Abstract:Abstract Transit-oriented development (TOD) has long been recognized as a significant model for prospering urban vibrancy. However, most studies on TOD and urban vibrancy do not consider temporal differences or the nonlinear effects involved. This study applies the gradient boosting decision tree (GBDT) model to metro station areas in Wuhan to explore the nonlinear and synergistic effects of the built-environment features on urban vibrancy during different times. The results show that (1) the effects of the built-environment features on the vibrancy around metro stations differ over time; (2) the most critical features affecting vibrancy are leisure facilities, floor area ratio, commercial facilities, and enterprises; (3) there are approximately linear or complex nonlinear relationships between the built-environment features and the vibrancy; and (4) the synergistic effects suggest that multimodal is more effective at leisure-dominated stations, high-density development is more effective at commercial-dominated stations, and mixed development is more effective at employment-oriented stations. The findings suggest improved planning recommendations for the organization of rail transport to improve the vibrancy of metro station areas.

Abstract:Existing transit-oriented-development (TOD) classification studies primarily focus on the static characteristics around transit stations to measure the built environment's density, diversity, and design. As a community development model, time-variant variables, dynamic human activities throughout different times of the day and week matter in further unpacking the characteristics of TODs. Given that this aspect has been under-discussed in most previous TOD literature, this research provides an activity-based framework to classify commuter transit station areas by considering the degree of local vibrancy - the temporal visiting pattern of all points of interest (POIs) that fall within the station areas. We apply a two-step semi-unsupervised clustering algorithm to classify 4,290 station areas from 54 metropolitan areas across the U.S. This method produces 13 distinct station area types. Next, we further examine the connection between station area types and neighborhood travel behavior. A cross-sectional comparison reveals that stations with consistent active morning activities are associated with a higher ratio of commuting by walking and biking and lower automobile usage measured in vehicle miles traveled (VMT). Using stations opened after 2009, we show that active weekend activity patterns are associated with a more significant increase in commuting by public transit.

Abstract:Geography of innovation, creative clustering, urban buzz and innovation districts are place-based concepts that have emerged as a result of the US economy’s transformation to knowledge-intensive economies. The notable built environment characteristics of these concepts are spatial clustering, walkability and proximity to urban amenities, diversity, regional connectivity and agglomeration. While several of these characteristics have been associated with urban sprawl in previous studies, there is a lack of direct evidence on how urban sprawl affects innovation productivity. This national study seeks to examine the relationship between urban sprawl, place-based characteristics and innovation productivity. We used Multilevel Modelling to account for built environment characteristics at both neighbourhood and regional levels. We found that innovative firms tend to locate more in census tracts that are less compact but offer spatial proximity to firms in related business sectors. This is likely due to the higher land and property value in compact areas, which could make it unaffordable for small businesses. We also found that the regional compactness positively and significantly affects the number of innovative firms. This is likely due to the role of compact regions in supporting public transit investments, enhancing social capital and reducing poverty and racial segregation.

Consequently, Innovation Districts (IDs), as place-based strategies for economic development, have become a crucial intervention in urban planning and land-use policy. The literature highlights the typology of IDs and the built environment attributes that shape them. However, there needs to be more understanding of the role of the built environment amid growing remote working and placelessness. Thus, this research conducts a systematic literature review to investigate how the future planning for Innovation Districts will be influenced and how it can tackle the challenge of rising placelessness.

Abstract:For years, transportation and land use integration has been identified as important approaches for planners, engineers, and designers, but to understand more research is needed to understand how it affects people who live around stations. In response, this research builds on a multi-year analysis quantitative and qualitative study of 2323 transit stations in over 350 corridors throughout the U.S. – one of the largest federally funded studies on livability related to transportation. This effort yielded empirical links to transportation and land use integration and quality of life outcomes. This paper concludes that the intersection between successful transportation and land use integration (TLI) depends on people's ability to equitably access opportunities to improve and/or maintain their desired quality of life. Along these lines this paper (a) identifies important characteristics (metrics) of TLI in 2323 transit station areas in the United States, (b) applies these metrics toward the development of a typology of station types (TOD), and then (c) validates these metrics by geo-locating a variety of quality of life outcomes for station area residents. Put simply, this paper finds that opportunity access can be an organising principle for guiding transportation and land use integration strategies. In turn, providing individuals with equitable access to opportunities measurably shows significant potential for achieving many societal and individual quality of life benefits such as lowering auto-dependency, household budget burdens, greenhouse gas emissions, and even poverty and obesity rates.

