Abstract:Abstract The China (Shanghai) Pilot Free Trade Zone ( SPFTZ ) founded one year ago is a trial for China's new round of reform and opening up, which has promised liberalisation on the capital account and trade facilitation as its main objectives. Here, we discuss why China adopted such a pilot zone after three decades of economic development, and explore what the differences are between the SPFTZ and other free trade areas, and developments of the SPFTZ in the past year. We also make a preliminary assessment of the SPFTZ 's initial impacts, especially of its impact on China's capital account opening and financial liberalisation. It is possible that the successful practice of the SPFTZ and more pilot policies replicated in China will give rise to a more balanced Chinese economy in the following decade.

Abstract:This paper focuses on the impact effect of the pilot free trade zone on the competitiveness of equipment manufacturing enterprises, using the multi-period double-difference method, using the data of listed enterprises in the equipment manufacturing industry from 2008 to 2020. The conclusion of the study shows that the establishment of a pilot free trade zone can significantly enhance the competitiveness of high-end equipment manufacturing enterprises, mainly by expanding the scale of enterprise investment and alleviating enterprise-financing constraints. The heterogeneity test shows that the promotion effect of the establishment of the Pilot Free Trade Zone on the development of the competitiveness of equipment manufacturing enterprises is more significant in the sample groups of central and western regions and state-owned enterprises. In the future, it is necessary to make use of the advantages of the Pilot Free Trade Zone system, expand opening up to the outside world, strengthen financial co-operation, create a good business environment, increase the coverage of the Pilot Free Trade Zone policies, and promote the balanced development of the eastern, central and western regions.

Abstract:In recent years, China's Pilot Free Trade Zones have begun to change from focusing on re-export trade and processing manufacturing to leading the development of modern service industry and high-tech industry,System innovation is the key, At present, the research around the economic effect of the Pilot Free Trade Zone is getting more and more attention from the academia, and the related research is more abundant. This paper reviews the relevant research hotspots and finds that the frontier research on the economic effects of China's pilot Free trade zones mainly focuses on four aspects: economic growth effect, trade and investment expansion effect, structure optimization and upgrading effect and technology spillover effect. Combined with the functional orientation of the future development of the pilot free trade zone, the following four aspects are proposed for future research: First, the dynamic effect research; Second, the research on the system effect; The third is the circular economy effect research; The fourth is the research on the effect of system innovation.

Abstract:The paper explores the impact of China's free trade zone policies on urban economic development by way of the time-varying DID model using the annual panel data of 284 cities from 2010 to 2019. Through the study, it is found that the free trade zone policies have effectively promoted urban economic growth. Moreover, it is found that: (1) the pilot cities implementing free trade zone policies have registered economic growth via the mediating effect of foreign trade; (2) the free trade zone policies exert more obvious influential effect on eastern and coastal cities; (3) the relatively loose scope of free trade zones can more effectively promote the local urban economic development.

Abstract:China's pilot free trade zones play an important role in promoting deep-level reform and high-standard opening up. Based on the panel data of 284 prefecture-level cities in China from 2009 to 2021, the article explores the impact of pilot free trade zones on urban innovation using the multi-period difference-in-differences model, mediation effect model, and spatial difference-in-differences model, treating the pilot free trade zone as a quasi-natural experiment. The study shows the following: the establishment of pilot free trade zones boosts sustained growth in urban innovation, and the results still hold after a series of robustness tests; the enabling effect of pilot free trade zones on urban innovation is most significant in eastern regions and large-scale cities; and the role of pilot free trade zones in promoting innovation varies by stage. The mediation impact study revealed that pilot free trade zones can influence urban innovation via talent concentration, foreign direct investment, market scale, and financial support. The pilot free trade zones enhance the innovation performance of its geographically adjacent cities with economic ties and the innovation level of the region. The analysis offers a policy basis for the sustainable growth of urban innovation.

