development portfolios, we illustrated potential strategies to reach a zero-emission electricity industry fueled by coal. When considering the sustainability of China's coal industry in the future, we further demonstrate that reduced water and energy consumption results from the energy transition are not enough to offset the extra water and energy consumption in the rapid adoption of CCUS efforts. However, we acknowledge that the increased energy and water consumption is not a direct correlation to CCUS application growth nor a direct negative correlation to carbon emissions. The dual effort to implement CCUS and reduce electricity generation from coal needs a thorough understanding and concise strategy. We found that economic loss resulting from coal reduction can be compensated by the carbon market. Carbon trading has the potential to be the dominant profit-making source for China's coal power industry. Additionally, the financial profits in China's coal power industry are not negatively correlated to carbon emissions. Balance between the carbon market and the coal industry would lead to more economic revenues. The scenario with the most rapid reduction in coal power production combined with CCUS would be more sustainable from the CEW nexus perspective. However, when economic revenues are considered, the scenario with a moderately paced energy transition and CCUS effort would be more sustainable. Nevertheless, the ATPCC allows one to customize coal production scenarios according to the desired electricity production and emission reduction, thus making it appropriate not only for use in China but also in other coal-powered regions that face high-energy demands and carbon neutrality goals.

Abstract:Abstract The global warming induced by the emission of greenhouse gases, especially the carbon dioxide, has become the global climate and environmental issues. China has been working in the CO 2 emission reduction and carbon sinks with the purpose of becoming the carbon-neutral country by 2060. The CO 2 capture, utilization and storage (CCUS) technologies and the reforestation technology represented by the Conversion of Cropland to Forestland Program (CCFP) have great potential for sinking CO 2 emission. However, the trade-off among CCFP, CCS/CCUS and Water-Energy-Food (WEF) nexus are not well evaluated. In this paper, the remote-sensing data are collected and used to evaluate the sustainability of CCFP by analyzing the variation of land use and land cover (LULC), crop production, etc. The results show that 13.29% of the cropland in 2001 vanished and converted to grassland (8.3%), mosaic cropland (3%) and urban land (0.98%) in 2019, demonstrating that the CCFP is successful in both WEF nexus and carbon sink. The total crop production has increased around 50% between 2001 and 2019, implying that the CCFP will not lead to the food risk during the conversion of croplands into other types of land in China. A sustainable implementation of CCFP and other environmental Payments for Ecosystem Services (PES) policies in 2019–2060 could reach an estimated total growth of 7.462 billion m 3 in comparison of that in 2018 and the total plantation forest stock of about 10.852 billion m 3 in 2060, with a corresponding minimum CO 2 sink of 2.90 billion tons in 2060. The estimated peak of net equivalent CO 2 emissions before 2030 is about 11.0 billion tons and could not be reduced to zero by 2060 without the large-scale application of the CCS/CCUS technologies as geological sequestration of CO 2 . Besides, the application of CCS/CCUS can be beneficial for WEF, e.g., through replacing the water by CO 2 during energy production, especially in the shale gas production in the regions with high water risks in China. In one word, CCS/CCUS and CCFP are two decided pathways of carbon sequestration and should be systematically applied to achieve China’s carbon neutrality by 2060.

Abstract:Carbon capture and storage (CCS) and renewable energy constitute two primary pathways towards achieving global emission reduction goals. In comparison to the fervor for renewable energy investment, the focus on CCS seems to be underwhelming, especially for conventional power companies in a transition phase. This study focuses on evaluating the long-term feasibility of integrating CCS technology into the strategic planning of the conventional power company. To evaluate the environmental and economic impacts of CCS under the context of carbon trading mechanism and renewable energy, a system dynamics model was employed. The principal findings of the study underscore that although the implementation of CCS may augment the financial burden on conventional power companies, this strategic investment preserves the potential to achieve carbon neutrality by 2060. It emphasizes that relying solely on renewable energy would make it difficult to realize this emissions commitment. Conventional power companies should earnestly contemplate the adoption of CCS technology as a strategic investment avenue to accomplish their carbon neutrality objectives. It is also suggested that subsidies and moderate policy intensity within the carbon trading mechanism can serve as effective incentives for conventional power companies to invest in and develop CCS technology. Policymakers, investors, and business owners can leverage these findings as decision-support tools in devising comprehensive strategies that encompass both CCS and renewable energy initiatives.