Abstract:Transit-oriented development (TOD) is widely recognized for its potential to create high-density, mixed-use, and pedestrian-friendly environments. It aims to reduce reliance on cars, promote non-motorized travel, and advocate the utilization of various transportation modes. Due to these expected benefits, TOD has gained popularity and widespread adoption across cities. However, not all transit areas are developed according to TOD principles. Therefore, this study aims to identify different types of TOD in the United States and examine travel behavior of residents within each type. By capturing the diverse conditions of 4,400 existing transit station areas across the United States, this study reveals four TOD types: business district, town center, neighborhood, and suburban station areas. Using data from the 2017 National Household Travel Survey, this study identifies variations in residents' travel behavior, encompassing mode share and multimodality across these TOD types. The findings highlight the need for tailored strategies in specific contexts and contribute to a comprehensive understanding of TODs. Furthermore, they offer valuable insights into effective design and implementation strategies for promoting sustainable and multimodal travel behavior within TODs.

Abstract:Transit-oriented development (TOD) is a sustainable land use planning tool based on land value-added capturing and urban quality improvements and has been vigorously promoted by Chinese city governments. However, few studies have been conducted on the role of the ‘land finance’ model and on people-oriented planning approach focusing on urban inclusive growth. This paper examines the current implementation of TOD in China and attempts to explore the approach to the paradigm transformation of urban development in China. Evidence from Hangzhou illustrates that the current land-centered and property-led urban rail transit construction, although contributing to the economic sustainability of ‘urban development strategy’, has led to unaffordable housing prices and failed to decentralize population away from downtown areas. This study highlights inclusive growth models which integrate TOD planning with affordable housing for the floating population, not only to ensure equity in housing affordability and space accessibility but also to promote polycentric urban development strategies. The locations of inclusive growth models include new towns/sub-cities, traditional cores and suburbs, which are all based on existing industrial cluster areas and promote the full utilization of existing public service facilities.
Not Parking Lots but Parks: A Joint Association of Parks and Transit Stations with Travel Behavior

Abstract:Urban design literature says that public open space in a station area could promote walking and other types of physical activity, enhance place attractiveness, and increase property values. In the context of station areas, however, there is a lack of empirical studies on the relationship between the presence of parks and sustainable travel behavior, which is one of the primary goals of transit-oriented developments (TODs). This study examined the impact of park provision on transit users' mode choice in three U.S. regions: Atlanta (GA), Boston (MA), and Portland (OR). This study utilized multilevel multinomial logistic regression to account for hierarchical data structures-trips nested within station areas-and multiple travel modes-automobiles, transit, and walking. After controlling for the built environment and trip attributes, this study showed that when there was a park, people were more likely to walk or take transit to access or egress a transit station. A transit station having a park nearby may provide a more pleasant first-mile/last-mile travel experience. This paper demonstrated that station areas need to incorporate more public space, an overlooked element in current TOD plans.
Past-Present-Future: Urban Spatial Succession and Transition of Rail Transit Station Zones in Japan