Abstract:This paper examines the impact of pilot Free Trade Zones (FTZs) on technology innovation in China. Applying a multi-phase difference in difference (DID) model with the data from 280 Chinese cities during 2004 – 2019, covering 18 pilot FTZs, we found significant positive technology innovation effects of pilot FTZs. Specifically, the establishment of pilot FTZs has encouraged 'substantive innovation' through improving business environment, producer services agglomeration and financial development. Further spatial analysis shows that the innovation effect of the pilot FTZs has a positive spillover effect on neighbouring cities whose innovation capabilities are improved significantly, and thus narrows the innovation gap between cities. In terms of time dimension, the positive effect of pilot FTZs on innovation is immediate and continuously amplified. The above conclusions are robust using the placebo test, PSM-DID and control of provincial effects. The results provide important implications in extending the pilot FTZs to a wider coverage.

Abstract:Achieving the integration of green and economic development has become the key to promoting high-quality economic development in China. In the context of dual-cycle development, a higher level of opening up will be an important prerequisite for achieving this goal. This article uses panel data from 30 provinces in China from 2008 to 2020 as the research sample and takes the establishment of the Pilot Free Trade Zone (PFTZ) as a quasi-natural experiment. By constructing the Green Dual-Cycle High-Quality Development (GDHD) indicator system, taking green finance as the starting point, industrial structure adjustment and technological innovation ability as the perspective of differentiation. This article uses the difference-in-differences method and the intermediary effect model to explore the impact of PFTZ on regional green high-quality development. The study found that establishing PFTZ has significantly promoted regional green high-quality development, and this effect remains valid under multiple robustness tests. Further research has found that, under the advantages of green finance in PFTZ, regional industrial restructuring and the improvement of green innovation capabilities are the main ways to achieve this goal. This study provides a new development path for China's PFTZ to promote high-quality regional development better.

Abstract:The establishment of the Free Trade (Pilot) Zone (FTZ) is a new attempt by China to embark on modern sustainable urban planning and governmental territorial management at the development stage of a high-quality economy. As urban lands serve as the limited resource foundation for civic production and livelihoods, enhancing land use efficiency becomes a key measure to facilitate metropolitan economies of high quality. Utilizing panel data from prefecture-level cities spanning from 2005 to 2021, this study constructs a multi-period difference-in-differences model to explore the impact of FTZs on urban land use efficiency (ULUE). The results indicate that FTZs can significantly enhance urban land use efficiency, with a more pronounced policy effect observed in central cities, inland cities, and cities with higher urbanization rates. Furthermore, the FTZs also demonstrate spatial spillover effects on urban land use efficiency. This study holds great significance for relevant government departments in formulating policies to optimize land resource allocation, promote FTZ development, and foster high-quality urban planning and territorial management.

Abstract:Launched in 2013, the Shanghai Pilot Free Trade Zone (FTZ) was intended to serve as a platform for testing China’s new policy to facilitate more open trade and further open up its services sectors, such as finance, through easing restrictions on foreign and domestic companies. By 2018, it had attracted over 50,000 member companies. This paper provides an overview of global free economic zones (FEZs), or special economic zones (SEZs), and a detailed study of the Shanghai Pilot FTZ and its success factors and challenges. It draws out lessons that may be applicable to other developing countries.

Abstract:As the main battleground for the high-quality development of trade, the establishment of Pilot Free Trade Zones (PFTZ) in China has been an important strategy to promote the transformation and upgrading of the quality and patterns of trade. Based on annual provincial-level panel data from 2002 to 2017, this study explores the impact of the establishment of PFTZ on the transformation and upgradation of trade patterns based on the multi-period difference-in-differences (DID) method and yields four significant findings. First, PFTZ have increased the share of general trade by 11.8%, whereas the share of processing trade has decreased by 14.1%, indicating that they have significantly contributed to the transformation and upgradation of domestic trade patterns. This finding holds after conducting various robustness tests. Second, from the perspective of heterogeneity, even though the impact of the first batch of the PFTZ was insignificant, the second batch has significantly promoted the transformation and upgradation of trade patterns. Third, the promotion effect of the establishment of the provincial PFTZ on the transformation of trade patterns was significantly higher than that of the PFTZ directly controlled by the central government. Finally, the study found that the Belt and Road Initiative (BRI) can enhance the positive effect of the PFTZ on the quality and development of trade.