Abstract:In the context of global joint response to climate change, carbon neutralization has become one of the main measures for governments, enterprises, and even individuals around the world to deal with global warming. This article explores the current research status and frontier trends in the field of carbon neutralization, which can not only provide theoretical reference for the follow-up research of carbon neutralization but also provide useful ideas for the policy-making of carbon neutralization. The study is built on the China National Knowledge Infrastructure (CNKI) Core Journals Database, the Chinese Social Sciences Citation Index database, and the Chinese Science Citation Database as the literature retrieval database platform. Using CiteSpace optical measurement software, 370 pieces of literature in the field of carbon neutrality research in China were systematically analyzed to track the situation and impact of research by various research institutions and prominent authors in China in this field and to analyze the research hotspots in this field, which is of great significance for the follow-up research of carbon neutrality. The research results show that 1) the number of publications in China’s carbon-neutral field has increased significantly with the change of years and has strong development potential. 2) Journals with many articles are more concentrated and are generally published in three journals: Natural Gas Industry, Proceedings of the CSEE, and Chinese Science Bulletin. 3) In terms of the major research institutions, the Institute of National Conditions of Tsinghua University, the School of Public Administration of Tsinghua University, the School of Grammar of Beijing University of Technology, and the Economic Development Research Center of the State Forestry and Grassland Administration have published more articles and muscular scientific research strength in the field of carbon neutrality. 4) In terms of the principal authors, four typical research teams have been set up: low-carbon economy, low-carbon cycle, carbon trading, sewage carbon neutrality, environmental science, and resource utilization, and the authors of each research team cooperate closely. 5) In the future, the research hotspots in China’s carbon-neutral field are still the themes of carbon emission reduction, green and low carbon, new energy, etc., and the research hotspots have begun to shift to the concept of development, from the very beginning of environmental protection and carbon emission reduction to the current new energy development. Carbon neutrality is currently a hot research field in China, and in the future, special attention should be paid to the full use of machine learning and extensive data mining to solve complex social, economic, and ecological problems. It is suggested that China should introduce the concepts of “common but differentiated responsibilities” and “consumer responsibility” in the international climate change negotiations in the formulation of carbon neutralization policies, so as to fully protect the right to the development of China’s underdeveloped regions and avoid the injustice caused by the blind formulation of carbon neutralization policies. Abstract:The low-carbon transition in the power sector is essential for realising carbon peak and neutrality goals. However, there is a lack of research assessing the policy mix needed to achieve ambitious targets such as power sector's carbon neutrality. Therefore, using a computable general equilibrium model with a detailed power technology module, this study evaluates the macroeconomic and environmental impacts of four abatement approaches for achieving carbon neutrality in China's power sector. Results show that, first, subsidising renewable electricity combined with carbon pricing is a relatively optimal means of achieving power sector's carbon neutrality, with the lowest carbon price and the least loss to the macroeconomy and household welfare. Moreover, it will increase the renewable energy proportion most strongly, also exerting the superior co-benefits on pollutants. Second, subsidising CCS combined with carbon pricing is the least advantageous mean. It causes the largest loss of both GDP and household welfare, and the promotion effects of renewable energy and co-benefits are relatively weak. Third, considering the carbon neutrality goal in China's power sector, if subsidised renewable electricity and carbon pricing are adopted, the targeted measures for pollutants could be significantly relaxed, whereas combined CCS subsidies and carbon pricing can moderately weak measures intensity for pollutant.

Environmental economic co-benefits and offsets effects of China's unified energy-carbon market

Abstract:China pushed for the unification of markets for natural resources and emissions, wherein initial allocation mechanisms have a significant impact on how well the market functions. To identify how the market works well, this paper builds an integrated framework, comprised of permits initialization and reallocation processes. Additionally, we simulate variables by 2030 through scenario analysis and machine learning methods. At the unified energy-carbon market, GDP could increase by more than 49%, while the total energy consumption and the total carbon emission increase by around 410 million tons and 711 million tons, respectively, in China. This illustrates how joint trading markets favor economic growth and emission reduction simultaneously. Besides, most of China's provinces obtain improved energy consumption and carbon emission intensities, which proves the effectiveness and importance of the unified market. However, two rebound effects are found, one is that the increased investment is not always promoting positive effects, and the other is that provinces with higher GDPs have less incentive to cut their energy use. Further, the accumulated per capita initialization type favors energy conservation, while per GDP initialization benefits economic growth and carbon reduction. It's needed that simultaneously constructing an economic and efficient incentive mechanism while effectively playing up the government's role.