Abstract:In today's environmentally conscious society, advocated by a global point of view, land and building use around rail transit stations have changed in the urbanization process. Promoting urban construction and development centered on rail transit stations not only meets the actual needs of urban sustainable development but is also an important means to guide the development of innovative cities. Therefore, it is meaningful to study the characteristics of urban spatial succession, development rules, and future trends based on this new perspective. We analyzed the relationship between rail transit networks and urban form in Japan using GIS by investigating changes in land and building use around rail transit stations over 30 years in the 1980s, 1990s and 2000s (from 1985-2010) using factor analysis and cluster analysis, and we discussed the impact of land consolidation planning and the setting and site selection of new stations based on urban development to understand the development trends inside and outside station zones and urban spatial succession. The results showed the following: (1) There are certain relationships between the development of urban form and traffic demand, and the rail transit network in Japan has the characteristics of high accessibility and aggregation of a small network; (2) Commercial development with a high plot ratio is dispersed and diverted by high-density rail transit stations in the commercial center of Japan; and (3) Commercial sub-centers form complexes by integrating multi-line transfers and form regional linkages through clustered commercial development. Regional business centers realize the agglomeration and radiation of functions through the compound development of station zones. This case study on rail transit zones and urban spatial succession in Japan has important enlightenment significance for urban construction toward optimizing the location and development of suburban rail transit lines, promoting the compact development of cities, exploring new ways to build more reasonable transport, planning city design and layout for rail transit station zones, and providing decision-making references for urban regeneration and sustainable development.

Abstract:<p>This research explores the efficiency of Transit-Oriented Development (TOD) at transit stations in Seoul using a two-stage bootstrap Data Envelopment Analysis with truncated regression. The ridership, in terms of the bus, subway, and shared bicycle usage within the transit stations' impact area, is judged as an immediate output of TOD performance, and indicators relating to the core concepts of TOD are selected as inputs. In the first-phase, TOD efficiency estimates are computed and regressed on environmental variables in the subsequent phase to identify contributory factors of TOD efficiency. Assessing the performance of TOD at the transit station revealed that the stations located around the CBD where commercial activities highly concentrated and transit stations are connected were more efficient compared to those located at the periphery of the city. The second-stage results indicate that a rise in pedestrian volume, the number of shared-bicycle stations and bus stops, commercial floor area, and traffic congestion around a transit station improves the efficiency of TOD. Our study makes a significant contribution to the literature by employing a more robust approach to explore TOD efficiency at transit stations. The findings of this study provide useful implications and insights for urban planners and policymakers across cities.</p>

Abstract:New urbanism aims to reform the constructed cities as it seeks to create new and complete cities. The main idea of transit oriented development (TOD) is manly based on the public railroad transportation as the quickest and most effective tool in competition with automobiles (car) in order to cause an effective change in the transportation style and decrease the dependence on cars and horizontal growth of the city. In the current study, the experiences of the development corridors are analyzed after investigating the transit oriented development using applied descriptive method and the planning, capitalization and implementation methods are examined based on the corridor development theory. Types of land use suitable for development including residential, commercial, educational, leisure time and so are evaluated in terms of establishment and location. Next, the feasibility of implementation of this method in new spaces created by subway lines in the Mashhad city is studied. Investigation of one of the urban train lines shows that a station named Koohestan Park (mountain-park) located in the Vakil Abad Boulevard has appropriate potentials and advantages for corridor development and urban investments and can contain diverse land uses for orientation toward sustainable objectives. Finally, land use and market activity in the area around this station are investigated using the SWOT model and the necessity of investment and creation of corridor development unit is evaluated.

Impacts of Rail Transit Accessibility on Firm Spatial Distribution: Case Study in the Metropolitan Area of Washington, DC

Abstract:Agglomeration economies can arise in areas with high concentrations of firms, which can be facilitated by improved transportation accessibility. Accessibility can be improved by public transit infrastructure, especially in combination with careful planning for transit-oriented development (TOD) that creates compact, high density, mixed-use, and pedestrian-friendly built environments in proximity to public transit infrastructure. Although the literature on TOD has increasingly shown positive effects on residential development and property values, its effects on commercial and industrial development, location of firms, and associated agglomeration economies are less clear and require more empirical study. This study analyzes firm location patterns by industry/sector in the metropolitan area of Washington, DC and examines whether significant spatial clusters have developed in relation to: 1) the presence of Metrorail stations; and 2) the presence of specific industry firms in the earlier year, using kernel density analysis and multinomial logit (MNL) regression. The analysis results indicated that firms in certain industries, such as finance and insurance/real estate and public administration, are more likely to benefit from proximity to Metrorail stations than other industries. Furthermore, firms in several industries show the effects of agglomeration within the same industry while several combinations of industries exhibit cross-industry agglomeration effects. The findings of this study contribute to the understanding of which industry sectors are more likely to be located in proximity to rail transit stations and TOD areas and to the understanding of agglomeration effects within the same industry and between different industries.