Abstract:The pilot free trade zone (PFTZ) policy is an important strategic initiative to lead green and high-quality economic development. Based on panel data from 2012 to 2019 of 287 Chinese cities, this study systematically investigates the effect of the PFTZ policy on carbon emissions by building the staggered difference-in-difference (DID) model. The results showed that the PFTZ policy significantly reduced carbon emissions and that this reduction effect increased over time. These findings hold true after robustness tests. Additionally, the heterogeneity analysis showed that the carbon emission reduction effect was more significant in coastal areas. In terms of impact mechanisms, the main driving force of carbon emission reduction from the PFTZ policy is technological progress. Furthermore, the PFTZ policy has a spatial spillover effect, which can drive neighboring cities to reduce their carbon emissions. This study provides useful policy insights for building a green low-carbon trade system and helps achieve carbon peaking and carbon neutrality goals.

Abstract:In the context of China's "double carbon" target, paying attention to regional green total factor energy efficiency (GTFEE) is crucial for ensuring a fundamental guarantee for China's free trade zones for the promotion of sustainable development in China's free trade zones. However, the existing literature lacks focus on the environmental effects of these zones. This study takes advantage of the pilot free trade zone (PFTZ) implemented in 2013 as a natural experiment, utilizing panel data from 2009 to 2020 for Chinese prefecture-level cities. It adopted a progressive difference-in-difference model to assess the effect of the PFTZ on GTFEE. The findings demonstrate a remarkable improvement in GTFEE due to the PFTZ, which remains robust even after conducting robustness checks, including the parallel trend test. The PFTZ achieves this improvement by facilitating industrial structure upgrading and promoting green technology innovation. The positive influence of the PFTZ on GTFEE is particularly prominent in coastal cities and non-resource-based cities. This study contributes to the understanding of the environmental effects of free trade zones, providing a direct response to the key question of whether the free trade zone policy can effectively support high-quality economic development in the new era. Moreover, it offers useful policy implications for advancing further openness, winning the battle against pollution, and boosting high-quality economic development.

Abstract:Exploiting China's pilot free trade zones (FTZs) as an exogenous shock of institutional quality improvement, this study explores the impact of FTZs on urban entrepreneurship. We find that cities with FTZs are associated with higher entrepreneurship. The positive influence of FTZs is more pronounced in western and northern cities, and cities with high administrative levels. The entrepreneurship in service industries is promoted significantly by FTZs. In addition, FTZs foster entrepreneurship by promoting opening-up upgradation of foreign investment and foreign trade and financial development. We also identify the spatial spillover effects and find that entrepreneurship responses to pilot FTZs are significantly stimulated in adjacent cities without FTZs. Last, we show that Shanghai FTZ and Fujian FTZ, rather than Tianjin FTZ and Guangdong FTZ, play a non-negligible function in encouraging new firm creation. This study has important implications for FTZ's planning and spurring economic growth in developing countries.

Abstract:Fujian Pilot Free Trade Zone is strategically positioned as "an experimental field for reform and innovation, a demonstration zone for deepening cross-straits economic cooperation and a new high ground for opening up and cooperation among countries and regions along "The 21st Century Maritime Silk Road". The Fujian Pilot Free Trade Zone has introduced an “Early and Pilot Implementation” policy in terms of accelerating the transformation of government functions, promoting investment and trade facilitation, innovating the cooperation model between Fujian and Taiwan, deepening financial reform and innovation, creating an open "Maritime Silk Road", etc. The Fujian FTZ devised a number of innovative projects, which are ready for implementation in other regions of China. However, there are challenges that have arisen in past years. In the future development, we can continue to exert our strengths in giving play to regional advantages, deepening cooperation with Taiwan Province, and continuously optimizing the business environment.

Abstract:Free-trade zones are highlands of regional development that have a radiating effect on surrounding cities. This paper uses Yangtze River Delta Urban Agglomeration (YRDUA) data from 2003 to 2018, to examine the impact of the China (Shanghai) pilot free-trade zone (SPFTZ) on green total factor productivity (GTFP) in the YRDUA. It uses the regression discontinuity (RD) method and analyzes the influence mechanism with the help of the mediating effect model. The paper presents the following major findings. The establishment of the SPFTZ significantly promoted GTFP in the YRDUA, with technological progress being the main driving force. An analysis using the mediating effect model found that financial efficiency and industrial structure upgrading play a complete mediating role in GTFP growth in the YRDUA. Therefore, the SPFTZ should make use of its policy advantages, take full advantage of the effect of the green growth pole, and promote green mutual development with the YRDUA.