Abstract:Carbon neutrality (or climate neutrality) has been a global consensus, and international experience exchange is essential. Given the differences in the degree of social development, resource endowment and technological level, each country should build a carbon-neutral plan based on its national conditions. Compared with other major developed countries (e.g., Germany, the United States and Japan), China's carbon neutrality has much bigger challenges, including a heavy and time-pressured carbon reduction task and the current energy structure that is over-dependent on fossil fuels. Here we provide a comprehensive review of the status and prospects of the key technologies for low-carbon, near-zero carbon, and negative carbon emissions. Technological innovations associated with coal, oil-gas and hydrogen industries and their future potential in reducing carbon emissions are particularly explained and assessed. Based on integrated analysis of international experience from the world's major developed countries, in-depth knowledge of the current and future technologies, and China's energy and ecological resources potential, five lessons for the implementation of China's carbon neutrality are proposed: (1) transformation of energy production pattern from a coal-dominated pattern to a diversified renewable energy pattern; (2) renewable power-to-X and large-scale underground energy storage; (3) integration of green hydrogen production, storage, transport and utilization; (4) construction of clean energy systems based on smart sector coupling (ENSYSCO); (5) improvement of ecosystem carbon sinks both in nationwide forest land and potential desert in Northwest China. This paper provides an international perspective for a better understanding of the challenges and opportunities of carbon neutrality in China, and can serve as a theoretical foundation for medium-long term carbon neutral policy formulation.

Abstract:Carbon neutrality attracts worldwide attention due to its significance and urgency. Anthropogenic emission reduction and terrestrial ecosystem carbon sinks are the two main paths to achieve the goal of carbon neutrality. However, in current studies, both are usually regarded as independent systems to conduct separate carbon function research. It is necessary to compare their contributions across sectors within the same emission reduction framework. Therefore, the paper takes Chongqing, China as an example and applies the carbon coefficient method to compare terrestrial ecosystem carbon sinks with anthropogenic carbon emissions in the same land structure and carbon sectors. Then, the scenario assumption is adopted to assess their contribution and impact in 2030 and 2060 to achieve carbon neutrality. Several conclusions are drawn: (1) Terrestrial ecosystem carbon sinks offset 3.45% of anthropogenic emissions in 2018, of which forest ecosystems contributed significantly. (2) Construction land played a decisive role in carbon emissions, which are constantly consolidated and deepened. Fossil energy is the main carbon source. (3) All scenarios can reduce emissions. The effect of energy structure transformation is the most prominent, but the benefits of expanding forest area and reducing waste disposal are small.

Abstract:Coal is China’s primary fuel for power generation and will almost certainly remain so for the foreseeable future. China had an installed power generation capacity of a little over 700GWe in 2007, which is projected to nearly double within the next 20 years. NZEC (Near Zero Emission Coal) is a major Sino-British initiative on carbon capture and storage. One of its key aims is to complete the work required to construct a coal-fired power generation plant in China with CCS. The first phase of NZEC is a feasibility study, due to complete in late 2009, in which options for CCS in China are being explored. As part of the feasibility study, an energy systems analysis using the China MARKAL model is being undertaken to provide a perspective on the energy technologies that may be deployed in China to meet its energy needs. The energy situation in China is being analysed, with a detailed investigation undertaken of the various technologies and fuels employed at present. Based on growth forecasts and national plans for China, predictions will be made of the technologies and fuels that may be deployed to meet its future needs. The role of coal and the various technology options for utilising that coal will be identified. An estimate of the CO2 emissions arising from the utilisation of coal and the potential impact of their release to the atmosphere will be made. The potential for CCS to reduce CO2 emissions to the atmosphere, and the cost and impact of deploying CCS will be examined. In this paper, the authors will provide a progress review of this analysis and present provisional results.

Abstract:In this paper, we study the electricity price, as the most important production factor, for its external effort on societal economic development with qualitative analysis of its role in the expansion and re-allocation of overall social welfare. By analysis of the agency mode in the electricity retail market and its associated policy evolution, especially under the Chinese developmental goal of carbon neutrality, it is concluded that the mature electricity market development plays a significant role in helping shaping various societal sectors in Chinese economic ecosystem, including residential consumption, transportation, commercial shopping and many others from a socioeconomic perspective. Additionally, in the achieving process of carbon peaking and carbon neutrality by year 2030 and year 2060, the re-allocation of accumulated social welfare collected from renewable energy industry and carbon emission reduction to ordinary people should be emphasized through the carefully designed mechanism, such as generalised system of preferences (GSP) dedicated to public carbon footprint and energy consumption.