Abstract:Journal of Planning Education and Research, Ahead of Print. The Gent Sint-Pieters (GSP) project, an infrastructure and urban renewal project in Ghent, Belgium, can be considered a typical example of transit-oriented development (TOD). TOD can have significant effects on surrounding neighborhoods and their characteristics. In this study, a difference-in-difference model was used to measure changes in income level, educational attainment and house prices resulting from the GSP project. Although research demonstrates that TOD can lead to changes in the composition of neighborhoods and property values, our results show no significant causal effects, indicating that the local context determines whether, to what extent and in what way neighborhood changes occur.

Abstract:Transportation economics studies show that the activity density, in particular, employment density, is influenced by availability and quality of transportation infrastructure and services, including public transit. These studies also show that businesses and economic activities may have unique requirements, preferences, and characteristics, which may lead to varying effect of transportation on different sectors. However, the relationship between transit infrastructure and employment density has been examined mostly using simple transit proximity distance or travel time in the past research and few have used transit accessibility, and none have accounted for first/last mile (FMLM) modality, different public transit service type, and job matching mechanisms. This study attempts to fill these gaps by utilizing a new accessibility measure that is adaptive to the aforesaid features and comparing its relationship with employment density across various industries. The results show a positive and significant relationship between employment density and bus service accessibility for all industrial sectors, while the effect of light rail service is significant only for finance, real estate, insurance, food, and accommodation industrial sectors, and when FMLM modality is driving. Proximity to public transit was found to be a stronger predictor of job density than accessibility. Additionally, the effect of closeness to highway network was almost twice the effect of transit proximity for all sectors, especially for blue-collar jobs. The results also highlight that industrial sectors tend to cluster in areas with higher employment diversity but are indifferent towards higher land use diversity. These results signify several challenges in transportation equity and multimodal planning and policies. Improving regional public transit integration through coordinated physical infrastructure, fare systems, and schedules, along with enhancing walking amenities in key areas, could improve connectivity between activities. Additionally, incorporating equity considerations into land use planning, such as through distributional impact analysis, can help monitor and ensure equity in future urban developments.

Abstract:Transit-oriented development (TOD) promotes population agglomeration around rail transit stations, enhances urban vibrancy, and contributes to sustainable urban development. A key objective of TOD is the creation of vibrant communities around these stations. This study measures the vibrancy of 245 rail transit station areas (RTSAs) in Hangzhou, constructs an indicator system for rail transit station construction characteristics, and investigates their complex relationships using explainable machine learning methods. The research's findings indicate that: (1) the characteristics of station construction contribute to approximately 20% of the variation observed in the vibrancy of RTSAs; (2) there are significant local nonlinear and threshold effects of station construction characteristics on the vibrancy; (3) a certain amount of interaction exists among various construction characteristics; (4) In terms of the impact of rail transit station construction characteristics on the vibrancy of RTSAs, there are significant differences among these stations, which exhibit distinct typologies and regular spatial distributions. During the rail transit construction process, it is crucial for both the city government and private sector stakeholders to understand the unique characteristics of each station and the varying contributions of different construction elements to urban vibrancy. This understanding is essential for promoting the development of rail transit and ensuring the sustainable development of the city as a whole.