Abstract:Whether China's Pilot Free Trade Zone (FTZ) can force market-oriented reforms and improve the quality of economic growth is a major issue related to sustainable development. This paper uses DID method to test the impact of FTZ on the quality of economic growth. The study found that, first, FTZ has promoted the quality of economic growth. Second, FTZ has promoted China's market-oriented reform through institutional innovation of high-level opening and provided a strong impetus for high-quality economic growth. Third, FTZs in coastal areas, the Guangdong-Hong Kong-Macao Greater Bay Area and the second batch of FTZs have a relatively greater role in promoting high-quality economic growth. Research shows that China's high-level open institutional innovation can promote market-oriented reforms and effectively promote the goal of economic transformation from high-speed to high-quality.

Abstract:In response to the new international and domestic development paradigm, China has established pilot Free Trade Zones (FTZs) to optimize the service industry structure. However, limited research has been conducted on the impacts of pilot FTZs on service industry structure upgrading. Taking the establishment of the Guangdong Pilot Free Trade Zone (GDFTZ) in 2015 as a quasi-natural experiment, using the panel data from 2005 to 2019 and applying the difference-in-differences method, this study makes the first attempt to examine the impact of the GDFTZ policy on the service industry structure upgrading in China. Furthermore, this study explores the mechanisms and the spatial spillover effect of the GDFTZ policy. We find that the GDFTZ significantly promotes service industry structure upgrading; the results hold after considering the endogeneity using the instrumental variable method. By distinguishing different types of technology innovation, we find that the GDFTZ can upgrade the service industry structure through imitation and independent innovation instead of technology introduction. Additionally, GDFTZ can promote service firm agglomerations and financial resource allocation efficiency to upgrade the service industry structure. Moreover, the GDFTZ has positive spatial spillover effects on neighboring cities. Our findings suggest that the GDFTZ policy can play a distinctive role in upgrading the service industry structure by promoting innovation and service firm agglomeration, which is different from the previous opening-up policies.

Abstract:This article investigates the effect of pilot free trade zones (FTZs) on new firm entry. Using firm registration data in China from 2003 to 2020, we find that the establishment of FTZs has a significant and persistent positive impact on new firm entry, and it is attributed to the capital and talent agglomeration induced by FTZs. Heterogeneous analyses show that FTZs primarily stimulate the entry of firms in high‐tech industries and domestic private firms, and the effect of FTZs is more pronounced in prefectures with higher institutional innovation and those in coastal areas. Moreover, FTZs exhibit positive spillover effects on the emergence of new firms in surrounding regions, suggesting that the establishment of FTZs has empowered coordinated regional development.

Abstract:The establishment of the China Pilot Free Trade Zone complies with the concept of sustainable development, and its construction can not only realize trade liberalization and facilitation but also activate the green innovation momentum of enterprises to help solve China's current dilemma of sustainable development and economic growth. This paper is the first to consider the impact of the establishment of the pilot free trade zone from the perspective of enterprise green innovation efficiency, providing a direct answer to the key question of whether the construction of the pilot free trade zone can truly serve the high-quality development of the economy in the new era, and enriching the theoretical research on the enterprise green innovation efficiency macro-drivers related theoretical research. In addition, this paper uses the super-efficient EBM-GML model to measure the level of green innovation efficiency of enterprises, on the basis of this, it adopts the multi-stage differences-in-differences method used to evaluate the impact of the establishment of the pilot free trade zone on the green innovation efficiency of enterprises. According to the benchmark regression results, the establishment of the pilot free trade zone has promoted the degree of green innovation efficiency of enterprises, and this promotion effect is sustainable. This conclusion was validated by robustness tests. Heterogeneity testing confirms that the pilot free trade zone has a significant influence on the green innovation efficiency of enterprises in heavy pollution industries, non-state-owned enterprises and patent-intensive enterprises. With the enhancement of environmental regulations, the green innovation efficiency of enterprises shows significant improvements. The analysis of the transmission mechanism shows that the pilot free trade zone influences the green innovation efficiency of enterprises primarily through the cost reduction effect, tax incentive effect, and reverse technology spillover effect. This study clarifies whether the policy of the pilot free trade zone can boost the green innovation efficiency of enterprises, and provides useful insight for further implementing the strategy of opening up to the world and promoting high-quality economic growth.