Abstract:Carbon capture, utilization, and storage (CCUS) technology plays a pivotal role in China's "Carbon Peak" and "Carbon Neutrality" goals. This approach offers low-carbon, zero-carbon, and even negative-carbon solutions. This paper employs bibliometric analysis using the Web of Science to comprehensively review global CCUS progress and discuss future development prospects in China. The findings underscore it as a prominent research focus, attracting scholars from both domestic and international arenas. China notably leads the global landscape in terms of research paper output, with the Chinese Academy of Sciences holding a prominent position in total published papers. The research predominantly centers on refining geological storage techniques and optimizing oil and gas recovery rates. Among the CCUS pathways, enhanced oil recovery technology stands out due to its relative maturity and commercial applicability, particularly within the conventional oil and gas reservoirs. The application potential of enhanced gas recovery technology, especially in the Sichuan and Ordos Basins in China, necessitates robust research and demonstration efforts. Within China's current energy landscape, "Blue Hydrogen" emerges as the primary solution for hydrogen production in conjunction with CCUS technology. The underground coal gasification approach holds significant promise as a hydrogen production avenue, albeit with inherent ecological and environmental challenges tied to geological storage that require meticulous consideration. The establishment of effective risk identification and evaluation methodologies for geological storage is imperative. The trajectory ahead involves a strategic convergence of policy, technology, and market dynamics to enhance China's CCUS policy framework, legislative framework, standardization initiatives, and pioneering technological advancements. These collective efforts converge to outline an exclusive development pathway in China. This study assumes a pivotal role in accelerating CCUS technology research and deployment, enhancing oil and gas recovery efficiency, and ultimately realizing the overarching goals of a "Dual Carbon" future.

Abstract:Abstract Carbon capture, utilization, and storage (hereafter as CCUS) encompass the procedures of capturing carbon dioxide before it is emitted into the atmosphere, transporting it via pipelines or vehicles and finally utilizing it or storing it in a secure manner. CCUS is vital in transitioning the world into more sustainable and low carbon energy production since it serves as a temporary “band-aid” in reducing the impacts of humanity’s high dependence on fossil fuels. The Chinese government has recently committed itself to reach carbon neutrality by 2060 and CCUS technologies will be a critical cornerstone in reaching this substantial goal. Up to 60% of China’s energy supply in 2019 derived from coal, thus an effective CCUS strategy integrated with the 1,110 operational Chinese coal power plants could be decisive in reaching their carbon neutrality goal. This research paper will analyze the most effective best available technologies (BATs) in terms of cost efficiency and practicality, providing a comprehensive report on the optimal steps for China to take in order to reach its carbon neutral goals through CCUS.
Carbon capture in power sector of China towards carbon neutrality and its comparison to renewable power

Abstract:CO2 capture from coal power plants is an important and necessary solution to realizing carbon neutrality in China, but CCS demonstration deployment in power sector is far behind expectations. Hence, the reduction potential of energy consumption and cost for CCS and its competitiveness to renewable powers are very important to make roadmaps and policies toward carbon neutrality. Unlike the popular recognition that capturing CO2 from flue gases is technically and commercially mature, this paper notes that it has been proved to be technically feasible but far beyond technology maturity and high energy penalty leads to its immaturity and therefore causes high cost. Additionally, the potential energy penalty reduction of capture is investigated thermodynamically, and future CO2 avoidance cost is predicted and compared to renewable power (solar PV and onshore wind power). Results show that energy penalty for CO2 capture can be reduced by 48%-57%. When installation capacity reaches a similar scale to that of solar PV in China (250 GW), CO2 capture cost in coal power plants can be reduced from the current 28-40 US$/ton to 10-20 US$/ton, and efficiency upgrade contributes to 67%-75% in cost reduction for high coal price conditions. In China, CO2 capture in coal power plants can be cost competitive with solar PV and onshore wind power. But it is worth noting that the importance and share of CCS role in CO2 emission reduction is decreasing since renewable power is already well deployed and there is still a lack of large-scale CO2 capture demonstrations in China. Innovative capture technologies with low energy penalties need to be developed to promote CCS. Results in this work can provide informative references for making roadmaps and policies regarding CO2 emission reductions that contribute towards carbon neutrality.