Abstract:Transit-oriented development (TOD) has been widely practiced as a strategy to reduce automobile dependence and promote urban sustainability. However, TOD may also inadvertently induce gentrification and displacement and consequently exacerbate social inequity. This study proposes a Node-Place-People (NPP) model, extending from the classical Node-Place framework, to explicitly incorporate equity metrics into TOD analysis. The proposed NPP model is applied to assess 133 future TOD sites under the new regional transit plan, Project Connect, in the Austin, Texas area. 18 variables covering land use, socioeconomics, demographics, and multi-modal transportation connectivity are analyzed, with application of an entropy-weighted method, to generate three composite indices corresponding to NPP's three dimensions. In the Austin application case, the People dimension measures residents' vulnerability to the risk of potentially TOD-induced gentrification and displacement. The study then categorizes using the K-means clustering technique the 133 TOD sites into five distinct clusters—downtown, vulnerable, rural, suburban, and urban stations. Results of the analysis reveal significant imbalances along the People-Node and People-Place dimensions even in the TOD sites of relatively balanced Node-Place attributes. The findings highlight the importance of incorporating metrics representing the vulnerable people in future TOD planning to mitigate potential TOD negative impacts on disadvantaged groups, to ultimately foster equitable and sustainable TOD communities.

Abstract:This paper examines agglomeration effects on the productivity of Chinese firms in the creative industries between 2012 and 2014. We estimate productivity with a production function approach, and test whether three measures of agglomeration-namely, specialization, diversity, and density-affect the productivity of firms in creative industries. According to our results, that the density elasticity of productivity is 0.31, which suggests that agglomeration economies matter for creative industries. Urbanization economies resulting from diversity in service industries are the main source of agglomeration economies, but there is no specialization effect after controlling for firm size, ownership, and industry concentration. Further, availability of communication, represented by digital access and transportation convenience, boosts knowledge spillovers and thus enhances urbanization economies. Our findings are robust to alternative specifications, outcome and agglomeration measures, and treatment of outliers.

Abstract:The global trend toward urbanization has spurred the widespread adoption of transit-oriented development (TOD). While previous research has extensively explored the relationship between land use and TOD ridership, much of it has focused on linear associations at a singular scale. Leveraging recent advancements in nonlinear modeling and the accessibility of open-source data, this study employs a comprehensive two-step methodology. Firstly, K-means clustering algorithm categorizes TOD sites in Shenzhen into three distinct clusters, providing a site-based understanding of their characteristics. Subsequently, a Light Gradient Boosting Machine (LightGBM) classification model, complemented by SHapley Additive exPlanations (SHAP) values for interpretation, quantitatively evaluates the influence of mixed land use on TOD ridership across various catchment areas. As for the findings, we discover that land-use factors have different effects on TOD site patronage at different buffer radii and delve into the intricacies of these effects. Further results reveal non-linear relationships with varying degrees of positivity and negativity. For instance, residents and health sites positively impact patronage across all buffer radii, while certain commercial land uses exhibit a negative influence. The study demonstrates how the importance of different land-use structures varies across these clusters, shedding light on the nuanced impacts of land use on TOD catchment areas. Our research optimizes land-use mixes based on predominant cluster characteristics by offering actionable recommendations for urban managers.

Although a significant body of research has focused on employment agglomeration at an urban level, this paper presents a broader view that also includes new empirical research on wider regional and intermodal access and its economic implications. The analysis shows how business clustering (employment agglomeration) can occur at different scales and in different forms, reflecting a range of needs to access local and regional populations, suppliers, and customers, as well as intermodal gateways that provide access to national and global markets. These different types of access have broader economic development and productivity implications that are particularly important for transportation planners who evaluate proposals for freight and passenger modal investments connecting communities and intermodal facilities. To address these issues, the paper brings together three complementary perspectives: (a) transportation planning literature that distinguishes types of transportation investment and plans; (b) site location literature that defines business location decision processes and their spatial scale; and (c) economic research that provides a basis for defining scale economies and productivity effects. It presents results of a new U.S. study that develops statistical relationships between types of access and industries in relation to their relative concentration and productivity at a county level. The results show the importance for transportation planners to consider freight access as well as customer and worker access. They also indicate the potential for decision bias if project prioritization and cost–benefit analyses fail to consider the full range of spatial scales relevant for assessing market access. The article discusses implications of these findings in terms practical applications for transportation investment planning, and it highlights remaining needs for further research.
